3 INTRODUCTION The College is Ontario s first community college, established in 1966, primarily serving the eastern portion of the Greater Toronto Area through four campuses and seven satellite locations. The College is recognized as one of the most culturally diverse post-secondary institutions in Canada. Almost 100 ethno cultural groups are represented and 80 languages are spoken on campus. The College offers more than 200 diploma and certificate programs on a full-time and Continuing Education basis in business, communication arts, community and consumer services, engineering technology, health and transportation. These career-oriented programs emphasize practical experience with laboratory learning, industry and agency placements, as well as co-op education. Students also prepare for college and university through the General Arts and Science program, and English language training. The College supports enrolments of 16,000 full-time students and 24,000 in Continuing Education. In addition, the College has approximately 1,000 full time positions and several part time positions. Centennial College is committed to eliminating barriers and improving accessibility for persons with disabilities in a manner that respects dignity, independence, integration and equality of opportunity. Further information about Centennial College is available on the College s website at Section 1 Scope of RFP 1.1 Requests for Proposal CENTENNIAL COLLEGE is issuing this RFP to request parties (the Respondents ) qualified to provide hosted service to the College students to respond to CENTENNIAL COLLEGE in accordance with the terms and conditions of this RFP. 4 Section 2 Submission, Amendment or Withdrawal of Proposal by Respondent 2.1 When and Where to Submit a Proposal To be eligible for consideration, proposals for the Project must be received from Respondents by the date and time indicated on the cover page of this document or such other date and time, if any, as is specified by CENTENNIAL COLLEGE in accordance with Section 8.1 below (the Closing Time ): Centennial College Purchasing Department Room A219, 2nd Floor, A Block 939 Progress Avenue, Toronto, On, M1G 3T9 Attention: Damian R Jeganathan A Respondent s proposal (the Proposal ) is the totality of the information that a Respondent submits to CENTENNIAL COLLEGE in accordance with and in response to the RFP by the Closing Time, including all forms and information that the Respondent submits in response to a requirement, request, option or permission to submit under the terms of the RFP. A copy is one complete iteration of the Proposal. Proposals must be sent by courier or otherwise delivered by hand. CENTENNIAL COLLEGE will not accept or consider Proposals transmitted by facsimile or sent by other electronic means or by Canada Post. It is the responsibility of the Respondent to ensure that Proposals are date-and-time stamped at the Purchasing Department at the address indicated above. Proposals become the property of CENTENNIAL COLLEGE and will not be returned to Respondents. 2.2 Respondents to Follow Instructions Respondents are expected to complete their Proposals in accordance with the instructions in this RFP. Any non-compliance with the instructions or failure to provide information set out in the RFP by a Proponent may result in the Respondent s Proposal being eliminated. Respondents are requested to structure their responses in parallel to the structure of the RFP. Ensure that your submission address each of the 12 business objectives outlined in Schedule B. Provide both pros and cons to your solutions. Some sections of the RFP require the Respondent to complete or use forms that are contained in the RFP. For clarity, where the use of a form is not specified in the RFP, Respondents are not required to copy and submit the text of the RFP to 21/07/2014 2

5 which they are responding, but should reproduce or clearly reference the RFP section number and section title in the corresponding section of their Proposal. Section 3 CENTENNIAL COLLEGE s Rights 3.1 CENTENNIAL COLLEGE s Right to Amend, Supplement or Cancel RFP CENTENNIAL COLLEGE, without liability, cost or penalty may do all or any of the following acts: (a) (b) (c) (d) (e) at any time prior to the Closing Time, alter the date and/or time specified as the Closing Time; at any time prior to or after the Closing Time, alter any other dates in this RFP; at any time prior to or after the Closing Time, cancel this RFP; and from [4 to 8] calendar days before Closing Time, amend or supplement this RFP. Any amendments or supplements to this RFP shall be communicated to Respondents in the same manner in which this RFP was issued. Any amendments or supplements to this RFP made in any other manner shall not be binding. This RFP has been issued