1 Adobe Enterprise Solutions White Paper Implementing the U.S. Digital Government Strategy with Adobe solutions Table of contents 1: Digital Government Strategy objectives and principles 2: Adobe s commitment to digital government services 5: Adobe & the Digital Government Strategy 11: Summary The Digital Government Strategy (DGS), launched by the White House Office of Budget and Management (OMB) in May 2012, sets forth requirements that will help agencies better serve citizens while saving agencies time and money. 1 One such requirement is that agencies fully implement mobility and device independence throughout their organizations to enable the delivery of high-quality government services anywhere, anytime, on any device. As a strong supportive partner to federal agencies for over 30 years, Adobe has the history and technical expertise to assist agencies in their efforts to implement the DGS. Adobe s technology is engineered from the ground up to enable organizations to quickly and easily implement device independence across their workflows and out to citizens often without requiring an overhaul of the entire technology stack. Government agencies worldwide have leveraged Adobe software to deliver rich, engaging, customer-centric government service, regardless of physical location or device. The ability to rapidly acquire data, without restriction to type or amount, is a key advantage. Adobe believes that if implemented properly, the Digital Government Strategy could have distinct, tangible, and measurably positive effects for agencies and citizens. We are committed to helping agencies quickly and effectively realize the following vision: No one will ever be rejected from using a mobile-based government service based on device compatibility. All citizens and government employees will get the same functionality on mobile applications that they are used to getting in an enterprise or web-based application. No citizen or government employee will be required to fill out a paper form; they will always have an electronic option available to them, regardless of their computing device of choice. Government employees will be as productive and engaging from their home offices as they are from their work offices. All sensitive government documents will be protected, no matter where they travel digitally. This paper details how Adobe s significant investment in and commitment to technology standards, open architectures, mobile device independence, and data ubiquity create a natural synergy between Adobe and government agencies that agencies can leverage today and rely on in the future. Digital Government Strategy objectives and principles With the rise of smart devices and ubiquitous web access, citizens want to engage with public sector agencies in ways that are most convenient for them, be it personal computers, mobile phones, tablets, Internet televisions, car dashboards, or countless other touch points. They expect to communicate digitally with the government anytime, anywhere, and with any device in a safe and secure manner. For most federal agencies, this expectation does not involve adding a mobile application or further developing existing e-government infrastructures. It represents a deeper, more fundamental transformation of existing information architectures and a shift to true device and data independence. The objectives of the DGS (Figure 1) underscore the depth of the transformation and help agencies understand the needs that will be met as a result. 2 And they must get their task done quickly and effectively, wherever they are. In addition, fast-growth technology adoption in the federal space around mobile and cloud technology, along with the policy initiatives mandating increased security and open government, are adding even deeper levels of complexity. Enable the American people and an increasingly mobile workforce to access high-quality digital government information and services anywhere, anytime, on any device. Ensure that as the government adjusts to this new digital world, we seize the opportunity to procure and manage devices, applications, and data in smart, secure and affordable ways. Figure 1: The three objectives of the Digital Government Strategy Adherence to DGS principles (Figure 2) underlying the strategy objectives is necessary to the transformation. Technology and information architecture design that support those principles and are implemented effectively will deliver on the promise of a true, citizen-centric e-government system. Citizens will finally be able to engage with government agencies the way they engage with their retail, banking, and other businesses on any device, with full-service capabilities quickly, easily, and completely. Working closely with public sector agencies all over the world, Adobe has helped to support the same concepts and employ the same capabilities called out in the DGS, empowering those agencies to deliver the most engaging, effective, and productive experiences possible. Whether for public sector efficiency or productivity, customer-centric delivery, defense mission success, or intelligence superiority, Adobe has delivered the technology that agencies rely on by leveraging three key feature sets: Pervasive mobility and device independence Standards-driven, modular, and open-architecture based design Persistant privacy and security These core concepts, along with their related product features and functionality, are established and proven. In some cases, they have been part of the Adobe product design methodology for decades and are fully developed, extended, vetted, and tested across the entire Adobe product line. Pervasive mobility and device independence The power of mobile doesn t relate only to websites and web applications. It s about liberating entire workflows from the desktop environment. It s about creating end-to-end government services that start with a mobile form for an application, then seamlessly route the acquired information safely and securely to back-end 2
