5 Top Message ECO is in our SEMICONDUCTORs Toward an environmentally friendly and strong semiconductor business Haruki Okada President Fujitsu Semiconductor Limited Confidence and Hope for the Japanese Japan has suffered economic stagnation for more than 20 years A renewed vitality is arriving. The government has identified agriculture, healthcare and energy as the growth industries and the Japanese economy is gradually gaining momentum beginning with those fields. Above all, I feel that the Japanese people are regaining confidence and hope. The semiconductor industry has recently been facing an extremely harsh business environment, but there is no other industry that supports other industries so widely and so deeply. If we work hard, we can not only contribute to those fields in the spotlight, such as agriculture, healthcare, energy, but also to nearly every industrial field. Fujitsu Semiconductor will broadly contribute to the society by making smaller and lighter products with yet higher functions and better performance, as well as reducing the environmental load. We strongly believe that it is our mission. With such spirit in mind, we will earnestly move our business activities forward not only for economic revitalization but also to bring confidence and hope back to the Japanese people. Providing Value through Strong Ties with our Partners Fiscal 2012 was the final year of the Fujitsu Group Environmental Protection Program Stage VI. During this three-year plan we made steady progress in creating environmental products, restricting greenhouse gases and waste products generation, and advancing social contribution activities, and we achieved all the goals. I would like to report that achievement first of all. Semiconductor products have become indispensable to the society. The Fujitsu Semiconductor Group continues advancing business reorganization to strengthen our supply chain and deliver exactly the necessary quantities of the necessary products at the necessary time. By shifting from vertical integration to horizontal cooperation, this reorganization is an effort to make use of the respective strengths of the partner companies and build up the collaboration scheme. While this will change our operating structure, there is no change in our commitment to providing customers with high-quality products through strong partnerships. From the environmental viewpoint, sharing environmental consciousness with the partner companies will become increasingly important. In particular, we recognize that compliance with international rules regulating the chemical substances in products is of an important responsibility, and we are advancing this in our business activities so customers can use our products without any concern. 6 The Fujitsu Semiconductor Group s CSR CSR Basic Policy The Fujitsu Group s CSR is a practice of Fujitsu Way. We contribute to the sustainable development of the Earth and the society by putting Fujitsu Way into practice in all of our business activities, considering the expectations and demands of our multiple stakeholders. The Fujitsu Semiconductor Group gives priority to the following five issues in implementing CSR. We advance responsible management as a global ICT company by responding to these issues. 7 The Fujitsu Semiconductor Group s CSR Risk Management, Business Continuity Management, Disaster Prevention Activities, Basic Stance on Information Security, Activities on Information Security Risk Management The Fujitsu Semiconductor Group advances activities to prevent, to minimize the effects of, and to stop the recurrence of various risks that emerge from business activities. It also implements risk management and continuous improvements throughout the Group, and aims at increasing corporate value and contributing to the development of the society. Business Continuity Management The Fujitsu Semiconductor Group has been creating the business continuity plans since 2008 and advancing business continuity management to prepare for unforeseen events that threaten the continuity of our business activities such as earthquakes, fires, other large-scale disasters and epidemics like new strains of influenza. We seek to assure the stable supply of environmentally efficient semiconductor devices that our customers require, even when such risks emerge. At the Great East Japan Earthquake of March 11, 2011, Fujitsu Semiconductor promptly established a countermeasures headquarters in accordance with our business continuity plan. The entire company worked together on the restoration activities, which made it possible to recover the full production level prior to the earthquake, on June 9, Basic Stance on Information Security The appropriate handling of information is the basis and the lifeline of all Fujitsu Group corporate activities. The Fujitsu Semiconductor Group has established information security regulations and executes security measures based on Fujitsu Way which presents the Fujitsu Group s meaning, values and code of conduct and the Fujitsu Group Information Security Basic Policy. Activities on Information Security To increase employee security awareness, along with the e-learning conducted once per year, employees carry out a selfcheck of their security behavior each month. This promotes awareness of any problems with their actions. To prevent information leakage from PCs, Fujitsu Semiconductor Group has developed and begun administering an audit function that systematically confirms the HDD and BIOS password settings on all PCs. This enables the security manager to gain a unified grasp of password settings, which previously had to be left to individual employee management, and is expected to greatly reduce the risk. Disaster Prevention Activities Disaster prevention organizations have been formed throughout the Fujitsu Semiconductor Group, and disaster prevention education and drills are conducted to minimize the damage to the