4 16. NOTICES OF QUESTION (i) From Cllr. P. Bell Can this Council confirm the overall budget available for the construction of a playground in Tullyallen? The Council do not have a budget for the provision of a playground in Tullyallen. Council staff is working with the local community to identify funding from other sources and to progress the planning permission for same. (ii) From Cllr. P. McQuillan "How much money was allocated to Louth Local Authorities by the NRA to address the impact of last years harsh winter weather, what projects have been undertaken and at what cost for each and are any funds allocated to Louth remaining unspent? 100,000 was allocated under National Secondary Weather Related Pavement Rehab 2010 in order to address the impact of last year s harsh winter. The 100,000 has been spent on the N52 in Ardee, (Ballygowen to Silverhill). (iii)from Cllr. I.Munster "In relation to 3rd Level Grants, how many applications were received in 2010, how many have been processed to date, and the length of time a student should expect to wait between applying and receiving the first installment of the maintenance grant?". How do these figures compare to 2009 and has any effort been made to increase the human resources available to process this important scheme? A total of 1,115 applications have been received as of 29th October This compares to a total of 934 applications for the same period in As of the same date 378 applications have been processed compared to 322
5 for the same period in A decision on an application is circa 8 weeks. This may be longer if the application is incomplete or further clarification is required. The HEG application process has been reviewed and all available resources have been committed to the scheme. (iv) From Cllr. J. Loughran "When will members receive a copy of the Broadband Survey and Report which was mentioned in the October Roads and Infrastructure Progress Report?" The report was circulated to members by on 3rd November (v) From Cllr. F. Godfrey "What was the overall cost of the Termonfeckin Footbridge and Contract? Is it to be named? The total cost of the provision of the Footbridge at Termonfeckin is 220,000. In regard to the naming of the bridge this matter will be raised at the next appropriate SPC meeting. (vi) From Cllr. G. Nash Will this Council appoint a school warden to protect the safety of children attending Collon National School who have to cross the busy Drogheda Road? The appointment of a School warden is not warranted at this location as there are not sufficient unaccompanied school children crossing the road to satisfy the relevant thresholds. In any event the Council could not appoint a warden due to the recruitment embargo. The Area Engineer called to the school recently and identified that the illegal parking by parents at School closing times was a major issue. Additional signage and railings may be provided to alleviate the situation, subject to funding being available.
6 17. NOTICES OF MOTION (i) From Cllr. I. Munster "This Council agrees to amend the 2010 budget as follows; To reduce the Conference Allocation Budget by 28,200 ( 4,700 x 6) due to the fact that Cllrs Pearse McGeough, Edel Corrigan, Jim Loughran, Paddy McQuillan, Tomás Sharkey and Imelda Munster have not spent their individual allocations of 4,700 and to add this amount to each of the named Councillor's Community Allocation Account for nomination to community groups by each of the named Councillors. Also that Louth County Council invites any interested members who have not used the full conference allocation to nominate the remaining balance to be allocated to community groups." This matter is not within the remit of the members as there is no provision to amend in this way the 2010 Budget agreed at the meeting of the 14 th December (ii) From Cllr. P. Bell That this Council takes in charge Gleann Alainn Estate, Tullyallen, Drogheda. The Council have recently completed road resurfacing works in the estate using the bond, which is now exhausted. It is now proposed to bring the matter to the Area committee and then advertise our intention to take the Estate in charge. The matter will be brought back to the members for approval as soon as possible. (iii) From Cllr. P. McQuillan "That Louth County Council opposes all moves to introduce domestic water charges."
