3 As established in the Pennsylvania Higher Education Assistance Agency Regulations: SECTION STATE HIGHER EDUCATION GRANT PROGRAM MANUAL a) The Agency will publish annually a State Higher Education Grant Program Manual containing the following: i) all current financial need analysis procedures established by the Agency; ii) a list of approved colleges, universities, and hospital schools of nursing located in this Commonwealth; iii) a list of approved programs of study offered by approved trade, technical, and business schools located in this Commonwealth; iv) a list of approved institutions of higher learning located outside this Commonwealth v) where applicable, a list of approved programs of study offered by institutions of higher learning located outside this Commonwealth; vi) a list of accrediting agencies (bodies) recognized by the Agency for the State Higher Education Grant Program. b) The program manual will be available on the Agency s website. 3
4 STATE GRANT NEED ANALYSIS COMPUTATION PROCEDURES All applicants will be considered in accordance with the Expected Family Contribution (EFC) driven formula. The EFC used to determine the Pennsylvania State Grant will be calculated in accordance with the federal Need Analysis Formula and PHEAA policies. It will not always match the EFC used by the U.S. Department of Education or by the school. PENNSYLVANIA STATE GRANT AND THE FEDERAL PELL GRANT PROGRAM Federal Pell Grants are intended to be the floor of financial aid with all other forms of financial assistance, including Pennsylvania State Grants. Accordingly, Pennsylvania State Grant applicants must also apply for federal student aid and 100 percent of the calculated Pell Grant award will be considered with a few noted exceptions. For , the only Pennsylvania State Grant applicants whose eligibility is determined without regard to Federal Pell Grant aid are those who: 1. Have suffered the death or permanent and total disability of a parent or spouse on or since January 1, 2015 and are being considered under PHEAA s recent death or disability policy (see page 5). To obtain the necessary form, go to PHEAA.org/forms. 2. Are veterans of the U.S. Armed Services. Effective for the Academic Year, the highest EFC for Pell Grant eligibility has been set at CORRECTING FREE APPLICATION FOR FEDERAL STUDENT AID (FAFSA ) DATA If corrections/updates to the FAFSA are needed after the applicant initially submits and if PHEAA has not directly requested clarification/data from the applicant, changes may be made through the FAFSA correction process at any time prior to August 1st. After August 1st, the applicant should make corrections/updates by copying PHEAA.org/corrections into the web browser and following the instructions. If PHEAA has requested clarification/data, the applicant needs to provide updates to PHEAA directly at PHEAA, PO Box 8157, Harrisburg, PA PHEAA staff is available to answer questions at (TTY: Dial 711 for hearing impaired). DETERMINATION OF PENNSYLVANIA STATE GRANT ELIGIBILITY Although Pennsylvania State Grant eligibility is based primarily on financial need, all applicants must continue to comply with certain basic requirements before a student is determined eligible. An applicant must: 1. Be enrolled at least half-time (defined as at least six semester credits or the equivalent). 2. Be unconditionally admitted and enrolled in an approved program of study of at least two academic years in length. 3. Be enrolled in a school approved by PHEAA for Pennsylvania State Grant purposes. 4. Not have received the maximum number of Pennsylvania State Grant awards permitted. 5. Be of satisfactory character (not be incarcerated). 6. Be a domiciliary of Pennsylvania. 7. Be a high school graduate as stipulated in the Pennsylvania State Grant law. 8. Maintain satisfactory academic progress as defined by PHEAA. 9. Not have earned a bachelor s degree or the equivalent. 10. Not be in default or pending default on an educational loan. This also applies to programs where awards have been converted to loans due to failure to meet all eligibility or service requirements and the loan is in a default status. 4
5 11. Be enrolled in a program of study where at least 50 percent of the total credit or clock hours needed for completion of the program are earned through classroom instruction: The program itself must be structured to allow you to complete at least 50 percent of your credits or clock hours in the classroom. Your enrollment pattern by term must also consist of at least 50 percent classroom instruction. Note: Students with medical disabilities as defined by the American with Disabilities Act (ADA) of July 1990 (P.L ) may request an accommodation to the 50 percent in-classroom instruction enrollment by term requirement of the Pennsylvania State Grant Program. File and complete the application process by the appropriate deadlines: All non-renewal applicants at a community college; a designated Pennsylvania Open-Admission institution*, a business, trade, or technical school; a hospital school of nursing; or enrolled in a non-transferable 2-year program - August 1, 2016; all other applicants - May 1, *Designated Pennsylvania Open-Admission institutions are schools that meet the U.S. Department of Education (USDE) definition and were approved by the PHEAA Board of Directors for State Grant filing deadline purposes for the Academic Year. DESIGNATED PENNSYLVANIA OPEN-ADMISSION INSTITUTIONS Cheyney University of Pennsylvania Gratz College Harrisburg University of Science and Technology Lackawanna College Peirce College Pennsylvania College of Technology Pennsylvania Institute of Technology Valley Forge Military Academy and College Recent Death or Disability of a Parent or Spouse Policy Where a parent or spouse has died or has been permanently and totally disabled on or since January 1, 2015, the Pennsylvania State Grant (for the first year following the death or disability) will be calculated without regard to income data or Federal Pell Grant eligibility, not to exceed the maximum Pennsylvania State Grant award established for the level of college costs to be incurred at the institution the student is attending. (NOTE: Assets may also be excluded if not required or if the requirements for the Simplified Needs test are met.) 5
