2 iami-ade County Brownfields nnual eport iami-ade County received delegation from the Florida epartment of nvironmental rotection in 2000 to administer the Brownfields rogram locally for a period of ten years. In ctober 2010 the delegation agreement was renewed for another ten years. iami-ade County continues its efforts to encourage the expansion, redevelopment and reuse of brownfield sites, where redevelopment may be complicated by actual or perceived environmental contamination. uring this annual reporting period (June 2013 through June 2014), six new Brownfield Site ehabilitation greements (BSs) were executed in iami-ade County. esignated Brownfield reas: Unincorporated iami-ade County n July 13, 1999, the iami-ade County Board of County Commissioners approved esolution and rdinance 99-85, which designated as brownfield areas all nterprise Zones, nterprise Communities, mpowerment Zones, evelopable reas, Targeted Urban reas, and areas eligible for Community evelopment Block Grants in unincorporated iami-ade County within the Urban evelopment Boundary. The twelve brownfield areas designated in 1999 included Carol City, Central iami, odel City\Brownsville, pa-locka, errine, edlands\leisure City, ichmond eights, South ade, South iami, Sweetwater, Sweetwater B, and Sweetwater C. n ay 20, 2003, the Board of County Commissioners designated Beacon Lakes as a brownfield area (BF ) via resolution The edicated Transportation area was designated as a brownfield area (BF ) on arch 1, 2005 via resolution The incorporation of Culter Bay, almetto Bay, and iami Gardens, which changed the boundaries of the existing brownfield areas under iami-ade County jurisdiction, and changes in the boundaries of the nterprise Zones and Community evelopment Block Grant-eligible areas, prompted iami-ade County to amend the map of brownfield areas to reflect these changes. n February 7, 2008, the Board of County Commissioners passed and adopted esolution and rdinance 08-19, amending the iami-ade County ap of designated brownfield areas within certain unincorporated areas of iami-ade County. s a result, twenty five additional brownfield areas within unincorporated iami-ade County were created, increasing the number of sites eligible to qualify for the economic incentives and benefits available for brownfield redevelopment. esolution , adopted ay 17, 2011, designated the parcel at 8400 Coral Way in iami- ade County a brownfield area (BF ). Wal-art Stores ast, L constructed a supercenter store at this previously undeveloped location. This redevelopment resulted in a total investment of $7.25 million and created 300 new jobs. esolution , also adopted ay 17, 2011, supported Wal-art Stores ast, L s application for a State of Florida Brownfield edevelopment Bonus. iami-ade County BF eport, June 1, 2014 age 2 of 16

3 esolution , adopted ecember 6, 2011, designated land located at nd Terrace in iami-ade County as a brownfield area (BF ). irabella I ssociates, Ltd. completed the construction of an affordable rental community at this location in early 2012, resulting in a total investment of $34 million and creation of 12 new permanent jobs. n arch 5, 2013, iami-ade County designated the land located at 7090 Coral Way the Coral Terrace edevelopment rea (BF ) via resolution The property, which has contamination associated with the site s former use as a wood-treating plant, has been vacant for the last thirty years. an merican has plans to develop the site into approximately 200,000 square feet of retail space with a capital investment of 30 million. It is projected that the retail development, which will include a BJ s Wholesale Club slated to open summer of 2014, will create 120 new full time jobs. Incorporated iami-ade County n arch 10, 1998, the City of iami Commission designated via resolution , the nterprise Communities, mpowerment Zone, and mpowerment Target reas as brownfield areas, with an amendment ( ) on arch 23, n June 24, 2004 the City of iami Commission designated via resolution , the property at 1960 W 27 venue as a brownfield area (BF ). n February 24, 2005, the City of iami Commission passed a resolution that incorporated the expanded nterprise Zones as part of the brownfield areas. n February 24, 1999, the City of pa Locka Commission designated brownfield areas (BF ) via resolution The City of pa Locka received an nvironmental rotection gency () Brownfield Initiative Grant in n June 7, 2000, the City of iami Beach Commission designated via resolution a city block between lton oad-lenox venue and 5 th - 6 th Streets a brownfield area (BF ). n ecember 2, 2002, the City of orth iami Beach approved via resolution ( ) the designation of the former ace landfill located at Biscayne Boulevard as a brownfield area (BF ). n ctober 30, 2003, the City of ialeah Commission designated the enterprise zones as brownfield areas (BF ). n February 22, 2005, the City of omestead Commission designated the city s Community edevelopment rea (C) as a brownfield area (BF ). n ecember 4 th, 2006, the City of edley passed a resolution (esolution. C-959) designating the edley uto arts property, located at W South iver rive and W 96 th Street, a brownfield area (BF edley edevelopment Brownfield rea). n September 13, 2011, the City of ialeah adopted esolution o designating property at 1350 West 49 th Street a brownfield area (BF ). The City of ialeah also adopted esolution o supporting a Brownfield efund Bonus application for a new restaurant facility at the site, projected to create 35 full-time equivalent Florida jobs and demonstrate a fixed capital investment of at least $2 million in mixed-use business activities, including retail. The restaurant was completed in iami-ade County BF eport, June 1, 2014 age 3 of 16

