MOTION Dueck/Campbell THAT the agenda be approved as amended; 2.0 Closed Session MOTION Burridge/Hurst THAT Senate move into Closed Session; 3.0 Open Session 3.1 Approval of Minutes of September 14, 2004 MOTION Stanley/Ross THAT the minutes of September 14, 2004, be approved as circulated; Sen. Armstrong stated that she would like the minutes to indicate that she had spoken against the motion relating to the Interim Steering Committee (ISC) of the Faculty of Education. Sen. Kniskern asked that it be noted that she agreed with Sen. Armstrong. Voting on the approval of the minutes with amendments; 3.2 Announcements Not Minuted. 3.3 Appointment of Committees Election of a 4-Yr Honours student to the Senate Research Committee Sen. Williams reported that he had received only one nomination. MOTION Williams/Obach THAT Senate approve that Catherine Taylor be appointed as the representative of 4- Yr Honours students on the Senate Research Committee;
2 October 19, 2004 Page Election of a Graduate student to the Senate Research Committee Sen. Williams explained that he had received three submissions of interest for membership on the Senate Research Committee, representing Graduate level students. He provided the background of each student; ballots were distributed and an election conducted. MOTION Williams/Obach THAT Ms Osa Idehen be declared duly elected as the representative of graduate-level students on the Senate Research Committee for the term; MOTION Kniskern/Racher THAT Senate approve that all ballots be destroyed; 4.0 Business Arising 4.1 Meeting of September 14, Final List of October 19, 2004 As the Senate Office was still waiting for a few last-minute final grades, the list was distributed at the meeting. MOTION Stanley/Enns THAT Senate approve the Final List of October 19, 2004, graduates; AND THAT the List be forwarded to the Board of Governors For Information. Mrs. Bower pointed out that the first graduate from the BSc A-DES degree program was on the list Curriculum & Academic Standards Committee Grade Point Scale (Referred back to C&AS for re-consideration.) Bylaws Revision Committee (Mrs. Bower) (Notice of Motion January 18, 2005; Final Report February 8, 2005) Representatives on the Interim Steering Committee (ISC), Faculty of Education Motion from Senate Executive Committee MOTION Williams/Obach THAT Senate approve that an Education student be added to the composition of the Interim Steering Committee (ISC) for the Faculty of Education;
3 October 19, 2004 Page 3 Student Senator Obach stated that Education students were very interested in having a student representative on the Steering Committee and that they felt that they were important stakeholders. Mrs. Bower advised that the Senate Office had received a nomination, contingent upon the motion being approved. Sen. Symons spoke in favour of the motion; Sen. Armstrong spoke against the motion Election of Representatives on the ISC A summary, as outlined below, of the nominations received was circulated with the agenda package. Two representatives from the Faculty of Education: - Dr. Cam Symons, teacher in northern, eastern, southwestern MB , BU Education Faculty since 2000, currently undergraduate Faculty advisor. - Dr. Roger Neil, served as Chair of BU Education Graduate Studies Committee, Full Professor, Faculty of Education. Two representatives from the Faculties of Arts, Science or Music: - Prof. Kathleen Nichol, Instructor, Entry level Chemistry, Mathematics, Physics, Faculty of Science. - Dr. Reinhold Kramer, Associate Professor, English Dept., Faculty of Arts. One teacher: (Election Required) - Ms Gail Button, taught for 35yrs; K-8, community schools, 14yrs with MTS. - Ms Joanne Campbell, teacher, Brandon School Division #40. One senior administrator: (Election Required) - Dr. Donna Michaels, current Superintendant of Brandon School Division #40, member of External Review Committee of the Faculty of Education. - Mr. Jerry Storie, served as teacher, counsellor, administrator and superintendant; former Province of Manitoba Minister of Education. One Education student: (approved by Senate under ) - one nomination was received for Mr. Peter Reid, second-year Education student (no election necessary). Sen. Williams advised that elections would only be required to determine the one representative from both teachers and senior administrators. One nomination was received for the Education student representative. Sen. Armstrong spoke against the motion, noting that all the Education representatives were from one department.
