The informaion managed by he sysem inludes jail managemen, our alendars, fees olleed, finanial managemen, firearm permis, iaions, marriage lienses, riminal and ivil hisory, rial and ase informaion. The sysem provides feaures ha resul in improved aess o informaion wih a onomian improvemen in handling of ase loads. The benefis of inreased ommuniaions and sharing of ommon informaion are subsanial. Conra Summary Glynn Couny uilized Tyler s UNIX based Ableerm sysem for 14 years and beause of he inreased workload in he jusie sysem, needed o ake he nex seps o inegrae informaion and use new ehnologies o furher enable he exeuion of is riial mission, he adminisraion and delivering of riminal jusie for Glynn Couny residens. The major requiremen resuling in seleion of Odyssey is ha i allowed for he inegraion of all of Glynn Couny s Criminal Jusie Offies daa ino one ohesive sysem. Glynn Couny seleed TSG s Inerne Tehnology Based Odyssey sofware, programming and implemenaion servies. Per he erms of he onra Tyler was o deliver he Odyssey Case Managemen sofware, Jail Managemen Sofware, Law Enforemen and Proseuor sofware. Addiionally, modifiaions under he onra inluded enhaning he Case Managemen sofware, Jail Managemen sofware, Proseuor sofware and Law Enforemen sofware modules o mee Georgia Sae Reporing requiremens and added enhanemens requesed by he ouny. The exensive lis of required modifiaions ook Tyler approximaely 1 ½ years o design and develop. Paymen erms of he onra were ha paymen would be made annually on July 31s for implemenaions ha were ompleed in he previous fisal year. Paymen was based on he perenage of Conra Deliverables (CD s) ha were signed off by Glynn Couny. To dae, all CD s for he onraed servies have been signed off by Glynn Couny, whih is he rigger for he insallmen paymen o Tyler Tehnologies. Toal amoun of he original onra $87,5. Paid o dae $542,166 Amoun remaining on he onra $265,334.

2 Mainenane and upgrades are billed annually. The urren os is $66,733. Proje Summary The Odyssey Sysem is live and used in all ours. From he ime ha he onra was signed o he ime ha he required appliaion modifiaions were available, Tyler Tehnologies revised heir proje mehodology and adjused he proje phases o have a fully inegraed implemenaion ha rossed our offies lines. Beause he Odyssey sysem inegraes harges, paries, warrans and bonds, and eah our uses he same informaion, he proje phases were adjused ino 3 large implemenaions. Phase 1 Probae - This proje phase inluded Marriage Liense and Gun Permis and Probae Case Manager. Probae implemenaion sared in April 27 and wen live in Oober 27. Phase 2 Civil Case Manager The Civil Case Manager phase inluded implemenaion of all Civil ase managemen for Magisrae, Sae and Superior Cours. Civil Case managemen sofware raks all aspes of our aiviies and heir offiers. I provides doumen proessing, and ashbond managemen, maser files for persons, omplee ase hisories and aahmens, omprehensive seuriy and audi funions, ools for generaing forms and leers, and sandard repors ha omply wih sae reporing. Civil Case manager wen live in May 28. Phase 3 Inegraed Criminal Jusie This proje phase inluded all Criminal Case Managemen for he ours, Law Enforemen, Jail, Proseuor, Juvenile and Ho Cheks. Planning for his phase began in January 28, and wen live in Sepember 28. During his omplex implemenaion, 3 issues ha required resoluion were idenified. Tyler and Glynn Couny reaed a eam o arge and help resolve he issues. The issues inluded raining, onfiguraion, business proess hanges, seuriy and appliaion modifiaions o orre defes and add enhanemens. Remaining Aiviies Implemenaion of he Odyssey sysem has saisfied he requiremens sipulaed in he CD s. Sae erifiaion of eleroni submial of some repors is sill o be ompleed. Finanial manager is being phased ino he remaining offies. Oher issues are resolved as hey are idenified. Currenly Glynn Couny has 126 of he 2 hours remaining o use for servies as needed by he Couny. These hours an be spen on raining, enhanemens or onfiguraiononsuling aiviies. Alernaives 1) Approve final paymen of he onra in he amoun of $265,334 for implemenaion of he sysem. Pay $12, now and wihhold $145,334 of he paymen unil he issues lis aahed is ompleed and approved by he Couny Adminisraor. 2) Do no approve he requesed onra paymen whih will require renegoiaion for replaemen of he sofware and review of he onra and harges owed. Implemenaion Upon approval, Informaion Tehnology will provide Finane wih he invoie and required informaion o omplee he parial paymen. Funding Soure: The funds in he amoun of $265,334 are o ome from he Couny Adminisraor s Coningeny Fund. Reommendaion Saff reommends Alernaive 1.