3 processing systems, and back out to highly engaging web portals where citizens can securely view their accounts and status. And all this is done without creating redundant systems and technologies. After all, the key to true device independence is to avoid creating separate silos of applications, data, and sites one for mobile and one for desktops. Adobe has designed its technology with the power of mobility in mind. Across the Adobe product lines, you can leverage repositories of data, content, forms, and applications and extend them across a variety of platforms: desktop, tablet, smartphone, and more. The data is completely separate from the device, and the delivery mechanism is device-neutral and conforms to open standards. Adobe software solutions can simultaneously target multiple devices whether producing PDF output or dynamically rendering HTML and deliver rich, engaging experiences that leverage the latest in applications, secure forms, and content. Changes can be made quickly and easily through easy-to-use interfaces and are immediately propagated across the entire digital portfolio of sites and services, to be easily accessed by the citizen or agency employee regardless of device. Standards-driven, modular, and open architecture-based design From PostScript to PDF (Portable Document Format), Adobe has a tradition of establishing, supporting, and promoting standards. That tradition continues with the Adobe commitment to building technology solutions that embrace government standards and meet all agency requirements. Specifically, Adobe has been a significant contributor to the open standards community, contributing standards such as PostScript, PDF, ActionScript, and XMP to improve the way organizations exchange information. Adobe is currently an active member in dozens of standards bodies, working groups, and industry associations that develop standards worldwide including XML-based industry standards. 2 Adobe contributes ongoing resources and publishes, reviews, and shares technology. PDF (Portable Document Format) PDF is the global standard for capturing and reviewing rich information from almost any application on any computer system and sharing it with virtually anyone, anywhere. 3 Invented by Adobe and perfected over 17 years, PDF became a formal open standard maintained by the International Organization for Standardization (ISO) in ISO contains the complete PDF specification and is the foundation for derivative standards. Nearly every government agency today has standardized on PDF technology to help ensure more secure document and forms transmission that is machine-readable and device-independent. In addition, many agencies have standardized on PDF derivatives, such as those developed by the National Archives and Records Administration (NARA) and the U.S. Courts system. Both rely on PDF/A to enable the long-term archival of documents. 4 More information about PDF standards is available on the Adobe website. 5 HTML5 HTML5 is the next-generation of HTML from the Web Hypertext Application Technology Working Group (WHATWG). It is meant to deliver a host of new syntactical features designed to make it easy to include and handle multimedia and graphics content on the web without having to resort to proprietary plug-ins and APIs. HTML5 is also universally supported on major mobile devices, in some cases exclusively. 6 As a result, HTML5 will be important to enabling a customer-centric set of government services, particularly as it relates to mobile. Adobe is committed to the development of HTML5 technology, and has integrated HTML5 support across the product lines. 7 Data interoperability Adobe holds the view that all data whether structured or unstructured is content. As such, it is treated as separate and distinct from the presentation layer in Adobe software. That distinction allows Adobe to support both the capabilities of the content and the richness of the presentation layer. Adobe creative desktop products output rich, secure content that can be consumed by any management and delivery vehicle. In content
