2 NOTICE OF STUDY COMMENCEMENT NIAGARA RAIL SERVICE EXPANSION NIAGARA PENINSULA THE STUDY: GO Transit, the Province of Ontario s interregional public transit service for the Greater Toronto and Hamilton areas, is undertaking a Preliminary Design Study and Class Environmental Assessment to expand rail service to the Niagara Peninsula. The study will review potential sites for the construction of new rail stations and layover facilities, and will also identify potential improvements to the existing rail line within the corridor. THE PROCESS: The project will follow the planning process for a Group B project as outlined in the GO Transit Class Environmental Assessment (2005) with the opportunity for public involvement throughout. Consultation will take place throughout the study with municipalities, external agencies, and through public information centres. An Environmental Study Report (ESR) documenting the preliminary design work, anticipated environmental effects of the project and commitments to mitigation measures will be filed for public and agency review at the completion of the study. Notices of viewing locations will be published at that time. COMMENTS: You are invited to comment on this undertaking before any final decisions are made. A need has been identified for an extension of GO Train service beyond Hamilton to the Niagara Peninsula. The purpose of this project is to investigate future rail service requirements on this extended corridor. 3.0 Proposed Work The demand for expanded rail service will be investigated for the years 2011, 2021, and Based upon the anticipated demands for GO Train service, a staged implementation program will be developed which will address such elements as track and track signal improvements, bridge and culvert improvements, revisions to existing stations and new stations, potential storage facilities, potential park and ride facilities, rolling stock, property acquisition, and integration with existing transit providers. An important element in expanding GO Train service to the Niagara Peninsula will be not to impair Canadian National Railway, Canadian Pacific Railway, and VIA Rail s freight and passenger operations along this existing rail line. 4.0 Class EA Process Work under this project is associated with the expansion of GO Transit s rail service to meet the anticipated transit demands. This project will follow the planning process for a Group B project under GO Transit s Class Environmental Assessment Document, 2003 (as amended 2005). Further public and agency communications will follow the requirements of the Group B process.
