Foralongtimenow,theDangarIslandcommunityhashadinsufficientoptionsforthesafeandreliableberthingofsmall commutervessels.solutionshavebeeninvestigatedsince1979wheniananddeniseforrest,onbehalfofagroupof residents,wrotetohornsbyshirecouncil(hsc)abouttheuseoftinniesforcommuting.in1995anotherattemptwas undertaken,thistimethroughthedangarislandleague(dil)whenterrydorroughwaspresident.neitherattemptto raisefundingfromthehornsbyshirecouncilwassuccessful. Inlate2009,islandresidentsagainapproachedtheLeaguetoseeifaviablecommutertinnieberthingfacilitysimilarto thebrooklynmooringco,op(bmc)couldbeestablishedondangarisland.sincethen,thedilsub,committeehasbeen workingtoexaminealltheoptionsandtheirimpactsontheisland.thisgrouphasregularlyaddressedthecommunity throughmulletmailarticles,manypublicmeetings,newslettermailings,and saswellastheleague swebsite. Asaresultofthiswork,theDangarIslandMooringCo,operativeCommittee(DIMC)nowhasafully,developedproposal forasmall,vesselmooringfacilitysituatedoffthepublicwharf. Afewofthekeypointsregardingtheco,opare:,,,, itisonlyforsmalltinniesanddories,thesameasthebmc.largeyachtswillnotandcannotberthattheco,op. itisthe smallestandcheapest thatcanbebuiltondangarislandgiventheweatherconditionsandthe numberofcommunityremembersregisteringinterestinginusingthefacility(currently40berths.) manyotheroptionsanddesignshavebeenassessedoverthelastthreeplusyearsofcontinuousworkonthis project.thesehaveincludedanumberofsmallerfacilitiesattheisland svariouspublicaccesspoints,asingle facilityatlocationsotherthanthepublicwharfanddifferentdesignsforthefacilityatthepublicwharf.the proposeddesignandlocationwerechosenthroughacombinationofrequirementsandconstraintsanalysisby thecommittee,interactiveconsultationwithsmecandavotebythecommunity. otheroptionssuchasrunninglinesandshared,wharfarrangementsareeithernotavailabletoornotsuitable formanymembersofourcommunityduetotheirphysicalcapabilitiesandlifestyles. 1

Theyallhaveverysignificantproblemsassociatedwiththem,andthebestlocationisthepublicwharf.AttheJuly2011 publicmeetingresidentsagreedthepublicwharflocationwasthebest.theotherswererejectedforanumberof reasons,includingthattheaccessistoosteep,thereisnobuggyaccess,nohandicappedaccess,greaterlocal disturbance,somesitesareonfarsideofislandfromusers,environmentalrestrictionsandimpacts,significantly increasedcostsandworseweatherexposure,amongothers. Itshouldbenotedthatforover150years,whenaccesstotheislandhasbeenexamined,thisareaofthenorthshore hasalwaysbeenselectedasthebestfromanumberofperspectives,especiallyweather. Afacilitythatisnotdesignedproperlywillnotbeinsurableforliability,anditispossibleyourprivateboatinsurancewill beinvalidatedifitistieduptoafacilitythatisinadequatelydesigned. 10. A.Alloftheapplicantsareresidentsorpropertyownersalready,and95%ofthemownatinnienow,sotheincreasein boatingislikelytobesmallunlesstheconvenienceofpontoonaccessencouragesislanderstoenjoytheirboatsmore thantheydoatpresent. 12. Q.Can twemakeitsmallerandcheaper? A.Thesizeissetbythenumberofboatswishingtousethefacility.Thereisnounusedspacebeingincludedinthe design thepontoonsaretheminimumlengthpossible,andwillprotrudeabovethewatertheminimumamount possible.theonlywaythesizecouldbereducedistorestrictthenumberofboatstolessthanthe40whohave requestedspots.thecommunitysofarhasgivenstrongdirectionthattheypreferaco,opmodelthatprovidesa locationforeveryonewhowantsone. Wearetryingtodoitfortheminimumcost.Noneofus(includingthepeopleworkingonthecommittee)wantsto spendmoremoneythanabsolutelynecessaryonthis.howevertoensureitisstormproof,safeandwillprovidea reliablelong,termfacility,aminimumengineeringstandardisrequired.foroverfouryearsthecommitteehasexamined awiderangeofdesignoptionswithwharfsuppliersetc,andthisistheoptimummixofreliable,fit,for,purpose,safeand economicaldesignfeatures.
