3 Market Brief A market brief has been developed for the Integrated Residential and Nursing Care Framework ed and on website Currently with Publishing and Design and we will have printed copies for distribution (content will not change). This will also be uploaded on the website
4 Round Table Discussions Provide a bit more information on the following areas, then invite a discussion around the table and feedback to the group Quality Management Data Training and Workforce Development Balanced Scorecard and Quality Premiums
5 Quality Management Data Contract management data versus outcomes data Providers, both framework and non framework, will be required to provide contract monitoring and performance data Looking for opportunities to align data requirements wherever possible across all data returns ie. Contract monitoring information, NHS Standard Outcomes reporting, CQC Provider Information Returns The Service Specification will set out the outcomes for the service and users. Analysis of the outcomes data will support providers governance as well as informing guest speakers at the provider forum events and training opportunities The contract monitoring form is tabled for discussion Question: What opportunities are available for passporting information between agencies to avoid duplication?
6 Training and Workforce Development Would like to take a more joined up approach to Training and Development. Acknowledge the market is facing challenges around staff recruitment and retention. Currently mapping what support and training we offer across the Council, the NHS and Vanguard Initial thoughts Quality strategy for Care Homes with a coordinated response Provider training forum or agenda item Training opportunities/ reduced rates/ priority access/ shared learning Question: What can we do together? What would be useful for you? Where are the current gaps?
7 Quality Premium Under Development thinking so far Level 1 Accepted onto the framework however placements will be embargoed until sustained improvement is evidenced. Level 2 Will be eligible to receive placements at the base rate Level 3 (Silver) 1% uplift on base rates and acknowledgement of this on Connect to Support Level 4 (Gold) 1.5% uplift on base rates with acknowledgement of this on Connect to Support The banding/ premium that a Provider receives will be determined by their score on the Balanced Scorecard. This is also in development.
8 Balanced Scorecard and Quality Premiums The Quality Premium will be determined through the capture of a range of indicators using the Balanced Scorecard approach. We are proposing to use the following in developing the scorecard Provider contract management information Provider outcomes and performance indicator measures Safeguarding and Customer Complaints Log information Site visits by Commissioning Team, CCGs, Social Work staff Feedback from other visiting professionals including, District Nursing Teams, GP s, Continuing Health Care Nurses Feedback and ratings from Care Quality Commission, Public Health, Healthwatch Question: We need to determine the weightings that are applied to the above information. We welcome a discussion on the completeness of the above list and also the issues that should be considered in determining the weightings. Also, to consider the frequency of the above.
