The representative of the Commission presented the sugar market situation and its evolution since the last meeting... A. Information, conformément aux articles 3, 4 et 4bis du Règlement (CE) N 95/006, sur les prix moyens du sucre blanc communautaire et les quantités et prix du sucre ACP importé. Information, in accordance with Articles 3, 4 and 4bis of Regulation (CE) N 95/006, on the average prices of community white sugar and quantities and prices of imported ACP sugar. Les Etats membres ont été informés de l'évolution des prix de marché mondial et de l'union Européenne. EU average prices for December is 433 /ton. World market prices are around 350 /ton. Request for import licences from EPA-EBA are somewhat lower compared to last years' requests for the first four months of MY 04/5. On the other hand there is no interest in CXL sugar. B. 2 Distribution des documents habituels. The Commission presented new production figures based on updated information from a number of member States. Production is now expected to reach 9.4 million tonnes up from 9 million tonnes; a record quantity. This does not affect the low ending stocks of quota sugar. It does however increase the quantities of out-of-quota sugar carried forward to the next marketing year..3. Exchange of views on a working document on draft Commission implementing regulation laying down detailed rules of application for the marketing years 05/06 and 06/07 for the import and refining of sugar products of tariff heading 70 under preferential agreements. The representative of the Commission presented the working document and the circumstances surrounding its drafting. MS were requested to consider their previous comments on the same subject matter relating to this new document. Several MS made suggestions as to the drafting. The Commission aims to finalize the text in the next committee meeting..4. Divers A.O.B A MS requested what the Commission would do in relation to the expiry review of the anti subsidy and anti dumping duties imposed by Canada. Notably in the light of the recently concluded free trade agreement. The commission representative informed about the creation of a new COM expert group on sugar. A MS requested details of the recently announced expert group on sugar. Several MS requested to discuss the trade distorting effect of coupled support in this expert group. CEREALES CEREALS.. 4 Exchange of views on the assessment of the impact of the Russian import ban on agricultural sectors, especially for animal products. This point is not discussed. MILK 5. Discussion on a working document concerning a Regulation amending Regulation (EC) No 595/004 laying down detailed rules for applying Council Regulation (EC) No 788/003 establishing a levy in the milk and milk products sector. The regulation provides for some flexibility in the payment of the surplus levy due for the last quota year (04-5). The draft therefore proposes to allow the possibility for Member States to collect the surplus levy due in 3 equal instalments without interest. < e-signed > Jens SCHAPS 4
