1 Key-Worker Guide As a Key-Worker, you're in a unique position. You'll have the responsibility of collecting money that will help support more than 2,000 charities helping millions of people throughout the world. YOU are the CFC lifeline between people who need help and people who can provide that help. There are 4 essential steps in helping to encourage people to give to the Combined Federal Campaign: 1) Learn the Facts about CFC 2) Make Your Own Gift First 3) Ask Other People to Give 4) Say Thank You! STEP 1: Learn the Facts About CFC If you know the facts about the Combined Federal Campaign, you will be more confident, comfortable and much more effective when you ask for contributions. Two reliable sources of information are the charity list and CFC s website ( If you still have questions about CFC after the training session and reading your material, contact your Loaned Executive or the Campaign Manager. STEP 2: Make Your Own Gift First You'll discover that making your contribution before you ask others to give shows that you believe in what you're doing. It will make it easier for you to ask others to join you in giving to the CFC and in walking them through the process. STEP 3: Ask Others to Give One of the most effective ways to tell the people you work with about the CFC is to invite them to a small meeting. This approach works best when you invite less than 20 people, so you may need to schedule several meetings. To coordinate a CFC meeting, follow these suggestions: A. Schedule a meeting date, time and reserve a room. B. Contact your LE or the Campaign Manager for the CFC video. C. Invite people to the meeting. (Food is always a great incentive!) D. Ensure you have CFC pledge forms and charity lists at the meeting. E. Conduct the meeting. a. Consider having the agency head speak briefly to the group about the importance of CFC.
2 b. Consider having a charity from the charity list come speak t about the services they provide to the community. (Ask your LE or the Campaign Manager about scheduling charity speakers) Some of your co-workers may not be able to attend the group meeting. If a group meeting is not possible, talk to individuals one-on-one about the benefit of CFC. This also gives you an opportunity to answer their questions and address their concerns. Your goal is 100% contact. Although CFC regulations prohibit setting a goal of 100% participation, the highest rate of success comes with contacting 100% of your co-workers and making sure they are educated about the CFC and given the opportunity to contribute. What do you say? It's easier than you think! 1) Personalize the visit. 2) Talk about payroll deduction. 3) Ask for a contribution. 1) Personalize the visit: Talk about one or more charities with which you have had personal experiences. Share the story of someone you know who has been helped by a CFC agency. Inform them that approximately 90 cents of every dollar they give to the CFC will be directly given to the agencies. Tell them their gifts will help thousands of people who really need their help. Encourage donors to designate their gift to a favorite charity in the charity list. The charity list is also available online: 2) Talk about Payroll Deduction: Encourage a payroll deduction pledge - It's EASY and it will usually be larger than a cash gift. Demonstrate that a payroll deduction pledge is a simple way to translate a small amount each pay period into a gift that will help those in need. Encourage co-workers who have traditionally made cash gifts to consider a payroll deduction pledge. 3) Ask for the Pledge: Once you've educated them on CFC, ask for a contribution and be ready to help the contributor fill out a pledge form. Give contributor the pink copy of the completed pledge form as their receipt. Tally the pledges and fill in the information on the pledge listing sheet and the Key-Worker report envelope.
3 Turn in the completed report envelopes to your LE. Count all the cash with your LE before you sign the Key-Worker envelope over to them. STEP 4: Say Thank You! Thank everyone for taking time to learn about the CFC and thank those who contribute. Present the contributor with their thank you gift and card. PROMOTE YOUR CAMPAIGN! You work hard putting it together. Now tell everyone about it! Here are some suggestions to generate excitement about the campaign: Have a Kick-off Host a special event Contests Letter from the Agency Head Posters Banners Newsletter Articles CFC Awards: What awards can federal employees and agencies win? Heart Award This award is given on the basis of effort shown above and beyond the call of duty. The recipient of this award demonstrates tremendous determination and commitment to the Combined Federal Campaign. The award goes to a person whose positive attitude and strong effort make sure his/her agency not only meets its goal, but goes beyond it to ensure the campaign is a success. This person does not wait for the CFC materials to be delivered, but takes charge and obtains the materials needed. She/he may make donation deliveries, make the 100% ask, or spearhead agency donations which result in the agency having double-digit percentage increases from the previous year. All federal employees are encouraged to nominate someone that they feel deserves special recognition for their dedication to CFC. Ricky Jett Award This award is named in the memory of Ricky Jett who was the plant manager for the TVA Johnsonville Fossil Plant. Ricky was an exemplary supporter of the CFC and his community. He led by example, always giving. Without hesitation Ricky provided the campaign with a Loaned Executive and supported his local campaign with energy, time, talents, and gifts. This award is presented to the federal agency that best embodies the characteristics that Ricky displayed everyday, and has made a significant impact on the current CFC campaign. All federal employees are encouraged to nominate a federal agency that they feel deserves special recognition for its dedication to CFC.
