1 PHILADELPHIA, PA CRIME REPORTING, EMERGENCY RESPONSE AND EVACUATION PLAN
2 INTRODUCTION The goal in the development of this Crime Reporting, Emergency Response and Evacuation Plan is to provide for the effcient and effective mobilization and allocation of School, government, and other resources to provide for the protection of life and property, orderly response to emergencies, and general safety of the Hussian community. This Crime Reporting, Emergency Response and Evacuation Plan is organized to set forth general reporting, detection, notifcation, and response guidelines. In certain instances and as indicated herein, different procedures and strategies are pertinent to different kinds of emergencies. It is recognized that no plan can cover all contingencies, however, this Plan provides a reasonable procedure to guide the Hussian community in times of crisis. REPORTING AN EMERGENCY, CRIME, CRIMINAL ACTIVITY Most members of the Hussian administration and staff are trained to receive information regarding a regarding a crime, criminal activity, emergency or dangerous situation (including medical emergencies), alert the proper authorities, and prepare the appropriate crime or incident report. In the event of a crime, criminal activity, emergency or dangerous situation, be deliberate in physically locating a member of the Hussian staff or administration, or call (215) and the appropriate measures will be taken based on the information provided, which may include one or more of the following: (1) further verifcation of the reported incident including requesting more information; (2) physically responding to the location of the incident; (3) referring the incident to the appropriate staff member; and/or (4) contacting local law enforcement. In the case of an emergency (including medical emergencies), students, faculty and staff should not be apprehensive in any way from DIALING 911!! When calling-in a crime, criminal activity, emergency or dangerous situation (including medical emergencies) to Hussian at (215) , or law enforcement by dialing 911, be prepared to provide the following at a minimum: Your name Telephone number (in case of a dropped call) The location of the incident (e.g. address, cross-streets, landmark) The nature of the incident 2
3 FOR TIPS REGARDING SUSPECTS OR CRIMES THAT ARE NOT IN PROGRESS - Students, faculty and staff can contact the Philadelphia Police Department TIP LINE by telephone or text message as follows: Text: PPDTIP or , followed by your message and then hit SEND. You will receive a response within seconds. Phone: TIMELY WARNING NOTIFICATIONS In the event Hussian is notifed of an actual emergency that poses a danger to the campus community staff, faculty and students will be provided with a Timely Warning Notifcation through text message, , campus-wide postings, word of mouth, and, if time permits, the Hussian website. All staff, faculty and students receive Hussian accounts upon enrollment or employment. In order to receive campus-wide Timely Warning Notifcation announcements, staff, faculty and students must have and regularly check their Hussian account. In the event that staff, faculty and students prefer to consolidate messages into one account, the Offce of the Registrar can provide assistance for automatic forwarding of messages from a Hussian account to another account. The contact person for providing updated contact information necessary to receive Timely Warning Notifcations is Maureen Flanagan, Director of Student Services/Registrar at: [email protected]. Please be sure that Ms. Flanagan has been provided with updated mobile phone numbers and addresses. Hussian will provide at least one test Timely Warning Notifcation text message and each semester to ensure the system is functioning properly. Most of the time the Timely Warning Notifcations are delivered immediately upon receipt of credible information regarding an actual emergency, but in the event that information is not immediately available, the Timely Warning Notifcations will be completed within hours from the date the crime or incident was reported. In the event that a crime or incident is reported that represents an immediate threat to the health or safety of the Hussian community on campus, Hussian will, without delay, take into account the safety of the community, determine the content of the Timely Warning Notifcation and initiate the Timely Warning Notifcation measures described in this policy, unless the notifcation will, in the professional judgment of responsible authorities, compromise efforts to assist victims or to contain, respond to or otherwise mitigate the emergency. 3
4 If the situation requires further dissemination of emergency information to the larger community, the Hussian will contact the Philadelphia Police or Fire Department. Hussian s President or Dean of Academic Affairs will work in conjunction with the City of Philadelphia frst responders to determine the content of the notifcation to the community at large. Events that qualify for timely warnings include, but are not limited to, the following: Homicide Manslaughter Sex Offenses Robbery Aggravated Assault Burglary Motor Vehicle Theft Arson Hate Crimes Any crime or incident considered to represent a threat to the public Persons responsible for disseminating Timely Warning Notifcations are: Maureen Flanagan, Director of Student Services/Registrar, (215) Melissa Morgan, President of Hussian School of Art, (215) EMERGENCY EVACUATION PROCEDURES PURPOSE To reduce the possibility of death and injury to members of the campus community through an organized evacuation procedure. OBJECTIVES To alert the campus community that a hazard exists. To conduct an orderly and safe evacuation using designated routes. To ensure that the evacuation is conducted in a safe and orderly manner. To warn the campus population through the use of current technology, including, but not limited to: Text messaging 4
5 Building fre alarms NUMBER OF TESTS Emergency response and evacuation procedures will be conducted at least one test per calendar year. EVACUATION PROTOCOLS When evacuation is deemed necessary, occupants will leave the Bourse Building immediately and orderly, via the nearest designated exit. Staff will be available to direct students, staff, faculty and visitors to the designated evacuation areas and safety zones. Evacuation of all or part of campus facility may be deemed necessary due to an earthquake, signifcant power outage, fre, hazardous material spill, explosion, or similar type of event. The evacuation of disabled persons will be given a high priority in all emergencies. Those persons will be evacuated in accordance with the building s evacuation plan. Staff responsible for assisting in an evacuation will located individuals with physical disabilities that prohibit them from evacuating the facility without assistance. Such individuals will be evacuated via one of the elevators located in the Hussian lobby, and if the elevators are inoperable or inaccessible, staff will notify Bourse Building security and/or frst responders to assist in evacuating such person from the building. If total evacuation from the campus is necessary, staff will consult with City authorities and provide specifc instructions for safe evacuation. INOPERABLE ELEVATOR RESPONSE Hussian staff will respond immediately upon receipt of a call of an inoperable elevator in which occupants are trapped. Hussian staff will assess the incident to determine if an emergency exists and if it is necessary to contact additional agency support for emergency evacuation, such as the Philadelphia Fire Department. Hussian staff will notify Bourse Building security and onsite building management who will coordinate notifcation and response time with the elevator company. Hussian staff will place a notice on the elevator doors and attempt to comfort and reassure any occupants. Occupants should not evacuate from an inoperative elevator unless supervised by the fre department, qualifed elevator repair engineer, or individuals trained in critical response. 5
