Established October 1895 Tough job for court marshals PAGE 3 Saturday November 8, 2014 $1 VAT Inclusive FATHERS TO GET CHILD SUPPORT SINGLE fathers raising their children will now have the ability to apply for maintenance. This is one of the main amendments of the Maintenance Act, which was brought before the Lower House yesterday by Attorney General Adriel Brathwaite. He noted that such a step is necessary to ensure that there is gender balance regarding child support. The father, even though he had custody of the child, could not under the Act apply for maintenance. And what we are doing now is amending the act to ensure that either parent could apply, he explained. In addition, Brathwaite said that the act goes even further by allowing any relative who has custody of the child to apply for support from the parents, CHILD SUPPORT on Page 3 Beckles remembered during funeral service PAGE 2 Bermuda Gov t gives funds seized from criminals to social groups PAGE 10 Principal of the Daryll Jordan Secondary School, Stephen Jackman (third left) and Agricultural Science teacher, Timothy Kellman (third right) admiring The Challenge Shield with students, Akeem Joseph and Daniel Gaskin. 2 2 Saturday November 8, 2014 The Barbados Advocate Tennyson Beckles remembered during funeral service TENNYSON CHESTERFIELD BECKLES, a retired economist and Democratic Labour Party (DLP) stalwart, was remembered yesterday during a Service of Praise and Thanksgiving held at the Church of St. John the Baptist, Thorpes, St. James. The 76-year-old, who was also a Senator, industrial relations specialist, and a former human resource manager, died at the Queen Elizabeth Hospital on October 27. He was eulogised by Sir Lloyd Erskine Sandiford, who shared with the congregation that the news of the passing, of his close friend since school days at St. Alban s Elementary School, left him numb, distressed and saddened. Tennyson Chesterfield Beckles was my friend in life, and is my friend in memory, he expressed. Sir Lloyd went on to describe Beckles as amiable, kind, cooperative and understanding, as well as successful. Tennyson believed in equality of opportunity. He was comfortable in his skin among the intelligentsia and among the common people; among the mighty and the meek. He rendered selfless service to the Trade Union movement and to the Executive Council, the General Council and the entire Democratic Labour Party, as well as to institutions like the Barbados Development Bank and Rotary Club of Barbados, he highlighted. The former Prime Minister of Barbados also expressed that he was fortunate to call upon Beckles interest, common sense, and logical approach to political economy to serve on his counsel of economic advisors. In a tribute, daughter Beverley shared with the congregation that her father was a devout Christian, who taught his four children to recognise right from wrong. He was a wonderful father and brother, and a considerate, compassionate man who cared for all. He was a quiet man, a man of few words but when he spoke, he spoke with authority, wisdom and truth. Beckles only son, Anderson, emphasised his father s love ABOVE: Two of the children of the late Tennyson Beckles, Beverley Beckles and Anderson Sandiford, paying tribute. AT RIGHT: Former Prime Minister of Barbados, Sir Lloyd Erskine Sandiford, delivered the eulogy. for people, his caring and giving nature, also recalling that his father would always say, Anything you have can be divided if you have love in your heart. (TL) Beckles passions revealed RETIRED economist and Democratic Labour Party (DLP) stalwart, Tennyson Beckles, was passionate about many things in life. His passion for politics, human development, trade unionism, and God were revealed during his funeral service held at the Church of St. John the Baptist, Thorpes, St. James yesterday. During the sermon, retired Bishop of Barbados, the Rt. Rev. Dr. Rufus Brome, told the packed church, which included Prime Minister Freundel Stuart and his Cabinet, that Beckles thought of politics as an honourable vocation, which had to do with the welfare of the people. He was therefore disappointed with the attitude of cynicism and the climate of mistrust, often brought about by the polarisation between parties and the lack of respect for each other, he indicated. He had a passion for human development. Not just providing relief to meet the immediate needs of people, not just a change of the level of human existence, but the transformation of persons so that development would bring with it self-sufficiency. Dr. Brome said that as a Trade Unionist, Beckles represented the interest of labour, but to him Retired Bishop of Barbados, the Rt. Rev. Dr. Rufus Brome. it meant much more than dealing with conflict between labour and management, he pointed out. It meant recognition of the humanity of the employee, because in the final analysis labour means people who should have a sense of belonging, a sense of individual value, a sense of having a contribution to make to society. The retired Bishop of Barbados also acknowledged that Beckles was nurtured in the faith at St. Alban s Church, and on returning from England, became a member of the Church of St. John the Baptist. He further shared that it was in 1993 Beckles entered Codrington College as an external student, graduating with a diploma in Theology. He developed his God-given gifts as he tried to fulfil his mission in life. He recognised his oneness with humanity, but above all, he gave his ultimate allegiance to God, he said. (TL) Senator Kerryann F. Ifill, President of the Senate; Parliamentary Secretary in the Ministry of Tourism, Senator Irene Sandiford- Garner; Sir Wes Hall and Chief Justice of Barbados, Sir Marston Gibson, were among those who turned out to pay their last respects to the former Senator, Economist and Democratic Labour Party stalwart, Tennyson Chesterfield Beckles.

The Barbados Advocate Saturday November 8, Barbados still one of the best By Patricia Thangaraj BARBADOS is still one of the better countries in the world to live. This fact was reinforced by Minister of Culture, Sports and Youth, Stephen Lashley, who delivered remarks at the press launch of the Multi-National Fair Goes Green recently in the VIP Lounge of the Olympus Theatre at Sheraton Centre. He said that in order for us to ensure that it remains so, each person living in this island must make a sustainable effort to create meaningful projects and programmes that would aid in its continued development. But I still believe and I have travelled all over the world I still believe that Barbados is one of the greatest places on earth to be. What we have to do though as a collective nation is to have the resolve to roll up our proverbial sleeves and to continue to work hard, even in challenging economic times. He praised the organisers of the Fair for creating an initiative that fits in with this mould. I wish that there could be more initiatives like this designed to raise the level of consciousness among Barbadians in a country that still, to my mind, is one of the greatest places to live in on earth and oftentimes, when people who live outside of Barbados come COURT MARSHALS are finding it difficult to find men delinquent in paying their child maintenance fees because some mothers are unaware of the real name of these fathers. Attorney General, Adriel Brathwaite, made this startling revelation yesterday as he piloted the Maintenance (Amendment) Bill, 2014 in the Lower House. to Barbados and tell us that, we sometimes believe that without believing in it ourselves. This is because this initiative promotes the very principles that they are seeking to achieve. And the fact that so many sponsors and agencies have come together to basically send the message that they wish to stand in defence of good initiatives and to say that we are here to ensure that Barbados remains a viable economy, but one that is essentially reinforced by bottom-up principles. Essentially I think that the message has got to be that this initiative is a good example of the need for Barbadians in all of the various endeavours to be positive about the outlook of Barbados. Lashley said that Barbados, like many of the other countries in the world, are facing tough economic times and the countries that survive would be those where the people are proactive in creating viable initiatives, which are supported by the respective governments. All of the countries in the world are faced with challenging economic times. Those that would survive would be those that see themselves as having what it takes at the individual and at the community level to come up with meaningful initiatives that are shaped by the people themselves and reinforced, of course, by Government policy. He outlined that during a recent meeting with the court marshals, the group expressed several challenges in carrying out their duties, including this lack of pertinent information. I am told that they often do not receive the correct name of the father. That the father may be known as John Smith, but in fact his real name is John Boyce and that he Mottley calls for Family Law Act to be put in place OPPOSITION LEADER, Mia Mottley, would like to see a comprehensive Family Law Act put in place. At the time, she was addressing the Lower House debate on the Maintenance (Amendment) Bill, 2014 and highlighted the gains made to various multiple acts regarding the family over the decades. Having fought those early battles, I do believe that we are at a stage now where we truly have to bring everything together and to recognise that an omnibus Family Law Act, governing all of the combinations and permutations, ought to be put in place so as not to have the remaining stigma in some people s eyes as it relates to the exercise of their rights in this country, she stated. She said that the system of support should be elevated in such a way that it no way demeans the beneficiaries. If we can find a way that young women are not the butt of negative commentary by their peers and others looking on, or that young men are not meant to feel embarrassed simply by being put in the court system, because everybody knows when it is family law court day so if they see you there, they know what you are there for, she stated. She outlined her full support for the implementation of a family court unit, which was linked to the policy of reinforcing the family in society. Mottley also expressed her concerns with the Attorney General and Minister of Home Affairs, Adriel Brathwaite. may be only referred to by his nickname because that is the only name the mother of the child knows him at. Sometimes there is no knowledge of where he works or his real address. So they are faced with a challenge and quite often, they are being asked to work as a private investigator because quite often they are being asked to go and find this man without any real information, he explained. Later in his address, the AG expressed his concern with young women with little support having multiple children from multiple partners. I am not criticising them for having children, but the issue that I do have is that the young women I am told, to prove their love for their new partner, wants to have a Opposition Leader, Mia Mottley. Debtors Act, saying that especially at this time of economic recession, persons should not be sent to jail for failure to pay their bills, because many were unemployed or on short CHILD SUPPORT from Page 1 whether grandparent, uncle or aunt. We are taking the sex out of it, so that whether it be the father or mother, it is agreed that both parents have the responsibility to address the maintenance of the child, he stated. The Attorney General, however, reminded parents that support of a child should not only be considered in monetary terms, but also in terms of physical presence. Admitting that there were some issues with mothers refusing to let fathers see their offspring due to the bad ending of child for that new partner, notwithstanding the fact that they are already having challenges raising the two they have. So quite often when someone comes to you for assistance and you drill down, you are told that he wanted to have a child, because she had a child for another man who she loved, so she must show that she loves him too... This troubles pay. You cannot assume people do not want to pay off their arrears. You must understand that many cannot pay them! she highlighted. (JMB) A-G to mothers: Let children see their fathers their relationship, he said that this issue of access must be addressed in the courts when maintenance is being sought. In addition, he reminded mothers that children needed their fathers, especially boys. We find that many of our young men who enter the criminal system, when you drill down you discover that they lacked a father figure and that male bond.we want to encourage all fathers, even if there is a breakdown in relationship between them and the mother, to try and be there for their children... Fathers must have access to their children, he added. (JMB) Finding delinquent fathers proving difficult for court marshals me because we all know you do not have to have a child for a man to prove your love, he stressed. The AG outlined that last year, this unit received summons of which were executed. Meanwhile, they received 484 warrants, and 274 were executed. He, therefore, stressed that efficiencies would be further addressed to ensure higher percentages.

