10 Legislative Update - AB 1429 All entities seeking funding for stormwater capture projects under state water bonds are subject to a new requirement - to prepare a Stormwater Resource Plan, which needs to be incorporated somehow into the IRWM Plan. Water Code section (as amended by SB 985) requires public agencies to develop a Storm Water Resource Plan as a condition of receiving grant funds for storm water and dry weather runoff capture projects from a bond approved by voters after January The intent of Senate Bill 985 is to encourage the use of storm water and dry weather runoff as a resource to improve water quality, reduce localized flooding, and increase water supplies for beneficial uses and the environment. There are storm water funds for planning grants (up to $20 million) and implementation grants ($200 million minus what is allocated for planning grants). The match requirement is 50%. There will be a solicitation in early 2016 and a second one in All implementation projects must be included in a storm water resource plan. State is proposing a streamlined review process using a checklist each entity preparing a storm water resource plan would complete the checklist and submit it with their plan to the State Water Board.
11 IRWM Solutions for Legislative Updates IRWM Region will adopt a Amendment/Addendum to the 2013 IRWM Plan stating that the IRWM Region incorporates approved Stormwater Resources Plans into the IRWM by reference (SB985) IRWM Region will adopt a Amendment to the 2013 IRWM Plan with a more nuanced discussion of areas within the region that must address water quality issues of nitrate, perchlorate or hexavalent chromium (AB1429) No sub-committee needed for either legislative update, instead we are asking that entities subject to water quality issues addressed by AB 1429 to submit a characterization of the problem/need and we will draft an Amendment/Addendum similar to what is being drafted for SB985

13 DWR Program Scoping & IRWM Reminders
14 DWR IRWM Scoping DWR held a scoping meeting in September received comments during and after that meeting. DWR has formed an IRWM Stakeholder Engagement Advisory Committee with representatives from each of the 12 Funding Areas as well as tribal and DAC representatives. This committee has met 3-4 times to advise DWR on development of the Guidelines and PSP. See: for more information regarding the Advisory Committee. Representatives on this committee are encouraged to communicate with the other IRWM Regions in their Funding Area. The committee does not replace the need for input from the Roundtable of Regions or the public.
15 DWR IRWM Scoping Key Points: Prop. 1 IRWM Funding Program was built on Prop. 84 approach though the purpose of the funding changed somewhat. More targeted funding for DACs including $51 million for DAC involvement (divided up by Funding Area). DAC involvement funding will be released concurrently with IRWM Planning Grant funding The target for release of Draft Guidelines and PSP will is December of this year (2015) Public comment will be accepted after release of these drafts

17 Reminder: IRWM Implementation Project Considerations Special considerations for: New or innovative technology or practices Multi-benefit projects Priority given for: Leveraged funding Projects that produce the greatest/maximum public benefit Plans/projects that cover a greater portion of the watershed Preserve working agricultural & forested landscapes Projects cannot have an adverse effect on protected rivers Projects must demonstrate contribution toward addressing Climate Change risks, including SLR
18 IRWM Strategic Plan
19 IRWM Strategic Plan IRWM Strategic Plan is complete and awaiting DWR executive management approval Approval should be before the end of the year Release of the Final Strategic Plan will follow. The primary strategies included in the Strategic Plan were included in a conference exhibit distributed at the IRWM Conference in May of DWR executive management is preparing an investment plan for DWR that includes strategies which complement, and need to be coordinated with, the IRWM Strategic Plan.
20 IRWM Strategic Plan - Base Funding Proposal The draft Strategic Plan includes a strategy for base-level funding as part of Strategy 3 Strengthen Regional Governance, Capacity and Practices The recommended level of investment is $12 million per year divided up among the 48 regions at $250,000 each.
21 Proposed Water Bond Water Supply Reliability and Drought Protection Act of 2016 Gerald Meral with the Natural Heritage Institute has been working on development of a new water bond. This bond would provide $4.895 billion in funding for stormwater and urban runoff capture, water recycling, desalination, water conservation, groundwater sustainability and storage, watershed improvement for water supply and water quality enhancement, wildlife protection, water supply enhancement, flood control, water measurement and safe drinking water. The final bond has been filed with the Attorney General. Natural Heritage Institute is collecting signatures and if they garner enough, the bond will appear on the 2016 ballot.