4 October 19, 2004 Page 4 Mrs. Bower reminded Senate that a campus wide call had gone out, which meant that anyone in any department was eligible to allow their name to stand. Ballots were distributed and an election conducted to fill the One teacher position on the Steering Committee. Ms Gail Button was duly elected to represent teachers on the Interim Steering Committee. Ballots were distributed and an election conducted to fill the One senior administrator position on the Steering Committee. Mr. Jerry Storie was duly elected to represent senior administrators on the Interim Steering Committee. MOTION Burridge/Nicholson THAT all ballots be destroyed; 5.0 New Business 5.1 Committee Reports Committee on Committees (No Report) Senate Executive Committee (No Report) (Sen. Williams) Graduate Studies Committee (No Report) (Sen. Grills) Curriculum & Academic Standards Committee MOTION Coates/Grills THAT Senate approve the following Faculty of Arts Calendar changes: -That Justice Studies be established as a program area within the Faculty of Arts, receiving its own program number within the Calendar. The recommended program number is 56 ; -That the Calendar entry for the Justice Certificate be removed from the listings of the Native Studies, Political Science and Sociology departments and listed under Justice Studies; -That 78/90:279 Community Policing in Canada, 78/90:278 Policing in Canada and 78/90:264 Policing Organization and Management be deleted from the Political Science and Sociology departments and that these courses be re-established as Justice Studies courses (i.e., 56:278, 56:279 and 56:264); -That 90:156 Introduction to Crime and Community be cross-listed with Justice Studies 56:156; -That 68:281 Natives and the Justice System, 68:282 Native Law and 68:379 Natives and Judicial Sentencing be cross-listed with new Justice Studies courses 56:281, 56:282, and 56:379);
5 October 19, 2004 Page 5 -That 56:281 and 56:282 cross-listed with 68:281/282 as noted above, be added to the list of required courses within the Justice System Certificate; -That 56:156, 56:264, 56:278, 56:279 and 56:379 cross-listed as noted above be added to Group II of the optional courses within the Justice System Certificate; -That 56:2xx Restorative Justice be approved as a new Regular course and added to Group II of the optional courses within the Justice System Certificate. MOTION Coates/Grills THAT Senate approve that 58FR:297 Conversation français (3crhrs) be changed from Experimental to Regular with a revised pre-requisite; MOTION Coates/Grills THAT Senate receive the following For Information: 14:380 Mycology (3crhrs) Revised title to Biology of the Fungi, revised pre-requisite and Calendar description; 62:473Analysis of Algorithms (3crhrs) Revised pre-requisite; MOTION Coates/Ross THAT Senate approve the following School of Health Studies, Department of Nursing Policies 1-8 for inclusion in the Undergraduate Calendar; 1. Policy: Admission to Year II Requirements for admission to Year II of the BN Program include a minimum grade of C for each of the required Pre Nursing Year courses and a cumulative GPA of 2.0 or higher. 2. Policy: Program Requirements All students must achieve a C (2.0) grade in all Bachelor of Nursing (71) courses. An overall grade point average of 2.5 C+ in the degree line is required to enter third year, fourth year, and to graduate from the Bachelor of Nursing Program. Students who obtain a grade of less than C in a Bachelor of Nursing (71) course may repeat the course once. Failure to achieve a grade of C or better in a Bachelor of Nursing (71) course on the second attempt will result in compulsory withdrawal from the Program. B.N. students will be allowed to repeat four Bachelor of Nursing (71) courses. 3. Policy: Clinical Experience Clinical experience in Brandon, the surrounding area or in other locations may be a part of the Bachelor of Nursing program. Students are responsible for all expenses incurred, for example, transportation and room and board. Students are responsible for complying with the policies of any agency selected for clinical experience. 4. Policy: CPR Certification All students are required to obtain certification in cardiopulmonary resuscitation at the Basic Rescuer Level (Level C). Newly admitted students must provide proof of