4 management and delivery products like Adobe LiveCycle Enterprise Suite 3 (ES3) software and Adobe CQ, the information layer is separate from the presentation layer and the application consumes any content that is in a standard format. This allows Adobe products to deliver extremely efficient results and improve end-user productivity all without separating the data into a silo. As a result, Adobe technology often acts as a connector between disparate and closed enterprise data silos, bridging legacy back-end systems and extending them across newer consumption platforms like laptops, tablets, and mobile devices. Adobe & open source Adobe s commitment to standards includes leveraging and participating in open source projects. The open source roots of the company can be traced back several years to the Adobe Source Libraries 8 and the Spry frameworks. Adobe supports open source activities in multiple ways: 9 Directly through Adobe contributions to existing projects, such as WebKit and Eclipse Indirectly by supporting Adobe products on open source operating distributions, such as Adobe Reader and Adobe Flash Player software on Linux distributions Pure research on development and making those implementations open source, such as the work with the Adobe Source Libraries Releasing substantial code and products as open source Over the last year, Adobe has released quite a bit of software as open source, including Flex technology, the Adobe programming language for rich Internet applications, and several related projects: the Flex-Ajax bridge, the Flex-Ajax video bridge, and BlazeDS. Adobe has also released Extensible Metadata Platform (XMP) as open source. The Adobe dedication to open source is fueled by Roy Fielding, 10 Adobe s chief scientist, one of the principal authors of the HTTP specification and cofounder of the Apache Foundation; and David Nuescheler, 11 Adobe s chief technology officer and a cofounder and committer to Apache Sling and Jackrabbit. Adobe has taken this rich open source heritage and extended it through its commercial product lines, marrying the best of the open source community with enterprise-class support and commercial out-of-the-box functionality and user experience. Persistent privacy and security In today s collaborative online environment, nothing is more important than keeping your agency and citizen information secure. Adobe has invested in processes and technologies that reduce security risks and protect agency data at all times, regardless of where it travels or which device is used to engage with it. This persistent protection is possible because Adobe products secure content at the individual content container level, enabling that content to remain secure no matter where it travels or which device is used to view and interact with it. Adobe works to help ensure that all products meet the federal government and information technology industries highest security and privacy standards, earning the trust of millions of people worldwide. 12 Adobe is committed to reducing the risk posed by malware and other security threats and vulnerabilities in the content processing workflow. 13 By implementing a wide variety of industry-standard security capabilities, including encryption, digital signatures, rights management, and content redaction, as well as cutting-edge security techniques, such as sandboxing, Adobe makes it easier to keep your information secure and private
5 Adobe & the Digital Government Strategy Customer-centric approach From how we create information, to the systems we use to manage it, to how we organize and present it, we must focus on our customers needs. Digital Government Strategy Deliver better digital services using modern tools and technologies For over 30 years, Adobe technology has set the bar for customer and citizen engagement across multiple devices. The very same commercial retailers, bankers, and service providers that inspired the Digital Government Strategy are those that use the full complement of Adobe technology offerings as a foundation for customer-centric delivery of information and services. The following table highlights how Adobe content creation and management products deliver the features needed for a customer-centric delivery of better digital services. Product Adobe Acrobat Adobe Reader Adobe Creative Suite Customer-Centric Features and Capabilities Adobe Acrobat software generates PDF documents that are easily viewed, edited, protected, and signed using a computer or a mobile device. Free Reader enables citizens to engage with PDFs on a computer at no additional cost and is often bundled with the computer purchase. Free Adobe Reader Mobile provides citizens a way to engage with PDFs on their mobile devices. Nearly every device today is bundled with free Reader. Nearly every government agency and commercial company has free Reader on their agency Gold Disk. Adobe Creative Suite 6 software delivers a whole new experience for digital media creation, enabling agencies to work at lightning-fast speed and reach audiences wherever they may be. CS6 Design & Web Premium is the ultimate toolkit for professional design and web development. With it, agencies can create compelling graphics and images, lay out high-impact print pages, build HTML5/CSS3 websites, and design for tablets and smartphones all with greater speed and precision than ever before. 5
6 Product Adobe LiveCycle ES3 Adobe CQ Customer-Centric Features and Capabilities LiveCycle ES3 software helps agencies to extend the value of existing back-end systems by enabling employees to deliver improved efficiencies through business process automation, enhanced customer service through personalized communications management, and superior online digital self-service through intuitive user experiences. Customer-centric capabilities include: Delivery of customer-facing engagement across screens and devices anywhere, anytime By providing remote task approvals, mobile content on demand, digital forms technology, and on site data capture, agencies significantly broaden their citizen and employee interactions that are typically limited to static desktop and laptop devices and paper-based channels. Creation and deployment of XML-based templates as PDF or HTML