7 (iv) From Cllr T. Sharkey "That Louth County Council is opposed to the removal of more yet more beds in Cottage Hospital Drogheda, St Josephs Hospital Ardee and St Oliver s Hospital Dundalk due to requirements of registration with HIQA. Beds and wards have already been lost in recent times. Instead of removing more beds to achieve HIQA requirements, the HSE should be supplying extra beds in the vacant wards. This loss of beds was informed to members of Louth County Council and Oireachtas members at a briefing with the HSE." (v) From Cllr. P. McGeogh "That Louth County Council is opposed to the 2014 timescale being set by the government for reducing the state's financial deficit to 3% of GDP. As a Council, we believe that this short timescale will have a detrimental effect on people's living standards and will also reduce the capacity for stimulating the economy." (vi) From Cllr. T. Sharkey "That Louth County Council is opposed to Minister Mary Coughlan's planned amalgamation of Co Louth VEC with Co Meath VEC. This Council regards the proposed amalgamation as an attack on the successful management structures in the VEC sector and will undermine the VEC sector in this county." (vii) From Cllr. E. Corrigan "That Louth County Council is opposed to the Growth and Stability Pact which has prevented this Council from using existing funds for much needed projects. The most recent example of this is that this Council has a balance of more than 18m in our Water Services Capital Account but were forced to raise a bank loan instead of using our balance."
8 (viii) From Cllr. J. Loughran "That Louth County Council supports the Irish Senior Citizens Parliament's call for the following actions in the upcoming budget:- 1. Maintaining the pension at its current limit 2. Restore the Christmas Bonus 3. Adequate Health Service based on need 4. Extension of Rural Transport Projects 5. Continued provision of Free Travel 6. Waivers for waste charges" (ix) From Cllr. E. Corrigan "That Louth County Council calls on the government and the Catholic Church to:- a) issue formal apologies for the abuse inflicted on women and young girls in Magdalene Laundries, and b) establish a redress scheme for all survivors. We further resolve that a copy of this motion be forwarded to the Minister for Environment, Heritage and Local Government. (x) From Cllr. F. Godfrey That Louth County Council call on the Government to make the Fishing Industry a priority and recognize it as a strong National Resource with strong economic potential for job creation especially in County Louth (xi) From Cllr. A. Grehan That Louth County Council implement a policy, whereby all conference attendance reports by members, must be lodged with the executive, no later than close of business on the Friday immediately preceding the statutory monthly meeting"
9 The Council adopted a Protocol governing payment of expenses for Members attendance at Conferences and other events. This protocol is in keeping with Section 142 of the Local Government Act, 2001 where at (5)(f) it is sets out that "where a member of an elected council attends a meeting or event by virtue of an authorisation under this section, he or she shall submit a summary of the proceedings to the next ordinary meeting of the local authority" In this instant the Act would take precedent and a policy requiring submission of a report as set out in the motion would be contrary to the act. (xii) From Cllr. G. Nash Louth County Council calls on the government, in the context of efforts to liberalise the Irish postal market, to recognise the unique and vital role of the postal service in Ireland as a means of communication, as a vital economic tool and as an intrinsic part of the fabric of the community. It is essential that the government acknowledges this important public service, ensures that the Universal Service Obligation is protected by legislation and does not allow the opening of the market to lead to wide spread job losses, social dumping and an erosion in service levels. (xiii) From Cllr. F. Maher That in the interest of the safety and welfare of schoolchildren that Louth County Council install signage with flashing lights, road markings and all other measures that may be appropriate, in the vicinity of Tullyallen National School. These measures are to deal with an ongoing problem of speeding which is putting children at risk as they arrive at and leave the school. Tullyallen National School is located on the Local Primary Road, LP in Tullyallen village. Extensive improvement works at the school were carried out during the recent village improvement scheme in Tullyallen during 2009 including: Construction of footpaths linking the school to the village area (along both sides of the road).
10 Provision of public lighting from the R168 to the junction of the LP & LP at the school. Provision of a bus/car set down area and footpath for the school along the LP Provision of surface water drainage at the school (gullies and kerb channels). Upgrading and resurfacing the set down area for the school on the LP Provision of road markings for pedestrians at the school and school signage. The provision of any further signage and lights can only be funded through the Local Contribution Scheme, (50/50 Scheme), in which school safety works are afforded top priority. An application for works from Tullyallen National School will receive sympathetic consideration for inclusion in the 2011 Annual Roadworks Programme. 18.
