Purchasing Recommendation and Comments: Purchasing concurs with department and recommends approval of requested action. This procurement action meets the compliance requirements as outlined by the statutes. The Commissioners Court approved the purchase of Tempus Pro patient medical monitors during the FY16 budget process. The Tempus Pro monitors will replace three (3) Propaq LT Monitors, two (2) GE V-Scan Ultrasounds, and three (3) Glidescope Ranger video laryngoscopes currently used by Starflight. Remote Diagnostic Technologies Ltd. is the sole manufacturer and distributor for Tempus Pro patient monitors. These new monitors offer significant improvements with current technology, combined capabilities and reduced maintenance cost. Regarding the ultrasound probes from Interson: Part number Ultrasound Fast Exam capability 3.5 MHz General Abdominal Probe and Part number Ultrasound Fast Exam Capability 7.5 MHz Vascular Probe were specifically designed to work with Tempus Pro. ROT Ltd has a direct agreement with Interson to provide these probes for the Tempus Pro to the US Militaiy. The Tempus Pro is an advanced multi-parameter vital signs monitor that offers a wide range of features in a highly robust package. Features that make the Tempus Pro so unique include it's highly enabled communication platform, integral digital camera for video, and still imaging. TEMPUS PRO PATIENT MONITORS FROM REQUIREMENTS OF THE COUNTY PURCHASING ACT WHEREAS, the Commissioners Court of, Texas has received a Sole Source Justification from Starflight and an Affidavit of Single Source sworn and submitted by the Purchasing Agent in accordance with TEXAS LOCAL GOVERNMENT CODE, (a) (7) (A) and WHEREAS, based on the evidence presented, the Commissioners Court of Travis County, Texas finds that there is only one source available for the purchase of Remote Diagnostic Technologies Ltd. Tempus Pro Patient Monitors. NOW, THEREFORE, the Commissioners Court of, Texas hereby orders that the purchase of Remote Diagnostic Technologies Ltd. Tempus Pro Patient Monitors is exempt from the requirements of the County Purchasing Act because it is a contract for the purchase of an item that can be obtained from only one source.