4 Saturday November 8, 2014 The Barbados Advocate Irving Wilson School receives donation from British High Commission THE Irving School were the recipients of the generous donation of a television set and stand, a laptop computer, a desktop computer and a cheque for $2,500 raised by the staff of the British High Commission and their families. Speaking briefly to the media after the presentation on Thursday, British High Commissioner to Barbados and the Eastern Caribbean, Victoria Dean said this is her second visit to the school, stating that the money came from a charity raffle, recycling scheme where they received cash in exchange for sending in items to be recycled and a coin savings box that they have in the office., which accumulated to the monetary amount. In expressing her confidence that the school would make great use of the items that were donated, she stated that she had a chance to sit down and talk with two of the visually impaired students who are using laptops so it is fantastic to know that they would be able to use them and that they would make a difference in these children s lives. Dean said that the Commission is impressed with what the school is able to achieve in spite of its limited resources and this is why they continue to assist this school whenever and wherever they can. She also encouraged other organizations to follow their example as the school is working on a number of projects such as building a vegetable garden so they can assist with that or they can come and spend time with the children or make cash or in-kind donations. Principal, Wendy Blackman thanked the BHC and said that she looks forward to their continued support. Senator, former GG hope to grow agricultural project WINNERS from Page 1 describing it as thoughtful and timely and has the potential to grow. He also shared his wish that in the fullness of time there will be an Agricultural Challenge Shield project in every parish in Barbados. Also speaking during the morning s awards, Parliamentary Secretary in the Ministry of Education, Science, Technology and Innovation, Senator Harcourt Husbands commended Sir Clifford for conceptualising the Challenge stating that he did Barbados an extremely great service. He also pledged his commitment to seeing more schools get involved next year. I sincerely hope that this competition goes from strength to strength. My personal commitment as long as I am with the Ministry of Education is to ensure that next year or whenever this competition is held more schools participate and understand that it is not only about planting but there are a diversity of careers and opportunities in agriculture especially when we apply science, technology, engineering and mathematics to the field of agriculture. 5 The Barbados Advocate Saturday November 8, Time to honour Prison Fellowship founder A SUGGESTION has been made that a Wall of Fame and a Children s Project should be established in honour of the contribution made by Founder of Prison Fellowship Barbados (PFB), Thomas Watts. This recommendation came from Chairman of PFB, Win Callender in address at PFB s 23rd anniversary launching ceremony of the Angel Tree initiative on Wednesday night. Speaking highly of the PFB Director, Callendar told the gathering at the Cuthbert Pilgrim Hall in Moravian Gardens, Maxwell Coast Road of Watts efforts in launching PFB locally and in other Caribbean islands. He further spoke of Watts commitment to help those who are incarcerated and bring some relief and joy to their children at Christmas time and indeed throughout the year. I therefore ask you to give serious consideration to the establishment of a Wall of Fame in the name of Thomas Watts. We are not talking about a physical wall but a symbol of appreciation of his work. I suggest my friends and colleagues that next year we launch the Thomas Watts Pride of Barbados Children s Project. Callendar also used the occasion to highlight some of the work of PFB thus far. In particular, he touched on the work done through the Angel Tree programme which provides food vouchers and gifts to the children and families of persons who are imprisoned during Yuletide. He additionally made mention of the plight that organisation has faced in acquiring more suitable accommodation than its present Country Road, St. Michael home which he described as an abandoned, despicable, dilapidated building. He told that gathering that in the PFB attempts to get assistance numerous requests have been made to the relevant authorities. Likewise several unfulfilled promises were made to Prison Fellowship by both the Barbados Labour Party and Democratic Labour Party administrations. More effort needed to encourage people APPEAL from Back Page Barbadians to follow suit and identify with their parishes and wear their colour. With regard to having the practice infiltrate the business offices, she called on employers and store owners to get on board. She encouraged business owners to permit their staff to wear parish colours, on dress-down or casual Fridays for the month. Toppin told The Barbados Advocate, That would help to raise awareness and to get people involved in Community Independence Celebrations. Contrary to the belief of some that pride in our national colours is low, she asserted, I wouldn t say that it is very lacking, but it could be enhanced. But given the proximity of Independence to Christmas, we need to make that extra effort to focus on encouraging people to remember that there is an Independence celebration. She also urged, People are aware, I do see people wearing the blue and gold. I see stores, not all but a lot of them with some of the mannequins [dressed] in the national colours. So I just think that we need to put a little more effort, encourage people a little more, and the T-shirt thing will show that you are aware of what is happening, and it also will help with identifying with your parish, cause we are encouraging people, because a large part of this [Parish Ambassadors] Chairman of Prison Fellowship Barbados, Win Callender addressing the 23rd anniversary launching of ceremony. 6 6 Saturday November 8, 2014 The Barbados Advocate A riveting performance by these youngsters of Dancin Africa in this piece called Listen. It is a plea for the public, parents and teachers in particular, to listen when children say they are being bullied, watch for the signs, and act to stop the violence. NIFCA show delivers to a packed audience THERE was no seating room left at the Frank Collymore Hall as Barbadians came out to support their favourite artists at the Digicel NIFCA 2014 Performing Arts Finals Theatre. Much humour, strong social messages and a keen awareness of socio-economic issues affecting the country were the threads which ran through many of the performances. From a pool of over 55 original entries, the best of the best in both the professional and nonprofessional categories competed for awards such as The Sagicor Visionaries NIFCA Performing Arts prize; Most Promising Performance by a Secondary School, Most Promising Performance by a Primary School; MASSY Creator s Prize; and in the professional category, the Governor General s Award of Excellence. The first and second half of the show opened with a musical performance by the Harrison College Steel Orchestra and Olakunde Steel Orchestra respectively. Both pieces were composed by Faith Hoyte and arranged by Jason Williams. The multi-award winning team Her Majesty s Prison (HMP) Drama Group, this year boasting of a new crop of talent, did not disappoint during their delivery of two excellent pieces which had the crowd laughing but still drove home serious messages. They performed Tell Me Wuh Tuh Do and Daddy. Also performing two pieces were D J Simmons and the one and only Janine White, whose Red Hibiscus drama in the first half of the show was a plea to get out of domestically violent situations before it became too late. D J Simmons performed a stirring social commentary speech entitled Feel I Ain Know Wuh Gine On? Though their pieces in the second half were not as strong content-wise, with I s A Bajan by Janine and Last Saturday Night by D J Simmons, their personalities still made them stand out with the crowd. 8 8 Saturday November 8, 2014 The Barbados Advocate For the cause that lacks assistance, Gainst the wrongs that need resistance, For the future in the distance, And the good that I can do Editorial Stop the complaining AS the Barbadian economy continues to suffer some negative effects due to lack of growth, many of us have had to make significant adjustments to our personal lives and organisations have had to review their internal expenses and adjust budgets during these difficult circumstances. However, even considering the gravity of the situation that has been revealed, it is still somewhat disheartening to listen to some Barbadians and observe their behaviour as they deal with the challenges we face. It is a fact that a number of Barbadians are genuinely suffering as a result of job losses, particularly if they have family members to look after or children to raise. However, some of those who could afford to adapt to the economic situation have developed a tendency to nitpick about the little things, instead of trying to improve the overall situation. Rather than being supportive of the strategies put in place by the country s leaders which have protected us from a potentially far more serious fate, too many prefer to belabour the luxuries that they have had to put aside. Instead of trying to determine ways to make do in this situation, some prefer to complain to the government about their inability to afford privileges like annual holiday travel and overseas shopping trips that should be deferred instead of straining an already elasticised budget. Is this the modern day definition of pride and industry? Of course, several citizens work hard for the right to enjoy a certain lifestyle, and if you can responsibly afford to maintain the same standard of living previously enjoyed, that should be encouraged, because spending, especially locally, helps to stimulate our economy. The problem comes with those who routinely live above their means and then become a burden to others. Our ancestors have established a long tradition of cutting and contriving and laid the foundation for our comparatively lavish lifestyles. That is pride and industry. The majority of our great grandparents had no formal education, but used their innate thrift and survival skills to safeguard their families during times that were equally as hard as things are in This current generation benefits from free education to secondary level and should be well placed to ride out the current challenges. The difference seems to be in the mindset; a failure to recognise that if we do not curb our lavish spending habits, especially on nonessential items, then we do ourselves and the entire country a disservice. The social services are already stretched almost to breaking point, but government, to its credit, continues to ensure that particularly in the area of housing and basic needs people are not disadvantaged. Barbadian businesses have minimised job losses where possible. Salaries and wages have been kept at acceptable levels. For those citizens who have not yet done so, the time has come for an assessment of personal finances, and a determination to live responsibly, within one s means. With prudent management the Barbadian economy can recover, but each person must contribute. This is the time to go the extra mile; give service above and beyond each customer s expectations, and ensure the survival and success of the organisation that employs you. Employers, in turn, should fulfil their obligations to valued employees, recognising in a fair way, their contribution to the overall success of the endeavour. By Nigel Wallace HAVE you heard? Cable and Wireless has decided to buy Columbus International.Stick a pin in that in case you aren t aware of what this means for Barbados and the region. Cable & Wireless aka LIME is buying Columbus International aka FLOW. What on earth is going on? The basic gist of the uproar surrounding this $3 billion deal is most easily summed up in our recent history. When I was a wee lad (attending University), we had poor Internet connectivity and we paid high prices for it.i recall a series of articles I wrote in this very space crying down a service I never received, made numerous complaints to the help centre about, and was still forced to pay for every single month. At this time, Cable & Wireless didn t have to worry about FLOW (or Tele Barbados), they only had to worry about themselves and their bottom line, which in a capitalist system is often how much profit can I create without getting into legal trouble. Or more accurately, how much legal trouble can I afford, while still maintaining a high enough profitability. Customer service and quality of product within a monopoly was a moot point. Kind of like the will of the people in the pseudo democracy of a two party system.in any case, are we seriously considering taking this humongous step backward. Or more carefully put, do we have any power at all to stop the Do not pass go; do not collect $200 rolling of the tide? Let me stick a pin again and get back to the earlier referenced figure of sale. To be clear, Cable and Wireless is offering US$1.9 bn and agreeing to take on US$1.2 bn in debt from FLOW s balance sheet. Why would someone take on over a billion dollars in debt unless they had a plan to recompense... handsomely? Now to be clear, my love letters to Cable and Wireless back in the day did not fall on deaf ears, and given this small pulpit I eventually received action and a solution to my service, right around the time when readers started sending me fan mail highlighting their own issues dealing with this telecommunications company. Since this situation, I have allowed my cellular service to remain in their hands (no complaints there) but have switched over to FLOW for my business and home broadband needs. This again was not done out of malice, but simply because of the superior speeds being offered by FLOW at the time. Since the switch, customer service has been no better. In fact, it may have even been worse on occasions. But things have levelled out in recent months and service is consistent (no customer service required), Internet speeds are good and I am increasingly productive. What s more, people using alternative services are reporting a similar reality...why? Shockingly it s the competition that did it. LIME Fibre! LIME 4G! Let s look at who wins with competition from a very basic and understandable perspective. Everyone. Everyone wins. Can you imagine the world without the Olympic Games? Would Usain Bolt ever think to train to run as fast as he does without it? Would athletes take as many experimental and illegal drugs as they do to achieve new goals? That last point is valid by the way and not meant to just be unreasonably negative. Lots of elite athletes dope. Check out a documentary called Bigger Faster Stronger if you want a perspective on this reality. But I digress.my point is that we ve become faster. We ve become stronger and we ve become bigger based on who we measure ourselves against. As an instructor of a martial art, I can tell you that some of my most talented students, underperform based on who is lined up next to them in a class. Take a child with promise and place them amidst the more senior ranks however, and look at the difference it s instantaneous. A Twitter post that just popped up in my social media (yeah everything is so integrated now, it s just my social media not a specific app) allegedly from FLOW Curacao, states the following: CWC and Columbus agree to merge! Customers will have more choices with proposed merger. Well that sounds wonderful, but let s look at the history of business around the world and really think about the athletics analogy I just spent the time putting on paper. I received an article yesterday, written by Professor Avinash D. Persaud, Non-resident Senior Fellow, Peterson Institute for International Economics, and I would like to share a few simple quotes from the piece at this point. The deal will be a major blow to attempts to improve quality and access to telecommunication connectivity, a critical factor in the region s economic future. The enormous price that Cable & Wireless is paying USD$1.9bn for the Barbados-based FLOW, plus assuming USD$1.2bn in net debt from FLOW s balance sheet is a clear measure of the super-profits LIME expects to make from the region. If such a deal was merely proposed in the US or Europe, it would attract the attention of the competition authorities who would have placed a stay on the deal until they were sure it would not compromise quality and price or until they had received guarantees on both issues from the company. Now I was what some would consider an incredible Monopoly player in my day, and I all too well remember gloating over the board when I put my hotels up on Boardwalk and Park Place and drained the accounts of everyone around me. But this is real life. This is not a game.and we should recognise the difference in an economy that is already defined most accurately by the words doom and gloom. Easing of Saudi driving ban possible RIYADH The Saudi king s advisory council has recommended that the government lift its ban on female drivers but only for women over 30, who must be off the road by 8 p.m. and cannot wear makeup behind the wheel, a member of the council told the Press yesterday. The Shura Council s recommendations are not obligatory on the government. But simply making the recommendation was a startling shift after years of the kingdom staunchly rejecting any review of the ban. The driving ban, which is unique in the world, is imposed because the kingdom s ultraconservative Muslim clerics say licentiousness will spread if women drive. The council member said the Shura Council made the recommendations in a Telephone: News Fax: Address: news@barbadosadvocate.com Website: News Editor: Dorian Bryan Business Editor: Jewel Brathwaite Sports Editor: Corey Greaves secret, closed session held in the past month. Under the recommendations, only women over 30 would be allowed to drive and they would need permission from a male relative to do so.they would be allowed to drive from 7 a.m. to 8 p.m. on Saturday through Wednesday and noon to 8 p.m.on Thursday and Friday, the weekend in the kingdom. The conditions also require that a woman driver wear conservative dress and no make-up, the official said.within cities, they can drive without a male guardian in the car, but outside of cities, a male is required to be present. The council said a female traffic department will have to be created so that a woman officer would deal with female drivers if their cars broke down or faced assaults. 9 The Barbados Advocate Works Minister and ILP leader to mediate over lawsuit LEADER of Trinidad s Independent Liberal Party, Jack Warner, and Works Minister, Dr Surujrattan Rambachan, have agreed to enter into mediation talks in an attempt to settle a defamation lawsuit brought against Warner by Rambachan. Warner s attorney Keith Scotland made the suggestion when the matter came up in court this week. In response, Rambachan s attorney Kelvin Ramkissoon, told the court his client was not be opposed to the mediation talks. Rambachan took action against Warner accusing him of making malicious, reckless and irresponsible statements during a political meeting in Caroni on July 23 last year. ADOLESCENT pregnancy in the Caribbean could decline by 20 per cent between 2015 and 2019 if an initiative by the United Nations Population Fund (UNFPA) and the Caribbean Community (Caricom) succeeds. Last year, UNFPA and Caricom unveiled a strategic framework aimed at reducing the number of unwanted pregnancies in countries of the English and Dutch-speaking Caribbean. Dr Babatunde Osotimehin, executive director of the UNFPA, said it is estimated that approximately 20 per cent of women in the Caribbean have had at least one child by the age of 19, with some giving birth before the age of 15. Leader of Trinidad s Independent Liberal Party, Jack Warner Adolescent pregnancy is intertwined with issues of human rights. A pregnant girl who is pressured or forced to leave school, for example, is denied her right to an education. A girl who is forbidden from accessing contraception or even information about preventing a pregnancy is denied her right to health, Dr Osotimehin said in the document s preamble. But Osotimehin believes that once a girl enjoys the privilege of having a good education, high rates of pregnancy are likely to diminish. Conversely, a girl who is able to enjoy her right to education and stays in school is less likely to become pregnant than her counterpart who drops out or is forced out. The enjoyment of one right thus puts her in a better position to enjoy others. From a human rights perspective, a girl who becomes pregnant, regardless of the circumstances or reasons, is one whose rights are undermined, he said. The new framework is expected to guide Caribbean countries in their development of long-term plans to deal with adolescent pregnancies. According to the framework document, by 2019 all adolescent girls and boys, by at least age 10, should have access to age-appropriate comprehensive sexuality education. All governments should implement social protection mechanisms for the prevention of all forms of violence against adolescent girls and boys, especially GEORGETOWN, Guyana The Guyana government has given the green light to the final draft of the road map that outlines the process of transition from analog to digital television broadcast. Armed now with a roadmap and with the body that had been established to oversee the implementation of the roadmap, the Government is now assuming the responsibility of the transition of analog TV broadcast to digital, said head of the Presidential Secretariat, Dr. Roger Luncheon. Team leader Bidiawatie Nanden-Harpal (left) makes a point during a meeting with partners at the UNFPA's office. CARICOM, UNFPA framework aims to reduce adolescent pregnancy in region those impoverished. The governments in the English and Dutchspeaking Caribbean should adopt legal standards concerning ages of marriage, consent, prosecution of perpetrators of sexual violence and access to social protection and sexual and reproductive health services. By 2019 the governments in the English, French and Dutchspeaking Caribbean should be exchanging knowledge, information, and adopt good practices in addressing social determinants of adolescent pregnancies, the document outlined. But, for the reduction to be achieved, the framework outlines that governments must establish a country baseline for each of the indicators. Saturday November 8, Guyana Gov t gives green light to transition from analog to digital TV The government had approached the International Telecommunications Union (ITU) seeking sponsorship of a consultant to draft the said roadmap. The consultant, Dr. Andres Navarro has since held talks with various stakeholders including officials from the National Frequency Management Unit (NFMU). Cabinet also endorsed the recommendations of the committee that was established to review the work of the consultant. Guyana s transition process is set to commence in 2016 and will be completed in The timeframe is a matter of great importance, not only because of Guyana s need to join the worldwide technological revolution, but also because of similar transition processes that will be undertaken by neighbouring countries, Suriname, Brazil and Venezuela. The government will now be moving to hold stakeholder engagements to discuss the main issues of the Cabinet-approved roadmap such as the timeframe, technology, market procuring of digital television and the regulatory framework governing digital television broadcast. Digital terrestrial television offers many advantages such as better quality signal and affords tremendous benefits in terms of spectrum usage. When television broadcasters switch from analog platforms to digital only platforms, part of the electromagnetic spectrum that has been used for broadcasting will be freed up because digital television needs fewer spectrums than analog television. This worldwide transition releases valuable spectrum which can be used to provide mobile broadband services among others. The release spectrum is referred to as the digital dividend. The location and size of digital dividend vary among countries due to the factors including geographical position and penetration of satellite/cable services, according to an official government statement. It said the switchover for individual countries varies; in some countries it is being implemented in stages as in India and the United Kingdom, where each region has a separate date to switch off. In others, the whole country switches on one date, such as the Netherlands, which switched off all analog services in December 2006.

