2 1. Purpose Yvonneep Media & Communications Inc. is seeking to develop a roster of Developers/Web Designers to work on website design & development projects on an as needed basis, with no minimum guarantee earnings or hours. Projects involve professional website design and development of various kinds to fulfill the needs and expectations of our clients. Our client base ranges from small businesses to large organizations. Projects delivery timelines/deadlines are often short; therefore, you will be expected to provide full resource dedication for the period of a project. Each Proposer shall submit complete and definitive information on its offering in sufficient detail to permit a complete analysis of the proposal. Each proposal must encompass all experience in design, development, testing and maintenance of websites. The proposal shall state a proposed all-inclusive cost to complete a website design project, with a detailed explanation of the tasks, work items and assumptions utilized in setting the proposed cost. Each proposal must include a list of fees and an explanation of those fees. Some of our projects include providing hosting plans for our clients. Although this is not a mandatory component of this RFP, viable hosting options may be included as an attachment to the RFP. The selected Website Developer/Designer will work directly with the IT staff and/or the management team with oversight from Yvonneep Media & Communications Management team. The Website Developer/Designer will need to strictly adhere to Yvonneep Media & Communications website development project management process. 2. Evaluation A team of Yvonneep Media & Communications staff will evaluate all proposals. Evaluation and selection of Proposer to provide services as defined in this RFP will be based on Yvonneep Media & Communications judgment as to suitability, experience, as well as on price, references, quality and technical evaluation information as provided by Proposer or as available through other sources, completeness of information provided in response to this RFP and other various business issues as outlined herein. 3 four public sites you have completed and describe your involvement in their creation. If these sites have private areas (e.g., administrative areas) you wish us to know about, please indicate this and, if you are a finalist, we will invite you to demonstrate them to us. The proposal information is presented in a professional, clear, plain language and explanation of technical, logical manner and is well organized. Demonstrate commitment to high service level agreements as evidenced by references. Yvonneep Media & Communications reserves the right to select a proposal that they feel best suits their objectives. 3. Scope of Work.1 Experience in conducting multifaceted usability test to understand what website users want in a website design..2 Experience in development of content management systems (CMS) and ecommerce systems using applications that are publically available for purchase or Open Source (preferred) such as Drupal, Joomla, Wordpress, Magento, OScommerce, etc..3 Build website architecture and design the user interface..4 Migrate content from an existing website to a new website..5 Test developed website (User Acceptance Testing)..6 Maintain website on an ongoing basis which might include but not limited to functionality enhancements..7 Have the ability to make recommendation on the best technological solution based on clients requirements..8 Host website (if applicable).9 Complete training in maintenance and/or administration in forms of inperson workshops and written documentation..10 Proposer will be available to answer functional questions within six (6) months beginning the date after the final acceptance or upon execution of contract. 4. Proposals.1 The proposal should include a statement of qualification of the 3

4 Proposer, and resumes of all principals to be involved in the project and their roles and responsibilities in website development projects..2 The proposal should include years of experience related to website design and development..3 Provide a list of at least four websites designed by the Proposer, its current website address. Only live websites will qualify. These companies/organizations may be contacted for references. The list should include and indicate which websites were developed using Drupal, Wordpress, an Ecommerce application, etc..4 The proposal should include the technical environment (development tools) the Proposer has experience with such as PHP/MySQL, Usage of custom framework, Google Analytics for reporting, Technology Foundation: Apache, MySQL, PHP, LAMP (Linux), etc. Java Server Pages (JSP), PHP and Perl programming languages, Active Server Pages (ASP), YUMA and ColdFusion (CFML), XML-based technologies such as RSS. Experiencing developing projects integrating multiple systems into a solution such as IBM s AS/400, Sun s Java, and Microsoft s ASP.NET into one single unified solution with unique information architecture. The Proposer is encouraged to list others they feel are necessary experiences they are able to use to complete web design project..5 If a hosting plan is included as a part of this RFP, the proposal shall include: description of your backup system, service level agreement (SLA), pricing, and attach a sample service agreement, technical support plan, security system, internet connectivity, any hardware/software vendor partnerships, hosting capabilities and physical space. 5. 5 6. References All respondents must provide a minimum of three references for professional website design of projects using CMS or ecommerce applications. The reference list shall include the company name, contact name, contact phone number, the type of work done and the length of time the service has been provided. 7.