lives and the properties in the event of a major disaster. In addition to those drills at each location, the Fujitsu Semiconductor Group has been participating in the Fujitsu Group joint disaster drills held on the national Disaster Prevention Day every year since Last year, workshop-format disaster trainings examining the contents of the DRP (Disaster Response Plan) prepared for each location were held at major locations including the Akiruno Technology Center and the Mie Plant. Additionally, disaster reporting and equipment operation drills were conducted at all Fujitsu Semiconductor Group locations using communications equipment (satellite phones) and CRMate (disaster information sharing system) to ensure swift information transmission when disasters occur. The plan for the year 2013 calls for Fujitsu Group joint disaster drills coordinating all Fujitsu and Fujitsu Semiconductor Group bases and assumes that the Tokyo metropolitan area is the disaster area. 8 The Fujitsu Semiconductor Group s CSR Social Contribution Activities and Local Community Contribution Businesses Social Contribution Activities Fujitsu Facilities Engineering Ltd. provided career education to children, who would lead the next generation, around Aizuwakamatsu City, Fukushima Prefecture where the company is based. Employees shared their personal experiences such as my dreams when I was a child, what I studied to accomplish my dreams, my present work and my future dreams with fourth grade students from the Kumamachi and Ohno elementary schools of Okuma Town in eastern Fukushima Prefecture who are taking refuge in Aizuwakamatsu City. One of the instructors said While I had given up on advancing to college because my father passed away, I was recognized by Fujitsu for my sports activities and allowed to enter the company. If you try your best even at something other than studying, you might be saved. Local Community Contribution Businesses Fujitsu Facilities Engineering Ltd. is contributing to the local communities via its business. The company is emphasizing its energy conservation diagnostics business, which contributes to improving the management of small and medium enterprises, and helps the quick recovery of Fukushima Prefecture which suffered severe damages from the Great East Japan Earthquake and subsequent accidents at the Fukushima Daiichi Nuclear Power Station. The concept is to use the know-how accumulated in the operation and management of semiconductor plants to bring renewed vitality to the community. The company is advancing diverse developments with energy as the keyword toward the transformation of the Aizuwakamatsu area into a smart community. 10 Environmental Management Environmental Management System Environmental Management System The Fujitsu Semiconductor Group is advancing environmental management globally throughout the Group under our environmental policy. The Group has also established the Fujitsu Semiconductor Group Environmental Goals and Targets, which specify numerical targets to be achieved based on the Fujitsu Group s Green Policy 21, Green Policy 2020, and Environmental Action Plan. We are advancing environmental management activities while making systematic and continuous improvements. Seven domestic and five overseas Group companies had received ISO certification as of March We will continue striving to further strengthen our environmental governance. We are also implementing environmental education globally for appropriate and prompt compliance with environmental laws and regulations and to boost the environmental awareness of all employees. Fujitsu Semiconductor Group Environmental Policy With our customers, we contribute to the protection of a rich global environment, using state-of-the-art technology to provide semiconductor devices with superior environmental characteristics. Operational Principles By applying the following principles, we work to prevent pollution of the global environment and reduce the environmental burden of our products throughout their lifecycles, including development, procurement, manufacture, sales, usage, and disposal: 1. By aggressively promoting the development of Super Green Products and the proper management of product chemical content, we improve the environmental characteristics of our products and actively reduce the burden on the global environment and our customers. 2. We aggressively promote measures to counteract global warming and reduce emissions of greenhouse gases (e.g., CO2, PFCs). 3. We aggressively promote chemical management and reduced emissions of volatile organic compounds (VOCs). 4. We aggressively promote waste reduction and appropriate recycling. 5. We conform to environmental regulations around the world and keep our promises to customers. 6. We work to improve the individual environmental consciousness of our employees, to help them become good environmental citizens, promote the preservation of biological diversity, and make environmental and social contributions in their local communities. 7. April 6, 2011 FUJITSU SEMICONDUCTOR LIMITED President Haruki Okada Fujitsu Semiconductor Group Environmental Management Organization Structure Chief Environmental Manager / Environmental Managers Group EMS Committee Domestic Group Companies Observing Environmental Laws and Regulations There were two compliance violations in the Fujitsu Semiconductor Group during fiscal These included the failure to report on a specific facility, which was discovered by strengthening our compliance evaluation works. Because it is difficult for staff employees to judge whether or not a given facility is subject to the reporting, the Group shared identification of facilities for reporting and took certain steps to complete the corrective measures. The Fujitsu Semiconductor Group will continue striving to reinforce its compliance management. Group EMS Committee The Fujitsu Semiconductor Group holds regular meetings of