10 Saturday November 8, 2014 The Barbados Advocate Bermuda Gov t hands out funds seized from criminals to social groups HAMILTON, Bermuda The ruling One Bermuda Alliance (OBA) government has lived up to an election pledge and handed out more than US$200,000 in criminal proceeds seized by police to five social and sporting organisations. Today, we mark a milestone in the effort of so many people and organisations around the island who are committed to addressing the social consequences of gang violence and antisocial behaviour, Premier Michael Dunkley said as he handed out the cheques to the groups North Village Community Club, Pembroke Hamilton Club (PHC), Team Street Bermuda s Premier Michael Dunkley Safe, Focus Counselling and Family Centre under the Cash back for communities initiative. The government promised to support these efforts. It started with our election campaign pledge in 2012 to create a cash back for communities initiative where we could put the proceeds of crime seized by police back into communities, Dunkley said. He said there were many demands on the public purse and it is impossible for the government to meet every request for financial support. However, the people elected us to find solutions to the needs of the community. We promised a means by which to channel funds into areas affected by gang violence and harmed by crime. Today we make that promise a reality. North Village and PHC, two of the island s top football clubs, were presented with cheques for US$24,000 each, while Team Street Safe and Focus Counselling Services received US$33,000 each. Family Centre was handed a cheque for US$100,000 to help with its work in the community. Dominica Opposition party predicts 15-seat win in general election ROSEAU, Dominica Dominica s main opposition United Workers Party (UWP) is predicting a 15- seat victory in the December 8 general elections. UWP leader Lennox Linton has brushed aside a poll conducted by the Barbados-based Caribbean Development Research Services (CADRES) predicting a victory for the ruling Dominica Labour Party (DLP). In the last general election, the DLP won 18 out of the 21 seats. The remaining three seats were won by the UWP. But Linton told a news conference that his party had conducted its own opinion poll and was pleased with the result. We did our own internal poll for the purpose of giving us a scientific read on where we are. It was not our intention to go public with this, but in the face of all the hullabaloo about polls, questions raised at the last press conference we have stated publicly that we have done a poll and the poll shows that we are ahead, he said. The poll tells us clearly that we will win at least 15 seats in the upcoming general election, he said, noting that the two polls show that the Labour Party has lost significant ground on the order of 18 percentage points on its 2009 level of support as documented by its share of the popular vote in the election of The Labour Party s interpretation of that decline in popular support is that they will still win the election. We don t know where else it happens that you can lose as much as 18 per cent of your popular support and still be talking about winning a landslide victory as though there is nobody else in the race. It is illogical and makes absolutely no sense. Linton told reporters that the UWP would be victorious at the polls. We are winning this elections, there is no question about that you don t expect the Labour Party to tell you they are losing. At this moment we speak selectively about the results of those polls and to stress that it does concur with the numbers that the other polls from the Labour Party has publicised on the question of the loss of support for the Dominica Labour Party, he said. Jamaica has been given the green light to export bananas to Trinidad & Tobago. Jamaica to export bananas to UK and Trinidad and Tobago AGRICULTURE Minister Derrick Kellier has disclosed that Jamaica has been given the green light to export bananas to Trinidad & Tobago. Kellier says the clearance was granted last week after Jamaica obtained phyto-sanitary approval. And he says Jamaica plans to begin exporting bananas to the twin-island republic in the coming months. Kellier was delivering the keynote address at the launch of the Eat Jamaican Month Campaign on Wednesday, at the Jamaica Agricultural Society s downtown Kingston offices. Meanwhile, the agriculture minister has indicated that Jamaica is set to increase its export of bananas to the United Kingdom. He discloses that a contract has been signed with a UK entity for the supply of one container of bananas per week, which is expected to increase to 10 containers over time. The value of the contract has not been disclosed. In June, Jamaica resumed banana shipments to the UK after a six-year absence from that market, because of the devastating effects of several hurricanes on the sector and changes in the preferential agreement with Europe. 11 The Barbados Advocate Uruguay s President Mujica receives US$1 million offer for VW Beetle URUGUAY S president has revealed he was offered a million dollars for his blue 1987 Volkswagen Beetle. The car has become a symbol of Jose Mujica s austere lifestyle. Mr Mujica, the man once nicknamed the poorest president in the world, told a local publication that an Arab sheik had offered to pay US$1m ( 631,000) for the humble car. The offer followed the Mexican ambassador to Uruguay s suggestion that Mr Mujica auction the Beetle in Mexico, predicting he could get 10 fourwheel-drive trucks for it. Mr Mujica, who famously owns a threelegged dog, Manuela, said any money he received for PARAMARIBO Suriname will have a railway system within a year-and-a-half. At a presentation Thursday by the presidential Commission on Railway Construction, journalists were shown a 3D impression of a smoothly running train painted in the national flag that by mid-2016 will start carrying passengers from the Poelepantje area in Paramaribo southward to the village of Onverwacht in District Para. The train will run on the left side of the Indira Gandhi Road, a busy artery that leads to the Johan Adolf Pengel International Airport and is currently prone to clogging. Officials said the intention is to eventually take the railway all the way to the airport, and thereby relieve the current infrastructure. The ambitious 130 million-euro project will be carried out by Dutch railway systems contractor Strukton Systems. The contract features the construction of a 29-kilometre dual railway from Paramaribo to Onverwacht, the delivery of five diesel trains, the training of the necessary personnel and the construction of a Paramaribo Central Station at the car would be donated to a programme he supports providing housing for the homeless. The former leftist Tupamaro guerrilla leader said that if he bought trucks for it, they could go to Uruguay s public health office or his campaign workers. The South American country s citizens have been amused by the idea. One Montevideo resident said: It s like Hitler s car. I remember people were looking for it and wanted to give millions for it. Since this one has a history, its value goes up. Another admitted he was surprised by the figure: To tell the truth at first I thought it was funny. Because to offer so much Poelepantje and eight train stops and 16 flyovers on the route. At Onverwacht a maintenance depot will be built. The trains will have a capacity of 254 people each: 134 seated and 120 standing. The trains that should bridge the distance in 30 minutes will also be able to carry cargo. Eddy Jozefzoon who heads the commission said that a definite start date for the construction could not be given yet, but that money for a Beetle, but if they have it,they have millions. I do not think he needs it, but if he wants to sell it and the car is on sale, let him take advantage of it. He ll have the money. preparations are well underway. One big challenge, he said, was convincing owners of property along the route to make way for the rails. Jozefzoon said the project will mean employment for Surinamers. Some 54 people will be selected to be trained by Strukton to be conductors and machinists; 28 others will be trained for railway police. The railway system is supposed to complement the current public bus Mr Mujica became famous across the world when he assumed Uruguay s presidency in 2010 and declared that his entire wealth amounted to the 1987 Beetle. The ramshackle farm he transport system; Jozefzoon said private bus owners need not worry about losing business. Strukton manager Les van Seventer said his company which also carried out the feasibility study aimed to deliver a safe, dependable, fast and comfortable railway system for Suriname. We have extensive technical knowledge and experience in this field and we re happy to help, he said in a release. lives on was in his wife s name, he explained. Since then, in his official declarations of wealth, he has included the farm and his earnings of around US$11,000 ( 7,000) a month as president, of Trains used to run in Suriname, initially from Paramaribo through Districts Para and Brokopondo from the early 1900s. From the 60s the railway system was only operated from Onverwacht. The last train to chug up the rails to District Brokopondo did so in 1987, after which the carriages were left to rot away at the dilapidated station at Onverwacht. The station was finally demolished two years ago. 12 12 Saturday November 8, 2014 The Barbados Advocate Four arrested in Britain over alleged Islamist plot LONDON Police in London said Friday they had arrested four men in connection with an alleged Islamist plot, which media reports said was planned for British soil. The men, aged 19, 22, 25 and 27, were arrested overnight on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism", Scotland Yard said. A number of addresses and vehicles are being searched as part of the investigation, which is being carried out in cooperation with the domestic intelligence agency MI5. These arrests and searches are part of an ongoing investigation into Islamist-related terrorism, it said. Media reports said the men were accused of plotting an attack in Britain. There was no current indication of a link to Syria or the Islamic State group, the BBC added. AS a case centred on postelection violence in Kenya comes to a head at the International Criminal Court, the role Kenyan NGOs played in pushing for politicians including President Uhuru Kenyatta to be tried there is casting a chill over their future work. Only a handful of Kenya s registered NGOs pushed for a trial of those thought to be behind the 2008 election violence. But the actions of a few, combined with the sweeping tirades by Kenyatta supporters against this evil society, is increasing public support for putting limits on NGOs. Now, a bill has been introduced that would require all Kenyan NGOs receiving more than 15 percent of their budget from non-kenyan interests to register as foreign agents. It s a worrying development for many here and in the region. Kenya is often viewed as East Three suspects were detained at addresses in west London and High Wycombe, west of the capital. Armed officers Africa s most robust democracy, but with little public outcry against the government s efforts to put a squeeze on civil society, some fear that stature may be slipping. The message of the proposed law is clear, says Regina Opondo, co-chair of the Civil Society Organisation Reference Group, an umbrella consortium: All efforts are going to be used to limit this democratic space we ve worked so hard to secure. DRAWN THE LINES The amendments to the law governing NGOs in Kenya were first broached in But they were revived as Mr. Kenyatta appeared before the ICC in October, putting more pressure on NGOs. Yes, [civil society groups] were involved in the ICC cases and pushing for proper investigation into them, but the current [effort to limit them] isn t really about these cases, were present at two arrests but no shots were fired, police said. The eldest suspect was arrested in a car in west says Patrick Gathara, a prominent political commentator. It s more about stopping or restricting civil society, Mr. Gathara says. The cases... have made more stark the differences, drawn the lines. People have a side to take, between supporting the ICC trials or rallying against them, and blaming Kenyan NGOs.. In addition, growing insecurity has fuelled suspicion that some NGOs in the country, particularly those grounded in the Muslim community, are providing support to militant groups under the guise of social services. Accusations of harbouring and assisting terrorists resonate amid frequent attacks by Al Shabab from neighbouring Somalia. London, again by armed officers. All four remain in custody in police stations in central London, the statement said. Armed police officers hold guns as they stand in Downing Street, in central London A FOREIGN AGENDA? NGO accountability has been a tenet of the Kenyatta government since its inception, appearing in the Jubilee coalition s manifesto in 2013 and again in the president s Mashujaa (Heroes) Day speech on Oct. 20. To this day, there are those abroad that seek to advance their economic and geopolitical goals to our disadvantage. They fund and nurture various outfits whose actions and visions seem set to create cleavages between Kenyans, Kenyatta said in his speech. Our democratic space with its right to free speech and association gives them the opportunity to use ex- GABORONE, Botswana Hundreds of opposition supporters broke into ululations on Friday when a court in Botswana dismissed the president s effort to change the process of selecting the vice president. Opposition parties welcomed the court s decision to keep the vote for vice president by secret ballot, rather than by a public show of hands, calling it a victory for democracy. Last week President Ian Khama s lawyers asked the attorney general to request the courts to change parliament s voting procedures, a move opposition parties said would undermine parliament. In a rare show of unity, leaders of Botswana s two main opposition parties addressed the crowds gathered outside the high court in the capital Gaborone. She failed to defend aggerated, dishonest claims of victimhood to radicalize and recruit Kenyan youth. Their funding and activities must be uncovered at all times to put a stop to their campaign to kill innocent Kenyan civilians and the brave members of our security forces. Moses Kuria, the MP who sponsored the bill, the timing of which is uncertain, says it s merely an effort to ensure NGOs are properly spending donors money after years of misuse of funds. People who receive money to do things they re not supposed to do, they re the ones affected, Mr. Kuria says. He says most of the NGOs in Kenya will have to register as foreign agents if the bill succeeds. The registration if the bill passes should not have a practical impact on NGO operations, but the classification is damaging in the eyes of Kenyans who resent the sight of their president sitting in an international court. These organisations aren t foreign organisations. They are organisations led by Kenyans, staffed by Kenyans. Yes, they do get foreign funding, but that is not the equivalent of following a foreign agenda, Mr. Gathara says. NOT JUST A CHAL- the independence of parliament, said Duma Boko, of the Umbrella for Democratic Change, saying that attorney general Athalia Molokomme was unfit for office. In Botswana, elected members of parliament select the vice president, speaker and deputy speaker. The speaker of parliament, Margaret Nasha, who would have enacted the procedure in cabinet, welcomed the decision. Nasha said the president may have pursued the change to ensure his preferred candidate would have been voted in. There is fear that maybe, just maybe, the preferred candidates for speakership and vice president may not get the required votes, said Nasha. And the idea is to penalize and or intimidate those that do not toe the line by literally whipping them into submission. Backlash to ICC trial? How Kenyan bill could clamp down on foreign influences Botswana court rejects change of parliament vote LENGE FOR KENYA The freedom afforded to civil society in Kenya has waxed and waned. The 1980s and 1990s were bad years under the repressive government of President Daniel arap Moi, but in the early 2000s, with the election of President Mwai Kibaki, restrictions began to lift. Today, Kenya stands out among its neighbours for its tolerance of organisations that pressure the government or citizens who criticise it. When civil society representatives visit from countries like Tanzania and Uganda, they call what we do here crazy, says Ms. Opondo, referring to public criticism of the government, and the space for dissent. You don t think I m doing this for the whole region, she says, but neighbouring nations see Kenya as the hope for East Africa. These charges are worrying for them, too.

