3 South Dakota Public Utilities Commission Mission Statement: The South Dakota Public Utilities Commission will serve and protect South Dakota s consumers by ensuring safe, reliable and high quality utility services. The commission will exercise its authority and influence to ensure that residential and business consumers have access to utility services at fair and reasonable rates. The commission will be proactive and solutions-oriented in striving to maximize consumer utility value and education while working to enhance the economic and environmental well-being for citizens of South Dakota Summary: The commission has territory, complaint and quality of service authority regarding all telecommunications companies operating within South Dakota. The commission retains its switched access rate making authority for all telecommunications companies providing local service, including small, independent and cooperative companies. The gross receipts taxes collected in 2009 from regulated telecommunications companies in South Dakota totaled $819,928. In 2009, 103 telecommunication dockets were filed with the commission. In addition to these dockets, two dockets were filed as formal complaint dockets and 37 were informational docket filings. The commission s Consumer Affairs staff assisted consumers with 798 telecommunications issues. Additionally, assistance was given to consumers on 175 issues related to wireless service. Lifeline and Link-Up and Enhanced Lifeline and Link-Up programs provide qualifying South Dakotans access to affordable telephone service. In 2009, South Dakota telecommunications companies reported a total of 9,576 Lifeline customers and 6,261 Enhanced Lifeline customers. This reflects a 12 percent decrease in total Lifeline and Enhanced Lifeline customers from 2008 totals. More information on Lifeline and Enhanced Lifeline trends can be found on page 13. Forty-seven companies are designated as Eligible Telecommunications Carriers or ETCs by the commission. These telecommunication companies are eligible to receive High Cost Support from the Federal Universal Service Fund administered through the Universal Service Administrative Company (USAC). In 2009, USAC distributed more than $97 million to these South Dakota companies. More information on the USAC distribution trends can be found on page

10 Broadband and Fiber in South Dakota The following three pages come from the Department of Tourism and State Development and the Bureau of Information and Telecommunications. The information portrays the availability of broadband and fiber optics in South Dakota. Broadband South Dakota has taken an aggressive approach to ensuring our population has easy access to broadband technologies and superb communications infrastructure. 100% of our K-12 and Higher Education locations have access to broadband services. 10 Gbps+ access is available at 11 education locations statewide via the South Dakota REED Network. Students at any public K-12 or Higher Education locations can be interconnected via the Digital Dakota Network two-way video conferencing system for real-time, interactive classroom experiences. South Dakota has established an office dedicated to strategic planning of broadband services statewide. This office works closely with our broadband providers, industry organizations and stakeholders, and the public at large ensuring that South Dakota will have the necessary broadband capacity today and tomorrow
