13 Key Personnel Qualifications Mark R. Lamb, MAI, FRICS, CPA Mr. Lamb is the Senior Managing Director of the office of DFW, LLP. He has been actively engaged in real estate valuation and consulting since 1984 and co founded LamBis Consulting in In July of 1999, LamBis Consulting merged with Fort Worth based Appraisal/Data Services and became a Charter Stockholder in. Operating locally as Integra Realty Resources DFW, LLP it maintains offices in, Fort Worth and recently acquired an interest in IRR South Florida, IRR Tulsa, IRR Oklahoma City and IRR Austin. Mr. Lamb specializes in the industrial, multifamily, office and retail sectors, conducting appraisals, market studies, and consulting assignments in over 30 states and Mexico. He has extensive experience valuing multiple property portfolios of retail, industrial, multifamily, office, restaurants and subdivisions. He has assisted a number of local municipalities in valuation for eminent domain. A partial list includes the cities of Colleyville,, Desoto, Fort Worth, Garland, Irving, Southlake and Mansfield. Mr. Lamb has experience as an expert witness. He has consulted or testified on various litigation issues including, but are not limited to, partial real property interests, divorce, ad valorem tax protest, wrongful demolition, environmental contamination, eminent domain, audit/appraisal issues related to savings and loans, business vs. real estate damages, Federal Tax issues, lease renewal, lease termination options, down zoning and others. Charles Bissell, MAI, ASA, CRE Mr. Bissell serves as National Practice Leader of IRR s Seniors Housing & Health Care Specialty Practice. Mr. Bissell began his real estate career in 1985, working as an agent representing sellers of commercial and investment properties in Northeast Tarrant County. He later worked with several independent real estate valuation and consulting firms, before co founding LamBis Consulting in LamBis Consulting became part of (IRR) in In his role as National Practice Leader of IRR s Seniors Housing & Health Care Specialty Practice, he directs valuation and consulting engagements related to a wide variety of seniors housing and health care properties, including nursing homes, assisted living facilities, independent living facilities, CCRCs, hospitals, ambulatory surgery centers, and medical office buildings. The Specialty Practice has conducted market studies and valuations in 50 states, the District of Columbia, and Canada. Since IRR was formed in 1999, the Seniors Housing & Health Care Specialty Practice has provided valuation or consulting services on more than 7,500 seniors housing and health care assets. Mr. Bissell also provides advisory services to owners and developers of seniors housing and health care properties, including asset disposition and purchase due diligence. He has been involved in the brokerage of more than $400 million of seniors housing assets. Mr. Bissell also has extensive experience in valuing multi family assets for HUD financing programs and in preparing market studies for Low Income Housing Tax Credit applications. He has testified as an Expert Witness in various district and federal courts. Mr. Brooks has been an appraiser of all types of real property since January Mr. Brooks has performed appraisals on various properties including, but not limited to, senior housing projects, Low Income Housing Tax Credit projects, shopping centers, apartment complexes, industrial facilities, a former bomb storage site, a former air force base, raw and developed land, office complexes, motels, hotels, marinas, bowling alleys, amusement parks and mixed use developments. In addition, he has appraised LEED certified office, hotel and multifamily buildings. Mr. Brooks is qualified in Federal and Texas State Courts as an expert on real estate values. He has previously served as a Board Member of the City of Bedford Zoning Board of Adjustments. In addition, he has previously served as a Board Member and Board Secretary for Community Development Corporation of Tarrant County. As a graduate student, he spent one year as a research/teaching assistant involved in real estate research for the Texas Real Estate Center at Texas A&M University. He was an appraisal officer with Texas Commerce Bank, Inc. from 1985 to He was also a review appraiser with Guaranty Federal Bank from 1989 to 1990, and a senior appraiser with Noyd and O Connell from 1990 to In 1995, he joined Loughry Appraisal Company, Inc., which is now part of DFW, LLP.