4 The Solabella partments Brownfield rea was designated by the City of iami Gardens on July 11, 2012 (BF ), via esolution history of agricultural uses was documented at the property located at W 7 th venue. The Solabella Townhome ental Community project was completed in 2013 and consists of 92 affordable housing rental units. n ugust 22, 2012, the City of omestead passed esolution o , designating the property at 1499 orth omestead Boulevard, the omestead Wal-art Brownfield rea (BF ). Wal-art eighborhood arket Site will occupy the site. The City of orth iami Beach passed esolution o on ecember 4, 2012, which designated the ntigua edevelopment Site, a property located at West ixie ighway, a brownfield area (BF ). The property is undergoing site rehabilitation for contamination associated with historic gas storage operations. The proposed redevelopment is mixed use residential. n January 8, 2013, the City of orth iami designated a contaminated parcel of land, located at Street and formerly used as a gas station, a brownfield area via resolution The Land South Brownfield rea (BF ) will be rehabilitated and redeveloped for commercial and/or retail service use. The current list and map of brownfield areas within iami-ade County are provided in the ppendix. Brownfield Site ehabilitation greements (BSs) From June 2013 through June 2014 the following six BSs were executed in iami-ade County: xecuted: ovember 1, 2013 iami iver arina n ovember 1, 2013, a BS was executed for the iami iver arina, LLC site (BF ). The 8.56 acre site is the former location of the Consolidated acht Corporation boat yard which built, repaired and renovated marine vessels and associated equipment. The contamination at the site consists of metals in soil and in limited areas of groundwater. Site assessment activities are currently being completed in pursuit of a o Further ction with Conditions. iami iver arina, LLC plans to redevelop the site as an active boatyard and/or facility which services the marine industry. The site has petroleum groundwater contamination from a former underground storage tank and site assessment activities are currently being conducted. The site was redeveloped as a Family ollar store. eveloped site (2014) xecuted: ecember 31, 2013 rocacci 1400 n ecember 31, 2013, a BS was executed between C and roccaci 1400, LLC. Cemex formerly operated at this facility. ecords at also indicate the underground storage of petroleum products between 1987 and The eastern portion of this property is encompassed by the former arks Brothers ump/lakefill; therefore, it is impacted with the presence of buried solid waste. To date, assessment activities have been limited to evaluate potential risks associated with the purchase and redevelopment of the property, including but not limited to, establish the extent of the buried solid waste material and the areas available for stormwater recharge. The assessment activities identified the presence of luminum in the groundwater above the cleanup target level. Site ssessment eport is pending submittal. The eastern portion of this property is encompassed by the former arks Brothers ump/lakefill; therefore, it is impacted with the presence of buried solid waste. To date, assessment activities have been limited to evaluate potential risks associated with the purchase and redevelopment of the property, including but not limited to, establish the extent of the buried solid waste material and the areas available for stormwater recharge. The assessment activities identified the presence of luminum in the groundwater above the cleanup target level. Site ssessment eport is pending submittal. Vacant site (2014) xecuted: ecember 31, 2013 Former eoples Gas System n ecember 31, 2013, a BS was executed between C and ntigua at B evelopment, LLC. The parcel is currently vacant, but it was previously a part of a anufactured Gas lant (G) that began operation in records indicate that the parcel was mainly used for gas storage, which ceased in ssessment and other site rehabilitation activities have been performed since 1984, which have included soil removal (also targeting residual coal tar) in the late 1980s and early 1990s, hydraulic pump tests in Vacant Site (2014) 2007, a biosparge/soil vapor extraction pilot test in 2010 and more recently, an interim source removal addressing surface soils (0-2 ft) throughout most of the parcel and visible G residual near and within the footprint of the shallow groundwater plume. Contamination identified at the property consists of Volatile rganic Compounds, olycyclic romatic ydrocarbons and Total ecoverable etroleum ydrocarbons (in soils). 7 contamination is documented to the north and to the east/southeast. dditional remedial actions are planned to address the off-site impacts. xecuted: arch 17, 2014 St. artin's lace BS was executed on arch 17, 2014 for the St. artin s lace facility (BF ). The subject site was formerly occupied by several businesses including an auto repair facility. Site assessment activities were completed and documented the presence of chlorinated solvent constituents in the groundwater in the southeastern corner of the site attributed to migration from the former Biscayne Chemical facility located to the northeast of the subject site. Site assessment activities also documented limited olycyclic romatic ydrocarbons soil impacts which are currently being addressed through source removal. The vacant land is currently being developed into multi-family, transit-oriented, affordable housing. Southern portion of site prior to development (2013) Site construction (ay 2014) dditional ctive BS Sites in iami-ade County: xecuted: pril 9, 2003 Biscayne Commons n pril 9, 2003, Biscayne Commons, LLC, entered into a BS (BF ) for redevelopment of a former landfill located at Biscayne Boulevard in the City of orth iami Beach. Solid waste was compacted, utility trenches were completed and a shopping center was iami-ade County BF eport, June 1, 2014 age 7 of 16

