These funds are meant for improving the quality of life of animals at the Shelter and supporting the volunteer program. These donations were approved through a resolution by City Council. 3

4 TRAINING RECEIVED AND / OR PROVIDED BY UNIT PERSONNEL This section includes the subject of the training, number of persons trained, and the length of the training (in hours). January 12 and 13, SAFER Workshop by Dr. Emily Weiss. Dog behavior and temperament testing. Trained: 3 ACO s. 16 hours. February, 2010 Accel Training by Anivac. Staff were trained on the Shelter s new cleaning system, including information from UC Davis and OSHA related info. June 2, Illegal Animal Fighting - POST Certified Course, Sponsored by the Oakland Police Department/Oakland Animal Services. Trained: 62 people. 8 hours. June 26, Tabletop Exercise Disaster Simulation between Oakland Animal Services and Office of Emergency Services. Trained: 30 staff/volunteers. 5 hours. August 9, 2010 Inspections of Animal Circuses and Animal Events by Cindy Machado, Director of Marin Humane Society and a national expert on investigating circuses. Trained: 4 ACO s and 10 volunteers. 8 hours. September 15, 2010: - Chemical Capture course in Monterey by CACDA. Director and 3 ACO s certified in tranquilizing animals and using tranquilizing gun. 8 hours. Multiple dates. All full time staff attended Customer Service Training with OPD s Carlos Gonzales. 2 hours. Multiple dates. Animal Care Attendants trained to perform more animal care tasks, including temperament testing and medications. Multiple dates. Our Pack began teaching weekly dog training classes and monthly Pit Bull 101 classes at the Shelter for the public and volunteers. SIGNIFICANT ACCOMPLISHMENTS In 2010, Oakland Animal Services accomplished the following: OAS worked closely with UC Davis Shelter Medicine program to adapt to the large influx of small dogs remodeling areas for small dogs. OAS data from shows that OAS dog population was only about 1.5% Chihuahuas during those years. This year, nearly 13% of OAS dog population has been Chihuahuas. We ve also seen a large increase in the number of small dogs in the Shelter they now comprise over 34% of the dog population at the Shelter. Oakland Animal Services featured on ABC s Nightline News on February 10, 2010 about the explosion of small dogs coming into the Shelter and our efforts to transport them to Shelters across the country, including Arizona, New Mexico and Colorado. OAS created a partnership with Hopalong Animal Rescue so that Hopalong only took kittens from Oakland Animal Services in their foster program. This partnership significantly improved kitten season and was a primary reason the transfer of cats increased by 5% in 2010 compared to OAS also created a new Quiet Room specific for kittens. OAS successfully handled several serious disease outbreaks parvo and panleukopenia by partnering with UC Davis Veterinary School of Medicine and UW Madison School of Veterinary Medicine. 4

5 OAS participated in the Maddie s Fund Free Fur All Adoptathon on June 16 and 17, OAS adopted the most animals of all the participating organizations, adopting 132 dogs and cats in two days as many animals as we adopted in all the month of May. OAS expanded its ability to investigate and take both misdemeanor and felony animal abuse and neglect cases to the DA to be charged. ACO s have now been trained in crime report writing, evidence gathering and FBR. OAS was directly involved in investigating and helping to charge multiple serious, felony animal abuse cases in 2010 a huge increase from none in many of the previous years. o The Alameda County District Attorney s office charged Charles Black with two felony counts of animal abuse in Feb Black is accused of beating a dog on June 30, 2009 and again on February 19, Both instances were captured on video by concerned neighbors and submitted it to the Oakland Animal Services. Charles Black was later convicted of two counts of felony animal abuse by a jury in December o La Preda Thomas was sentenced in February 2010 for felony animal abuse for torturing 15 cats. She was given 1 year in jail, 1 year in a residential dual treatment program for mental illness and drug abuse, and 5 years of probation with one of the restrictions that she can not have any animals. If she violates any conditions of her probation she will serve 3 years in jail with no time served. o OAS found ten dead goats throughout the courtyard in various stages of decay some freshly dead and some decomposed to skeletons at the Oak Knoll Naval Base in October Owner of Goats R Us, Victor Oyarzun, and one of their goat herders, Wilfredo Felix, was charged with felony animal cruelty (PC 597b) for the neglect of a herd of goats in Oakland. OAS Director and an ACO participated in the preliminary hearing. The owner and herder were held over for trial. o The Oakland Police Department s Oakland Animal Services and Gang/Drugs Intelligence Task Force served a search warrant on December 9, 2010 in the 500 block of Capistrano Drive for an animal cruelty investigation. The search warrant resulted in the rescue of 33 large-breed dogs, most of whom had been housed in crates stacked on top of one another inside the home. Many of the dogs were in poor condition and were suffering from the effects of long-term neglect and confinement. As a result of this investigation, the owner of the dogs, Arthey Yancey, was charged with felony animal cruelty. The Shelter s volunteer program continued to grow. The program had an average of 143 active volunteers in Volunteers volunteered a total of 19,026 hours in 2010 an increase from 2009 and Year Number of Hours Volunteered in the Year , , ,026 5

8 PLANS, EXPECTATIONS, AND GOALS This section contains a narrative of the unit commander s current State of the Unit, and his/her plans, expectations, and goals for the coming year. In 2010, OAS will: Continue to expand its ability to investigate and take both misdemeanor and felony animal abuse and neglect cases to the DA to be charged: o Sworn position will provide regular training to Animal Control Officers to improve their crime report writing and investigating skills; o Sworn position at OAS will become a known resource to other sworn personnel in OPD to help with any animal related cases ; o Close the large number of cases in LRMS; Provide training to other divisions of the OPD regarding animal laws: o Work with EBSPCA to provide CPT training to Officers and Sergeants. Training will be held at OAS and include a tour of the Shelter. Improve its ability to triage bite reports to investigate and handle the most serious cases quickly; Learn how to obtain search warrants for the many situations that we encounter that need warrants; Start up stand by for Animal Control Officers to handle serious animal cases at night so that patrol has more time to handle other calls; Continue to train ACA s to take on more Animal Care responsibilities, including vaccinating and temperament testing, so ACO s have more time to work in the field; Continue to work on disaster preparedness with Office of Emergency Services: Expand relationships with local veterinarians: o Obtain rabies certificates from every local veterinary clinic every month; o Hold a meeting with all veterinarians in Oakland at OAS. Open the new Surgery Clinic in the old ER room of OAS to increase the number of spays/neuters that can be performed at the Shelter to perform all the Shelter s small dog and cat surgeries before the animals are moved to adoption. Improve OAS facility to improve the quality of life and efficiency of OAS work: o Move the laundry room into the Sally Port. o Cover the Coop Expand the volunteer program from 19,000 hours / year to 22,000 hours / year 8
