1 Message from the Vice-Chancellor The Open University of Sri Lanka (OUSL) is the premier Open and Distance Learning (ODL) institution in Sri Lanka where students can pursue their studies from foundation level to the doctoral level. Due to the nature of the teaching methodology adopted by the University and the infrastructure we posses, the OUSL is able to serve a large student population spread throughout the country. Currently, there are more than 40,000 students studying at the OUSL, who are being served by eight Regional Centres and eighteen Study Centres located around the country. The mission of the University is to enhance access to high quality, affordable and relevant education through ODL methodologies and ensure life-long learning opportunities to face challenges in a knowledge society. In order to achieve this mission the university adopts many strategies, always keeping its students as central focus. The university offers more than sixty five different study programmes through twenty-four departments belonging to five faculties. It also has number of Centres and Units to facilitate student support, research, consultancy, liaison with the industry, staff training, quality assurance, etc. Keeping par with the technological developments that are taking place in the education sector, the University has embarked on a concerted effort to provide our students with increased learner support through modern day technology, including providing online support through our Learner Management System, Video conferencing by linking the main campus to number of regional and study centres, online testing, etc. 1

3 Message from the Dean, Faculty of Humanities and Sciences Welcome to the Faculty of Humanities and Social Sciences of the Open University of Sri Lanka! I am very pleased that you are considering the LL.M in Criminal Justice Administration in order to further your higher studies in law. This is a significant decision that you are making and this prospectus will give you the necessary information that you need. The teaching and learning methods at the OUSL are unique and we teach based on open and distance principles and we are the only national university in Sri Lanka which teaches entirely by distance mode. We are also the only national university which caters specifically to the needs of adult, employed students and our programmes are structured with a view to their particular needs and constraints. The Open University is the only university in Sri Lanka which offers degree programmes in law in the open and distance mode of teaching. The Department of Legal Studies offers an LL.B at undergraduate level and the LL.M in Criminal Justice Administration at postgraduate level. Criminal Justice Administration is the area which addresses the prevention and punishment of criminal behavior. It is a field that is necessarily inter-disciplinary and the LL.M that you will embark on has been designed to reflect this interdisciplinary nature. While there is a heavy component of both Sri Lankan and international law in the curriculum, this is supported by areas of knowledge which are essential for a holistic approach to the field. The curriculum will, therefore, be of immense practical benefit to those already working in 3

5 Message from the Head of the Department of Legal Studies Department of Legal Studies of the Open University of Sri Lanka has commenced the Master of Laws Degree in Criminal Justice Administration in year This is the first ever postgraduate degree offered by the department. The Open University of Sri Lanka has also pioneered the introduction of this two year degree in this country. The curriculum has been developed by experts from Sri Lanka in the various disciplines such a law, medicine, criminology ext. The University has been fortunate to put together a panel of eminent teaching staff who are from Attorney General's Department, University of Colombo, Government analyst department, and University of Sri Jayewardenepura. In response to modern-day criminal activities the field of criminal justice is rapidly advancing and evolving to be a most significant area. This degree enables an overall understanding of various fields that has relevance to Criminal justice Administration. The University has been successfully conducting this degree for the past two years. This experience will serve us to develop even further strengthen and enrich the programme. 6 Message from the Director of the LL.M Degree Programme I am glad to welcome you as prospective candidates for the LL.M Programme in Criminal Justice Administration offered by the Department of Legal Studies of the Open University of Sri Lanka. This programme which commenced in 2013 is one of the many exciting programmes offered by the Faculty of Humanities and Social Sciences. We are pleased that the first batch of students is due to graduate in This is the only specialized two year Master's Degree offered in the field of Criminal Justice by a Sri Lankan University. It also has a multi disciplinary focus to give students a broad training in all aspects of criminal justice administration. The programme has also been designed to suit working students who are able to follow classes only during weekends. The teaching staff of the programme comprises well known experts in their fields who have teaching and research experience as well as practical and hands on knowledge. They are drawn from the Universities, the Attorney General's Department and the Government Analyst's Department. As this brochure indicates the curriculum of the programme has been prepared to enable practitioners in the field of criminal law and criminal justice administration to enhance their knowledge and to expose them to important aspects of the area which go beyond what is taught in the traditional legal education programmes at Universities or the Sri Lanka Law College. The interdisciplinary nature of the programme enables the University to produce graduates well versed in all aspects of criminal justice. 6