the Group EMS Committee twice each year where environmental managers from manufacturing plants and other workplaces discuss the progress and issues toward achieving the Group s overall environmental goals and targets. These meetings include information exchange on global environmental regulations and trends. The meetings are useful for developing new environmental initiatives and securing compliance. Environmental Audits Executives Group EMS Secretariat Overseas Group Companies The Fujitsu Semiconductor Group implements global Group internal audits within Japan and overseas under the Fujitsu integrated environmental management system. For effective audits, auditor education programs are conducted each year to improve the competence of our internal auditors. The Group is also working to increase the number of auditors with external credentials and strengthen our environmental auditing activities. As external audits, the Fujitsu Semiconductor Group undergoes ISO audits by JACO (Japan Audit and Certification Organization for Environment and Quality) within Japan and by DNV (Det Norske Veritas AS) and DQS (DQS Holding GmbH) overseas, and maintains its ISO certification. 8 FUJITSU SEMICONDUCTOR GROUP Environmental Report 2013
11 Environmental Management Environmental Education, Environmental Risk Management and Internal Environmental Awards System Environmental Education The Fujitsu Group has conducted environmental education for all employees once every three years since 1995 using environmental e-learning so that employees understand the content of the Group Environmental Protection Program which is prepared every three years. Environmental education is also included in the general education given when employees enter their company and when they are promoted. Employees responsible for works related to the environment receive specialized education, including internal auditor education and waste products managers education. In addition, the Fujitsu Semiconductor Group conducts environmental education each year in accordance with the nature and format of the semiconductor business, and works to boost the environmental awareness of each employee. In fiscal 2012 the education also introduced examples of environmental activities at each base. Environmental Risk Management Management of PCB Waste The Fujitsu Semiconductor Group has applied for shipment registration to the Japan Environmental Safety Corporation (JESCO) for early disposal of the fluorescent lamp ballasts held by the Group. Preparations are advancing toward disposal in the second half of fiscal The ballasts will continue to be carefully and securely stored at a specialized warehouse until they are treated by JESCO. Internal Environmental Awards System The Fujitsu Group has been presenting the Fujitsu Environmental Contribution Awards and holding environmental contests every year since 1995, to honor particularly meritorious environmental activities. The Fujitsu Environmental Contribution Awards received 69 entries in fiscal 2013, and the Fujitsu Semiconductor Group received one Environmental Excellence Prize and two shaping tomorrow with you Special Prizes. 12 Environmental Management The Fujitsu Group Environmental Protection Program (Stage VI) All Environmental Protection Program Activity Targets Achieved The Fujitsu Semiconductor Group achieved all its activity targets under the Fujitsu Group Environmental Protection Program Stage VI, which ran from fiscal 2010 through fiscal These are specific activity targets for implementing the Fujitsu Group s Environmental Policy, which sets 18 specific activity items in six categories. Among these, the Fujitsu Semiconductor Group participated in the activities in for the following 10 items in five categories. 14 Environmental Management The Fujitsu Group Environmental Protection Program (Stage VII) The Fujitsu Semiconductor Group reduces the environmental load of customers and society by developing and providing highly energy efficient products. The Fujitsu Group has prepared the Fujitsu Group Environmental Protection Program Stage VII, which runs from fiscal 2013 through fiscal The core activity fields include expanding the Group s contribution to addressing environmental challenges by promoting the use of ICT throughout society, and achieving cost reductions by decreasing the Group s own environmental load. The Fujitsu Semiconductor Group develops and provides highly energy efficient products so that ICT equipment can be used more widely in the society to resolve social problems without increasing the environmental load. The Group is also continuously working to reduce resource and energy consumption at manufacturing plants, and to contribute to the provision of inexpensive, environmentally friendly products. 15 Reducing Environmental Load Global Warming Countermeasures At the Fujitsu Semiconductor Group, our environmental efforts begin close at hand with efforts to reduce greenhouse gases and waste products generated by our own plants and offices. Measures to Reduce CO₂ Emissions from Energy Consumption The Fujitsu Semiconductor Group released 325,000 tons of CO₂ in fiscal This is approximately 22% below the target value of 419,000 tons. Energy Conservation Measures at Plants The Fujitsu Semiconductor Group worked to conserve energy at plants, focusing on the summer months when electricity consumption increases. At Mie Plant, the number of fan coil units in operation were carefully investigated and reduced in accordance with the air conditioning load in each of the rooms. Energy conservation was also advanced by reducing the number of air conditioning fans in operation, and closing the clean dry air valves near the equipment where the supply is unnecessary. At Fujitsu Semiconductor Technology Inc., in Aizuwakamatsu, they identified the rooms that are not used in the certain time period of the day, and increased the time to turn off the circulation