on MERX. Respondents are solely responsible for obtaining any amendments or supplements issued by CENTENNIAL COLLEGE. To ensure automatic receipt of amendments or supplements, Respondents are advised to select the Auto Update feature on the MERX document ordering system. Any reference to RFP in this document shall mean this RFP and all amendments or supplements of any kind, if any. 3.2 CENTENNIAL COLLEGE s Right to Clarify Proposals CENTENNIAL COLLEGE, without liability, cost or penalty, in its sole discretion and at any time after the submission of a Proposal, may seek clarification from any Respondent with respect to its Proposal. Any written information received by CENTENNIAL COLLEGE from a Respondent in response to a request for clarification by CENTENNIAL COLLEGE shall be considered an integral part of the Respondent s Proposal. 3.3 Obtaining RFP Documents Proponents are advised to obtain the Request for Proposal (RFP) documents directly from the MERX electronic tendering services (telephone number: ; web site: merx@merx.com) ( MERX ) to ensure that they receive all 21/07/2014 3

6 issued communications from CENTENNIAL COLLEGE. This is a mandatory requirement. Section 4 RFP Facilitator, Inquiries, Clarification of Matters Relating to the RFP 4.1 RFP Facilitator The individual who shall be responsible for handling all communications on behalf of CENTENNIAL COLLEGE relating to this RFP (the RFP Facilitator ) is: Damian R Jeganathan Centennial College djeganathan@centennialcollege.ca (416) All communications, including requests for information or clarification of this RFP, must be made in writing, addressed to the RFP Facilitator and sent to the address above. If an acknowledgement is not received with twenty-four (24) hours of the next business day, it is the responsibility of the Provider to contact the RFP Facilitator to confirm receipt of the original , quoting the RFP Number. Respondents are put on notice that only the RFP Facilitator is authorized by CENTENNIAL COLLEGE to provide information about this RFP and Respondents may not rely upon any information or instructions from any other person at, or purporting to act on behalf of, CENTENNIAL COLLEGE. Respondents shall carefully review this RFP and any attachments and report any errors, omissions, discrepancies, or clauses requiring clarification, or any qualifications to the RFP Facilitator. 4.2 RFP Clarification It is the responsibility of Respondents to seek clarification from the RFP Facilitator on any matter it considers to be unclear in accordance with Section 4.1. CENTENNIAL COLLEGE shall not be responsible for any misunderstanding on the part of Respondents concerning the RFP or the RFP process. CENTENNIAL COLLEGE will accept clarification questions in the form of s only until the date and time specified for Questions from Respondents in Section 8.1 below. CENTENNIAL COLLEGE will communicate answers to the questions via addendums, which will be posted on Merx. The Proponent is responsible for ensuring that any clarification questions which it submits to CENTENNIAL COLLEGE are received by CENTENNIAL COLLEGE before the deadline set out in Section 8.1. Such an is deemed to have been received by CENTENNIAL COLLEGE when CENTENNIAL COLLEGE s system delivers it to the RFP Coordinator s box. 21/07/2014 4

7 All answers to questions will be communicated to Respondents in the same manner as an amendment or supplement to this RFP issued in accordance with Section 3.1 above. CENTENNIAL COLLEGE reserves the right to edit clarification questions or to consolidate any clarification questions which are repetitive and post a single question and response. Section 5 Scope of the RFP 5.1 Deliverables The Deliverables to be considered by CENTENNIAL COLLEGE pursuant to this RFP Agreement consist of the services (the Services ) that are described in Schedule B attached hereto. Section 6 Format of Proposal and Respondent Information 6.1 Format of Proposal Proposals must be made up of 1 signed original unbound copy, 4 signed original bound copies and 1 copy of the Proposal on CD in a searchable format. Respondents are expected to prepare their Proposals in accordance with the instructions set out in this Section 6.1. The Respondent s name and address and the RFP number as well as the information set out in Section 2.1 shall be clearly marked on all envelopes and packages. All 4 originals must be signed by a duly authorized signing authority of the Respondent. Each page of the Proposal must be numbered and a list provided of any attachments, which attachments shall be considered part of the Proposal. The Proposal must include an executive summary. 6.2 Respondent Information The Respondent must provide the following information in its Proposal: (a) (b) (c) the name, post and address, telephone and facsimile numbers of the Respondent s contact person(s); the Respondent s legal name and any name under which it carries on business; the address, address, website, telephone and facsimile numbers of the Respondent s principal place of business; 21/07/2014 5

