2 Number of Violaitons Identified Through Business and Municipal Asssistance Goal Story Behind the Baseline The pollution prevention program was established in 1992 to assist businesses, institutions, and governmental entities in reducing hazardous waste generation and toxics use reduction. Larger entities became subject to a statutory requirement to develop threeyear plans for toxics use and hazardous waste reduction. Baseline hazardous waste generation and toxic chemical use were established in 1992 and 1995, respectively. The Environmental Assistance Office (EAO) oversees the planning requirement, reviews plans, and provides planning assistance to entities subject to the planning law, as well as smaller entities not subject to the law. Hazardous waste generation has been reduced by 16% since the 1992 baseline and toxic substance use has decreased by 27% since the 1996 baseline. In 1996, the Small Business Compliance Assistance Program (SBCAP) was established to provide multi-media environmental regulatory assistance to Vermont businesses through on-site consultations, hotline, workshops, and publications. SBCAP has helped businesses to identify and correct over 6000 regulatory violations. In 2001, the Municipal Compliance Assistance Program (MCAP) was established to provide similar environmental regulatory assistance to Vermont municipalities. Since the program began, the MCAP has assisted about one-half of all municipalities. Strategies Regulation, Compliance Assistance and Enforcement Pollution Prevention Planning Review pollution prevention plans and annual progress reports for compliance with planning requirements. Mercury Regulatory Program Administer mercury product law (10 V.S.A. Chapter 164 related to manufacturer notification, product labeling, and phase-out/sale restriction of certain products as well as mercury use and management requirements for dental facilities, health care facilities, schools, and other entities. 3 Education and Technical Assistance Compliance and Pollution Prevention Assistance provide multi-media compliance assistance and pollution prevention assistance to businesses, governmental entities, and institutions through on-site consultations, workshops, hotline, and informational materials. Incentive Programs Implement the Vermont Business Environmental Partnership program to encourage facilities to improve environmental performance. Implement annual Governor s Awards for Environmental Excellence and Pollution Prevention to recognize exemplary environmental performance. Mercury Education and Reduction Implement mercury education and reduction initiatives to promote reduced use of mercury-containing products and to encourage proper disposal and recycling. Implement mercury outreach programs to alert Vermonters to the risks of eating certain types of fish in order to reduce risk to sensitive populations young children and women of child bearing age.