This dissertation trains you in research methodology and report writing which will be of immense use in any form of employment. The Open University of Sri Lanka The Open University of Sri Lanka (OUSL) is a unique and prestigious place of higher learning. Established under the provisions of the Universities Act No.1 6 of 1978, it is the only national university in Sri Lanka dedicated to removing barriers, be they geographical or commitments related, that restrict access to tertiary level education. Using the distance and state of the art online teaching methods, OUSL currently serves over 34,000 students, attached to a well-connected and coordinated network of regional and study centers that cover almost all the administrative districts of the country. A large majority of OUSL students are working adults. They follow study programs ranging from certificate or pre-degree level through first degrees to postgraduate level qualifications offered by the five faculties of the university, namely, Faculty of Education, Faculty of Engineering Technology, Faculty of Humanities & Social Sciences, Faculty 8
9 of Natural Sciences and Faculty of Health Sciences. The quality of OUSL study programs, including its teaching learning processes at the peripheral centres, are constantly monitored by both internal and external experts to ensure that those programs and processes comply with the national quality benchmarks. The Faculty of Humanities and Social Sciences This is the largest Faculty of OUSL in terms of learner numbers. Currently it has over 13,000 learners attached to four academic Departments, namely, Department of Language Studies, Department of Legal Studies, Department of Management Studies and Department of Social Studies. The Master of Laws in Criminal Justice Administration program will fall within the overall academic and administrative purview of the Faculty Board of the Faculty of Humanities and Social Sciences. The Department of Legal Studies The Department has over 30 years of experience in conducting degree level legal studies. Established in 1984, the Department of Legal Studies of OUSL conducts the second oldest Bachelor of Laws (LLB) degree program in the country. There are over 20 well qualified academic staff members serving full-time in the Department. These staff members have extensive experience in open and distance learning methodology and are highly sensitive to the unique needs of adult learners. The program delivery activities of the Master of Laws in Criminal Justice Administration program will be managed by the Department of Legal Studies. 9
10 The Master of Laws in Criminal Justice Administration Program Inspired by the unique traditions of OUSL, the Master of Laws in Criminal Justice Administration program will be conducted using mainly flexible teaching/learning methods. This student centred approach, adopted by many top class universities the world over, providing tertiary level learning opportunities for working adults, creates an environment in which any busy professional would be able to smoothly blend and harmonize the demands of work life and personal life with the challenges of high quality 'learning. Over a period of two academic years the program will offer a mix of interdisciplinary and integrative courses drawn up from fields and paradigms related to criminal justice administration. The structure, content and assessment method of every course of the program will challenge and test the candidates regardless of the nature and scope of their previous academic and professional experience. Through a process of both textual and contextual teaching and learning these courses will systematically construct and develop specific knowledge and skills germane to the field of criminal justice administration. At the end of the program the candidates will be transformed into an elite group of professionals with exceptional and exemplary skills, knowledge and attitude who would add value to the jobs they perform and who have the right vision and competencies to successfully manage the complex and competing challenges of the process of criminal justice administration. 10

This dissertation is intended to work as a platform that facilitates the interface between theory and practice. The candidates will have the freedom to select an area of their choice that is within the program curriculum and engage in research under the guidance of a supervisor to explore the operational aspects of the chosen area in the day to day conduct of affairs. The dissertation prepared at the end of the research will provide the candidates with an opportunity to demonstrate a wide 11
12 spectrum of academic and professional skills including research and analytical skills, problem solving and presentation skills, time and resource management skills, etc. Quality Assurance Ensuring an excellent student experience in every aspect of learning is a central concern of the program. Therefore, the program has been designed with mechanisms embedded to monitor the quality of all the services provided and the outcomes achieved using quality assurance benchmarks established in line with internationally accepted norms. As the first step towards ensuring quality, the program, its design and content and teaching and assessment strategy, were all subjected to the rigorous scrutiny of the Quality Assurance & Accreditation Council of the UGC and received its certification for being of high quality. Teaching and assessment strategy Within the broader parameters set in line with the overall program objectives and outcomes, the teaching and assessment strategy may vary from course to course depending on the teaching/learning objectives and outcomes of each course. Nevertheless, there will be a substantial amount of face to face teaching sessions for every course conducted mainly during weekends at the Nawala main campus. The number of teaching sessions per course will be determined in accordance with the credit weightage of each course. Case studies will also form an integral part of the teaching/learning strategy as they provide invaluable contextual learning opportunities for the learners. The assessments will be formative and will include, inter alia, classroom tests as well as assignments written at home. The teacher in charge of each course will determine the nature and scope of the tests and assignments. The candidates of the 12
13 Master of Laws in Criminal Justice Administration Program will be encouraged to access the Open University Virtual Learning Environment (OU-VLE) as it could be used as a platform for social learning. Some teaching and assessment material will be posted on the OU- VLE which is accessible 24hrs a day from any place where internet access is available. Moreover, everyone who is registered to follow an OUSL program has full and uninterrupted access to all OUSL libraries and electronic resources subscribed by the university. Entry Qualifications Any person having one of the following qualifications is entitled to be considered for registration for the Master of Laws in Criminal Justice Administration Programme a person who holds a degree in law from a recognized university, Or a person who has completed the attorney-at-law final examination conducted by the Sri Lanka Law College or an equivalent foreign examination that entitles him/her to get enrolled into the Bar to practice law in Sri Lanka or in a foreign country and has at least three years post-qualifying professional experience after enrolling into the Bar, Or Any other qualification acceptable to the Senate of the Open University of Sri Lanka. Program Duration The Program is of 02 (two) academic years' duration. However, in line with the overall policy of flexible learning of OUSL, busy candidates who are unable to undertake the full workload of an academic year will have the liberty of 13
14 completing the requirements of the Program within a maximum period of 05 (five) years. The Program will be conducted exclusively in English medium. The Open University reserves the right to refuse registration to anyone who is, in the university's view, unfit to follow the program. Fees Total fee for the program is Rs.342,OOO/= this is payable in four installments over a period of two years.
