The Florida Water Resources Monitoring Council: New Initiatives Kate Muldoon Florida Water Resource Monitoring Council Watershed Monitoring Florida Dept. of Environmental Protection
Cooperation Coordination Leadership Environmental Stewardship Familiarize the wider audience of FLERA with the Florida Water Resources Monitoring Council Authority Background Composition Goals Projects and products How can FLERA and the FWRMC better work together?
FWRMC Background The mission of FLERA is to enhance communication, education and advocacy for Florida local environmental protection efforts. efforts...the mission of the Florida Water Resources Monitoring Council is to protect, preserve, manage, and restore water resources in the state of Florida by coordinating water resource monitoring and by sharing information FWRMC Vision statement, 2007
FWRMC Background State efforts spearheaded by the National Water Quality Monitoring Council Council development CAMA, FOCC DEAR, 2011 Statutory authority Chap (2) and (3), F. S. Product-driven
FWRMC Background 2008 Objectives, revisited: Coordinate and integrate freshwater and coastal monitoring Coordinate Florida s state monitoring with local and federal monitoring programs Develop water resource metadata (IDM) Catalog of Florida Monitoring Programs Serve as forum for STORET replacement (WIN)
FWRMC Background Achievements/Products: Monitoring-Coordination Action Plan 2008 Recommendations for Structure and Oversight In conjunction with the Florida Oceans & Coastal Council, developed metadata for data comparability
Extended Membership (now 21 voting members): 4 federal agencies (EPA, USGS, NOAA, USACE ; potentially USFWS, NPS) WMDs, state agencies (DEP, FWC, DOH, DACS) Increased FLERA representation 1 member from each region Representative - Ocean Observing Community Representative -Volunteer organization Representative - Florida Lakes Management Society (FLMS) FDEP manages meetings and supports Council liaison Leader is ex-officio; cannot vote
FWRMC meeting schedule, topics Meet quarterly, either in person or via teleconference Open, public meetings announced in Florida Administrative Weekly Share information on local or regional monitoring programs data initiatives new portals, WIN, data comparability relevant topics- SOP changes, new biological monitoring tools, volunteer efforts Project updates from workgroups all can be found FWRMC website

Current FWRMC projects Groundwater Salinity Network (SalNet) USGS, WMD, DEP, and counties participate Report available early 2014: index of percentile rankings of wellwater levels potential saltwater intrusion Catalog of Florida Monitoring Programs Regional Councils Proposed by Oversight and Support document RAMP, B-map partners, FCO regions, WMD regions Coastal Monitoring Network Align current coastal monitoring efforts, fill in gaps Dovetail with Gulf Monitoring Network
Potential FWRMC projects Adverse events monitoring plan/teams Lessons Learned from the Deepwater Horizon incident Sea-level rise information sharing
Why Regional Councils? Opportunity to : Build on already existing regional networks such as RAMP, BMAP coordination communicate at local, regional, and state level among all FWRMC partners elevate regional monitoring and water resource issues via statewide forum serve as conduit for best practices and new studies or metrics
Regional Council Leaders Northwest: Kris Barrios, NWFWMD Suwannee River: Eric Marzolf, SRWMD Northeast: Tom Mirti, SJRWMD Southwest: Rob Brown, Manatee County South: Pat Fricano, SFWMD
Opportunity to: leverage existing resources to report water resource conditions on regional or statewide scales learn best practices from each other develop adverse event monitoring response plan/team conduct gap analyses to target resources provide network/conduit for new studies or metrics Forum to share issues, develop pertinent products and strategies to create a monitoring network of networks
Statewide effort to compel monitoring entities to use same SOPs, equipment, laboratories, or data quality objectives (DQOs) Endless meetings/ teleconferences/webinars with no outcomes and no products
The Catalog of Florida Monitoring Programs Jan Allyn Florida Center for Community Design and Research University of South Florida Kate Muldoon Florida Water Resource Monitoring Council Watershed Monitoring Florida Dept. of Environmental Protection
Why a Catalog of Monitoring Programs? Who, what, why, when, where is monitoring being conducted in Florida? FWRMC 2008 Action Plan identifies the need for Catalog of Monitoring Programs (Action Item 1-1) Align freshwater ---> coastal monitoring efforts Starting point for assessing metadata/data comparability Minimize duplication Leverage resources Align surface water and groundwater monitoring efforts
Take advantage of the time and resources that other projects have devoted to similar efforts, look for guidance from their experiences, and take advantage of the cost efficiency associated with using an existing platform...
Working Group & Process Reviewed 18 web-based, interactive catalogs and atlases based on 3 criteria: user interface ability to search metadata for program/project information ability for individual entities to upload stations/metadata Narrowed search down to 3 possibilities: GOMA/SAA efforts USF Water Atlas MapDirect
Sent out Statement of Needs for FWRMC Catalog of Monitoring Programs to address the following: Design/infrastructure Portability/server locations Cost Schedule On-site assistance Respondents submitted pre-proposals
Funding and Contractor Selection Funded with EPA 106 supplemental funds USF Center for Community Design & Research (Water Atlas) 3 year contract Year 1: Functional Requirements Document, Catalog design and implementation Years 2 & 3: Refinement and maintenance Dovetailing architectural efforts with Florida STORET replacement (WIN) Iterative process between workgroups, FDEP, and USF
Catalog Features Metadata elements only; links to actual data Web-based, interactive Searchable by text or spatially by map location monitoring parameters date range (period of record) organization Project Station is the entity Will include surface water, groundwater, sediments, biological monitoring, etc.
Catalog Schedule Fully functional Catalog database and spatial database; fully functional web-map and spatial query tools Completed and fully functional website design; Beta test live version Nov. 18, 2013 Feb.17, 2014 Fully implemented live website and components, including acceptance testing and website May 17, 2014 maintenance Website and Catalog maintenance and updates Nov. 17, 2014
How are FLERA and FWRMC working together? What can we do better? Currently: FLERA has 5 members on the Council, and participates in its workgroups In the future: Continue to share information on environmental issues & concerns; Let us know how the Catalog and other Council efforts can help you; How can we minimize your efforts at entering monitoring metadata into the Catalog? What other statewide monitoring information projects should we address? Others?