The Barbados Advocate Saturday November 8, Gorbachev urges good German-Russian relations BERLIN Former Soviet leader Mikhail S. Gorbachev says the collapse of the Berlin Wall demonstrates how important good relations between Germany and Russia are for the entire world. Gorbachev spoke to a crowd at the former site of Berlin s famous Checkpoint Charlie crossing point Friday, two days before the 25th anniversary of the Wall s fall. The elder statesman, REPUBLICAN National Committee Chairman Reince Priebus says he hopes Hillary Clinton is the Democratic Party s presidential candidate in 2016 but admits his party s operations will need to be about perfect to beat her. Republican gains in Tuesday s election in the Senate, House, and governor s races showed the acceptance of conservative Republican leadership across the board, Mr. Priebus argued. Bouyed by the results, Priebus told a Monitorhosted breakfast for reporters that he was leaning to do it again and run for a third term as party chair. He was first elected in 2011 and re-elected in Priebus also appeared to toughen his party s stance on comprehensive immigration reform. He called the president s who kept Soviet troops s t a t i o n e d i n E a s t Germany in their barracks the night of Nov. 9, 1989, said that as long as Russians and Germans understand each other, as long as our relationship is good, then everyone benefits. The chairman said Republicans will have to convene about whatever possible options we have to stop it, whether it be the courts, whether it will be legislation. After the 2012 election, Priebus commissioned a study on why the party failed to win the White House. The Growth and Opportunity Project called for the party to embrace and champion comprehensive immigration reform. But Priebus said the president s promise to act on his own has created a situation that I think may have not existed before and has galvanized the country in a place where I don t believe most people are interested in Former Soviet Leader, Mikhail Gorbachev, presses his hands in concrete attached to a piece of the Berlin wall during a reception at the Checkpoint Charlie in Berlin GOP party chairman: Obama executive amnesty is a nuclear threat comprehensive immigration reform unless they are convinced that the border is secure. Republicans hope to run against Clinton given what Priebus said was her lackluster performance helping candidates in I sure as heck hope we re running against Hillary Clinton, he said. What you just saw on Tuesday night is about as flat of a performance that you could have ever seen from the Democratic Party s brightest star. For example, both Bill and Hillary Clinton campaigned in their home state of Arkansas for Sen. Mark Pryor, who was defeated by Rep. Tom Cotton. A Clinton candidacy would also energise Republican voters. Priebus was candid about the challenges his party would face in 2016 taking the White House given the larger voter turnout in presidential elections. We ve got a long way to go to be ready for 2016, he said. We ve got to be about perfect as a national party to win a national cultural vote in this country. I think the Democrats can be good and win, but we have to be WASHINGT ON Congressional officials say they're expecting a more than $5 billion administration request to pay for munitions and other military requirements to combat Islamic State militants who have seized control of large swaths of Iraq and Syria. The $5.6 billion request was expected to be a top item on the agenda of Friday' s meeting between President Barack Obama and congressional leaders. Official details are expected to be delivered to Congress next week. The funding comes on great. To that end, Priebus said he plans to have a full blown field operation up and running by March 2015 in the key states of Florida, Ohio, and Virginia. For the election just past, the GOP made a two-year, $100 million investment in identifying and reaching out to potential Republican voters. In the coming presidential election, Priebus said the data effort would need to be three times bigger than we were in I think it is going to take a massive amount of money and a huge paid program in the battleground states starting immediately. 14 14 Saturday November 8, 2014 The Barbados Advocate Gaza bombs spark new row between Palestinian factions GAZA City (Palestinian Territories) A series of bombs in Gaza Friday targeting the Fatah movement of Palestinian president Mahmud Abbas triggered a bitter new spat with rivals Hamas in a blow to reconciliation efforts. At least 10 blasts hit the homes and cars of several Fatah officials, triggering a furious response from the party which placed the blame squarely on Hamas, the de facto rulers in Gaza. There were no immediate reports of casualties from the early morning bombs. Palestinian prime minister Rami Hamdallah, who had been due to visit Gaza on Saturday with new EU foreign affairs chief Federica Mogherini, promptly cancelled his trip. One of the explosions targeted a stage in western Gaza City set up for a ceremony marking the 10th anniversary on Tuesday of the death of veteran Palestinian leader Yasser Arafat, who founded Fatah. This year is the first time in years a public commemoration of Arafat s death is to be held in Gaza, which has been ruled by Hamas since 2007 when the movement ousted forces loyal to Fatah, sparking a bitter and sometimes bloody feud. For seven years, Gaza and the West Bank were ruled by separate administrations until the two factions inked a deal in April which led to the formation of a national unity government that took office in June. Based in the West Bank city of Ramallah, the unity government which is formed of technocrats has yet to fully take up its functions in Gaza where Hamas has remained the de facto authority. Hamas responsible Fatah condemns and deplores the explosions targeting the homes and property of its leaders and the stage, said a statement from the party. Bombing the stage is evidence that those behind the attacks are looking to derail the national unity agreement and the festival, it said, demanding that the unity government investigate who was behind the attacks. Hamas also condemned the violence, describing it as a heinous crime aimed at damaging (Gaza s) internal stability. Hamas strongly condemns this criminal incident in which some Fatah houses were targeted. Several top Fatah officials lashed out, placing full responsibility for the attacks on Hamas. The Fatah central committee condemns the crimes which took place this morning against its leaders and lays the responsibility for these crimes upon Hamas, senior Fatah official Nasser al-qidwa told reporters in Ramallah. Azzam al-ahmed, a top Fatah official who is responsible for all issues affecting the reconciliation efforts, said the fact that the Islamist movement had condemned the attacks does not absolve Hamas from bearing full responsibility. Traitors and collaborators According to Fayez Abu Eita, Fatah s Gaza-based spokesman, a threatening letter signed by the Islamic State movement was found outside each house that was targeted, BUENOS AIRES, Argentina A fire at a chemical factory in Argentina set off an explosion that injured more than 60 people, officials said Friday. The Thursday night blast left a huge crater and broke windows in homes more than 2.5 accusing the owners of being traitors and collaborators. But he dismissed the letters as ridiculous saying it was likely that the explosions were linked to the planned Arafat memorial, which he said would go ahead. We are not accusing anyone but we hold the Hamas security forces responsible as they control Gaza, he told press. Ahmed also agreed the attacks were likely linked to the anniversary, saying there had been warning signs. The most signficant (indication) was that of a group of Hamas military officials said they were going to torpedo planned commemorations of the death of President Yasser Arafat, he said. The council, which is appointed by the king, advises the government but its recommendations are not mandatory. The official, a member of the council, spoke on condition of anonymity because the recommendations had not been made public. The driving ban, unique in the world, is imposed because the kingdom s ultraconservative Muslim clerics say licentiousness will spread if women drive. 15 The Barbados Advocate Saturday November 8, Four killed in clashes and attacks across Egypt CAIRO At least four Egyptians were killed and eight wounded on Friday in separate incidents involving Islamist protesters and militants across the country, security and medical sources said. Violence has polarized Egyptians since the army overthrew elected Islamist President Mohamed Mursi last year following mass protests against his rule. Small hit-and-run demonstrations are the most Mursi s Muslim Brotherhood can muster after a fierce security crackdown in which hundreds have been killed and many thousands detained. One civilian was killed and two others wounded by gunfire in northeast Cairo during clashes between Islamist protesters and residents, a security official said. Further south in the province of Fayoum, a 17- year-old Islamist protester was killed during clashes with the police, medical and security sources said. Five others were wounded, including three policemen. Security sources said a soldier and a civilian were killed and one person was wounded when gunmen opened fire on an army checkpoint near the Suez Canal city of Ismailia. The Brotherhood maintains it is a peaceful movement and denies involvement in anti-state violence that the government says has killed more than 500 people, mostly police and soldiers, since Mursi s ouster. Attacks are often claimed by Islamist militants based mainly in the Sinai Peninsula, where the Egyptian army began clearing residents last week to create a buffer zone along the border with the Gaza Strip following attacks that killed 33 soldiers. UN says South Sudan impounds peacekeeping cargo South Sudan's President Salva Kiir. UNITED NATIONS The United Nations said on Friday that South Sudanese security personnel had impounded four trucks carrying armoured vehicles and equipment for peacekeepers in the capital Juba and assaulted the drivers, accusing them of transporting weapons to rebels. "As of this morning, the (U.N.) mission is still trying to obtain the release of all trucks and their cargo. It calls on the government to immediately release the trucks along with the consignment of vehicles and equipment," U.N. spokesman Stephane Dujarric told reporters in New York. The equipment was destined for Ethiopian peacekeepers, he said. Dujarric said South Sudanese troops had also stopped the U.N. peacekeeping mission, known as UNMISS, from visiting a site in Raga County in Western Bahr el-ghazal state that had allegedly been bombed by Sudanese troops this month. The troops also prevented the U.N. mission from visiting a local hospital where alleged bombing victims were being treated. 16 16 Saturday November 8, 2014 The Barbados Advocate Bats sabotage rivals senses with sound in food race A SPECIES of bat can interfere with the sound signals of competitors to steal their food. Bats were jammed the moment they were about to hone in on their insect prey, making them miss their target. The rival that emitted the call was then able to capture and eat the insect for itself. This is the first time scientists have witnessed this behaviour in one species the Mexican free-tailed bat a team reports in Science journal. When bats swoop in darkness to catch prey, they emit highpitched sound waves a process called echolocation which speeds up as they get closer to their target. This well-known skill is vital for them to hunt for food and to navigate their environment. This new research shows that others can effectively push them off their tracks midhunt. Lead author of the work, Aaron Corcoran from Wake Forest University in North Carolina, was initially studying moths when he heard these bat calls. One bat was trying to capture an insect using its echolocation.the second bat was making another sound that looked to me like it might be trying to jam or disrupt the echolocation of the other bat, said Dr Corcoran. Most of the time when another bat was making this jamming call, the bat trying to capture the moth would miss, he added. In order to study this initial observation further, Dr Corcoran had to illuminate the night sky with a spotlight. On it, he attached a camera with which to record bats capturing insects. He then reconstructed bats flight paths to determine their precise position as they emitted sounds. This was done by placing microphones at various locations to measure the time differences between the sounds. We can stitch together all of the sounds that each bat makes The Mexican free-tailed bat has been found to interfere with the sound signals of competitors to steal their food. and produce a map of their flight trajectories, explained Dr Corcoran. When these recorded sounds were manually played back to the bats as they were about to catch a moth, it sabotaged their hunt in the same way. Other recorded bat sounds had no impact. The finding was really unexpected, Dr Corcoran told the BBC. Nobody has seen anything like this in any other animals which echolocate. It s not necessarily surprising that they re competing with each other [for food] but the fact that they ve evolved this jamming signal is quite new. When a bat is just about to capture a moth we know they are susceptible to jamming at that point. When we look at it from an acoustics or physics point of view, the jamming sounds are produced at the right time and made at the right frequency that match the frequency the other bats are using. The researchers will now look to establish whether this skill is unique to this one species, the Mexican free-tailed bat. CARICOM prepared to walk out of Peru climate change talks KINGSTON The 15-member Caribbean Community (CARICOM) is making it clear that it is prepared to walk out of the world climate change talks in Peru next month if rich countries are not prepared to agree on a deal that will reduce the impacts of climate change on the region. The 20th Conference of Parties (COP) to the United Nation s Framework Convention on Climate Change (UN- FCCC) is expected to work towards a legally binding agreement to be signed in Paris in Countries are expected to agree on ways to reduce human-induced climate change and finance mitigation and adaptation for the worst affected countries, such as those in the Caribbean. There is much anticipation for the 2014 and 2015 talks, as a similar exercise in 2009 ended in failure. Jamaica-born climate negotiator, Clifford Mahlung, told the Caribbean Media Corporation (CMC) that while the Lima talks is the bridge to the agreement in 2015, CARICOM and other Small Island Developing States (SIDS) have already drawn a red line. We have as a redline with respect to our position that if the commitments with respect to reducing green house gases are not of a significant and meaningful amount, then we will not accept the agreement, he told CMC on the sidelines of Jamaica s national consultation ahead of global climate change talks. We will not accept a bad agreement, he said, explaining that a bad agreement is one that does not speak adequately to Sea level rise is a major concern for Caribbean islands. reducing green house gas emissions or the provision of financing for poorer countries. If there is no significant funding for that, then we are going to have serious problems with accepting that agreement, Mahlung said noting that rejection of the proposed agreement can happen in many ways. We don t have to be part of the consensus, but we can just walk away from the agreement. We think that if we walk away it will send a strong signal. he said. Non-governmental organisations walked out of the talks last year in a bit to force rich countries to keep their commitments to developing nations. Mahlung s position was supported by Jeffery Spooner, Jamaica s Focal Point to the UNFCC. It is not in our interest as Jamaica and Small Island Developing States to agree to a bad agreement that would possibly even submerge our islands, Spooner told CMC. He said that CARICOM s is taking more than a moral stance, adding, the science has shown that if we don t act and act decisively, then climate change impacts will become irreversible. SIDS are hoping to get developed countries to commit to keeping global temperature rise to 1.5 degrees Celsius above preindustrial levels, but are prepared to accept a two degrees Celsius rise at the maximum. This will mean that countries will have to agree to reduce greenhouse gas emissions. Mahlung said that the region is concerned that emission levels are now very close to the tipping point, where the impacts are going to be irreversible wherever you look at them at, and the ability to reduce emissions are going to be so expensive that it becomes a fruitless exercise. So if that is what the agreement will lead to, then it becomes extremely difficult, he said, noting however that the region is mindful of the consequences of leaving the negotiating table. We understand the ramifications of walking away, but we have been in the process since the start and to be thinking along this line now means that we seriously think that the new agreement has the ability to keep future temperature increases well below the two degrees Celsius, said Mahlung, who has been participating in the negotiations since But he also pointed out that the region has suffered as a result of climate change, noting the Christmas Eve trough system last year that left death and destruction in the Windward Islands.