fans for the air conditioning. Energy Conservation Measures at Offices The Fujitsu Semiconductor Group made full use of F-PLUG, a power plug with power measurement function, equipped with FM3 family of 32-bit ARM core microcontrollers. We utilized them for the office equipment and made efforts to establish a method for a detailed grasp of electricity use. These efforts revealed the factors that vary by the time of the day and others that remain constant 24 hours a day, and provided a basis for further detailed energy management. Reinforcing our Energy Management System To reduce total energy consumption at the plants and the offices, departments using various equipment must cooperate in working on the energy conservation. The Fujitsu Semiconductor Group formed a working group to examine energy conservation across the divisions, arranged uniform rules for energy conservation efforts, in order to strengthen the activities. Reduction of Greenhouse Gases other than CO₂ The targets for reductions of PFCs and other greenhouse gases other than CO₂ under the Fujitsu Group Environmental Protection Program Stage VI were already achieved in the prior fiscal year. In fiscal 2012, recognizing the importance of steadily maintaining those conditions, a working group across the locations held discussions to review the control items and their values. This led to more detailed management contents and to the preparation of a system that can improve the effects of future management. 16 Reducing Environmental Load Measures to Reduce Chemical Substances and Waste Products Reduction and Management of Chemical Substances Discharges Response to the Revised Water Pollution Control Act The enforcement of this Act from June 1, 2012 introduced a new obligatory system of structural standards and regular inspections for facilities handling or storing hazardous substances. Inspections were conducted in collaboration with Fujitsu Semiconductor Group workplace with subject facilities, and confirmed that there were no problems with the structural standards. Works were conducted to make visual inspections possible for the buried pipes that were difficult to check. We have confirmed that the pipes had no leaks. As a result of evaluating a mixture of these wastes for reuse, it became clear that the combustion calories could be used as fuel and the waste was transformed into a valuable resource. This cut costs and reduced waste products by approximately 82 tons per year. 18 Environmental Considerations in Products Green Procurement and Approach to Chemical Substances in Products Green Procurement The Fujitsu Group has set out the basic standards that require procurement of environmentally sound parts, materials and products with higher priority, as Fujitsu Group Green Procurement Direction. We work together with our suppliers to advance the green procurement activity to promote the conservation of global environment. Fujitsu Group Green Procurement Direction sets the following types of basic requirements for our suppliers. In principle, we ask all of our suppliers to arrange and administer a third-party certified EMS (Environmental Management System) to continually implement activities to reduce the environmental load. We also ask parts and materials suppliers to arrange a CMS (Chemical substances Management System). The Fujitsu Group Environmental Protection Program Stage VII which began from April 2013 also asks the suppliers for continuing efforts toward restricting and reducing CO₂ emissions. The Fujitsu Semiconductor Group is participating in these efforts as a member of the Fujitsu Group, strengthening our upstream management while providing support to our suppliers, and working to create a sustainable, low-carbon society. Approach to Chemical Substances in Products The Fujitsu Semiconductor Group promotes appropriate management of chemical substances in products so we can provide our customers with products they can use without any concern. The Fujitsu Group has designated substances that are harmful to humans and the environment and whose use is prohibited or regulated by law as Fujitsu Group Designated Prohibited Substances. We strictly prohibit the use of those substances, eliminate them through green procurement activities, and provide products that do not contain them. Moreover, when there are concerns that certain substances may be harmful, they are classified as Fujitsu Group Designated Controlled Substances or Fujitsu Group Designated Reporting Substances to protect customer safety and the environment based on the precautionary principle. The amount of these substances contained in products is properly managed to prepare for their possible reclassification as Designated Prohibited Substances if it is determined that the substances are harmful. Ongoing Response to Domestic and Foreign Regulations Various laws and regulations have been enacted concerning chemical substances contained in products in each country, such as the EU REACH regulation which requires chemical substances registration and reporting. Amid this trend, the Fujitsu Semiconductor Group is using the Joint Article Management Promotion Consortium (JAMP) formats for chemical substances management and information transmission so we can respond flexibly to additional future regulatory tightening. Response to the EU RoHS Directive and the China RoHS The Fujitsu Semiconductor Group provides semiconductor products that comply with the EU RoHS Directive* and the China RoHS. Regarding the RoHS Directive in particular, the Group delivered products that comply with RoHS2 (2011/65/EU) before it was implemented from January 2013 to give customers a greater sense of security, and the Group is working at even more thorough appropriate management. The Group still uses lead in certain products as requested by customers and in certain old products, but we are advancing the switchover to lead-free products as appropriate.