8 constructed in methane gas abatement system was approved and installed. ethane and ammonia groundwater monitoring are being conducted. Solid Waste emoval Completed Shopping Center Biscayne Commons xecuted: ecember 24, 2003 idtown iami/former FC Buena Vista BS (BF ) was executed on ecember 24, 2003, with Biscayne evelopment artners, LLC, for the idtown iami/former Buena Vista site located at iami venue. The site was formerly owned by the Florida ast Coast ailway and was used as a storage yard for freight containers in the maritime transport of goods. The contamination assessment documented lead and arsenic in the soil and arsenic and petroleum contamination in the groundwater. This site is currently in the institutional and engineering control plan phase in pursuit of a o Further ction with Conditions site closure. The development is mixed use and when completed will consist of 600,000 square feet of retail space, 3,000 condo lofts and 350 apartment units. It will have an estimated development value of $1.2 billion and will generate an estimated 1,700 permanent jobs. idtown iami prior to site development (2003) idtown iami (2008) iami-ade County BF eport, June 1, 2014 age 8 of 16

9 xecuted: ecember 20, 2004 Corinthian ultifamily partments n ecember 20, 2004, a BS was executed with Liberty City oldings, LLC (BF ) for the development of Corinthian ultifamily partments at 7725 W 22 venue. The site formerly housed a plant nursery and contamination assessment documented arsenic soil and groundwater contamination. conditional closure, with engineering and institutional controls, has been elected for the site. Construction of the apartment building was completed in July of The engineering control has been completed. Groundwater impacts at the property boundary have been documented and remedial action is pending. The Corinthian prior to site construction (pril 13, 2006) The Corinthian completed (June 8, 2007) Corinthian partments (2010) xecuted: ecember 20, 2004 Los Sueños ultifamily partments n ecember 20, 2004, a BS was executed with reamers, LLC (BF ) for the property located at 500 W 36 Street, which formerly housed an automobile repair facility with underground storage tanks. Contamination assessment identified concentrations of Volatile rganic Compounds and olycyclic romatic ydrocarbons in the groundwater above the iami-ade County BF eport, June 1, 2014 age 9 of 16

