2 Dear Keyworker: Congratulations on being chosen to be a Keyworker for your department or agency. Your vital work as a leader in the Combined Federal Campaign (CFC) serves not just the campaign but also our community. By educating your colleagues and promoting the campaign, you have a direct impact on the lives of millions of people in the DC Metropolitan Area, across our great nation, and around the world. Throughout my federal career, I have been a strong supporter of the CFC, and I know first-hand the critically important role Keyworkers play you are truly the front-line personnel of the campaign. I have always believed that the outstanding Keyworkers at the CIA are the reason our campaign is so successful. The information in this guide will help you master your CFC responsibilities. It contains tips and techniques that you will find useful throughout the campaign. I thank you for the time and effort you devote to CFC, and you have my sincere admiration for taking on this important role. Together, we have the opportunity to make the 2015 campaign a wonderful success. Sincerely, How to Be a Successful Keyworker Your two primary responsibilities as a Keyworker are: Talk to your assigned co-workers about the CFC to educate them about the campaign and ask them to give to their favorite charities through the Combined Federal Campaign. John O. Brennan Process your co-workers paper pledge forms, which includes preparing the Pledge Form Carrier (Form 100) and promptly delivering the Form 100 to your Campaign Manager or Coordinator. To be successful: 1) Attend a training session to learn how to confidently ask your co-workers to make pledges to CFC and to process those pledges. 2) Learn the many benefits of donating to the CFC. 3) Make your own donation to your chosen charities. 4) Understand how to make a pledge online. 5) Be sure you have all the campaign cards, pledge forms, and Form 100s that you need. 6) Promote the campaign by wearing your Keyworker pin, hanging posters in your office and common areas, planning and attending CFC events, and posting about the campaign on your social media accounts ) Follow us on and Like us on Facebook /CFCNCA. 8) Keep completed pledge forms and Form 100s in a secure location. 9) Complete your paperwork and promptly deliver it to your Campaign Manager or Coordinator. 10) Ask every one of your assigned co-workers to contribute to their favorite charities through CFC and sincerely thank each co-worker you contact. 3 How to Ask Your Co-Workers to Participate in the CFC For many, the thought of asking their friends and colleagues to donate through the CFC makes their hands feel clammy and nervous hearts beat faster. It s actually pretty easy to do. Here are some tips to make talking with your coworkers stress-free and effective. 1) Be proud that you re a Keyworker. You re giving your co-workers the chance to make a significant difference in their community. How great is that? 2) Familiarize yourself with the reasons to participate in the CFC. a) Payroll deduction makes it easy to make small weekly contributions that quickly add up to a significant impact. b) Giving is easy, secure, and confidential just choose your charities, then donate online or with a paper pledge form. c) Charities love CFC because it is a reliable source of revenue all year long and an inexpensive way to attract new donors. d) With Universal Giving, donors can designate their contribution to more than 20,000 charities, including those from the DC Metro area as well as towns and cities across the country. They can also choose to designate national and international charities. e) With that many participating charities, it s easy to find a meaningful cause to support. 3) Consider making your own gift first so you can ask people to join you in supporting our community. 4) Talk to your co-workers in person. You could say: I m here to ask you to support the CFC. Did you know that there are thousands of charities that are part of the CFC and that you can pick the ones that mean the most to you? You can even give a little bit each pay period through payroll deduction. If you prefer, you can write a check or donate via credit card. I hope you ll consider making a pledge to your favorite charities through CFC either online or using a paper pledge form. Thank you for your time. Important Dates September 1, 2015 Campaign Begins September 3, 2015 Campaign Leadership Training September 25, 2015 Jeans & Jersey Day October 19, 2015 Million $ Monday November 5, 2015 Online Giving Day December 1, 2015 Campaign Contest Begins December 1, 2015 Giving Tuesday December 15, 2015 Campaign Ends January 22, 2016 Campaign Contest Ends March 3, 2016 Campaign Finale 5) Follow-up with your co-workers, giving them the Thank You Card. Ask if they have any questions, need a pledge form, or require help giving online. You can do this in person (which is best) or by phone or . 6) Ask your co-workers to let you know if they are an Eagle Donor (someone who donates 1% of their salary) or Double Eagle Donor (someone who donates 2% of their salary) so you can give them their Eagle or Double Eagle Award Pin. If a donor requests a pin, you can obtain pins from your Campaign Coordinator or Manager. Keyworker Guide 3

