1 General Information: The New Mexico State University (NMSU) Office of Education Abroad (OEA) and the Faculty led International Program (FLiP), in partnership with NMSU colleges and departments, helps develop, plan, market and facilitate international courses for NMSU students. The idea for developing faculty led international courses usually originate with NMSU faculty. After discussing the idea with their department heads and deans, and refining their ideas, faculty can contact the FLiP office to get assistance in planning and logistics, itinerary development, advice on administrative processes to ensure health, safety, insurance, visas and other issues. Once the course concept is together, with draft itinerary and rough budget, it is submitted to the appropriate department heads and deans for approval and NMSU endorsement. Role of the Department and College 1. Pre proposal Planning: Faculty planning to submit a new course proposal should first consult with the sponsoring department(s) and college(s) on issues regarding academic design, instructional delivery methods, and fit of the course in the college s semester course offerings and strategic planning for international courses. Some departments may have their own internal review process for new course proposals, or for proposals to adapt select currently taught courses to international settings. The department and college review and approval must be completed before a proposal can be forwarded to the FLiP office. 2. Development and Submission of Proposal: Faculty, working with the FLiP coordinator, will complete the course proposal package, addressing all of the information needs outlined. Once all proposal packet components have been developed, faculty then submits the material to the department head for review and approval and then to the college dean for final review and approval. 3. Proposal Review: Departments and colleges are responsible for review of course subject matter and instructional delivery methods. Course proposals must have the written support of the relevant department head(s) and college dean(s) before the FLiP office assist further. Role of the FLiP 1. Pre proposal Planning: Faculty planning to submit a new course proposal should consult with appropriate staff from OEA regarding issues of course logistics, course viability, health and safety issues, and course budget. 2. Proposal Review: FLiP staff will provide input during the proposal review process on several key aspects of the course proposal, including feasibility of course logistics, potential for marketing, course costs, and health/safety concerns. 3. Course Administration: Once approved, all NMSU study abroad credit bearing courses are administered by FLiP, in partnership with the sponsoring department(s) and/or college(s). Submission Procedures: Faculty members interested in proposing new NMSU FLiP courses must submit the following: 1. Consult with your Department Head and Dean and the FLiP office about your course concept 2. Completed Course Information Page (attached) 3. Narrative description of proposed course (see Narrative Instructions below) 4. Signed Letter(s) of Support from the sponsoring department s head(s) and college dean(s) or dean s designee indicating department and college commitment to continuing support of a successful course (see page 5). 5. 2 NARRATIVE INSTRUCTIONS Evaluation of proposals will focus on a number of key issues, each of which must be addressed in the proposal narrative. Please address each of these key issues in the order they are presented below: 1. Course Description: Define the course in terms of program subject matter, learning outcomes and instructional models. 2. Field Experiences and Guest Lecturers: Provide an overview of how field trips, hostinstitution faculty, and aspects of the host culture and environment will be woven into the course. Indicate the nature and level of contacts you may have already made. Indicate numbers, type of, and general credentials of host country faculty/speakers to be used. 3. Foreign Language: Describe plans for incorporating foreign language work into the course, if applicable. 4. Health and Safety: Include a brief description of course environment and logistical arrangements that address issues of health, welfare and security of students. Topics of particular interest may be security of housing and/or transportation risks. International health insurance is required of all students that travel overseas as part of an official university course. The Office of Study Abroad will work with faculty leaders to arrange health insurance for student travelers and faculty leaders that request additional insurance while abroad. 5. Logistical Arrangements: Provide a description of planned logistical arrangements, including student housing and meals, classrooms, and educational excursions. 6. Student Qualifications: Specify minimum, as well as desirable, student qualifications for participation in the course. 7. Student Enrollment/Program Marketing: Estimate likely student enrollment and minimum enrollments needed to cover costs; identify primary person(s) taking responsibility for recruiting students; and provide a reasonably detailed description of the plan to be used for recruitment. 8. Evaluation/Assessment: Describe how the sponsoring NMSU department and college will evaluate the course and assess student learning outcomes. List the specific learning goals against which the course will be assessed, and how such assessment will be accomplished. General Guidelines to Keep in Mind When Proposing a New Course: Academic Rigor: Faculty led international courses are held to the same academic standards as are on campus courses. In addition to meeting any specific college or department course guidelines, NMSU policy regarding minimum contact hours needed for the amount of credits offered must be followed. Each academic credit requires a minimum of 15 contact hours (or 45 hours for a 3 credit course). Course Cost: Serious attention must be given to the issue of course costs. A number of factors can affect cost, such as length and location of excursions, type of accommodation (faculty and student) used, and number of faculty and/or graduate assistants included in a course. For example, including more than one faculty member for each planned participants can add significantly to the cost of a course and therefore needs to be justified by issues of student health and safety, program logistics, and/or faculty availability. 3 Review Procedures: Review of formal course proposals takes place on a rolling cycle during the year. When proposals are completed, approved and received by the FLiP office, they will be reviewed by staff with a concern for course logistics, cost, and marketing needs, and by the OEA Risk & Security Assessment Committee for review of any health or safety concerns. Following this review, viable proposals will be forwarded to the Associate Dean of International Programs. In order to be approved in time for sufficient marketing and course planning, proposals should be submitted nine months to one year in advance of the planned program start date. Early submission of proposals is critical due to the complexities of developing any new course. Proposals can be accepted less than nine months in advance, but program publicity and student planning, including student access to financial aid, may be adversely affected by late course approvals. New courses cannot be advertised or marketed to students until final approval is received.
