1 The History of In The Beginning The Founder Harvey Paul Jones was born in Sandwich, Illinois on February 7, His father was a "mechanically minded" man who had moved from New York to the small town, 45 miles west of Chicago, 21 years earlier. After attending public schools in Sandwich, Harvey P. Jones enrolled in the University of Michigan and graduated with honors and a degree in Civil Engineering in He later obtained a Chemical Engineering degree from his alma mater. He put his degree to work promptly, obtaining, in 1916, the position of Sanitary Engineer for the City of Toledo, Ohio. The two years he held that post, it can be assumed, shaped his career. While, with his education, other fields of engineering were open to him, he chose to specialize in sanitary engineering. He was employed in the area of his specialty by Fuller & McClintock, a New York engineering firm, for the next eight years. During his career with Fuller & McClintock, he obtained varied experience by working on large construction projects in New York, Pennsylvania, Ohio, Michigan, Missouri, and Florida. One of Mr. Jones' assignments with Fuller & McClintock, was to prepare a feasibility study for a modern sewage system for Toledo. That study brought him back to Toledo for a time as a resident engineer for the project. In 1926, Mr. Jones returned to Toledo and established the H.P. Jones Company, a consulting firm specializing in sanitary engineering. The Firm The first job of the H.P. Jones Company was to serve as a consultant on a multi-million-dollar municipal improvement project, including water supply and sewage, in West Palm Beach, Florida. In carrying out this project, Mr. Jones worked with Thomas B. Henry, City Engineer. From their association, came the friendship and mutual respect which led to Mr. Henry joining H.P. Jones Company in Out of his background, which included all aspects of townsite development in Florida as well as municipal engineering, Mr. Henry took over responsibility for investigations, reports, designs, and construction supervision for the new Firm. That same year, two other engineers joined the Firm - Richard M. Batch, who had been an associate of Mr. Jones when he was with Fuller & McClintock, and Harold A. Stepleton, who had worked with Mr. Henry in West Palm Beach. In recognition of this additional personnel, the Firm's name became H.P. Jones & Company. The History of Page 1
2 Another early project of the Firm, was the completion of a sanitary improvement construction program for Toledo, Ohio. This included extensive storm sewer lines to serve the City and the metropolitan area, and a major primary sewage treatment plant. Thomas B. Henry and the Growth of Jones & Henry Engineers As the Firm s reputation expanded, more projects were contracted for in Ohio and neighboring Michigan. By 1937, Mr. Batch and Mr. Stepleton had become members of the Firm and by 1941, more than 50 projects worth $20 million in pre-world War II dollars had been undertaken. In 1944, Mr. Henry became a partner, and the Firm was renamed Jones & Henry. Following the death of Mr. Jones in 1948, Mr. Henry provided the leadership and strength necessary to continue the legacy of the founder. Thomas B. Henry was born in Woodbury, N.J., on December 11, 1897 to Joseph and Mary Jane. He completed his engineering studies at the University of Pennsylvania in From 1917 to 1919, he served in the United States Army, 19th Engineers. From 1920 to 1923, he was assistant engineer with the H.G. Fugate Engineering Company and East Coast Finance Corporation in West Palm Beach, Florida. From 1923 to 1924, he served as assistant county engineer for Palm Beach County and from 1924 to 1927, he was assistant and then city engineer for the City of West Palm Beach. Mr. Henry married Kathleen A. Williamson Whyte on October 30, The couple had two children: Joseph B. Henry and Kathleen W. Henry. It was in West Palm Beach that Mr. Henry met Mr. Jones in After joining the H.P. Jones Company in 1927, Mr. Henry commuted between West Palm Beach and Toledo for a number of years, finally moving to Toledo in Mr. Henry was a Registered Professional Engineer in Indiana, Kentucky, West Virginia, Pennsylvania, New York, New Jersey, Florida, Ohio, and Michigan. Mr. Henry also was a Diplomate of the American Academy of Sanitary Engineering and was named Engineer of the Year by the Toledo Technical Council in In addition to holding memberships in numerous engineering organizations, Mr. Henry was very active in civil affairs. He was Vice President and a trustee of the board at Riverside Hospital, a senior warden at St. Mark s Episcopal Church, and a member of the Torch Club. Mr. Henry retired from Jones & Henry in 1968 and relocated to Stuart, Florida. He resided in Stuart until he passed away in September As might be expected, the loss of Mr. Jones brought about a reorganization of the Firm. George N. Schoonmaker, who had been associated with Mr. Jones in the founding 23 years earlier, returned and became partner. The Firm then took the name of Jones, Henry & Schoonmaker. The History of Page 2
3 Other partners in the Firm in 1949 were Spencer D. Downing, Bernal H. Swab, and Leon J. Williams. Three years later, with the departure of Mr. Schoonmaker, the Firm s name became Jones, Henry & Williams, a name retained for 14 years. In 1958, Mr. Henry and Mr. Williams were joined in partnership by Harry E. Heck, Ellis M. Keeler, Harold A. Kelley, Coburn C. Metcalf, Cecil B. Russell, and Roger W. Stevens. Paul A. Harlamert became a partner the following year. Over this period, the offices of the Firm had been in two downtown Toledo locations. In 1959, the Firm moved to its present location at 2000 West Central Avenue. The Middle Years The firm experienced steady growth during the 1960s. In 968, Coburn C. (Bud) Metcalf became Chairman following the retirement of Mr. Henry. Bud Metcalf was born in Toledo, Ohio on February 14, 1918 to Don and Maude. He attended Scott High School and in 1940, graduated from Ohio Northern University with a degree in Civil Engineering. Following graduation, he became a Design