The Barbados Advocate Saturday November 8, Samaritans pulls suicide watch app Twitter AN app made by the Samaritans that was supposed to detect when people on Twitter appeared to be suicidal has been pulled due to serious concerns. The charity s app was meant to use an algorithm to identify key words and phrases which indicated distress. But in practice, some said the app made those with mental health issues feel more vulnerable. The Samaritans apologised to anyone who has inadvertently been caused any distress. We have made the decision to suspend the application at this time for further consideration, said the charity s policy di- SILK ROAD 2.0 and 400 other sites believed to be selling illegal items including drugs and weapons have been shut down. The sites operated on the Tor network a part of the Internet unreachable via traditional search engines. The joint operation between 16 European countries and the US saw 17 arrests, including Blake Benthall who is said to be behind Silk Road 2.0. Experts believe the shutdown represents a breakthrough for fighting cybercrime. Six Britons were also arrested, including a 20- year-old man from Liverpool, a 19-year-old man from New Waltham, a 30 year-old-man from Cleethorpes and a man and woman, both aged 58, from Aberdovey, Wales. All were interviewed and bailed according to the National Crime Agency. Tor, as well as hosting legitimate sites, is home to thousands of illegal marketplaces, trading in drugs, child abuse images as well as sites for extremist groups. Silk Road 2.0 which launched in October last year is one of the most notorious and deals in the rector, Joe Ferns, in a statement. Our primary concern is for anyone who may be struggling to cope, including those with mental health conditions. We are very aware that the range of information and opinion, which is circulating about Samaritans Radar, has created concern and worry for some people and would like to apologise to anyone who has inadvertently been caused any distress. This was not our intention. Huge raid to shut down 400-plus dark net sites buying and selling of illegal drugs. It was resurrected after the original Silk Road site was shut down and its alleged owner arrested. Serious organised crime The operation also saw the seizure of Bitcoins worth approximately $1m ( 632,000). Today we have demonstrated that, together, we are able to efficiently remove vital criminal infrastructures that are supporting serious organised crime, said Troels Oerting, head of Europol s European cybercrime centre. And we are not just removing these services from the open Internet; this time we have also hit services on the dark net using Tor where, for a long time, criminals have considered themselves beyond reach, he added. The BBC understands that the raid represented both a technological breakthrough - with police using new techniques to track down the physical location of dark net servers - as well as seeing an unprecedented level of international co-operation among law enforcement agencies. The so-called deep web Stalkers and bullies Launched last month, the Samaritans Radar app analysed Twitter accounts for phrases like tired of being alone, hate myself, depressed, help me and need someone to talk to. Users who have signed up for the scheme will receive an alert if someone they followed tweeted such statements. While Samaritans Radar only monitored tweets that were publicly available, some found the level of analysis unsettling. A petition calling for Radar s closure read: While this could be used legitimately by a friend to offer help, it also gives stalkers and bullies and opportunity to increase their levels of abuse at a time when their targets are especially down. Just as bad, not everyone apparently wanting to the anonymous part of the Internet is estimated to be anything up to 500 times the size of the surface web. Within that experts refer to the dark net the part of the network which Tor operates on. There are approximately three million Tor users but the number of sites may be smaller. Prof Alan Woodward a security consultant from the University of Surrey who also advises Europol, said that the shutdown represents a new era in the fight against cybercrime. Tor has long been considered beyond the reach of law enforcement. This action proves that it is neither invisible nor untouchable, he said. But, he added, it did not mean copycat sites would not spring up, or that the police had thrown light on help may be able to do so effectively or has the person s best interests at heart. In other cases, the Radar app was mocked due to false positives. History of innovating Moreover, data protection experts had raised concerns over the monitoring process. Jon Baines, chairman of the National Association of Data Protection and Freedom of Information Officers, said he believed the app had been released without adequate assessment of its impact on people s privacy. Despite the suspension of the app, the Samaritans Mr Ferns defended the charity s track record Sites seized showed the following caption. the dark net. Explainer: What is Tor? Tor is a special part of the Internet that requires software, known as the Tor Browser bundle, to access it. The name is an acronym for The Onion Router just as there are many layers to the vegetable, there are many layers of encryption on the network. It was originally designed by the US Naval Research Laboratory, and continues to receive funding from the US State Department. It attempts to hide a person s location and identity by sending data across the Internet via a very circuitous route involving several nodes which, in this context, means using volunteers PCs and computer servers as connection points. Encryption applied at experimenting with new technology. Samaritans has a history of innovating to meet the challenges of providing a safe, relevant and effective service to all those we exist to support and we will continue to do this and learn from the work we do. We will use the time we have now to engage in further dialogue with a range of partners, including in the mental health sector and beyond in order to evaluate the feedback and get further input. We will also be testing a number of potential changes and adaptations to the app to make it as safe and effective as possible for both subscribers and their followers. each hop along this route makes it very hard to connect a person to any particular activity. To the website that ultimately receives the request, it appears as if the data traffic comes from the last computer in the chain known as an exit relay rather than the person responsible. Tor hides a user s identity by routing their traffic through a series of other computers As well as allowing users to visit normal websites anonymously, it can also be used to host hidden sites, which use the.onion suffix. Tor s users include the military, law enforcement officers and journalists - who use it as a way of communicating with whistleblowers as well as members of the public who wish to keep their browser activity secret. opening office in HK despite China ban SOCIAL media giant Twitter has said it will open an office in Hong Kong in the first quarter of The messaging service has been banned from operating in China since 2009 over fears that it could be used to organise protests against the government. However, Twitter said it wanted to tap into the next phase of its growth in the Asian region by expanding in Greater China. The office will house sales staff and joins the likes of Google and Facebook. Our upcoming Hong Kong office in the first quarter will enable us to pursue strategic opportunities in Greater China, such as China export advertising market, Hong Kong and Taiwan advertising markets, media partnerships, and our new Twitter Fabric integrated with MoPub for mobile developers, the company told the BBC yesterday. The opening would be Twitter s fifth office in the region, with operations already in Singapore, Tokyo, Seoul and Sydney. In August, Twitter said it was opening an office in Jakarta, with Indonesia being one of its biggest markets. With half of all internet, mobile and social media users worldwide in Asia today, we see many opportunities across the region, a company spokesperson said. News of the expansion comes as Twitter reported a disappointing 7% fall in timeline views per user a closely watched measure of engagement - despite 23% growth in its user base in the third quarter last month. The company also said its fourth-quarter revenue might fall short of market expectations of $448.8mn ( 283mn). New York-listed Twitter shares are down almost 36% this year.

The Barbados Advocate Saturday November 8, U2 s Bono defends under-fire music streaming services (L-R) Cast members Donald Sutherland, Liam Hemsworth, Jennifer Lawrence, Sam Claflin, Josh Hutcherson and Julianne Moore pose during a photocall for the film The Hunger Games : Mockingjay Part 1 at the 67th Cannes Film Festival in Cannes on May 17, The Hunger Games stage show to open in London in 2016 NEW YORK The blockbuster postapocalyptic action franchise The Hunger Games is hitting the stage and will open London in the summer of 2016 in a new purpose-built theatre next to Wembley Stadium, Lionsgate said yesterday. The studio behind The Hunger Games said it was teaming with Dutch media company Imagine Nation and US based Triangular Entertainment on the show, which will be produced by Tony Award winner Robin de Levita and others. Their creative genius, combined with worldclass production values and state-of-the-art technology, will provide a uniquely immersive experience for fans around the world, Lionsgate Chief Marketing Officer Tim Palen said in a statement. The latest instalment in the series, The Hunger Games: Mockingjay Part 1, stars Oscar winner Jennifer Lawrence, Josh Hutcherson, Liam Rolling Stones cancel Australian concert, Jagger sick Hemsworth and Woody Harrelson. It will be released worldwide on November 21. The previous two Hunger Games films grossed more than $1.5 billion in worldwide box office receipts. The books by Suzanne Collins, on which the films are based, have sold more than 80 million copies around the world. DUBLIN Irish rocker Bono has defended Spotify from criticism it pays too little to people who create music, saying digital music streaming services are opening up new ways for musicians to reach their public. I see streaming services as quite exciting ways to get to people. In the end, that s what we want for U2 songs, the U2 lead singer said on Thursday at a Web Summit conference. His comments came the same week that US singer Taylor Swift pulled her entire catalogue from the popular streaming site Spotify as she released her new album 1989 that immediately soared to the top of the US charts. Swift s label Big Machine has declined to comment on why it had asked for Swift s albums to be removed from Spotify, a free service that also offers subscription fees to users who want to eliminate advertising. But in an op-ed piece for the Wall Street Journal in July, Swift wrote that music was valuable and it s my opinion that music should not be free. Bono, while not referring directly to Swift, defended Spotify, which he said pays out 70 per cent of its revenues to record labels. The real enemy is not between digital downloads or streaming. The real enemy, the real fight is between opacity and transparency. The music business has historically involved itself in quite considerable deceit, Bono said. But if we change that bit, and people can actually see how many times they re being played, where they re being played, get access to information on the people who are listening to them, get paid direct debit... I think those payments will add up to something, as the world gets more transparent. He also defended U2 s decision to give away its latest album, Songs of Innocence, as a free download on itunes. The move backfired when many itunes users complained that the album was consuming memory space or thought they may have been charged for it. We got a lot of people who were uninterested in U2 to be mad with U2. And I would call that an improvement in the relationship, Bono said. SYDNEY Rock legends The Rolling Stones have cancelled a November 8 Australian concert after lead singer Mick Jagger was diagnosed with a throat infection, promoters said. Tour promoter Frontier issued a statement on their website saying the 71-year-old Jagger was under a doctor s strict order to rest his vocal chords for the next few days to recuperate for the remainder of the tour. The Stones are incredibly disappointed to cancel the Hanging Rock gig & to disappoint their fans, the Rolling Stones tweeted on Thursday. Earlier this year the band was forced to cancel their Australian tour following the death of Jagger s girlfriend L Wren Scott when she was found dead in a New York apartment. The rescheduled The Rolling Stones-14 on Fire tour started in South Australia on Oct. 25, the cancelled concert was to be the fifth of nine concerts in Australia and New Zealand. The concert was due to be performed on Saturday at Hanging Rock, 80 kms (50 miles) north of Melbourne in the state of Victoria. Ticket holders have been offered a refund. Hanging Rock was the bush site of an Australian mystery in which a group of female students vanished in A novel about their disappearance called Picnic at Hanging Rock was later made into a critically acclaimed movie by director Peter Weir. The next Stones concert is scheduled for Sydney on November 12. The Rolling Stones are on tour in Australia.

