3 Veterans Education Overview Veterans Education has both federal and state and responsibilities in promoting and safeguarding quality education for veterans in Texas. The role of the Texas Veterans Commission, Veterans Education, is one of advocacy advocacy of quality education and training for veterans and other eligible persons.
4 Role Comparison Federal State State Approving Agency (SAA) for Department of Veterans Affairs (VA) GI Bill programs. Hazlewood Act Exemption. Veteran Education Excellence Award Network. Veterans Educational Coordinators Program.
5 Federal Role As the SAA for oversight of federal GI Bill programs in Texas, Veterans Education reviews, evaluates and approves programs of education and training for which veterans and other eligible persons may use VA educational benefits.
6 Federal Role State Approving Agency for GI Bill Programs GI Bill approval authority for: All original approvals (except federal facilities); Amended approvals for private, for-profit schools; Amended approvals for deemed approved facility certificate programs; Amended approvals for non-registered apprenticeships; Amended approvals for on-the-job training programs. Conduct outreach with military and veterans events, job fairs, and electronic media. Liaison activities with local, state and federal agencies.
7 Federal Role State Approving Agency for GI Bill Programs Conduct the following visits: Original / Inspection visits to new facilities; Technical Assistance visits with approved facilities; Modification (address change) visits; Compliance Survey visits: Done by direction of VARO-Muskogee and VARO-Waco; Generally scheduled in advance; Check selected records to ensure benefits were correctly paid to students and schools; Complaint visits as directed by VA or SAA Director.
8 State Role Administer three state programs: Hazlewood Act Exemption; Veteran Education Excellence Award; Veterans Education Coordinators.
9 State Role Hazlewood Act Exemption Administer the Texas Hazlewood Act tuition and fees exemption program for eligible Texas veterans and other eligible persons. Rulemaking authority in consultation with THECB and institutions of higher education. Statutorily obligated to assist veterans and dependents to obtain the exemption. Conduct outreach to outside groups. Assist schools in determining veteran eligibility. Maintain database to monitor exemption use. School is the final decision making on authority on student eligibility.
10 GI Bill vs. Hazlewood Roles Comparison GI Bill / SAA VA determines eligibility of veteran or dependent; not TVC. School may lose approval for non-compliance. SAA approves eligible programs by CFR criteria. VA pays money to the student/school up to one year in arrears. Hazlewood Act School determines eligibility of veteran or dependent; not TVC. Mandated for Texas public schools. Eligible classes set by Tex. Ed. Code. School not required to grant exemption after term ends.
11 State Role Veteran Education Excellence Award Network Provides a way to publically recognize colleges and universities which provide exemplary services to veterans and their families. Rulemaking authority in consultation with THECB and institutions of higher education. Will have different categories for different type of schools (community colleges, public, private, size, etc.). Program currently on hold due to lack of funding.
12 State Role Veterans Education Coordinators Assist colleges and universities to establish programs and services to enhance opportunities for academic success of veterans and their families. Rulemaking authority in consultation with THECB and institutions of higher education. Visit institutions of higher education to: Create hospitable environment for veterans and their families; Enhance awareness of veterans educational, employment, and claims programs; Promote establishment of veterans groups on campus; Discuss school s commitment to VA s Principles of Excellence. Encourage consistent and sustained support from campus leadership for veterans programs on campus.
13 Veterans Education Future Deemed Approved schools must apply to TVC for approval of all non-degree programs at: Third party contractors for Deemed Approved programs must be approved by the SAA. Hazlewood Database updates. Current upload process is retained. Schools will be able to send reports via webpage upload. Rulemaking planned to standardize disbursal process and update rules.