6 NEED ANALYSIS CALCULATIONS I. CALCULATION OF PENNSYLVANIA STATE GRANT COLLEGE COSTS: APPLIES TO ALL STUDENT TYPES Tuition and Fees Tuition and fees for the institution or program of study as reported for the Award Year by the school and approved by PHEAA. Books and Supplies A $1,000 annual allowance for books and supplies is included. Educational Expense Allowance A $4,000 standard educational expense allowance for all students regardless of housing status. NOTE: All costs are subject to PHEAA-approved guidelines. Total college costs are subject to the college cost cap of $32,000 effective for Academic Year. II. CALCULATION OF NEED FOR THE PENNSYLVANIA STATE GRANT A student s need is calculated by subtracting the EFC and any calculated Federal Pell Grant from the total allowable educational costs (limited to $32,000). The result is the student s need. Exceptions include the following: A. Applicants who are veterans of the U.S. Armed Services are automatically assigned an EFC and Federal Pell Grant amount of zero. B. Those who qualify for special consideration due to recent death or recent disability are processed as indicated on page 5. C. For single, independent students with no dependents, PHEAA reduces the EFC by 25 percent (but continues to use 100 percent of the calculated Pell Grant). D. If a portion of the assets that were required to be reported on the FAFSA included assets placed in a Pennsylvania Treasury 529 College Savings Account, those assets must be separately reported to PHEAA in order to be excluded in the determination of Pennsylvania State Grant eligibility. III. CALCULATION OF A PENNSYLVANIA STATE GRANT A. The Pennsylvania State Grant is initially calculated as a percentage of the student s need. The percentage is based on EFC, as defined in the following table: EFC RANGE PERCENTAGE OF NEED MET 0-4,000 50% 4,001-6,000 38% 6,001-8,000 32% 8,001-10,000 27% 10,001-12,000 14% 12,001 and Above 3% B. The award is then rounded down to the nearest $50 increment (for example, $527 would become $500). 6
7 C. The In-State Maximum Award levels listed below were established and last fully funded in To keep the awards within the available funding level, an Award Adjustment Factor of.9233 is applied. Please note that if this Adjustment Factor calculation causes the award to go below a minimum award, the student will receive the minimum award. Applying the Award Adjustment Factor of.9233 results in the following In-State Maximum Awards: MAXIMUM AWARDS COST TIERS AWARD ADJUSTMENT FACTOR MAXIMUM AWARDS $2,500 $0 - $12, $2,308 $4,000 $12,001 - $19, $3,693 $4,300 $19,001 - $29, $3,970 $4,700 $29,001 - $32, $4,340 All awards will be equalized by term. The equalization process may result in students losing one or two dollars from their calculated award amount or gaining one dollar. D. For applicants attending approved out-of-state institutions, the minimum award is $500. To qualify for the minimum award, the student must demonstrate sufficient need (ex: full-time need of $1,000 is required to receive a half-time grant of $500). The maximum award, which is then also subject to the.9233 Award Adjustment Factor, is $600; or $800 if the student is a veteran of the U.S. Armed Services. Approved States: Only private non-profit and public schools located in reciprocal states are approved for participation in the Pennsylvania State Grant Program. A reciprocal state is one that permits its own state grant funds to be used by students attending schools in Pennsylvania. States that continue to support students attending schools in Pennsylvania include Delaware, District of Columbia, Massachusetts, Ohio, Vermont, and West Virginia. Students attending institutions in all other states are ineligible. Two exceptions to this provision are Allegany Community College of Maryland and Jamestown Community College of New York. Approved Unique Programs of Study: Applicants attending institutions in non-reciprocal states and enrolled in an approved unique program of study may be eligible for Pennsylvania State Grant aid. The currently approved unique programs include the following: Rochester Institute of Technology, Biomedical Photo (Now called Photographic Imaging Technologies with a Biomedical Photographic Communications Option) Rochester Institute of Technology, Imaging Science Rochester Institute of Technology, National Technical Institute for the Deaf University of Maryland, Fire Protection Engineering Fashion Institute of Technology, Toy Design State University of New York (SUNY) Maritime College, Facilities Engineering University of Rochester, Optics 7

Half-Time Applicants - Half-time enrollees are eligible for up to one-half of their full-time award. The minimum in-state award and the minimum out-of-state award are both $500. Therefore, a student enrolled on a half-time basis whose award as a full-time student is less than $1,000 (attending in-state or out-of-state) will not be eligible as a half-time student. Demonstrating sufficient need to receive a minimum half-time award applies to those students attending both Pennsylvania and out-of-state approved institutions. G. Calculation of Conditional Awards - Announcements of conditional State Grant eligibility are made to students in May in order to assist planning for college financing. The students are advised that these conditional awards are subject to change. Once the budget is passed and has been signed into law, the final award values will be recalcluated, if necessary, and students will be notified to recheck their award status on Account Access. 8
