EGPRC aims to support the Ghanaian Government's efforts, in the midst of the current global crisis, to bring their fiscal stance to a sound and sustainable track and protect the development objectives set in Ghana's Second Growth and Poverty Reduction Strategy (GPRS II) for the period The three main objectives are: (i) restore budgetary discipline (through establishing a treasury single account, improving compliance with public procurement law and correcting budget deviations); (ii) tackle long-standing public sector and energy issues (through reconstituting the boards of energy-related utilities and regulatory authority, adopting an electricity sector financial recovery plan, eliminating ghost workers in health and education services, among others); and (iii) support the development of safety nets (through extending the number of beneficiaries to receive conditional and unconditional cash transfers in the LEAP program and reviewing the effectiveness of propoor expenditures). Vietnam Eight Poverty Reduction Support Credit (PRSC 8) Program The Bank approved the PRSC 8 Program for Vietnam as a DPL in the amount of US$350 million (US$52.5 million for safety nets). The credit is the third in a programmatic series of five annual single-tranche operations (PRSCs 6-10). PRSC 8 is designed to assist the government to implement its Socio-Economic Development Plan (SEDP) It aims to support all four pillars of the SEDP, namely (a) the promotion of growth and transition to a middle-income market economy, (b) reducing poverty and ensuring social inclusion, (c) managing environmental and natural resources in a sustainable manner, and (d) building institutions to support the above actions and promote modern governance. PRSC 8 has 11 triggers, negotiated with the government under PRSC 7, in the areas of (a) state sector, (b) financial sector, (c) energy, (d) education, (e) health, (f) social protection, (g) forests, (h) environment, (i) public financial management, (j) legal development, and (k) anti-corruption. Sufficient progress towards achieving them will form the basis for proceeding with the operation. The cross-cutting nature of the policy dialogue PRSCs strengthens coordination among line ministries and government agencies. 2

3 Romania First Development Policy Loan Program Romania s First Development Policy Loan in the amount of US$423 million (of which US$84.6 million were directed to safety nets) was approved by the Bank in July. The objective of the proposed DPL program is to support the Government s reforms in fiscal management, social protection and the financial sector. Specifically, these reforms aim to (i) strengthen public financial and expenditure management, especially in health and education sectors; (ii) cushion the impact of the crisis on the poor and vulnerable and strengthen the social assistance and social protection systems; (iii) minimize the risks of a domestic financial sector crisis and strengthen regulation and supervision. In the area of social protection specifically, the reform measures supported by the DPL program relate to (i) increasing the coverage and improving the design of the most efficient and well targeted social assistance program the Guaranteed Minimum Income (GMI) while progressively rationalizing and reducing the coverage of the less efficiently targeted programs and (ii) gradually indexing benefit adjustments of the Romanian Public Pensions System to inflation and eventually equalizing retirement ages between men and women. Argentina AR Basic Protect ion Project The Bank approved a for US$450 million to increase the effectiveness of Argentina s income transfer programs for the unemployed and families with children, by improving design features, transparency and accountability in two core social protection programs and transferring beneficiaries from other, less effective schemes to them. The project includes the following three components: (i) improvements in Seguro, an employment benefit and training program (formerly Jefes) (ii) improvement in the Familias, a family allowances Conditional Cash Transfer program and (iii) a Technical Assistance component for monitoring and evaluation of social protection programs. The project builds on the World Bank s support to the Government of Argentina for social inclusion, a central theme in the current Country Assistance Strategy and the new forthcoming Country Partnership Strategy. To this end, enhancing existing programs and promoting their expansion to a wider population are two critical steps to promote improved poverty outcomes. Yemen Employment for At-Risk and Marginalized Youth A Grant in the amount of US$1.85 million (US$0.61 million directed to improving labor markets) was approved to assist in the financing of the project Employment for At-Risk and Marginalized Youth in the Republic of Yemen. The project aims to develop a system of second chance opportunities for vulnerable and marginalized youth through building up institutional competencies across civil society, non-government and government organizations to develop programs that will meet the unique and diversified needs of the youth. The Project consists of the following parts: (i) building technical and managerial competencies among non-government and government organizations and establishing interorganizational linkages; (ii) developing and delivering goods, consultant services, training and workshop to promote access to a supportive system of business incubation services; (iii) monitoring and evaluation training, including development of a database for youth for evaluating outcomes including baseline data; (iv) provision of technical assistance to project implementation and supervision, procurement, and financial management, including audit. 3

4 Pakistan Social Safety Net Technical Assistance Project The Bank approved a Technical Assistance Credit of US$60 million for the SSN TA project, which aims to enhance the operation and management of a nationwide safety net system in Pakistan. Over a four year period, the proposed SSN TA project would provide support through (i) building the foundations for a national, unified targeting system that could progressively be used for a defined set of targeted programs, (ii) strengthening the institutional capacity to roll out and manage an efficient and transparent national safety net system including the piloting of safety ladders through linkages with complementary measures, and (iii) supporting the evolution of the National Social Protection Strategy (NSPS) through the establishment of a monitoring and evaluation system for the strategy across programs and interventions. The project is therefore seen as the beginning of a longer term engagement to establish structures and systems for better social protection of the poor in the country. New Pipeline Entries 3 : 28 new projects entered pipeline in the period, including 9 in June, 12 in July and 7 in August, with total allocations to RSR Priority Themes of close to $613 million (see Table 2). The majority of allocations are towards Theme 54 projects and almost 20% of lending commitments are for IDA Countries ($1.5 billion). IBRD-eligible countries are middle-income (defined as having a per capita income of between around US$1,000 and US$10,000) and credit-worthy lower income countries. Not credit-worthy low-income countries are eligible to receive low or no interest loans and grants from IDA. Countries are eligible for IDA support depending on their relative poverty, defined as GNI per capita below an established threshold and updated annually (in fiscal year 2010: US$1,135). 5