8 (d) (e) (f) (g) (h) (i) (j) Section 7 the name of the person who will have primary responsibility for overseeing the Project; if different from (d), the name of the person who will be managing the provision of the Deliverables if the Respondent becomes the Vendor; a description of the Respondent s business organization, for example, whether it is an individual, a sole proprietorship, a corporation, a partnership, or other legally recognized entity; the name(s) of the proprietor, where the Respondent is a sole proprietor; each of the directors and officers where the Respondent is a corporation; each of the partners where the Respondent is a partnership; and the applicable information regarding the proprietor, directors, officers and/or partners where the Respondent is another recognized legal entity; whether the Respondent intends at any time during the term of any Agreement arising out of this RFP, to use the services of another entity in connection with the provision of the Deliverables pursuant to the Agreement and if so, the details of that arrangement; whether the Respondent is a partner, director, officer, shareholder, or a contributor of capital to another individual, sole proprietorship, corporation, partnership, or other legal entity that has as its principal business the provision of goods or services similar to the Deliverables, and if so, the details of that relationship; and the name(s), title, and company (if not the Respondent) of individuals that prepared the Respondent s Proposal. Mandatory Requirements of the RFP This section outlines the requirements that must be complied with in order for a Proposal to be considered by CENTENNIAL COLLEGE (the Mandatory Requirements ). If, in the sole discretion of CENTENNIAL COLLEGE, a Proposal does not comply with the Mandatory Requirements in whole or in part, it will be eliminated and shall not be given any further consideration by CENTENNIAL COLLEGE. MANDATORY REQUIREMENTS Receipt of submission complies with instructions. Submission is correctly addressed. Submission contains correct number of copies in prescribed format. 9 7.1 Proposal Form The Proposal Form attached as Schedule A must be completed and signed by a person authorized to sign on behalf of the Respondent and attached to the Proposal. Unless otherwise stated the closing time is 02:00PM EST Respondents Briefing CENTENNIAL COLLEGE is holding a briefing session for potential Respondents who may wish to respond to this RFP (the Respondents Briefing ), the date and time of that briefing will be set out in the following table: Date: July 25, 2014 Time: Location: 10:00 AM Room A215, Corporate Services Boardroom, A block, Progress Campus, Centennial College, 939 Progress Avenue, Toronto, ON, M1G 3T8 Attendance at it will be restricted to individuals who have pre-registered. Each potential Respondent may pre-register up to four (4) individuals for the Respondents Briefing by sending an with the potential Respondent s name and the names of the individual or individuals to be pre-registered to the RFP Facilitator by no later than: 21/07/2014 7

10 Date Time & 3:00 pm, July 24 th, 2014 Individuals attending the Respondents Briefing will be asked to sign in, identifying themselves and the potential Respondent whom they represent. Individuals who are not pre-registered shall not be admitted. It is a mandatory requirement of this RFP that each Respondent be represented by at least one individual at the Respondents Briefing. Any Proposal submitted by a Respondent who was not represented by at least one individual at the Respondents Briefing shall be rejected by CENTENNIAL COLLEGE. Section 9 Terms and Conditions 9.1 No Representations as to Accuracy of RFP CENTENNIAL COLLEGE makes no representation, warranty or guarantee as to the completeness or accuracy of the information contained in this RFP including any information contained in any amendment or supplement. 9.2 Confidentiality In this section, CENTENNIAL COLLEGE Confidential Information means information, including but not limited to materials in any form supplied to Respondents by CENTENNIAL COLLEGE or otherwise acquired by Respondents in connection with this RFP, any negotiation relating to this RFP or any part of that process, whether supplied to or acquired by Respondents before or after the issuance of this RFP, as well as all deliverables supplied or created by Respondents in connection with this RFP. All information obtained from CENTENNIAL COLLEGE is to be considered confidential information and is the property of CENTENNIAL COLLEGE, unless otherwise indicated. Respondents shall ensure that they: a) preserve the secrecy of and hold all CENTENNIAL COLLEGE Confidential Information in confidence; b) use CENTENNIAL COLLEGE Confidential Information only for the purpose of replying to this RFP; and c) do not disclose or transfer CENTENNIAL COLLEGE Confidential Information to any party without the prior written authorization of CENTENNIAL COLLEGE. 21/07/2014 8