22 Saturday November 8, 2014 The Barbados Advocate Confusion reigns over Ramdin s T&T captaincy DESPITE reassurances offered by Trinidad & Tobago Cricket Board that he has not been sacked, Denesh Ramdin has reiterated that he was told he would be replaced as T&T captain. He insisted that he was being punished for supporting the move by West Indies players to abandon the India tour last month. Ramdin said that the TTCB move was a breach of the agreement reached last week between the players, WICB and West Indies Players Association, where it was decided to set up a three-member task force to negotiate a deal between the three groups. Ramdin, the West Indies Test captain, said in a public statement issued on Thursday that things had been made unnecessarily difficult and uncertain for him since his return from India. I feel compelled to state that on my return from India I was restricted from attendance at a practice session with the Trinidad and Tobago team on Thursday, October 30, 2014, Ramdin said. Although I felt hurt and embarrassed, I knew that I should remain committed to my responsibilities. Ramdin s latest response is a direct contradiction to TTCB president Azim Bassarath confirmation to ESPNcricinfo on Wednesday that Ramdin remained the T&T captain. Bassarath also said that a decision over whether to replace him as captain for the regional competitions, one of the recommendations made by the selectors, would be taken at the board s meeting this weekend. On Monday Ramdin met with Bassarath and executives of TTCB including Suraj Ragoonath (CEO),Arjoon Ramlal (secretary), Sukesh Maniam (treasurer), Patrick Rampersad (third vice-president) and Gus Logie (T&T coach). The meeting took place at the National Cricket Centre in Balmain, Couva in Trinidad where Ramdin said he was told Rayad Emrit would be his successor. On Monday, November 3, 2014, I attended a meeting with the Trinidad and Tobago Cricket Board. At that meeting, I was told that since I did not demonstrate proper leadership in Now Denesh Ramdin is sparring with the Trinidad & Tobago Cricket Board. relation to the tour in India, I would be relieved of the captaincy and would be replaced by Rayad Emrit. I understood this to be a punishment contrary to the undertaking given by the WICB at the meeting on Friday, October 31, I am also advised that this action is a breach of my rights having regard to the fact that the Task Force appointed by the WICB has not made any findings and has made no findings of misconduct against me, Ramdin said. Both Bassarath and Rampersad had explained that since Ramdin was likely to be busy playing for West Indies in various international series between October and the World Cup which ends in March, the selectors had recommended that a new captain be appointed. Both men insisted a final decision on Ramdin s future as T&T captain would be taken at the TTCB executive meeting this weekend, though a media release on the board s website indicated otherwise. Titled Heavy WI schedule rules Ramdin out, the release said: The unavailability of Denesh Ramdin for selection for nearly all of the regional cricket season was the deciding factor in the decision to appoint a new national team captain. And Ramdin, the West Indies Test team captain who was among the players who recently pulled out of a tour of India, was told this at a meeting on Monday with officials of the T&T Cricket Board. Ramdin pointed out that on October 31 he along with fellow Trinidadian and West Indies ODI captain Dwayne Bravo along with their legal counsel attended a meeting with WICB president Dave Cameron, and Emmanuel Nanthan (vicepresident) and one of the WCIB directors Baldath Mahabir, who also sits on the TTCB executive board. WIPA president Wavell Hinds participated in that meeting via Skype. Also present were the Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines and Keith Mitchell, Prime Minister of Grenada. At that meeting, the WICB gave an undertaking that the WICB would not in its selection policy victimise nor discriminate against any player who had gone on the tour to India, Ramdin said. I have been advised that it is improper for me to speak on the issue of the recent tour to India and that I must defer to the authority and deliberations of the Task Force appointed by the WICB to inquire into that tour. However, I wish to state that the circumstances that I have endured since my return to the Caribbean have been made unnecessarily difficult and uncertain, Ramdin said. In a release issued on Tuesday the WICB listed what it called updates from the various meetings between the board of directors on October 30 and November 4. It stated that Michael Gordon QC would be chairman of the task force along with former West Indies fast bowler Wes Hall and Dennis Lalor. The WICB directors also decided after a conference call today to finalise the date next week to pick the squads for the South Africa tour, which starts in December. Taylor shines but Windies concede series MELBOURNE, Australia A superb, attacking half-century by Player-of-the- Match Stafanie Taylor was not enough as West Indies Women went under by fourwickets to Australia Women in the third Twenty20 International, to extend their losing skid yesterday. Taylor s top score of 78 was the foundation of the Caribbean side s 149 for six off their 20 overs but the hosts rallied around captain Meg Lanning s 51 and a late innings, unbeaten cameo 25 off 12 balls from Alyssa Healy, to get home with a ball remaining in the contest at the Melbourne Cricket Ground. The result the third straight loss for the Windies Women handed Australia the series with one game still left to be played on SundayOpting to bat first, West Indies Women were propelled by two key partnerships which were both anchored by Taylor. After losing 16-yearold opener Hayley Matthews cheaply for eight with the score on 14 in the third over, the right-handed Jamaican took charge of the innings. She put on 41 for the second wicket with Deandra Dottin whose lean run continued with 19 off 18 balls, before adding a further 56 for the third wicket with Shanel Daley who scored 15. Taylor, the Windies Women s leading scorer in the series, faced a mere 58 balls and counted 11 fours and a six before falling to the first ball of the penultimate over. Shemaine Campbelle then gave the Windies a flourish at the end, cracking two sixes and a four in a brisk 24 which required a mere 13 balls. Pace bowler Rene Farrell (2-31) and fellow seamer Sarah Coyte (2-32) grabbed two wickets apiece. West Indies Women then claimed the early wicket of dangerous opener Jess Jonassen for just six at 26 for in the fourth over but were then frustrated by two successive partnerships underpinned by Lanning s knock. The Aussie skipper posted 38 for the second wicket with opener Elyse Villani who gathered 28 from 27 balls and then put on a further 40 for the third wicket with Alex Blackwell, who played a supporting role with 19 off 26 deliveries. Lanning fell in the 14th over at 104 for three after facing 35 balls and counting eight fours. Off-spinner Anisa Mohammed, who finished with two for 27, then struck twice in successive overs to remove Jess Cameron without scoring and Elyse Perry for four, as Australia lost four wickets for 16 runs to plunge to 120 for six. However, the Windies hopes of snatching victory were then dashed by Healy s counter-attacking exploits. The right-hander lashed two fours and a six the latter coming in the 18th over sent down by leg-spinner Shaquana Quintyne which cost 16 runs. With five required from the last over, Healy showed a calm head to see the Aussies over the line. Summary Scores West Indies Women: 149/6 (20 Overs). Stafanie Taylor 78, Shemaine Campbelle 24, Deandra Dottin 19, Shanel Daley 15; Rene Farrell , Sarah Coyte , Kristen Beams , Ellyse Perry Australia Women: 150/6 (19.5 Overs). 24 24 Saturday November 8, 2014 The Barbados Advocate South America to feel fallout from FIFA third party owner ban MONTEVIDEO FIFA moves to ban Third Party Ownership in football will badly hit clubs in Brazil and Argentina, the major traders in global talent such as Neymar and Colombian star Radamel Falcao, experts say. About 90 percent of players in Brazil s top division are linked to Third Party Ownership (TPO) arrangements where rights to a player are controlled by investment funds and other opaque companies that buy up rising stars, according to a KPMG consultancy study. Brazil accounted for more than international transfers between Madrid winger Gareth Bale Real Madrid Bale to start REAL Madrid winger Gareth Bale will return to the starting line-up when the La Liga leaders take on Rayo Vallecano on Saturday. Real Madrid won all five games while Bale was sidelined by a muscle injury. The Welshman, 24, came off the bench during Real's 1-0 Champions League victory over Liverpool on Tuesday. "Bale did well and was fine," said boss Carlo Ancelotti. "I thought it was too soon for him to start. Saturday he will play the game." Real have now won 12 matches in succession, three below the club record run achieved in and In Bale's absence, Isco has been in impressive form, raising questions over whether the former Tottenham winger would regain his place. But Bale's impressive cameo against Liverpool appears to have tipped the balance. On Thursday, Bale was also recalled to the Wales squad for the Euro 2016 qualifier against Belgium on 16 November. Real are one point clear of Valencia and defending champions Atletico Madrid, with Barcelona and Sevilla a further point behind. Rayo Vallecano have lost three of their last four matches and have not beaten Real since and July this year, making it the world football commodities leader. Argentina was second with more than 2,600 players moving across borders. But the two countries have some of the world s most indebted clubs, which is why they are most prone to TPO. Brazilian and Argentinian clubs have told FIFA they could not survive without Third Party cash. There has never been so much money in Brazilian football, but the clubs are very indebted, said Eduardo Carlezzo, a Sao Paulo lawyer specialising in sport. This economic situation means the clubs need investors to recruit. When Neymar moved from Brazilian club Santos to Barcelona in 2013, or Falcao went from River Plate in Argentina to FC Porto in 2009, the European clubs had to haggle with clubs and investors. Many outside investors treat players under a slave regime because they say that as they have the player s economic rights they can decide his future, said Carlos Soto, president of the Chilean professional footballers union. Football vultures Jackson Ibarguen was a former under-20 player for Colombia when he was ordered to play in Bosnia from 2008 to Ibarguen said he was not paid a full wage and was stopped from moving away by his TPO owner. MANCHESTER City manager Manuel Pellegrini says the prospect of selling Yaya Toure has never crossed his mind. Reports emerged that Toure may be let go by City in January after he was sent off in their 2-1 Champions League defeat by CSKA Moscow on Wednesday. MANCHESTER United manager Louis van Gaal says it could take three years for the club to reach their full potential. After losing 1-0 to Manchester City, United have taken just 13 points from their opening 10 games, their worst start to a league campaign since It s not good enough, Van Gaal, 63, said. But on the other hand, we are in a process, as I have said from the beginning. The process shall take more than one year; it shall take three years. I feel for the fans in the first place and the board because they have a great belief in me, my staff and my players, he added. United broke the British transfer record when they signed Angel But Pellegrini said, Yaya is a very important player. In the second half he made a mistake, which saw him sent off. But I am not, and I am sure nobody else in this club is talking about selling Yaya Toure. Toure received a straight red card for pushing CSKA s Roman Eremenko in midweek, Di Maria for 59.7m in the summer, but they have won only three Premier League games so far. They lost to newly promoted Leicester in September and drew 0-0 with bottom of the table Burnley. They also suffered a shock 4-0 defeat by MK Dons in the Capital One Cup in August. But Van Gaal s side have struggled with injuries, with defender Marcus Rojo now ruled out for about six weeks after dislocating his shoulder on Sunday. We don t need to operate on him, which is a relief, the former Netherlands coach said. Always with these injuries, I cannot change that. FIFA s executive committee voted in September to ban TPO deals though world body president Sepp Blatter said there would be a transitional period before it is eliminated. The transition will last up to four years, according to FIFA officials, and a working party will recommend the steps to be taken by December. FIFA said this week that a final solution should be announced at the world body s congress in May. FIFA has had to act under pressure from Europe s governing body, UEFA, which had indicated that TPO players could be banned from the Champions League. The English, French and Polish leagues have already banned such deals. Third party ownership threatens the integrity of our competitions, according to UEFA president Michel Platini. It damages football s image, poses a long-term threat to clubs finances, and even raises questions about human dignity, he added. FIFA s announcement aims to eliminate the vultures from around football, said Paraguayan expert Alberto Candia, who has been involved in international transfers. But Carlezzo said that in the short term the impact will be strong and negative for Brazilian clubs. But in the medium term they will get back 100 percent ownership of rights to players. The ban will force a major reform of ownership in Argentina, where investigators are looking into possible tax evasion in the past transfers of 444 players, including Sergio Pellegrini not selling Toure meaning he will miss City s crucial Champions League game with Bayern Munich. The 31-year-old was part of an Ivory Coast side that disappointingly lost two out of their three World Cup games. He was given the news of his brother Ibrahim s death only hours after the team lost their second World Kun Agüero, now at Manchester City, and Javier Mascherano, who is currently with Barcelona. While Argentinian clubs will no longer be able to buy a player with investment groups, the TPO agents will still be able to contribute without being a legal owner, said Roberto Tesone, a player representative and former director at Argentinos Juniors, the club that produced Diego Maradona and Fernando Redondo. The international players union, FIFPro, is demanding that FIFA make sure clubs and financiers do not divert the new regulations. We know the ban is in the overall economic interests of football, said FIFPro secretary general Theo van Seggelen, whose group is on the FIFA working party. Cup match 2-1 to Colombia. But Toure still made the Fifa shortlist for the 2014 Ballon D Or prize in October. Of course there must be a lot of reports telling us Yaya will be sold, Pellegrini added. Maybe all those news come from other teams who want to see our team in the weakest form. Three years to rebuild Man Utd Louis van Gaal

