4 C01485 Adams Avenue Business Association Poposed Actfvities fo the Fiscal Yea 2009 The following explains how the Adams Avenue Business Association (AABA) intends to use the BID Funding fo the Fiscal yea 2009 (July 1, June 30, 2009). The Adams Avenue Business Association undestands that all staff time expended and eimbusements equested, ae fo sevices pefomed will be in accodance with the poposed ageement between The City of San Diego and Adams Avenue Business Association fo the management of the Adams Avenue Business Impovement Distict in Fiscal Yea The annual budget fo the AABA is neaing $500,000, and the expected assessments fo the Adams Avenue Business Impovement Distict in the fiscal yea 2009 (assuming the expansion to include. Kensington businesses) will geneate appoximately $44,000. Because the geneated evenues ae insufficient to fully fund activities, pojects and pogams of the AABA, emaining costs will be geneated though othe evenue souces. Some of these othe evenue souces include Small Business Enhancement Pogam funding, special event fundaising effots and the Adams Avenue Maintenance Assessment Distict funding. Opeations (FY 2009 BID Funding $11,800) The Adams Avenue Business Association (AABA) will patially fund its opeations though the BID evenues. These expenses include but may not be limited to: $7,400 insuance (D&O, Geneal Liability, Woke's Compensation) $1,200 Office Supplies $2,000 Office Space Rent $800 Office Utilities (Telephone & Intenet) $400 Meeting Supplies Publications/ Website (FY 2009 BID Funding $18,000) (Staffing Cost: $8,000/ Poduction Cost: $10,000) Duing the fiscal yea, the AABA will publish a numbe of documents, newslettes, publications and continue to update the website, all patially funded with BID evenues. These effots include: Wite, design, pint and mail a quately newslette fo the membe businesses Wite, design and pint a "One Sheet" touting the benefits of the Adams Avenue Business Distict to attact new businesses to the distict. Wite, design and pint a "One Sheet" attacting developes to puchase and develop available popeties within the Adams Avenue Business Distict. Wite, design and the "AABA Weekly E-News". a fee weekly e-blast to subscibes. Redesign, host, update and tack taffic fo the AABA Website, Wite, design, pint and distibute to the egion's hotels a business listing/ event calenda bochue to attact visitos to the Adams Avenue Business Distict. The advetising effots include: Offeing co-opeative advetising to membe businesses in vaious publications Witing and submitting pess eleases to vaious publications Witing and submitting peiodical columns o news-wothy aticles to vaious publications Negotiate educed ate advetising fo the membe businesses in vaious local publications Technical Assistance Pogams fo Small Businesses (FY 2009 BID Funding $7,200) (Staffing Cost: $7,200) The Adams Avenue Business Association has made it a pioity to addess the needs of the membe businesses though a vaiety of pogams offeing technical assistance to the mechants. The AABA's Technical Assistance Pogams include City of San Diego's Stoefont Impovement Pogam: The AABA will pomote the pogam to the businesses and popety ownes in the business distict. The AABA will also offe assistance to the paticipants with the administative aspects of the pogam and act as liaison between the business/ popety owne and the City of San Diego Staff fo each poject to ensue completion in a timely fashion. Public Right of Way Enhancement Pogam (PROW): Pomote and administe the pogam which allows businesses to place tempoay sidewalk displays of a-fame signs, mechandise displays and outdoo cafes to enhance the visual appeaance and atmosphee of the business. distict fo a minimal annual pemit fee. Mico-entepise Consulting Pogam: Pomote and fully administe a pogam to offe assistance to small businesses and mico-entepise mechants within the Adams Avenue Business Distict. Though the collective effots of othe oganizations such as SCORE, Accion, Small Business Development and Intenational Tade Cente and othes, this pogam will offe business planning assistance, site location assistance and finance stuctuing in ode to attact new and etain existing viable businesses in the business distict Advocacy and Resouces fom outside oganizations: Woking with outside oganizations to bing help and suppot to the AABA and membe businesses. Some of these suppot oganizations include the vaious depatments of the City of San Diego, Business Impovement Distict Council and the Mid City Paking Distict. Design Impovements (FY 2009 BID Funding $3,000) (Poject Cost $3,000) The Adams Avenue BID is assessed $3,000 pe yea to suppot design impovement pojects though Adams Avenue Maintenance Assessment Distict (AAMAD). These funds suppot additional pojects that would nomally not be affoded the AAMAD though egula popety owne assessments. Consultants (FY 2009 BID Funding $2500) (Consultant cost $2,500) The AABA will hie a consultant to assist the Boad of Diectos with Oganizational and Boad Development thoughout the yea. 15 v RESOURCE DEVELOPMENT OVERVIEW 1- Stategy #1- Inceasing Business Assessments As 1 of 18 Business Impovement Disticts within the City of San Diego, the Diamond BID eceives the base of its income fom assessments levied on local businesses. Assessments ae levied on businesses on the basis of elative benefit fom the impovements and activities to be funded. In San Diego, the fees geneally ange fom $40 to $500 pe business each yea, ancho businesses paying up to $5,000 to suppot BID-elated pojects. Businesses within the Diamond Business Impovement Distict typically pay appoximately $100 each pe yea. This esults in appoximately $4500 pe month, o $54,000 pe yea in annual income though basic business assessments. The boad is consideing using its powe to incease assessments which could esult in doubling evenue to appoximately $108,000 pe yea. In addition, the Diamond BID has undetaken the ceation of a Maintenance Assessment Distict (MAD), wheeby local businesses pay into the MAD fo the maintenance of the landscape and aesthetic amenities that make business communities attactive points of destination fo potential customes. The MAD is expected to aise $35,000- $45,000 annually in management fees. Finally, the Diamond BID is hoping to mode! othe BID stategies fo getting lage ancho tenants to pay an inceased assessment as pat of an Ancho Tenant Copoate Advisoy Boad which would seve as leades in the business community and help guide the diection of copoate initiatives within the Diamond. 