Fellows, Jr. Manager of Revenue and Tariffs December 15, 1998 ADVICE 1357-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: TOU-EV-1, TOU-EV-2, TOU-EV-3, and TOU-EV-4 Special Condition, FAILURE OF METER Southern California Edison Company (SCE) hereby transmits for filing the following changes in its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This advice filing revises SCE s Schedules TOU-EV-1, TOU-EV-2, TOU-EV-3, and TOU-EV-4 to delete the Failure of Meter Special Condition in each rate schedule because the existing language is no longer consistent with the way SCE typically bills customers in the event of a meter failure. INFORMATION The Failure of Meter Special Condition in Schedules TOU-EV-1, TOU-EV-2, TOU- EV-3, and TOU-EV-4, states that if the meter fails and energy consumption is incorrectly registered, the customer s bill will be based on the consumption registered on an otherwise applicable schedule. However, these rate schedules are stand-alone rate schedules (not rider schedules); therefore, there is no otherwise applicable schedule under which to bill a customer. Further, this existing special condition is inconsistent with the provisions of Rule 17, Section A, which sets forth, When regular, accurate meter readings are not available or the electric usage has not been accurately measured, SCE may estimate the customer s energy usage for billing purposes on the basis of information including, but not limited to, the physical condition of the metering equipment, available meter readings, records of historical use, and the general characteristics of the customer s load and operation. 3 ADVICE 1357-E (U 338-E) December 15, 1998 Thus, in accordance with Rule 17, when a meter fails to correctly register customer s consumption, SCE typically bills the customer based on such things as available meter reading data and historical usage. Customers served under Schedules TOU-EV-1, TOU-EV-2, TOU-EV-3, and TOU-EV-4 are treated consistent with this tariff provision in that, in the event of a meter failure, the consumption for each time-of-use period is typically estimated based on the customer s historical usage or other information as may be available. It would not be appropriate to bill an Electric Vehicle (EV) customer on an otherwise applicable tariff which is not part of their regular rate schedule (TOU-EV-1, TOU-EV-2, TOU-EV-3, and TOU- EV-4). Therefore, this advice filing deletes the Failure of Meter Special Condition from Schedules TOU-EV-1, TOU-EV-2, TOU-EV-3, and TOU-EV-4 in order to treat EV customers consistent with all other customers served under other rate schedules. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE It is requested that this advice filing become effective on the 40 th calendar day after the date filed, which is January 24, No resolution is required for approval of this advice filing. Metering: The Point of Delivery must contain equipment to separately meter EV charging facilities. Where the Utility determines that the operation of the EV charging facilities may interfere with service to that customer or other customers, the Utility will install a load management device to control when EV charging will occur. In addition, and for purposes of monitoring customer load, the Utility may install at its expense, load research metering. The customer shall supply, at no expense to the Utility, a suitable location for meters and associated equipment used for billing and for load research. 4. Terms of Service: A customer receiving service under this schedule may elect to change to another applicable rate schedule but only after receiving service on this schedule for at least 12 consecutive months. If a customer elects to discontinue service on this schedule, the customer will not be permitted to return to this schedule for a period of one year. 5. Interconnection: Customers taking service under this schedule shall have no electrical interconnection beyond the Utility's Point of Delivery between electrical loads eligible for service under this schedule and any other electrical loads % Credit: Subject to Commission Decision , or amendment to the Company s cost recovery plan, customers will receive a 10% credit on their bill based on the total bill as calculated for Bundled Service Customers. The 10% bill credit represents a reduction to the Customer s Competition Transition Charge (CTC). Customers eligible for the credit will repay the bonds or other ratemaking mechanism used to provide the credit. (D)

Billing: A Customer s bill is first calculated according to the total rates and conditions above. The following adjustments are made depending on the option applicable to the customer. a. Bundled Service Customers receive supply and delivery services solely from Edison. The Customer s bill is based on the total rates set forth above. The Power Exchange (supply) component is equal to the Averaged Power Exchange (PX) Energy Charge as set forth in Schedule PX. b. Direct Access Customers purchase energy from an Energy Service Provider and continue receiving delivery services from Edison. The Averaged PX Energy Charge is determined as specified for a Bundled Service Customer. The customer s bill will be calculated as for a Bundled Service Customer, but the Customer will receive a credit for the Averaged PX Energy Charge. If the Averaged PX Energy Charge is greater than the amount of the Bundled Service bill, the minimum bill for a Direct Access Customer is zero. c. Hourly PX Pricing Option Customers receive supply and delivery services solely from Edison. A Customer taking Hourly PX Pricing Option service must have an interval meter installed at its premise to record hourly usage, since PX Energy Costs change hourly. If such metering is not currently installed, it shall be installed at the customer s expense before Hourly PX Pricing can be provided. Edison s charges for such metering are determined as set forth in Rule 2. The bill for a Hourly PX Pricing Option Customer is determined by calculating the bill as if it were for a Bundled Service Customer, then crediting the bill by the amount of the Averaged PX Energy Charge, as determined for Bundled Service and Direct Access Customers, then adding the hourly PX Energy Cost amount which is determined by multiplying the hourly energy used in the billing period by the hourly PX Energy Cost determined as set forth in Section 1 of Schedule PX, and the appropriate hourly Line Loss Adjustment Factors as set forth in Section 3 of Schedule PX, and the Uncollectibles expense factor of Generation Charge: The generation charge is calculated based on the total rate less the sum of: Distribution, Transmission, Public Purpose Programs, Nuclear Decommissioning, and Fixed Transition Amount (where applicable) charges, the Transmission Revenue Balancing Account Adjustment (TRBAA), and the Public Utilities Commission Reimbursement Fee. The Competition Transition Charge (CTC) is calculated residually by subtracting the Averaged PX Energy Charge calculated as set forth in Schedule PX from the generation charge (See Rate Components Table). 9. Negotiating of CTC Payment Method: Nothing in this rate schedule prohibits a marketer or broker from negotiating with Customers the method by which their Customer will pay the CTC.

Determining the Reactive Demand: Schedule TOU-EV-4 Sheet 4 of 7 GENERAL SERVICE TIME-OF-USE (1) Service delivered and metered at voltages of 4 kv or greater and for all Cogeneration and Small Power Production customers: The maximum reactive demand shall be the highest measured maximum average kilovar demand indicated or recorded by metering to be supplied by the Utility during any 15-minute metered interval in the month. The kilovars shall be determined to the nearest unit. A device will be installed on each kilovar meter to prevent reverse operation of the meter. (2) Service delivered and metered at voltages Less than 4 kv, except for Cogeneration and Small Power Production customers: The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured maximum demand by the ratio of the kilovar-hours to the kilowatthours. Demands in kilowatts and kilovars shall be determined to the nearest unit. A ratchet device will be installed on the kilovar-hour meter to prevent its reverse operation on leading power factors. 9. Interconnection: Customers taking service under this schedule shall have no electrical interconnection beyond the Utility's Point of Delivery between electrical loads eligible for service under this schedule and any other electrical loads. Terms of Service: A customer receiving service under this schedule may elect to change to another applicable rate schedule but only after receiving service on this schedule for at least 12 consecutive months. If a customer elects to discontinue service on this schedule, the customer will not be permitted to return to this schedule for a period of one year. When service under this schedule (EV account) is provided through an additional service to the customer s General Service account, the customer cannot elect to change from this schedule to other than an electric vehicle charging rate schedule. If service is provided in this manner and the customer elects to discontinue service, the additional service will be removed at the customer s expense.