The Barbados Advocate Saturday November 8, Djokovic eyeing third consecutive title at Finals LONDON Becoming a father has not affected Novak Djokovic s drive and motivation. The top-ranked Serb won his 20th Masters title in Paris last week in his first tournament since the birth of his baby boy, Stefan. Childcare duties have not lessened his desire to finish the year as the world s topranked player for the third time. Djokovic is also trying to become the first player to win three straight ATP Finals since Ivan Lendl in when the action starts on Sunday in London. Of course certain things change, psychologically, but when you are playing for someone, someone who is your son, of course it s an extra motivation, Djokovic said. My wife and I had the blessing of becoming parents recently and this is the most beautiful thing you can experience. The first tournament after that happened was in Paris, and I won without dropping a set. We should be making more kids I guess. Unbeaten in 27 matches on indoor courts, Djokovic took a big step toward finishing the year at the top by extending his lead over Roger Federer to points in Paris. A potential points are on offer in London and Federer, who will also have the opportunity to earn some extra points in Switzerland s Davis Cup final against France later this month, still has an outside chance of pipping the Serb. But the Djokovic has been playing superbly recently and has every reason to believe he will withstand Federer s late charge. Obviously, there are some matches I wish I played better this year, the Wimbledon champion said. But now I m in a good ANDY Murray hopes the crowd will get behind him when he returns to action in the UK at the ATP World Tour Finals. The Briton will begin his campaign against Japan s Kei Nishikori at London s O2 Arena on Sunday. It will be Murray s first match in the UK since he backed Scottish independence in September. The crowd has always given me very good support when I ve played here and at Wimbledon and Queen s throughout my Novak Djokovic of Serbia, holds the trophy after he defeated Milos Raonic of Canada. whole career, he said. He added: So I hope this week that s the same but if not, I ll do my job, I ll give my best effort regardless and hopefully win back some fans this week. Murray, 27, won three titles in a six-week stretch of tournaments as he battled to qualify for the season-ending championships and climbed back to sixth in the rankings. Winning matches is how you play yourself into form and that s what I needed to do at this time of year, said the Scot. position fighting for No. 1. I won this tournament two years in a row, I believe I can do well again this year. Djokovic said he will make some adjustments to his schedule next season to juggle his professional calendar with his new family obligations. Starting next year, we are going to think about it and see what s best for the baby, this is the priority number one, he said. Of course a father wants to participate in his baby s life and hopefully I can do it. Djokovic said he received advice from Federer on how to cope with his new life as a father while staying competitive. I m still far from him, he has four kids, and it s pretty amazing to still play at such a high level, Djokovic said. Without his family in the British capital, the 27-year-old Djokovic will have his mind totally on tennis. He has been placed in Group A at the eightman tournament with Australian Open champion Stan Wawrinka, U.S. Open winner Marin Cilic and Tomas Berdych. While Djokovic has a combined career record of 41-5 against his group, Federer is in Group B along with Andy Murray, Kei Nishikori and Milos Raonic - who ended the Swiss player s run in the quarterfinals at the Paris Masters. Federer, who is hoping to clinch the year-end top spot for a record-equaling sixth time, took a break after his loss in Paris. Having been hampered by back problems that ruined his 2013 season, the 17-time Grand Slam title winner rediscovered his form this year, coming close to winning Wimbledon and claiming five titles. I work hard to get as fit as possible, said the 33-year-old Swiss when asked about his longevity. And then, understanding the body, listening to it. Understanding when it is closed to be injured and when it is fine to be played for days and weeks on it. And I also try to keep the right balance to keep the mind hungry for play. Murray aims to win back some fans at World Tour Finals This week in practice I ve been OK. The practices have been hard - you re practising with the best players in the world so that s always tough, but it s good. Murray will vie with Nishikori, Roger Federer and Milos Raonic for one of the twosemi-final places from Group B. The match against Federer will give him another chance to claim a first victory of the year over one of the top three - Novak Djokovic, Federer or Rafael Nadal. Federer, Murray, Bryan brothers win ATP awards LONDON Roger Federer, Andy Murray and the Bryan brothers are among the winners of the ATP World Tour Awards. Federer was selected by his peers as winner of the Stefan Edberg sportsmanship award for a 10th time. Murray receives the Arthur Ashe humanitarian award for his involvement in fundraising exhibitions and campaigns. Bob and Mike Bryan take the doubles award for a sixth straight year. Also, 17-year-old Borna Coric of Croatia gets the Star of Tomorrow award as the youngest player ranked in the top 100, Roberto Bautista Agut of Spain was selected the most improved player, and David Goffin of Belgium the comeback player of the year. The battle for the year-end No. 1 ranking will be decided between Federer and Novak Djokovic at the ATP World Tour Finals starting on Sunday in London. Graeme McDowell extends advantage in Shanghai Graeme McDowell GRAEME McDowell shot a second consecutive round of 67 for a three-shot lead at the halfway stage of the WGC-HSBC Champions event in Shanghai. The 35-year-old Northern Irishman picked up two early birdies to seize control and then had two more birdies on the back nine for a 10-under total. England s Ian Poulter is his nearest challenger after birdies at four of his last five holes. Bubba Watson is another shot back after twice chipping in from off the green. McDowell led by two shots after Thursday s opening round and extended his advantage with birdies at the second and third for the second day in a row. He also managed a birdie at the eighth where he had one of his two bogeys on Thursday. It wasn t my best ball-striking round but I hung in there and I m right where I want to be going into the weekend, he said. The putter was fairly hot today but I didn t play as well as I did yesterday; I missed a lot more fairways, which is a big key on this golf course. You must find fairways to have a chance out there. I got lucky a couple of times and I made some good saves. Meanwhile, Patrick Reed has apologised after using foul and homophobic language on the opening day of the event. The 24-year-old Ryder Cup player was heard on TV swearing at himself after missing a putt on the first hole. At the level I m playing nowadays you can t have outbursts and unfortunately I did and it happened to be on camera, he said after his second round. I made a stupid error and I am sorry for the words I said. It never should have happened. All I can do is just learn from it and move on. I m young and growing up, I had temper issues, on and off the golf course. I live and die through every shot. I love the game so much, and I expect perfection, but no one is ever going to be perfect in this game. It s just one of those things that I have to learn how to deal with. It got the best of me this week.

26 Saturday November 8, 2014 The Barbados Advocate Aldridge has 20 in Blazers win over Mavs PORTLAND, Ore. First, the Trail Blazers held LeBron James to just 11 points. Two nights later they held Dirk Nowitzki to 17. And just like that, Portland is pointing to an improved defense for two key wins. The latest was on Thursday night when Portland overwhelmed the Dallas Mavericks with a third quarter en route to a victory. LaMarcus Aldridge had 20 points before sitting down for the entire fourth. Damian Lillard finished with 18 points, including 10 over a stretch of just under six minutes in the fourth before he also took a seat. Portland trailed at the half before a decisive 18-4 run in the third quarter. I think the best part about it was that we won on both ends of the floor, Lillard said. We defended really well in the first half, we just couldn t really get ourselves going like we would have liked to offensively. The second half, we put both ends together and that s why we were able to pull away. Dallas went into the game averaging nearly 112 points in their first four games of the season. Nowitzki was averaging nearly 21. But Nowitzki said it was the Mavericks defense that failed them against the Blazers. We couldn t get the stops we needed as the game turned into a walkup-the-court game and that s not us, he said. We ve got to get stops to get the ball moving. The game was delayed several minutes midway through the fourth quarter when a fan collapsed. The woman was rushed across the court by stretcher as a paramedic performed CPR. She was taken by ambulance to a local hospital, but there was no immediate information about her condition. Nicolas Batum had eight points, nine rebounds and nine assists, but he too rested in the fourth quarter after the Dwight Howard #12 of the Hosuton Rockets goes up for a shot against the San Antonio Spurs Blazers had built a sizable lead. Batum has four career triple-doubles. The Trail Blazers were coming off a confidenceboosting victory over the visiting Cleveland Cavaliers that snapped a brief two-game losing streak. Lillard broke out of a seasonopening funk with 27 points, and Portland held James to just 11 points, his lowest total in 115 games. Asked if he thought the team s defense was better this season, Blazers guard Welsey Matthews said: I think it is. And I think it has to be. The Mavericks lost their season opener at San Antonio but went on to win their next three, including a victory over Boston on Monday. We ve been doing a lot of good things but our defense has been inconsistent, Mavs coach Rick Carlisle said. We have to make a stand there. I have to look closely at what we re doing and make sure we re doing the right things and have the right HOUSTON Heading into a game with the San Antonio Spurs, Houston Rockets coach Kevin McHale had his eye on a few matchups. A specific one that caught his eye was getting Dwight Howard in the post. The plan worked. With San Antonio missing big bodies Tim Duncan, who was rested along with fellow veteran Manu Ginobili, and Tiago Splitter (right calf tightness), Howard dominated the interior from the opening tip, scoring 32 points and grabbing 16 rebounds in leading Houston to a victory. We looked at some stuff (on tape) and we got him in the post, McHale said. I thought (Howard) rolled hard and got some late at the rim.he was really devastating on those high passes. It s important that he gets in a rhythm and plays. It doesn t matter who is out there playing for them, he s got to play well for us. The win runs Houston s record to a league best 6-0 while dropping San Antonio s mark to 2-2. guys in at the right times. We don t have a lot of time to sit around and mope. It is the first of back-toback road games for the Mavericks, who visit the Utah Jazz on Friday night. The Mavericks doubleteamed Aldridge from the start, but he led all scorers with 10 points in the first quarter. The Blazers pulled ahead with 10:10 left in the first half on consecutive 3-pointers from CJ McCollum off the bench. Monta Ellis layup gave Dallas a lead. Nowitzki hit a 19-footjumper from out front, then added a 3-pointer over Aldridge, and the Mavericks took a lead. Nowitzki had 12 points in the second quarter and Dallas was up at the half. Robin Lopez s dunk pulled the Blazers within 52-51, and they took the lead on Aldridge s fadeaway jumper. Wesley Matthews pumped both fists and yelled after his 3-pointer made it But Chandler Parsons, With no Duncan or Splitter inside Houston had a decided advantage down low and exploited it from the beginning, feeding Howard at every turn. Whether on the pick-androll, at the elbow, or on alley-oop passes, Howard was the target and had a double-double - 20 points and 12 rebounds - by halftime as he exploited a vulnerable Spurs interior defense where Matt Bonner, Jeff Ayers, and Aron Baynes struggled to keep up. We are a sum-of-theparts team, Popovich said. We have to have all our parts to be at our best. We can t rely on one player.we have to do it as a group. If we have injuries, we need our full bench to continue to play at our best. When Howard was not scoring inside, James Harden filled the stat sheet, adding 20 points, six rebounds and six assists for the Rockets. While he had his share of points, Harden was clear after the game about the advantage of having a force inside. It s tough with the best big man in the league LaMarcus Aldridge #12 of the Portland Trail Blazers takes a shot who had scored just two points in the first half, hit consecutive baskets and narrowed it to Chris Kaman s put-back rolling down the paint, Harden said of Howard. He s a lob target, and you have shooters around him. It s tough to guard it. As the Spurs struggled to keep Howard from gutting them in the middle, they had little consistency when they had the ball. They started the game sluggish, going scoreless in the first six minutes. While San Antonio rebounded and pulled to within at the end of the first quarter, that was as close as the Spurs would get. The tough night finished with the defending NBA champs, who trailed by as many as 31,shooting just 34.4 percent from the field. It was a bad night tonight and I couldn t hit a shot, Tony Parker, who finished with just six points, said. Defensively, we did OK, but we never got into an offensive rhythm. Cory Joseph led the Spurs with 18 points off the bench and Baynes had 12 points and 11 rebounds. Tip-ins Spurs: Marco Belinelli was an injury scratch due to a strained right groin layup gave the Blazers an lead in the fourth quarter as the rout was on. Kaman scored 12 off the bench. Rockets stop Spurs as Howard nets 32 and was replaced by Bonner.. San Antonio started 0-for-15 on 3-pointers, making their first with 7:02 to go in the third quarter, and finished 2 for 20 from beyond the arc. Rockets: Terrence Jones missed his second straight game with a leg contusion.. Patrick Beverley missed the game due to a strained hamstring and was replaced by Isaiah Canaan, who scored 12 points along with Jason Terry s 16 points.. Houston has now won six games over the Spurs dating to last season. Winning big Houston has won each of its first six games by 10 points or more. According to Elias Sports Bureau, the Rockets are the first team to accomplish the feat since the Denver Nuggets. Defending the arc Houston came into the game holding opponents to 29.1 percent from beyond the arc. That number will improve after holding the Spurs to 2-for-20 shooting from 3-point range.