4 How To Answer Your Co-Workers Common Questions and Objections 1) I heard that a lot of money goes to administrative overhead instead of to the charities. Is that true? All fundraising has some administrative overhead. The overhead rate for the CFC is quite low, around 8%. If a charity raises money through special events, such as golf tournaments, galas, or runs, the overhead rate can be much higher. 2) It s really tough financially now. I know what you mean. It s been hard for me, too. But I m still giving this year. The charities need our help now more than ever. As difficult as it is for us, it s even harder for so many people. For example, I give to a charity that feeds hungry children because a quarter of a million kids in the DC metro area don t have enough to eat. 3) I don t want anyone knowing who I give to or how much I give. If you make your pledge online, your donation is confidential. If you want to make a private paper pledge, just put your form in an envelope and give it to me. I promise it will be completely confidential. 4) How do I choose a charity to designate? If you go to there s a charity search function where you can search for causes that interest you and get a list of charities that support that cause. There are more than 20,000 charities that participate in CFC. 5) I m really busy. I don t have time to talk about the CFC. I understand. But can you give me just fifteen seconds? CFC is a chance for federal employees to give to causes they care about. You can donate through payroll deduction or with cash, check, or a credit/debit card. You can give online, too. With thousands of charities, I m sure some of your favorite charities are part of CFC, and I hope you ll participate in this year s campaign. 6) Why shouldn t I just give directly to a charity? Only though the CFC can you support many different charities with just one donation. That s an efficient way to give. Also, giving by payroll deduction, which is only possible through CFC, enables you to give a little bit each paycheck which adds up to a significant contribution. 5 How People Can Give Online Giving online is safe, secure, and simple. It also directs more money to charity since giving online saves $14 per pledge. Online giving also minimizes CFC s environmental impact, so encourage your co-workers to choose online giving whenever possible. Giving By Payroll Deduction at 1) Click DONATE NOW 2) Select the payroll system your agency uses. If you re not sure what payroll system your agency uses, click Which system do I use for assistance. 3) Select Payroll for the type of pledge you d like to make. 4) Provide your personal information. 5) Select the charities you wish to designate. 6) Electronically sign your pledge. By Credit Card/Debit Card or echeck 1) Click DONATE NOW 2) Click 3) Select the type of pledge you d like to make Credit/Debit Card One-Time Credit/Debit Card Recurring echeck One-Time echeck Recurring 4) Provide your personal information. 5) Select the charities and amounts you wish to designate. 6) Electronically sign your pledge. 6 How To Process Paperwork If your assigned co-worker gives to CFC online, you have no paperwork to handle. If he or she uses a paper pledge form, you need to process that pledge. Here s how. 1a) If the donor gave by payroll deduction, put the YELLOW copy of the pledge form in the YELLOW envelope of the Pledge Form Carrier (Form 100). Put the WHITE copy of the pledge form in the WHITE envelope of the Form 100. Return the BLUE copy of the pledge form to the donor. 1b) If the donor gave by cash or check, attach the cash or check to the WHITE copy of the pledge form. Put the WHITE copy of the pledge form with the attached cash or check in the WHITE envelope of the Form 100 and return both the YELLOW and BLUE copies of the pledge form to the donor. 2) Fill out the Form 100 as seen below whenever you have multiple pledge forms to turn into your Campaign Manager or Coordinator. 3) Seal the Form 100 and promptly give it to your Campaign Manager or Coordinator. 7 FAQs How important is the CFC? The CFC of the National Capital Area is the largest workplace giving campaign in the world. Last year, you and your co-workers in the National Capital Area gave nearly $50 million to charities. Over the past fifty-four years, federal employees contributed more than $7 billion through 150 different CFCs across America. And that makes almost everything possible. Is there a minimum donation? Any and all donations are welcome and appreciated, though there is a $1 minimum per pay period for payroll deduction. Payroll deduction makes it easy to give a small amount each pay period which adds up to an impressive contribution. (Of course, there is no maximum gift.) If someone gives by check, who is the check payable to? CFCNCA How do charities become part of the CFC? Charities must apply to be part of the CFC. Each charity must be a 501(c)(3) nonprofit organization, submit IRS Form 990, describe its human health and welfare benefits, and meet other requirements. Application information can be found at or What happens to undesignated donations? All undesignated donations are combined and then shared proportionately among all charities and federations that received designations. Why do charities love the CFC? Charities truly love the Combined Federal Campaign. It is a critical source of revenue and an inexpensive way to attract new donors. To thrive, charities require diverse streams of income, including foundations, corporations, direct mail, special events, and CFC. CFC donations are especially treasured because they are unrestricted funds, allowing nonprofit organizations to effectively respond to community needs. Equally important, most charities raise the bulk of their funds in December, although they must spend money all year long. CFC provides them with a source of funds they can count on throughout the year. Why should I make charitable contributions through the CFC when I could just send a check directly to the charities I want to support? By combining solicitations into a once-a-year, unified campaign, CFC reduces the cost of giving so that more money goes directly to the charities you care about. Plus, the CFC is the only way to donate through payroll deduction, which enables you to give more to the causes you cherish. Will my contribution really make a difference? Absolutely! Just look at these examples: $75 per pay period helps a community in Africa enjoy safe drinking water. $50 per pay period protects a crucial wildlife habitat for an endangered species. $35 per pay period provides an injured veteran with physical rehabilitation and emotional support. $25 per pay period supports clinical research to cure cancer, diabetes, autism, and other diseases. $20 per pay period trains volunteers to advocate for abused and neglected children. $12 per pay period shelters and feeds a family devastated by a tornado. $6 per pay period delivers nutritious meals to a senior citizen with dementia.
