3 INTRODUCTION Access to knowledge is fundamental to education and research, the improvement of lives, and the creation of human capital upon which the development of societies depends. Students and scholars in developing countries often rely entirely on the library for learning and research materials. Academics and researchers need access to current, quality resources for continuing professional development. By providing comprehensive digital collections and staff equipped with the knowledge and skills in all aspects of the provision of access to knowledge, libraries can provide this essential support. Legal issues, in particular copyright sets the rules on access and use of knowledge and learning content. Restrictive copyright laws create legal barriers to accessing resources for education, research and personal development. This can have significant consequences for libraries in developing and transition countries where the ability to produce and use knowledge is a major factor in development, and where funds to purchase copyright-protected materials are limited. In order to support the role of libraries and to defend their interests in providing access to knowledge especially in the digital environment, librarians should be informed about copyright law in general, the aspects of copyright law that most affect libraries and how librarians can most effectively participate in the processes by which copyright law is interpreted and shaped. The goal is to empower library professionals to become knowledgeable advocates and international proponents of fair access for all. REGIONAL TRAINING SEMINAR IN DAKAR, SENEGAL In furtherance of this objective, EIFL is organizing a regional training seminar in west and francophone Africa in cooperation with our local partner, Consortium of Libraries of Higher Education in Senegal (Consortium des Bibliothèques de l Enseignement Supérieur du Sénégal - COBESS). Participants were invited from the following countries in which EIFL works that are classified by UNESCO as part of the west and francophone African region: Senegal (host), Egypt 1, Ghana, Mali, Nigeria, Zambia. There are two beneficiary groups: academics involved in the teaching of library school students (future professionals) in the region and the local librarians in Senegal. The seminar promotes South-South and North- South-South cooperation in two key public interest communities libraries and education. In addition, the seminar will support the local library community that is seeking to improve the national copyright law to increase legitimate access to learning materials 2. The curriculum Copyright for Librarians, an Open Educational Resource (OER) on copyright law developed by EIFL and Harvard s Berkman Center for Internet and Society will be used 3. (French translation launched in 2012). The program is based on successful events held in east Africa (2009) and eastern Europe (2010) when awareness was raised about the teaching of copyright to librarians resulting in take-up by library schools, and local librarians received new knowledge about the library perspective on copyright and access to knowledge. 1 Due to the current political situation, there is no representative from Egypt. 2 Libraries in Senegal advocate for development, w ww.eifl.net
4 ABOUT EIFL EIFL is an international not-for-profit organization dedicated to enabling access to knowledge through libraries in developing countries to contribute to sustainable economic and social development. EIFL partners with libraries and library consortia in more than 60 developing and transition countries in Africa, Asia, Europe, and Latin America. Through our programs we support the development of well-resourced libraries, modern Information Communication Technology (ICT) infrastructure, skilled staff to provide essential support to students and scholars, and innovative services in public libraries. The program Copyright and Libraries, known as EIFL-IP, advocates for a fair and balanced copyright system that supports libraries in providing access to knowledge. EIFL-IP builds capacity among librarians in the EIFL network by providing training and advice in copyright issues, producing tailored resources, and supporting advocacy campaigns. Our partner in Senegal is the Consortium of Libraries of Higher Education in Senegal (Consortium des Bibliothèques de l Enseignement Supérieur du Sénégal - COBESS) that consists of 31 university, research institute and special libraries.
