For example, changes to the academic program of less than 25% of the total credits and certificates of 18 credits or less where no new resources are required do not require Council or Board approval. The current Regulations Governing Academic Changes in Rhode Island Public Institutions of Higher Education require that new certificate programs meeting the criteria above, be discussed and approved by the members of the Postsecondary Education Executive Council (PEEC) before being presented to the Board as a notice of change. Although PEEC was formally abolished in the most recent legislation, I met with the presidents on July 28, 2014 and we discussed and approved the two new certificates proposed by URI. Enclosure 2b August 4, 2014 Kinesiology Physical Education Health Education Teacher Education (PHETE) track within the Master of Arts Teacher Certification Program (MATCP) In 2008, URI deactivated the PHETE track within the MATCP due to dwindling enrollments. The University is now reporting a renewed interest in the MATCP especially among graduates with majors in exercise science and health studies who want to become certified as physical education teachers. The university is communicating its intent to reopen the PHETE track within the MATCP. Kerry I. Rafanelli, Esq. John J. Smith, Jr. Dr. Jeffery A. Williams Post Master s Certificate Program in Nursing The College of Nursing at URI will offer a credit post-graduate degree certificate to nurses who have already earned a master s degree or doctorate in nursing. Students in this certificate program will gain the competency-based education necessary to become certified nurse practitioners in an additional concentration including Family Nurse Practitioner, Acute Care Nurse Practitioner, and Adult/Geriatric Nurse Practitioner/clinical nurse practice. 2 requirements, they will be eligible for the professional certification board examinations which are required for licensure as nurse practitioners. The number of credits required will be determined by students previous coursework and clinical experience. This certificate was discussed and approved by the commissioner and the presidents. Minor in Cyber Security URI will offer an undergraduate minor in cyber security. Cyber security is defined as the discipline involved with preventing, detecting and responding to attacks on computer systems and networks. This minor will provide students with fundamental technical, legal, and procedural concepts required for network security or information security positions in government agencies, military organizations and corporate settings. This minor will consist of 18 credits and will be available to students in any major. Graduate Certificate in Digital Literacy The University submitted a proposal for a 12 credit interdisciplinary graduate certificate in Digital Literacy. This certificate is intended for teachers, librarians and media professionals; however, it is an option available to students in any major and to non-matriculated students. Students will gain skills, knowledge and competencies in using, creating and sharing the digital texts, tools and technologies needed for active participation in their professional communities and in other aspects of their lives. The program is offered over one year in a cohort format; students will participate in the Summer Institute in Digital Literacy, take one online course in the fall and spring semesters, and conclude with a summer leadership course. This certificate was discussed and approved by the commissioner and the presidents. Staff Review The Office of the Postsecondary Commissioner staff reviewed the notices and believes the programs to be sound. Conclusion The programs presented do not require Board approval. These programs will be entered into the inventory of higher education offerings in Rhode Island.

4 THE UNIVERSITY OF RHODE ISLAND Revised Notice of Change RIBGHE Notice of Change: Teacher Certification Program (MATCP) for Kinesiology Physical Education Health Education Teacher Education (PHETE) for Department of Kinesiology and School of Education A. Summary description of proposed program (not to exceed 2 pages) This proposal seeks to reactivate the Teacher Certification Program (MATCP) for Kinesiology Physical Education Health Education Teacher Education (PHETE) and have it listed with other approved MATCP and TCP programs in the School of Education. The MATCP in PHETE was deactivated in 2008 because the enrollment numbers for this program were not high enough to sustain multiple sections of kinesiology courses running at the time when the undergraduate certificate track in kinesiology was large enough to fill a class offering. The general interest in this program declined at the post-baccalaureate level because kinesiology majors were seeking careers elsewhere. Graduates interest has risen recently, particularly for kinesiology majors in the areas of exercise science and health studies wanting to teach in Pk-12 schools settings. This interest is due, in part, to the rising concern with childhood obesity. Schools are now focusing on the importance of health and physical education during the school day, as well as in before- and after-school health/fitness programming for children. This program is for graduate students who wish to become certified/credentialed as physical education teachers. The program is designed for students who hold a bachelor s degree in physical education, kinesiology, or a related field. Students who do not have a physical education background will need
5 to take additional prerequisite undergraduate courses and should consult with a PHETE advisor. Kinesiology PHETE faculty anticipate approximately 8-10 applicants a year. There is currently room in the required undergraduate certificate track courses, the School of Education graduate courses, and the Kinesiology graduate courses to accommodate the number of potential MATCP in PHETE students. Applicants will be recruited through the School of Education and the Kinesiology Department. This teacher certification program will be managed through the Graduate School and will not be for undergraduate credit. Students will apply through the URI Graduate School. Students will apply to the PHETE-TCP (nondegree status) administered through the Graduate School, and must submit a candidate s statement, official transcripts of all previous course work, and two letters of recommendation. Details related to the admission process can be found on the School of Education and Kinesiology department websites. The NCATE statement that appears on undergraduate program completer s transcripts will also appear on the MATCP completer s transcripts. The wording for the program in the URI Catalog would read as follows Physical and Health Education Masters and Teacher Certification Program (PHETE MATCP) This program is for students who wish to become certified as physical and health education teachers and to obtain their master s in Education. The program is designed for students who hold a bachelor s degree in kinesiology or a related field. Students who do not have a physical education background will need to take additional prerequisite undergraduate courses and should consult with a PHETE advisor. Students apply to the PHETE-MATCP administered through the Graduate School, and must submit a candidate s statement, official transcripts of all previous course work, and two letters of recommendation. Applicants must also complete the Praxis I admission tests if they did not have a 3.0 undergraduate cumulative GPA. The Praxis II, PE Content and Health Content exams are also required prior to student teaching.