The team went into administration last month and had hoped to return for the final race of the season after missing the US and Brazilian Grands Prix. DOVER, Del. NASCAR driver Kurt Busch has been accused of domestic assault by his ex-girlfriend, and police in Delaware said yesterday they are investigating. The Dover Police Department said in a statement that the allegations were brought to the department Wednesday. Busch s exgirlfriend, Patricia Driscoll, said the allegations involved an incident inside his motorhome at a race at Dover International Speedway in September, but did not go into more detail. The couple broke up about a week before. NASCAR said it was aware of the situation and gathering information. Busch has not been charged. If he is, his case would play out after a series of high-profile cases involving prominent athletes ignited a national debate about how tough professional leagues are when allegations of abuse surface. It would be inappropriate for NASCAR to comment further on this matter until we have more information, it said in a statement. A message left seeking comment with an attorney for Busch was not immediately returned. A spokesman for Stewart-Hass Racing, Mike Arning, said Busch s team was still gathering facts about the incident and not in a position to comment. Known as The Outlaw in racing circles, Busch is the 2004 NASCAR Sprint Cup champion and one of the more accomplished drivers in the series. He was in his car practicing Friday for this weekend s race at Phoenix International Raceway in Avondale, Arizona. Their driver Jules Bianchi remains in hospital in a critical but stable condition after suffering severe head injuries in a crash at the Japanese GP. Over 200 people will lose their jobs. Marussia had been in talks with two potential investors, but when a deadline of 12:00 GMT on NICO ROSBERG beat Mercedes team-mate and title rival Lewis Hamilton in both yesterday practice sessions at the Brazilian Grand Prix. The German was seconds quicker than Hamilton in the first session and 0.213secs ahead in the second. Hamilton, 24 points clear of Rosberg with 75 points available in the final two races, compromised his session with an off-track moment. Ferrari s Kimi Raikkonen was third ahead of Red Bull s Daniel Ricciardo. In the second session, held in temperatures of 29C as forecast rain held off, Hamilton was faster early on with his slower medium tyres. But on the soft tyres, when simulating qualifying pace, he made a mistake at the fast, downhill Mergulho corner and was 0.599secs slower than Rosberg. A second lap when the tyres were past their best moved Hamilton to within 0.213secs and suggested he could at least compete Friday passed with no funds transferred the team folded. Geoff Rowley, joint administrator at FRP Advisory, said: It goes without saying that it s deeply regrettable that a business with such a great following in Britain and worldwide has had to cease trading and close its doors. on pure pace. "The car feels OK, said Hamilton. It wasn t the best of days. I didn t really put together a good lap but that will come tomorrow hopefully. Hamilton has a comfortable lead in the championship but the spectre of double points at the final race of the season in Abu Dhabi in two weeks time means the championship is still wide open. Hamilton, who has won 10 races this season to Rosberg s four, could win in Brazil and still lose the championship to his teammate if he hits reliability problems in Abu Dhabi. Already they seem poised for another private battle for the lead, although predicted wet weather for the weekend adds an element of uncertainty. The two were well ahead of the rest of the field - Raikkonen was 0.573secs adrift of Rosberg and was suspected to be running less fuel, as Ferrari tend to do on Fridays. But the Finn, who was testing a new rear suspension design with a view to Elements of Marussia management still hope to return to F1 next season and have applied for entry to next year s world championship under the name of Manor F1, the team s original guise. The Caterham team, who also last raced in Russia, remain in administration. 2015, had the rare boost of being faster than teammate Fernando Alonso, who was 0.426secs off Raikkonen and only seventh fastest. Alonso later had an engine failure, pulling off on the back straight with flames pouring from the exhausts. If Alonso has to take a sixth engine for the season he would incur a grid penalty but a Ferrari spokesman said that at the moment that is not the plan". The session was halted for the Ferrari to be recovered and as soon as it resumed it had to be stopped again as Esteban Gutierrez s Sauber came to a stop. Raikkonen had an offtrack moment at the Juncao corner leading on to the long main straight, after three spins in the morning session. The two Ferraris were separated by the Williams cars of Valtteri Bottas and Felipe Massa. Toro Rosso s Daniil Kvyat was eighth, ahead of Red Bull s Sebastian Vettel, the man the Their administrators said at the US Grand Prix last weekend that they had set a deadline of two weeks to find a buyer or that team would have to fold too. Marussia s final race was at the Russian Grand Prix on 12 October. BBC F1 chief analyst Eddie Jordan said: There are four reasons why the Russian will replace in 2015 when the world champion moves to Ferrari. First, Caterham (previously Lotus), Marussia (previously Virgin) and HRT were promised that the sport would have a budget cap of 50m Euros and governing body the FIA failed to impose this. Secondly, the costs for an engine were about 5m last year but have gone up to 15m this season with the introduction of new turbo hybrid engines. Who s accountable? It s Bernie Ecclestone s job to make sure promises are adhered to, and these costs are not coming down next year even though the manufacturers originally said they would. Thirdly, teams have to use Ecclestone s freight but the costs of this are high. There used to be a 10m payment from the commercial rights holder to teams to support the freight costs but Ecclestone withdrew that two years ago. Fourthly, there is the gross disparity of $300m being skimmed off the top of the money allocated to pay the teams as a cash payment for the top five teams, Red Bull, Ferrari, McLaren, Williams and Mercedes. Nico Rosberg fastest in Brazil practice ahead of Hamilton Magnussen was 10th fastest with team-mate Jenson button in 16th and unhappy with the handling of his car.

The Barbados Advocate Saturday November 8,

30 Saturday November 8, 2014 The Barbados Advocate Olympics: Hold your horses, Paris mayor tells Hollande on 2024 bid PARIS mayor Anne Hidalgo has asked French president Francois Hollande not to jump the gun as the capital considers whether to bid for the 2024 Summer Olympic Games. Nothing, nobody will have me change the agenda or the method as far as a Paris bid is concerned, Hidalgo, who like Hollande is a member of the Socialist Party, told a news conference yesterday. Hidalgo s remarks come a day after Hollande said he was in favour of the city of Paris presenting its candidacy, if it decides to do so. The mayor said she had heard Hollande s comments only in the morning because she was on a plane on Thursday night, suggesting she had not been briefed by the president s Elysee staff. On Tuesday, French National Olympic Committee (CNOSF) president Denis Masseglia said OSCAR PISTORIUS lawyers have formally opposed an appeal by the state against the South African athlete s culpable homicide verdict and five-year jail sentence handed down last month, prosecutors said yesterday. Pistorius was sentenced in the negligent killing of his girlfriend Reeva Steenkamp after the state failed to convince judge Thokozile Masipa that he intended to kill when he fired shots through a locked toilet door at his luxury Pretoria home. Prosecutors appealed the ruling on Tuesday, challenging the Masipa s interpretation of the law. They need to convince her another court could reach a different verdict. The decision by Pistorius team to oppose the appeal means Judge Masipa will have to hear arguments from both sides, which will take more time than a regular appeal procedure. She has not said when the appeal hearing will take place. Pistorius lawyers did not immediately respond to a request for comment. South African prosecutors told Talk Radio 702 yesterday they had received documents from Pistorius lawyers giving notice of their intention to oppose the state s appeal. there were strong possibilities that the CNOSF would want to enter the race. The CNOSF will announce in January if it wants to bid for the 2024 Games after the French Committee for International Sport (CFSI) publishes a study into the possibility of a bid. Hidalgo said she was merely asking Hollande to respect that agenda. I m asking for the respect of the ongoing collective work, she explained, reminding everyone that no decision should be made before next year. I m also asking for the respect of the Parisians. Three conditions Hidalgo added that a Paris bid would depend on three conditions she is asking for transparency from the International Olympic Committee (IOC) on how the bids are being considered but The Olympic and Paralympic athlete, whose lower legs were amputated as a baby, killed Steenkamp on Valentine s Day last year by firing four 9mm rounds into the door of a toilet cubicle in what he said was the mistaken belief an intruder was also wants the bid to be solid from an economic point of view and environmentally sustainable. IOC president Thomas Bach promised to overhaul the bidding process for the Games as part of reforms to be voted on in a meeting in December and Hidalgo said France should at least wait for them to be adopted before applying to host the Games. France last hosted the Summer Olympics in Paris in 1924 and the Winter Olympics in Albertville in Germany has announced that it will bid for the 2024 Games through Berlin or Hamburg. A string of potential hosts, including a U.S. city, Istanbul, Rome, Doha and a city from Africa, are also considering bids. The 2016 Summer Games will be held in Rio de Janeiro and Tokyo will stage the 2020 Olympics. Pistorius lawyers oppose verdict, jail sentence appeal South African Olympic and Paralympic track star Oscar Pistorius attends his sentencing at the North Gauteng High Court. hiding behind it. Masipa s decision to rule out murder was criticised by legal professionals and the Women s League of the African National Congress (ANC) as an erroneous interpretation of the law. Mayor of Paris Anne Hidalgo speaks during a news conference at Paris city hall yesterday. Former IOC boss Rogge supports Bach s proposed reforms FORMER Olympics chief Jacques Rogge has given his seal of approval to the proposed changes his successor wants to introduce to the Games. Rogge, who stepped down as International Olympic Committee (IOC) president in 2013 after 12 years in the job, said he agreed with the current IOC boss Thomas Bach that reforms were needed. From time to time, any organisation needs to reinvest itself, Rogge told reporters at the Association of National Olympic Committees (ANOC) inaugural awards gala on yesterday. As Thomas said in the general assembly, sport is a success today, we had a very good games in London and very good games in Sochi. He also said the TV audience has been rising and rising and there s a very solid financial basis, and we ve created the Youth Olympic Games. But you have to anticipate, you have to make changes when you see that there might be problems coming up so I think it s a very good idea. Since replacing Rogge, Bach has set about developing a 40- point plan that he hopes will modernise the Olympic movement. He has not revealed the full details of his proposals, which will be voted on next month, but has given some clues, saying he wanted to establish an Olympic television channel and introduce more flexibility to the bidding and staging of each Olympics. The TV channel is something that s needed to reaffirm our presence between two different games with the interval of two years, Rogge said. Soccer, they play five times a week so they have continuous attention, and we need to have attention for the Olympic movement in the periods between the Games. Flexibility for the bidding cities is a good idea, flexibility for the Olympic program is also a very good idea so I think many good ideas will be approved. Rogge, who was awarded a lifetime achievement award on yesterday, also played down concerns about the lack of bidders for the 2022 Winter Games and the possibility of a clash with the World Cup that year. I m sure that (FIA President) Sepp Blatter and Thomas Bach will find a solution, said Rogge. Sepp Blatter has pledged that he would not harm the Olympic Games, and by the way he s also an IOC member, so we take his word.

The Barbados Advocate Saturday November 8, Cincinnati Bengals wide receiver James Wright (86) is unable to make a catch while being defended by Cleveland Browns cornerback Buster Skrine (22) during the second half at Paul Brown Stadium. The Browns won Browns tame Bengals to claim share of top spot THE Cleveland Browns maintained their surprising push for a playoff berth with a dominant 24-3 road win over the Cincinnati Bengals on Thursday to climb into a rare share of first place in the division. The Browns controlled the game on the ground and intercepted Bengals quarterback Andy Dalton three times to join Pittsburgh at the top of the AFC North. Cleveland (6-3) has not been in first place this late in the season since 1986 and took another step toward a first playoff berth since 2002 by knocking Cincinnati out of the lead. A TWO-DAY hearing in New York on former Baltimore Ravens running back Ray Rice s challenge to his indefinite suspension from the National Football League for punching his then-fiancee ended on Thursday. Rice, a six-year NFL veteran, claims that he was suspended twice for the same offense, which would be a violation of labour laws. NFL Commissioner Roger Goodell, who reportedly testified for two hours on Wednesday, suspended Rice for two games in July for punching his thenfiancee, Janay Palmer, at an Atlantic City, New Jersey, casino. But when surveillance video This is a new team, new Browns, said Cleveland cornerback Buster Skrine, who hauled in two interceptions. We hear it every week: the surprise Browns. We re not a surprise anymore. We proved we re a solid team. The Browns got touchdowns from running backs Ben Tate, Isaiah Crowell and Terrance West, who paced the attack with 94 rushing yards. Cleveland quarterback Brian Hoyer tossed for just 198 yards but made key completions that set up points for the road team. A Dalton interception led to Cleveland s opening score, a four-yard run by Tate, and they built on the lead with ten points emerged of the knockout punch in September, Goodell suspended Rice indefinitely and the Ravens released the running back and his $35 million contract. Details of the midtown Manhattan hearing were few since the arbitrator, former Judge Barbara S. Jones, issued a gag order on the proceedings. The NFL players union called the hearing fair and thorough. This appeal, presided over by a neutral arbitrator, which included a presentation of all the relevant facts, witness testimony to the truth and cross examination, is the due process that every athlete deserves, the NFL Players Association said in in the second quarter and a third-quarter score from West. The Bengals (5-3-1), meanwhile, managed just 165 total yards on the night. It was a disastrous game for Dalton who completed just 10- of-33 passes for 86 yards in the cold and windy conditions. I missed a couple early and could never get into a rhythm, Dalton said. We didn t start fast and that s on me. Cincinnati played a second straight game without top running back Giovani Bernard, out with injury. Rookie running back Jeremy Hill was not as spectacular as he was in last week s spot start, and managed 55 yards on the ground. NFL hearing on ex-ravens running back Ray Rice ends a statement. Goodell has said he did not see the video of the punch until it went viral, that Rice s prior explanation of the incident was ambiguous, and he considered the video as new evidence. Rice s position was that he told Goodell exactly what happened during the altercation, and he was only suspended indefinitely after the public uproar over the video. Attorneys for Rice were expected to question how the website TMZ could have obtained the surveillance video but the NFL could not. Both Rice and his now-wife Palmer were expected to testify on Thursday. Peterson must wait for review process MINNEAPOLIS If Adrian Peterson is allowed to return to the Minnesota Vikings this season, the reunion probably won t happen swiftly. The NFL formally began a review of the star running back s case for potential punishment under the league s personal conduct policy, informing Peterson on Thursday that his status on paid leave from the Vikings will not change until completion of the process. The NFL has requested that Peterson submit relevant information regarding his case and meet with designated experts who will make recommendations for the commissioner s consideration, spokesman Brian McCarthy said. Peterson also will have the opportunity to have a hearing prior to the issuance of any discipline. Peterson pleaded no contest in Texas on Tuesday to misdemeanor reckless assault, down from a felony charge of child abuse for disciplining his 4-year-old son with a wooden switch. He received what s essentially two years of probation, plus a $4,000 fine and requirement to complete parenting classes and 80 hours of community service. Adrian wants to get on with his life and have his relationship with his son and get back to playing football, Peterson s attorney, Rusty Hardin, said after the plea agreement was reached to avoid a trial or any jail time for the 29- year-old. Just how fast Peterson gets back to playing football is a Minnesota Vikings running back Adrian Peterson leaves the courthouse with his wife Ashley Brown Peterson. complicated and potentially contentious matter. A few hours after the NFL released its update, the NFL Players Association issued a statement demanding efficiency and consistency. Those traits have often been missing from the disciplinary process. Our union worked with the NFL, the Minnesota Vikings and Adrian s representatives on a mutual agreement pending the adjudication of his legal case. Now that his legal matter is resolved, we believe it is Adrian s right to be treated in a manner that is consistent with similar cases under our collective bargaining agreement. We will pursue any and all remedies if those rights are breached, the NFLPA said. Former Baltimore Ravens NFL running back Ray Rice and his wife Janay arrive for a hearing at a New York City office building November 5, 2014.

This is the appeal of the Community Independence Celebrations Secretariat. Barbadians are being encouraged to actively show their nationalism during the month of November, but even more, to identify with their parishes and community as well. Each parish has been colourcoded for clarity since 1997, therefore everyone can get involved. Delivering this plea to the public to get involved through their attire was Deputy Permanent Secretary in the Ministry of Culture, Sports and Youth, Celia Toppin, yesterday in the Boardroom of the Garfield Sobers Complex. We are here to ask, no, to invite the public with this concept of wearing your parish colours during the month of November as we celebrate our Independence. With the hope that all citizens and residents know their parish s colour, she implored everyone to follow the example of their respective Parish Ambassadors, Attendants and Committees, mimicking their attire.
