NESC PART CODE CHANGE PROPOSALS Change Proposals submitted - 74 Accepted - 12 Accepted in principle - 15 Accepted as modified - 14 Accepted in part 2 Withdrawn - 19 Rejected - 12 New Change Proposals created 3 then 6 more Issues Recommended for Working Group
NESC PART CODE CHANGE PROPOSALS REACH AND EXTENDED REACH Terms added in 2012 edition, but not defined Multiple CPs submitted to define or clarify Subject of lengthy debate 90
NESC PART CODE CHANGE PROPOSALS Reach and extended reach Rule 441.A - Minimum Approach Distances to energized lines or parts 1.General Note 5: For the purpose of this Section 44, reach is defined as the range of anticipated motion of an employee while performing a task; and extended reach is defined as the range of anticipated motion of a conductive object being held by an employee while performing a task. 91
NESC PART CODE CHANGE PROPOSALS Reach and extended reach Rule 441.A - Minimum Approach Distances to energized lines or parts 3. Precautions for approach - Voltages from 301 V to 72.5 kv Rubber insulating gloves, insulated for the maximum use voltage as listed in Table 441-4, shall be worn whenever employee s working position is within the reach or extended reach of the minimum approach distances listed in Table except as permitted by 441A1c. 92
NESC PART CODE CHANGE PROPOSALS Reach and extended reach Rule 441.A - Minimum Approach Distances to energized lines or parts 4. Precautions for approach Voltages above 72.5 kv When performing live line work, employees shall themselves so that they are not within the reach or extended reach of the applicable minimum approach distance. 93
NESC PART CODE CHANGE PROPOSALS 410.A.3.a - Perform a detailed arc hazard analysis Exception: For DC Systems with voltages from 20 v to 1000 v, in lieu of performing an arc hazard analysis, clothing or a clothing system with a minimum effective arc rating of 4 cal/cm 2 shall be used to limit the likelihood of ignition. 94
NESC PART CODE CHANGE PROPOSALS Rule 410.A.3.b (revised and new note) NOTE 2: Clothing and clothing systems include normal garments such as shirts, pants, jackets and coveralls, whether in single or multiple layers. A clothing system (multiple layers) NOTE 4: Protective devices and equipment are not covered by this Rule. See 411 B. 95
NESC PART CODE CHANGE PROPOSALS Rule 420.G Liquid-Cell Batteries Section 14 Storage Batteries CP addressed several aspects of battery safety currently not addressed in Code. Additionally, it was recognized several types of batteries in use other than liquid-cell SC8 rejected CP but recommended a joint WG with SC3 to address issues 96
NESC PART CODE CHANGE PROPOSALS Revise Rules 410 and 420 Employers shall develop, implement, and maintain an effective fall protection program for employees who are required to work more than 4 feet above the ground At elevated locations above 1.2 m (4 ft), qualified climbers shall be attached to equipment or structures by a fall protection system at the worksite, at a rest site, in aerial devices, ladders, helicopters, cable carts, and a boatswain s chair 97

NESC ADDITIONAL CHANGE PROPOSALS ARC FLASH RULE 410.A.3 FULL BODY COVERAGE Require employees to cover the entire body with arc rated clothing and equipment having an effective arc rating not less than the anticipated level of arc energy EXCEPTIONS FOR HANDS AND FEET EXCEPTION FOR 9 CAL & 5 CAL HEAD EXPOSURE 4 cal head exposure reduction REMOVED NON-ARC RATED LAYER FROM NOTE 101
NESC ADDITIONAL CHANGE PROPOSALS FALL PROTECTION RULE 420.K FREE CLIMBING ELIMINATED Employees shall use appropriate fall protection equipment while climbing, transferring, or transitioning across obstacles on poles or structures, unless doing so is infeasible or creates a greater hazard than doing so unattached When work positioning is used, it shall be rigged in a manner in which the employee cannot free fall more than 2 feet 102
NESC ADDITIONAL CHANGE PROPOSALS FALL PROTECTION RULE 420.K Anchorages for work-positioning equipment shall be capable of supporting at least twice the potential impact load of an employee s fall, or 13.3 kilonewtons (3,000 pounds-force), whichever is greater Note: Wood-pole fall-restriction devices meeting American Society of Testing and Materials Standard Specifications for Personal Climbing Equipment, ASTM F887, are deemed to meet the anchoragestrength requirement when they are used in accordance with manufacturers instructions 103
NESC ADDITIONAL CHANGE PROPOSALS FALL PROTECTION RULE 420.K At elevated locations above 1.2 m (4 ft.) employees shall use a fall protection system while working on poles, towers or similar structures, or while working at elevated locations from aerial lifts, helicopters, cable carts or similar devices 104
NESC ADDITIONAL CHANGE PROPOSALS MINIMUM APPROACH DISTANCES MAD Employees shall not approach or bring any conductive object within the minimum approach distance listed in Table or Table or distances as determined by an engineering analysis to exposed energized lines or parts unless one of the following is met 105
