5 3 Leased Line portfolio 3.1 The Omantel Leased Line portfolio for Operators is intended to facilitate the Operator to build a Fixed or Mobile Network. 3.2 The Omantel Leased Lines portfolio consists of the following bandwidths Kbit/s Mbit/s Mbit/s Mbit/s 3.3 Upon request, Omantel can provide other bandwidths on terms and conditions agreed between the parties. Such requests are handled according to Annex H. Page 5 of 13
6 4 Ordering and Delivery 4.1 Ordering and delivery is handled according to Annex H. Page 6 of 13
7 5 Changing and disconnection 5.1 Omantel offers the following options concerning delivered leased lines: up-grading of bandwidth changing one end-point in urban area changing one end-point in rural area disconnecting of leased line 5.2 Up-grading orders are placed according to order procedures in Annex H. 5.3 Monthly fees for the increased bandwidth are due and counted from the month following the month when upgrading is executed. Installation fees are to be paid according to the selected procedure. 5.4 Changing one end-point from an address in an urban area to another address in an urban area or rural area is ordered according to standard ordering procedures in Annex H. Installation fees are to be paid according to the selected procedure. 5.5 Changing one end-point from an address in a rural area to an address in an urban or rural area is placed as a request according to Annex H. 5.6 All changes, not belonging to the above specified options, are to be considered as a disconnection of one leased line and order of a new leased line. 5.7 Disconnections of leased lines are ordered according to procedures in Annex H and Omantel will on a case by case basis issue a disconnection proposal including disconnection fees according to the price list in this Sub-Annex with appropriate discounts as may be applicable. 8 6 Database 6.1 Omantel will install and keep updated a database consisting of all active and ordered leased lines of Operator. The database will consist of at least the following parameters: ID number actual bandwidth former bandwidth(s) addresses of end-points order date agreed and promised delivery date actual delivery date reported faults maintenance actions taken installation fee monthly fee discount schemes applicable to the line length of line in km Page 8 of 13
9 7 Fault management 7.1 Fault management is handled according to Annex H. Page 9 of 13
10 8 Discounts 8.1 Discounts for Omantel services are based on TRA regulations and will be amended according to decisions of the TRA. Discounts are based upon functions performed by the Operator which decrease costs of Omantel. 8.2 Discounts based on contractual period As Operator is building a telecommunication network, the contractual periods are expected to be longer than for retail leased lines contracts. Omantel gives the following discounts associated with contractual periods for leased lines: Contractual period Discount (percent) on monthly lease 36 months 2 % 84 months 5 % 160 months 7 % 180 months 10 % 8.3 Discounts based on volume of leased lines l. Value of contract Discount (percent) on monthly lease OMR 2 % OMR 5 % OMR 6 % More than OMR 7 % 8.4 Discounts according to 8.2 and 8.3 can not be combined. Discounts are to be calculated according to one of the two different bases given in the previous Page 10 of 13
11 sections. The Operator is entitled to the discount scheme that gives the highest discount value. Page 11 of 13