11 Respondents acknowledge and agree that this Section 9.2 will be superseded by the confidentiality, privacy and protection of personal information provisions in the Agreement. 9.3 Costs The Respondents shall bear all costs associated with or incurred in connection with the Proposal to be submitted by the Respondent, or otherwise arising out of this RFP, and if applicable, the negotiation and settlement of the Agreement to be made with the Selected Respondent. 9.4 Entire Document This RFP, any addenda to it, and the schedules listed below constitute the entire RFP. 13 Schedule B Goods and Services 1.0 Introduction Centennial College is seeking proposals from qualified proponents to host its full and part time students accounts, approximately 30,000 accounts. The business objectives of the College with respect to students project are: - Provide our students with reliable hosted service, with % availability. - Provide our students with web access to , calendar, contacts, messaging, and voice/video communication. - The service must be compatible with Microsoft Outlook 2010 and later versions. - The service must provide POP3, SMTP and IMAP protocol for access by popular clients, example Firebird. - The service must be fully compatible and integrated with the College directory service, Active Directory, for managing user accounts. - The service provider must provide best of the breed anti- spam and anti- virus protection. - The service provider must provide Centennial College IT systems administrators fully featured local administrator portal for managing accounts. - The service must be fully compatible and integrated into the College different systems. 2.0 Project Scope Centennial College provides services to its +30,000 active students and staff. The College use IPlanet web mail server for this purpose. The webserver service is integrated into the College student and staff services portal, my.centennialcollege.ca. The webmail server and its storage are hosted in the College data center. The service is supported, maintained and operated by Centennial College IT staff. Each user is provided with 500 MB storage quota. Users are requested to continuously clean the inbox by either deleting s or archiving. If the quota is reached, the user account stops receiving s without notifying the user. The webserver interface design provides basic functions and does not have many of the modern services features and functions. It also provides calendar, contact list, and group features. College students are address, however, most of the students forward their s to personal s addresses like Gmail and yahoo. 14 Faculty, admin and support staff, have second address hosted and serviced by the College IT department using IBM Notes and Domino with domain Staff considers this service as the primary address. The College is looking for replacement to its current service. The ideal solution must meet the project objectives in 1.0 above. The College welcomes hosted solution providers that have experience with the Education industry and migration projects. The vendor offer should include: - Systems recommendations, - Provide subject matter experts to work with the College IT staff during the migration process. - Provide system administration and operations training to College IT staff, - The solution must ensure availability, scalability and cost estimate, and time- line for completing the project. - The solution must integrate into the College directory service. - The solution must integrate with the College systems including, Banner ERP, D2L LMS, and other systems, that includes integration with Luminis as we have not yet decided otherwise. - The solution must provide full compatibility with MS Outlook 2010 and above. - The solution must provide web mail portal services. - Project time- line, resources, cost, and technical requirements. - Training on systems administration to be provided to IT Administrators. - Requirement for reporting, a dashboard indicating different statistics, inbound, outbound mail, spam statistics, virus activity - AODA compliance, features and description - An indication of quotas and how is stored and backed up or managed over long periods of time, including possible options for " for life" - restore portal for helpdesk staff - 24/7 technical phone support 21/07/2014 TE R6/
