1 School of Economics and Political Science Admission Notice, academic year Second Level Degree course in Human Rights and Multi-level Governance - Class LM-52 - Second level degree in International Relations Admission procedure for candidates holding a foreign qualification degree The application process for the academic year for the Second level Degree Course in Human Rights and Multi-level Governance for candidates who have achieved a foreign qualification, recognised as equivalent to a first level degree or three-year university diploma, according to current legislation, and who meet the minimum curricular requirements as in paragraph 2 is now open. The application process is open for graduate students or students graduating by November 30 th, In all cases applicants are required to complete the pre-enrollment on-line application form referred to in point 3 of this notice by April 30 th, The normal duration of the Course is 2 years and requires 120 university credits (or CFUs). The Second Level Degree Course in Human Rights and Multi-level Governance will be awarded upon completion of the course. COURSE OF STUDY The Course includes: free access to European Community and non-european Community citizens officially resident in Italy who meet the application requirements; an allocation of 34 places for non-european Community citizens, resident abroad, of which 4 places are reserved for Chinese citizens on the Marco Polo Programme. The activation of the first year of the course is subject to accreditation in accordance with Ministerial Decree 47 of 30/1/2013 and Ministerial Decree 1059 of 23/12/13 and the pre-enrollment of a minimum number of 12 registered students. 1 M. Part time students can also enroll on the Second level Degree Course in Human Rights and Multi-level Governance. 2. COURSE ELIGIBILITY REQUIREMENT VERIFICATION To be admitted to the Second level degree course, students must meet specific curricular and suitable personal preparation requirements in accordance with article 6(2) of Ministerial Decree no. 270/2004 which, as far as the degree course in Human Rights and Multi-level Governance is concerned, will be assessed on the basis of the following criteria: degree mark of 100/110 or higher achievement of 50 CFUs according to the table here below: Subject areas Scientific-Disciplinary Sectors Minimum (SDS) CFUs Area 11 History, philosophy and 15 pedagogical and psychological sciences and/or Area 13 Economics and statistical sciences Legal subjects Area 12 Legal sciences 15 Area 14 Political and social sciences 15 Interdisciplinary education subjects Political and social science subjects Languages Foreign languages 5 Totale 50 Assessment of curricular and personal preparation requirements is carried out by a special Commission delegated by the Council of the Degree Course which takes account of the abilities acquired in subject areas comparable to the SDSs listed above. In the event of difficulties in establishing the equivalence of foreign degree marks with the Italian marking system and in identifying the SDS sectors relating to the minimum curricular requirements, the above-mentioned Commission will evaluate applications on the basis of the candidate' overall curriculum. After the assessment, the Commission will formulate opinions on the candidate s fulfilment of curricular requirements and personal preparation and issue a merit ranking roll relating only to nonresident, non-eu citizens to be used should the number of candidates exceed the number of places available. ON-LINE PRE-ENROLMENT AND ASSESSMENT OF MINIMUM CURRICULAR AND PERSONAL KNOWLEDGE REQUIREMENTS Pre-enrollment applications must be completed between 16th February 2015 and midday on the 30th April 2015 online on: If the candidate is not registered, they must do so: Reserved Area Registration Candidates are requested to pay particular attention when filling in their personal and residence data to ensure correct identification. At the end of the registration procedure candidates will receive a user name and activation code to connect to in order to select their three security questions and set a password with which they will be able to access the reserved area immediately. Reserved Area Login After accessing the area, candidates will find the pre-enrolment application form under: Home Evaluation Test Proceed with a new pre-enrolment Pre-enrolment for unlimited places Type course Second cycle degree After selecting the Human Rights and Multi-level Governance course, candidates fill in the form until they receive final confirmation. Unless it is present in the system, candidates will be asked to insert the name of their degree, which will be used to gain access to the chosen course. In order to verify candidates curricular requirements and their personal knowledge, the on-line procedure will require uploading the following documents: - Copy of Identification document; - Transcript of records of the qualification obtained abroad, preferably with an indication of the ECTS credits; the transcript may be replaced by the Diploma Supplement, in countries where used; - CV in English; - Copy of the first level university diploma and its certificate of equivalence (if already obtained); - Copy of high school diploma and its certificate of equivalence (if already obtained); - Copy of residence permit in Italy or another EU country in case of non-eu citizenship with residence in Italy; After final confirmation of his/her application, the candidate must pay 27,00 through the bank transfer request form available as annex 1 of the admission notice (page 6). After the final deadline of 30 th April 2015, midday, the link will be disactivated and it will no longer be possible to fill in the application form. RESULTS OF THE MINIMUM REQUIREMENT ASSESSMENT AND PUBLICATION OF THE RANKING FOR CANDIDATES WITH FOREING QUALIFICATIONS By 11 TH May 2015 assessment results will be made public on for candidates with foreign qualifications and European Community citizens or non- European Community citizens residing in Italy positive or negative assessment results alone will be made public; 2 - for candidates with foreign qualifications and non-resident, non-european Community citizens positive or negative assessment results will be made public; in the event that the number of applications is higher than the number of places available, a ranking list of qualified candidates will also be made available: the ranking will include an overall points system based on curricular assessment. Candidates will be conditionally admitted subject to verification of the qualifications presented and actual achievement of qualifications where these have yet to be completed and in accordance with the provisions of the circular issued by the Department of Education, University and Research on the 24 th March 2014 prot. no ( link università-studenti-studenti stranieri). 5. ENROLLMENT PROCEDURE Eligible candidates may apply for enrolment and submit the original documents according to the terms and conditions of the Notice of admission as indicated via . The documentation to be submitted is specified on Failure to submit the enrolment application and/or the documents required, submitting incomplete documentation or an unsuitable degree, will not allow completion of the enrolment and involve the loss of the right to enrol. 6. APPOINTMENT OF PROCEDURE MANAGER In accordance with article 4 of law 241 of the 7th of August 1990 (Nuove norme in materia di procedimento amministrativo e di diritto di accesso ai documenti amministrativi) and subsequent amendments, the President of the Assessment commission is appointed as Head of the administrative examination procedure. Candidates have the right to request access to the examination procedure records according to the methods set out in Presidential Decree no. 184 of 12th April 2006 (Regolamento recante disciplina in materia di accesso ai documenti amministrativi in conformità al capo V della Legge 241/90). For procedures relating to access to the records, Mr Donato Sigolo, Head of the Student Services Office, has been appointed responsible person. 7. PERSONAL DATA PROCESSING With reference to the provisions of Legislative Decree no. 196 of the 30th of June 2003 Codice in materia di protezione dei dati personali, relating to the safeguarding of the personal data of individuals and other subjects with particular reference to the provisions of article 13, the personal data supplied by candidates will be collected by Padua University for the purposes of the management of the application process and processing will also be automated. For those admitted to the course, the processing of the above-mentioned data will continue after successful enrolment on the course for the purposes inherent in the management of the candidate's university course. 4

5 The provision of such data is mandatory for the purposes of the assessment of requests to participate in the course on penalty of exclusion from the admissions process. The information supplied can only be communicated to the public offices directly interested in candidates' university situation and the carrying out of the admissions process. Interested parties are holders of the rights set out in articles 7, 8, 9 and 10 of the Legislative Decree cited which includes the right to access data relating to them as well as other complementary rights including the right to correct, update, complete or cancel erroneous or incomplete data or that collected in ways which are not in accordance with the law and the right to oppose processing for legitimate reasons. The University will provide for the recovery of any benefits given to students (such as study bursaries) and will not reimburse any university fees paid.
