1 During the Birmingham City Council Meeting for January 19, 2016 Council: ITEM 30. A Resolution authorizing the Mayor to submit to HUD an amended CDBG-Disaster Recovery Action Plan, including any HUD required documents, which includes an establishment and increase of funding for Planning and Management activities up to $150, and an increase of funding for administrative activities up to $50,000.00, and other previously authorized activities and is further authorized to execute with HUD any and all necessary agreements to accept CDBG-DR funds. Was this item approved? Approved on the Consent Agenda What does this mean? The April 27, 2011 disaster brought about enormous devastation to the Greater Birmingham and surrounding areas. The Community Development Block Grant-Disaster Recovery (CDBG-DR) Action Plan will allow the mayor to allocate funds for the continual rebuilding. A Preliminary Engineering Agreement is prepared to outline the location, design, and related work preparatory to the advancement of a project to physical construction. Preliminary engineering includes
2 preliminary and final design and other project-related work leading to physical construction. The Alabama Department of Transportation (ALDOT) proposed a plan to upgrade and replace Interstate Lighting. This resolution is authorizing the Mayor to enter into a Construction and Preliminary Engineering Agreement with ALDOT to determine the scope of services necessary to complete the project. The project will cost $3 million, with $1 million spent each year over a period of three years. A Resolution authorizing the Mayor to appropriate funds in an amount not to exceed $ to assist with the installation of the Historic Railroad signs in the South Roebuck/Roebuck Springs Neighborhood Association, said funds to come from the South Roebuck/Roebuck Springs Neighborhood Association Neighborhood Association Funds. The Historic Railroad signs being installed have been approved by the Traffic Engineering Department and the City Council has approved the signs for installation on City of Birmingham rights-of-ways. The requested funds would be used for historic sign installation services in the Roebuck Springs South Roebuck area, and some of the signs will be on City of Birmingham rights-ofway at historic locations already approved by the Birmingham City Council through an agreement singed by the Mayor. The Historic Birmingham Mineral Railroad sign installations are for designating historic railroad locations and for designating historic railroad locations and for educating Birmingham citizens, the general public, tourists, students, and teachers, especially persons who live in, and visit, the Roebuck Springs South Roebuck Neighborhood. Opened in 1992, BCRI presents an in-depth look at the Civil Rights Movement through time, from before the movement's inception through today s international struggle for universal human rights. BCRI is more than just a museum; it is a place of research, a teaching facility and an acknowledged learning center for people of all ages and backgrounds. Each year, BCRI reaches more than 140,000 individuals through tours and exhibitions as well as school and community outreach, public programs, special events, and archival collections.
