3 The Qualified Lawyers Transfer Scheme (QLTS) came into force on 1 September 2010, replacing the previous regime, the Qualified Lawyers Transfer Test (QLTT) exams. The QLTS is a transfer scheme which provides an opportunity for international lawyers to qualify as solicitors in England and Wales. The scheme is administered by the Solicitors Regulation Authority (SRA), the regulatory body of the Law Society of England and Wales. Who is eligible to take the QLTS assessments? To be eligible to apply to take the QLTS assessments, you must be: A qualified lawyer within a recognised jurisdiction; or A qualified lawyer within the EU/EEA; or A barrister within England and Wales; or A Scottish solicitor/advocate; or An Irish Solicitor/advocate Before taking the assessments ENGLISH LANGUAGE REQUIREMENTS Before applying to sit the QLTS assessments candidates will be required to demonstrate that they meet the SRA s English language requirements. The SRA has set its English language requirement at Level C2 or Mastery level in line with the Common European Framework of Reference (CEFR). CERTIFICATE OF ELIGIBILITY Before you can sit the QLTS assessments you must have been issued with a Certificate of Eligibility, issued by the SRA. Are there any exemptions to the assessments? EXEMPTIONS FOR LPC GRADUATES The SRA can grant exemption from the MCT assessment to applicants who have passed the LPC. This does not apply to OSCE. EXEMPTIONS FOR INTRA-UK APPLICANTS, IRISH SOLICITORS, AND EEA LAWYERS Scottish and Irish solicitors as well as fully-qualified barristers of England and Wales are exempt from some elements of the MCT. Is there a need for training? Absolutely, there are only three attempts allowed at each of the three parts of the QLTS during the five-year validity of your of eligibility. Further, the QLTS assessment organisation are not authorised to provide training for the assessments. Internationally qualified lawyer Apply to SRA for Certificate of Eligibility Check whether you are exempt from any parts of the QLTS assessments (certain exemptions are only available for the MCT at present) Pass ALL required parts of the QLTS assessments within the five year time frame From a recognised jurisdiction Satisfy the English Language requirement Begin QLTS assessment preparation with CLT Register for the QLTS assessments with Kaplan QLTS Apply to be admitted as a Solicitor of England and Wales

7 The QLTS Assessments Process Part One - Multiple Choice Test (MCT) The MCT consists of 180 questions, to be answered over a three hour period. Each question is based upon an area which will test the candidate upon Part A of the Solicitors Regulation Authority (SRA) Day One Outcomes namely: solicitors accounts, professional conduct, financial regulation, property and probate, litigation, business law and practice, contract and tort, the English legal system, incorporating equitable rights, human rights and EU law. This assessment is expected to be of three hours duration. We have compiled comprehensive training packages for all parts of the QLTS Assessments Part Two - Objective Structured Clinical Examination (OSCE) The OSCE examines Outcomes C, D and F of the SRA s Day One Outcomes. Candidates are examined in the 3 practice areas of: Business Property and Probate Civil and Criminal Litigation. In each of these practice areas candidates do each of the following exercises once: Client interview and completion of attendance note/case analysis Advocacy/oral presentation Legal research Legal writing Legal drafting. In total therefore candidates undertake 15 assessed exercises: 5 in Business, 5 in Property and Probate, and 5 in Civil and Criminal Litigation. For practical purposes the OSCE is divided into two parts as follows: OSCE Part 1 Client interview and completion of attendance note/ case analysis Advocacy/oral presentation. OSCE Part 2 Legal research Legal writing Legal drafting.