6 October 19, 2004 Page 6 certification to the Nursing Student Advisor by August 31. Thereafter, returning students must provide proof of certification annually by June 1. Certification must be valid for the entire academic year, therefore all nursing students should re-certify in April/May. Students will not be permitted to register for nursing courses for the upcoming academic year until proof of current CPR is received. 5. Policy: Clinical Absence Students enrolled in the Bachelor of Nursing Program, who have not been enrolled in a Nursing Practice course within the last 12 months are required to have their nursing skills evaluated in the Nursing Applications laboratory. The results of the nursing skills evaluation will determine whether students will be required to successfully complete remedial work before being admitted to a Nursing Practice course. 6. Policy: Attendance Requirements (Bachelor of Nursing Program) Regular attendance at class is expected of all students in all courses. Attendance in Nursing Practice courses (71.255, , , 71.3xx, 71.3xx, 71.3xx, 71.4xx, 71.4xx) and Nursing Applications courses (71.254, ) is mandatory to enable the student to satisfy the course objectives. Students absent from class, Nursing Practice or Nursing Applications courses due to illness may be required to present a certificate of illness. This certificate must be signed by a recognized health care provider. Absence for compassionate reasons is considered on an individual basis. Where absence is involved, make-up time may be required. 7. Policy: Registration for Courses Registration for Health Studies courses must be complete by August 15: a. No student may register for Year 2 Nursing courses without having been admitted to the BN Program. b. Upon acceptance to the BN Program, students will be required to attend a mandatory Orientation Session. Registration for Year 2 courses will occur at the Orientation Session. c. Year 3 and Year 4 students will register for courses on the Course Registration Form. The BN Student Advisor will ensure minimum course requirements have been met for progression to the succeeding year. The BN Student Advisor will initial the Course Registration Form. d. No student may attend classes without completing a registration form. 8. Policy: Degree Completion Students enrolled in the BN Program must complete the degree within 8 years of enrolment into the first Health Studies course: Nursing Foundations I or Human Growth & Development. MOTION Coates/Racher THAT Senate approve the Professional Conduct: Review Policy and Procedures for the School of Health Studies; A line, referring to the above-noted Policy, will be noted in the Undergraduate Calendar. A copy of the Policy will be stored in both the Senate Office and the School of Health Studies.
7 October 19, 2004 Page 7 MOTION Coates/Nicholson THAT Senate approve the prefix 31 as the program number for Environmental Science courses; AND THAT 31:3xx Research Methods in Environmental Science (3crhrs) be approved as a new Regular course; Educational Technology Committee (No Report) Library Committee (No Report) Scholarship Committee (No Report) Athletic Awards Committee (No Report) Planning Committee (No Report) Research Committee (No Report) Space Allocations Committee Sen. Stanley advised that she was still trying to get the Committee together. She suggested that, if the Committee was not going to be a working committee, that it should be eliminated International Activities Committee Sen. Armstrong advised that the Committee had met twice and that Dr. McLeod had prepared a 5-Year Plan. She noted the following points: - she had liaised with the President of the International Students Society - international students are interested in volunteer work - students would like to see an English corner - Sen. Armstrong had attended a Thanksgiving dinner for the students - committee was an excellent one, with the next meeting planned for November 10 th - aim is to reach a 10% enrolment of international students 5.2 General Faculty Council (No Report) 5.3 Faculty Council Reports (No Report) 5.4 President s Report Dr. Visentin made a verbal report and noted the following: - a review is being conducted to summarize what has been accomplished over the last few years - Scope 20/20 is continuing - Business Administration Department and Faculty of Education are important to BU s agenda - he will be making a presentation to COPSE regarding funds required (he noted that expenses exceed revenue and that there needs to be an increase in the grant from the government. 5.5 Other Reports 5.6 Senate Representatives on the Board of Governors (No Report)