16 C Stategy #2-Management of Key Patneships Fo appoximately fou yeas, the Diamond Community Development Copoation has eceived a steady steam of suppot fom The Jacobs Family Foundation, a pivate opeating foundation whose mission is woking with communities to own the economic evitalization of thei communities. The oiginal vision fo the Diamond Community Development Copoation was to ceate a Community Development Copoation to manage the newly ceated Business Impovement Distict. The Jacobs Family Foundation, though its opeating am, The Jacobs Cente fo Neighbohood Innovation, has povided both annua! funding and technical assistance suppot to the Diamond CDC/BID in this effot. This suppot has helped the oganization build a solid foundation and attact high level executive talent. As the Diamond CDC gows and looks to move to the next level, the oganization's goat is to now leveage the Jacobs Family Foundation suppot and move towad inceased evenue geneation though a divesified funding base. Anothe key patne which the Diamond CDC has woked with ove the yeas, is San Diego National Bank which has taditionally povided the CDC with both a woking line of cedit and gant suppot. Again, as an initial seed funde, San Diego National Bank helped to lay the foundation on which the CDC must now gow. Ou goal is to continue the suppot of San Diego National Bank though both ou banking elationship and in-kind office space, while pusuing gant funding though new dono acquisition. The value of this in-kind office space is $12,000. The City of San Diego emains a key patne, both though its Office of Small Business, and though the povision of Community Development Block Gant funding. Though this funding does not include opeational suppot, it does povide pass though funding fo pojects and funding to suppot local business and economic development. Accodingly, it is the goal of the Diamond CDC/BID to continue to pusue and incease the elationships with City Council and the Mayo's Office to ensue that southeasten San Diego eceives its shae of this impotant Fedeal funding. Howeve, the fact that the BID is managed by a Community Development Copoation, which is eligible fo funding which might include such pemissible line items, baes futhe eseach. 3- Stategy #3-Tageted New Dono Acquisition Tageted new dono acquisition is a key aea of focus fo the Diamond CDC in 2008 as it woks to divesify its funding base. In light of its mission of diving economic investment in the low-income community of southeasten San Diego, it is a good "mission match" fo many of the local banks which shae that goal. These banks include: Wells Fago, Union Bank, and Washington Mutual, which all have a pesence in southeasten San Diego and whee the.executive Diecto of the oganization has established elationships which make dono cultivation and solicitation a likely success. Additional banks whee elationships could be pusued include CDC Small Business Finance, Neighbohood National Bank, Citibank, San Diego Bank and Tust, Bank of Ameica, and US Bank. Though none of these institutions cuently has a banch in the geogaphic aea sevice by the Diamond Community Development Copoation, each has a goal of pomoting economic development and many have made financial investments in pojects, if not philanthopy, in southeasten San Diego. Two othe philanthopic oganizations which gant both philanthopic and poject funding include LISC, the Local Initiative Suppot Copoation, and The Heon Foundation, a New Yok based foundation with pojects in Califonia, inteested in economic development and individual wealth ceation in unde esouced communities. Finally, the City of San Diego Ats & Cultue Commission, a pevious funde of the Diamond Community Development Copoation, has the potential to be a key patne in the CDC's expansion though suppot of "Diamond Fest" an umbella "division" of the CDC which would wok with local oganizes of popula southeasten San Diego steet festivals, inciuding: The Encanto Steet Fai, Impeial Fest, Taste of the Diamond, and simila events. Additional events which cate to the demogaphic of the Diamond might include a Holiday Blues Fest with local blues talent and business vendos, and Madi Gas at Maket Ceek woking with Magnolias and othe local soul food businesses. 4- Revenue Geneating Pogams As it looks to expand and divesify its funding steams, it is the intention of the Diamond CDC to paticipate in eal estate tansactions within the southeasten San Diego community, which will allow it to have assets unde management. The goal fo 2008 and beyond is to geneate at least $50,000 in asset management fees though this activity. The hope is that this would become a steady, and eve inceasing evenue geneating activity fo the CDC. Anothe tool, as a means to both pomote small business in the community and to solidify the CDC's position as a business association which bings benefit to its membes is a Community Business Guide, undewitten by the lage copoate patnes in the community, and modeled afte the compehensive guide developed by the City Heights CDC. This would povide an additional $5000-$10,000 in evenue geneation, while helping the Diamond CDC/BID to fulfill its mission of attacting new business and suppoting existing business in the community. The panel, consisting of the top 4 candidates, will meet to discuss and debate ove petinent downtown issues. Quality of Life Ou Social Sevices Diectoy, which was updated in Octobe of 2007, povides quick efeences to downtown social sevice agencies. It has been distibuted thoughout homeless sheltes, hospitals. Clean & Safe ambassados, and day centes. With the guidance of Todd Voohees, who seves as Vice-chai of the C-steet advisoy Committee, we continue to suppot the C-Steet Maste Plan. Since its establishment in 2004, with no funding, the Maste Plan now has a $2.1 mitlion evitalization budget in effect The Patneship continues to be financial suppotes of the Wok You Way Home Pogam. This pogam, coodinated by Tavele's Aid, gives the homeless a job and place to stay while they ean enough to puchase a bus ticket home. Ou tansit pass pogam continues to gow as well; we have become the biggest pivate distibuto of tansit passes in the county. We now distibute ove 990 passes pe month and close to 12,000 pe yea.