and Field Engineer with the State of Ohio Department of Transportation. He served in the Air Corps during World War II and the United States Air Force following the war. He retired as Lieutenant Colonel. Bud married Modelle Holt in 1945, the same year he joined the staff at Jones & Henry. He became a Partner in Bud received many honors Coburn C. Metcalf while at Jones & Henry before retiring in His honors included induction to the Scott High School Hall of Fame and honorary membership in Tau Beta Pi from Ohio Northern. In 1974, he was a delegate to the Goodwill People-to-People tour of Europe and Soviet Union. His professional affiliations included NSPE, ASCE, A.WWA, WPCF, APWA, and AS. He held professional engineer licenses in Ohio and Michigan. The firm grew rapidly during the 1970s and 80s as a result of several large projects that included, among others, improvements and expansions of the wastewater treatment plants for Kalamazoo, Michigan; Toledo, Ohio; and the Mill Creek Plant in Cincinnati, Ohio. Many other smaller projects in water and wastewater also contributed to the growth of the firm. Jones & Henry opened offices in Michigan and Cincinnati, Ohio to accommodate growth and enhance client services. Experience with these offices helped plan an office in Fort Wayne, Indiana. The twenty some years following the retirement of Mr. Henry also saw the retirement of several partners (Heck, Keeler, Russell, and Stevens). A number of new partners were created in the 1960s, 70s and early 80s. These included Merrill C. Smith (1969), Franz Morsches and John C. Jenkins (1972), Felix F. Sampayo (1976), Roger P. Baker (1977), Dail C. Hollopeter, John H. Stratman, Steven L. Wordelman, and William Schwarz (1981). The History of Page 3
4 The firm went through a number of name changes during these middle years. These names reflected changes in company structure (Partnership, Sub Chapter S, Corporation, etc.). The many changes were also reflected on the title of the CEO, Chairman or President have been used. Metcalf retired in 1983 and was succeeded by Harold A. Kelley. Harold was born in Arkansas on January 16, 1925 and attended the United States Military Academy at West Point during On May 26, 1946, he married Carolyne. Subsequently, Harold graduated cum laude from the University of Arkansas with a degree in Civil Engineering in Mr. Kelley joined Jones & Henry in 1951 and became a partner in He served as Vice Chairman and Treasurer from 1968 to 1983 and Chairman from 1983 to During his time with Jones & Henry, he authored and presented many technical papers. He earned a Juris Doctor Degree cum laude from the University of Toledo and was admitted to the Ohio and Michigan Bars in Harold held professional engineer licenses in Ohio, Michigan, Indiana, Illinois, and South Carolina. He was also a member of many technical societies. Harold went into the practice of law after retiring from Jones & Henry. Franz Morsches became President upon Kelley's retirement in Jones & Henry Past to Present Harold A. Kelley Franz Morsches became President of Jones & Henry in April1985 upon the retirement of Harold Kelley. Franz is a native of Fort Wayne, Indiana where he was born on January 13, Upon graduation from high school, he attended Purdue University receiving a BSCE degree in Following graduation from Purdue, he became an engineer for the City of Fort Wayne, and later went to work for Chas. W. Cole and Sons, Consulting Engineers in Fort Wayne. Franz joined Jones & Henry in 1964 and became a Partner of the Firm in He earned a MSCE from the University of Toledo in Franz and his wife Mary Ann have six children: Gary, Laura, Rick, Greg, Julie, and Doug. They are also the proud grandparents of seven grandchildren. Franz Morsches In 1970, Franz was chosen as Young Engineer of the Year by the Toledo Society of Professional Engineers. During his long and distinguished career with Jones & Henry, he has worked on many projects in wastewater collection and treatment, including designs for Archbold, Ashtabula, Cincinnati, Delaware County, Lima, Sandusky, Toledo, Wooster, and Cedar Point, Ohio; Kalamazoo, Pontiac, and Oakland County, Michigan; and Fort Wayne and Warsaw, Indiana. 5 Franz is a member of ASCE and WEF, and is a Registered Professional Engineer in Ohio, Indiana, and Michigan. During Franz's tenure as President, the Firm expanded its operation into Indiana by opening an office in Fort Wayne. Franz served as President until January 1995 when Felix F. Sampayo was elected to the position. Felix was born and raised in Havana, Cuba. He attended the University of Havana before moving to Toledo in January In 1960, he graduated from the University of Toledo with a BSCE. Following graduation, he attended Purdue University where he was an Instructor in Engineering Graphics while working on his MSCE and Ph.D. He received his MSCE in 1963 and completed the course work for the Ph.D. in While at Toledo and Purdue, he was elected to Tau Beta Pi, the engineering honorary society, and Chi Epsilon, the research honorary society. Felix is single, and is father to two foster children: Nick and Annya. Mr. Sampayo joined Jones & Henry in 1965, left the firm in 1967 to work for Malcolm Pirnie Engineers, and returned to Jones & Henry in He became a Partner of the Firm in During his years at Jones & Henry, he has participated in most wastewater treatment investigations and feasibility reports prepared by the Firm. Some key projects include: Wooster, Lima, Sidney, Defiance, Napoleon, Cincinnati MSD, Sandusky, Ohio; Warsaw and Carmel, Indiana; and Kalamazoo, Pontiac, Hastings, Albion, and Rochester, Michigan. Additionally, Felix has managed many projects for industries throughout the country, as well as other projects in Mexico, Colombia, and Saudi Arabia. Our Lexington, Kentucky office was opened during his presidency. Felix F. Sampayo Felix is a member of AWWA, WEF, and ASCE; a Diplomate of the Academy of Environmental Engineers; and is a registered professional engineer in Ohio, Michigan, Indiana, Kentucky, Pennsylvania, West Virginia, Florida, Alabama, and New Hampshire.
