2 Why did we want the SMS from OSLO VAV? KEY WORDS: EFFICIENCY SECURITY MONITORING CONTROL to improve the efficiency and the security in monitoring and control of the urban water and wastewater system of Oslo VAV 2
3 The project inspiration was the experience A wastewater pipe (siphon) between two islands in Oslofjorden was leaking for a long time, resulting in uncontrolled spills of untreated wastewater to the fjord. The structural condition of the pipe was unknown, and no alarm and communication system for detecting the event was available. All the events and national reports illustrate the needs for robust technical solutions and methods. Flooding of a wastewater pumping station due to communication failure. The control central did not receive alarms about critical water levels. Bekkelaget wastewater treatment plant was flooded due to power failure. Control valves did not close properly and the electrical control panels and cabinets were flooded, resulting in large spills of untreated wastewater to the fjord lasting for several months. An undetected leakage in the chlorination system at Oset water treatment plant wiped out much of the aquatic life in the river Akerselva. There was no ICT based detection system in place prior to the event. Recently the ICT information security in Oslo VAV has been an issue in one of the largest newspapers in Oslo. This puts pressure on existing ICT solutions, and is a large incentive for improvements. 3

5 WP1 and 2 motivation Oslo waterworks reviewing the master plan for wastewater networks Research questions 1. At strategic level (WP1): How much should Oslo VAV spend to improve the structural conditions of the network? 2. At tactical level (WP2): what pipe to rehabilitate first and when?
6 WP1 : Wastewater pipes: condition monitoring, assessment and rehabilitation planning Application of a model for wastewater pipes deterioration analysis to the wastewater network of OSLO VAV Activities 1. Data collection, filtering and adaption 2. Calibration of the deterioration models for the entire system including all available inspection data 3. Prediction of future deterioration states for inspected and notinspected wastewater pipes of Oslo 4. Development of appropriate rehabilitation strategies to improve the overall structural conditions of the system under budget constraints 5. Select a long-term investment plans to achieve set goals of improved system conditions.
7 WP2 - Wastewater pipes: Combining Risk, condition assessment and costs Given the selected scenario of WP 1 (1,6% rehabilitation rate) what actually are the pipes to be rehabilitated each year? WP 2 narrows the analysis down into a more detailed selection of the pipes to be prioritized per year (Tactical level). WP2 aims at prioritizing the pipes to be rehabilitated using risk matrix. 7

11 Experience and value for VAV - WP 1 and 2 The results have been used to compute the rehabilitation rate (WP1) for investment planning in the new sewerage Master plan The results from WP2 is used in the Rehabilitation plan (risk based approach). The project has helped us improve the quality of our sewer network database. The WP1 has also highlighted a major issue in the Norwegian guidelines (NORVAR 2007) used to classify pipes from visual inspection. Arnhild Krogh, Oslo VAV seksjonsleder

22 WP 6 Dissemination We would like to state that the dissemination from the project has been successful due to a combination of easy understandable results and the need within the water industry for new approached in the field. New "SMS from " Projects are under definition thanks to the dissemination work Not just Oslo but more regions will benefit from this project! 23