10 applicable cleanup target levels. n engineering control was implemented to address petroleum-impacted soils. This property was redeveloped as Los Sueños multifamily apartments, consisting of a high-rise residential tower and parking garage. onitoring nly lan for the groundwater was approved on February 27, Completed Los Sueños partments xecuted: ctober 14, 2005 crthur airy 7 th venue n ctober 14, 2005, crthur airy Inc. executed a BS (BF ) for the property located at 2451 W 7 venue. crthur airy operated a dairy products distribution facility with a fleet maintenance garage at the site until arch 31, il water separators, hydraulic lifts, and underground storage tanks were removed and the site is now vacant. The site assessment was completed and approved on January 28, Groundwater monitoring is being conducted in support of a o Further ction with Conditions site closure. The site previously operated as an automotive dealership and mechanical repair shop until il water separators, hydraulic lifts, and underground storage tanks were removed from the site. The site assessment was completed and approved on ecember 6, 2012, and documented Volatile rganic Compounds and olycyclic romatic ydrocarbon groundwater contamination. Groundwater monitoring is being conducted for a o Further ction site closure. The Wal-art eighborhood arket opened in January of 2014 and created up to 95 full and part-time jobs. xecuted: ecember 31, 2012 T Cairo Lane n ecember 31, 2012, Trademark etals ecycling, LLC, entered into a BS (BF ) for the property located at Cairo Lane in the City of pa Locka. The site has been and is currently used as an automobile parts metal recycling facility and the redevelopment consists of site improvements. Both petroleum contamination and non-petroleum contamination (iron, ammonia, etc.) have been identified in both groundwater and soils at the iami-ade County BF eport, June 1, 2014 age 11 of 16

12 site. Site assessment activities are complete and the facility currently has an approved ngineering Control lan in place that is being implemented in phases based on an approved time schedule. The first phase is complete. Groundwater has been addressed through a completed monitoring only plan. The site will be closed under the o Further ction with Conditions provisions with on-site groundwater impacts and on-site soil impacts requiring an engineering control. Site ssessment eport and emedial ction lan were approved on ay 29, 2009 and June 5, 2009, respectively. The remedial activities included the placement of egenx T and C dvanced T within a source area excavation. Following the successful completion of a ost ctive emediation onitoring lan, this site was granted a Site ehabilitation Completion rder on ay 16, The property was sold and currently operates as a propane retail facility. xecuted: ugust 13, 2004 SC: ctober 7, 2005 Wagner Square, LLC n ugust 13, 2004, a BS was executed for the property located at 1700 W 14 th venue, Wagner Square, LLC (BF ). The site was historically a nursery and debris was dumped on-site after nursery operations ceased. sh from a former city incinerator was also present at the site. Concentrations of arsenic, barium, lead, and dioxins/furans were detected in debris and soils present on-site at concentrations exceeding soil cleanup target levels. Wagner Square received a $1 million Brownfields conomic evelopment Incentive (BI) grant from the U.S. epartment of ousing & Urban evelopment (U.S. U) towards remediation, as well as a $4,000,000 Section 108 U.S. U loan. ll contaminated soil and ash were removed from this site (15,863 tons) and a Site ehabilitation Completion rder was issued on ctober 7, conomic difficulties delayed the proposed development project, consisting of affordable/workforce housing, a medical office building and a parking garage, and in 2012, the Wagner Square developers filed for bankruptcy. portion of the property was sold to the US epartment of Veterans ffairs and remaining portions were conveyed to the City of iami. The site is currently utilized as a parking lot. xecuted: ecember 29, 2000 SC: arch 14, 2012 &J SB Site ehabilitation Completion rder with Conditions was issued on arch 14, 2012, for the &J SB site located at th Street in iami Beach, Florida (BF ). The BS was executed on ecember 29, 2000 for redevelopment of a city block between lton oad-lenox venue and 5 th - 6 th Street in iami Beach. The site formerly housed a car dealership, various automobile repair facilities, and a gas station. The contamination consisted of petroleum and metal compounds. Construction of the Shops at Fifth & lton was completed in ugust 2009 and the building serves as the engineering control. The $80 million dollar project contains 180,000 square feet of retail, spread over three levels. There are also six levels of iami-ade County BF eport, June 1, 2014 age 14 of 16

15 parking and 1,080 spaces. The project was awarded the Urban Land Institute's Vision ward for 2010 roject of the ear. &J SB/Former otamkin roperties xecuted: ovember 24, 2003 SC: ay 9, 2012 B Codina Beacon Lakes, LLC n ay 9, 2012, a Site ehabilitation Completion rder was issued for the B Codina Beacon Lakes, LLC site, for which a BS (BF ) was executed on ovember 24, Located in the vicinity of W 117 th venue and W 25 th Street, the site was contaminated with olycyclic romatic ydrocarbons, Total ecoverable etroleum ydrocarbons and arsenic as a result of the former mixing of soil and horse manure at the site and the dumping of construction and demolition debris. Solid waste was removed and source removal was conducted. The redevelopment consists of a business park with warehouses, office buildings and retail space.