4 Chairman's Premier Award This award is given to all agencies that demonstrate a minimum of 50% employee participation and an overall increase of 10% in agency donations from the previous year. Participation Award This award is given to agencies based on the highest increase in donor participation. The categories include agencies with 50 employees or less, 51 to 99 employees, 100 to 499 employees and 500 employees or more. 100% Participation Award This award is given to all agencies that have 100% participation within their agency. Giving Award This award is given to the top 5 agencies based on the total dollar raised. For nomination forms and additional information please visit the CFC Grand Prizes & Weekly Drawings! Every Friday during the campaign, the campaign manager will randomly choose a winner for the weekly prize from pledge cards that have been received*. Employees who turn in their pledge card during the first week of the campaign will be eligible for each week's drawing. The earlier an employee turns in their pledge card the more chances they have to win. Weekly drawing prizes in the past have included restaurant gift certificates, Nashville Predators gear and more! At the CFC closing ceremony 2 grand prizes will be given away. Winners of the grand prizes are randomly chosen from received pledge cards.* Grand prizes in the past have included hotel stays, cash and monetary gifts. Frequently Asked Questions: What is the Combined Federal Campaign? Established in 1961 by Executive Order of President John F. Kennedy, the Combined Federal Campaign (CFC) is the only authorized charitable fund raising campaign for federal employees, both civilian and military. Conducted by the federal government under the authority of the U.S. Office of Personnel Management (OPM), the CFC operates in more than 300 localities throughout the United States, Puerto Rico, the U.S. Virgin Islands and in overseas military bases. The mission of the CFC is to promote and support philanthropy through a program that is employee focused, cost-efficient, and effective in providing all federal employees the opportunity to improve the quality of life for all.
5 CFC is the world s largest and most successful annual workplace charity campaign. Since its inception, the program has received donations in excess of $7 billion from the federal community. Why should someone give through CFC? Because each charity has been screened by the LFCC, ensuring legitimacy. They can give continuously throughout the year. o This allows a donor to give larger amounts to the charity they value. An organized CFC campaign can raise more funds for charities than can be raised through unorganized direct giving. Who determines how the contributions will be used? THE DONOR DOES! By designating a gift to an agency the donor ensures only that agency will receive the money. What is the duration of a payroll deduction? When does it begin? Payroll deductions will continue for one year. They start the January after the solicitation period and end in December. Is a contribution tax deductible? YES! 100% of a contribution to any CFC agency is tax deductible when an individual itemizes. THANK YOU FOR ALL OF THE WORK YOU ARE ABOUT TO DO! Your job is very important and thousands of people who receive help through CFC-funded charities are counting on your success. On behalf of these people...thank you! Visit for an electronic copy of the charity list. *You do not have to donate to be entered into the drawings. Filling out the Pledge Card 1. Please fill out all requested information, including a day-time phone number. This will help if there are any questions about the card. A social security number is only necessary for those giving through payroll deduction. 2. For Payroll Deduction giving: In the Amount Column, write the amount of your gift per pay period. Under Total Gift, write in the annual amount of your gift. 3. For a cash or check donation: write the amount of your gift on the Other line. 4. Fill in the 5 digit code of the charity or charities you prefer. (5-digit code numbers are listed, with the agency's name and description, in the left margin of the charity list. Be sure that this is a valid number and that it is legible.)
6 5. Under Annual Amount, write in that portion of your total gift which you are designating to the specific charity. No Write-ins Please! CFC regulations prohibit write-ins of charities that are not listed in the charity list. Please do not designate to an organization that is not listed. [PLEASE DO NOT MAKE NOTES ON THE PLEDGE CARD.] CFC regulations state that designations to unlisted charities will automatically become undesignated donations. If an employee designates to a charity not in the charity list, then the money is treated as undesignated (c) Regulations give provisions for incorrect calculations (d) Release of Donor Names Section 601 Employee must approve release (b) Name, address and amount donated can be released (c) Please enter in your contact information if you would like to share your information with the charities that you are giving to. If nothing is checked, nothing is released. Copies of the Pledge Form Detach the blue copy for donor s personal records. Give the white cover copy to the payroll office of the donor s agency. Bring the yellow copy to the campaign coordinator. Blue/ Donor Copy Yellow/ Campaign Copy White/ Payroll Copy Filling out the Pledge Listing Sheets As a Key-Worker you will be responsible for completing and CONFIRMING the Pledge Listing Sheets with your Loaned Executive.
7 1. Please fill out all of the requested information: Agency Name Address Department Date LE Name Key-Worker Name Telephone Number 2. List the full name of each contributing employee, along with the amount that they are contributing entered in the appropriate column (payroll, check, or cash). 3. If listing a payroll deduction contribution, please list the annual total, not the per payroll gift. 4. List the subtotal of donations listed at the bottom of each column. 5. Keep the bottom copy for your records and include the top copies in the keyworker s Report Envelope. Key-Worker's Report Envelope Identifies the Key-Worker turning in the envelope Identifies the number of contributions and totals of all the pledge forms inside the envelope Filling out the Report Envelope 1. Fill out the: Agency Name Coordinator Name Phone Number 2. Circle if the envelope is the: Is the first you have turned in Is in addition to others Is the final envelope you will be returning 3. Sort the pledge cards into piles: Payroll Check
8 Cash 4. Place the sorted, secured piles into the envelope and report the totals for each pile in the bottom boxes under the appropriate heading. 5. Sign to signify you have counted and confirmed the cash amounts that are in the envelope. Online Pledging Remember to encourage online pledging. 1. Nexus 2. Employee Express - Why Pledge Online Convenience: pledging online allows you to complete your pledge to the CFC from the privacy and comfort of your computer. Searching: finding charities of interest is easy through the interactive search tool. Search, sort, and filter charities to find the ones that deserve your dollars. You can even research through charity websites while you are creating your pledge. Math is made simple: enter the amount per pay period and decide how much of your total annual donation goes to each charity. Accessibility: log in to your CFC Nexus account at any time to view, print, or pledges you have made in the past. This is convenient for the tax season. Replication: as a returning donor you may simply replicate your previous year s pledge. It s green: pledging online means fewer pledge cards and charity catalogs need to be printed. Efficiency: because your online pledge card is fully legible, with perfect math, and designated to the charities you decide, the CFC and payroll centers time for each pledge is greatly reduced. Reporting: you can check the reports page to see how your Federal agency compares to others and contributes to the overall campaign.