forms, all easily accessed using Adobe Reader or web browsers Agencies digitally capture data and transfer it directly into their back-end systems, streamlining format-driven business processes and improving data accuracy. The most powerful set of real-time data management and messaging capabilities available in the rich Internet application (RIA) and mobile application space today Agencies leverage this scalable and optimized framework to build easy-to-use, personalized, and interactive applications that take advantage of rich, real-time data. ECM Connectors to maximize the value of ECM systems With direct connectors for popular systems such as EMC Documentum, IBM FileNet, or Microsoft SharePoint, LiveCycle ES3 can extract their data into automated business processes, as well as leverage it for content that enhances customer service, accelerates transaction cycles, reduces document management costs, and meets compliance requirements. Extensions that quickly and easily activate functionality within Adobe Reader software (version 7 and later), enabling end users to save data locally, add and save annotations, apply digital signatures, dynamically embed data in a barcode, and integrate with web services for PDF forms and documents. Automated workflows that support robust, more secure, and authenticated electronic signatures for critical business processes. Adobe CQ is the foundation of the Adobe Web Experience Management (WEM) solution, a next-generation web content management system that provides government teams with easy-to-use, web-based applications for creating, managing, and delivering personalized online experiences. CQ features that deliver outstanding customer-centric support include: An easy-to-use application that enables nontechnical users to author and publish content across channels and devices, while maintaining agency standards. The ability to quickly develop and optimize content and services across desktop and mobile platforms. The CQ methodology of build once, deploy many completely eliminates the need for building separate mobile sites or contracting with thirdparty transcoding services. Legacy data chains are broken and government data is freed to automatically adapt to device types and sync between native applications and the web. A unified asset management application that empowers organizations to optimize their digital service operations, reuse existing assets, and maintain brand consistency regardless of format or location. A powerful, fast, and flexible content repository that leverages a Java Content Repository and Apache open source technology; can store a wide variety of content with deep metadata; and can serve the right content, to the right user, at the right time, across any device. Optional cloud deployment, with a hosted and managed services offering that enables agencies to accelerate innovation and time to launch of new information and services on a cloud-based platform. 6
7 In addition, government agencies can take advantage of HTML5 in many Adobe products. 15 They can also be assured that the content they create can meet many of the necessary government standards, including Section 508 of the Americans with Disabilities Act. Adobe is deeply committed to promoting accessibility through all its products, and continues to work closely with agencies and organizations on a global level to help ensure that digital content is accessible to every citizen and customer who wants it. 16 Improve priority customer-facing services for mobile use Adobe has a broad and deep knowledge of mobile device technology and applications. It began with a commitment to multidevice application development over 15 years ago through the development of the Adobe Flash Platform, the first truly ubiquitous, device-independent rich internet application (RIA) platform, and the creation of the PDF. On May 1, 2008, Adobe announced the Open Screen Project, with the intent of providing a consistent application interface across multiple device types, including personal computers, mobile devices, and consumer electronics. 17 Since that time, Adobe has developed pervasive and proven mobile device and application support across its entire product line. 18 But Adobe s support of mobile technology extends beyond basic product support of devices and applications. Adobe has worked to democratize mobile application development through products such as Adobe PhoneGap and Adobe AIR runtime. PhoneGap 19 is a proven open source mobile development framework, downloaded more than 600,000 times to date 20 and supporting thousands of applications that span devices based on Android, ios, BlackBerry, and other operating systems. PhoneGap makes it easy to develop and test truly device-independent applications using HTML, CSS, and JavaScript. Adobe AIR offers yet another way to build powerful cross-platform applications. It enables developers to use HTML, JavaScript, Adobe Flash Professional software, and ActionScript to build web applications that run as standalone client applications without the constraints of a browser. Continuing the theme of democratization of devices, each of Adobe s products offers simplified and userfriendly ways to extend existing data and applications across devices in a standardized way. For example, the Adobe CQ Mobile product provides agencies a streamlined way to customize and repurpose existing content for optimal display on mobile phones and tablets. 21 An easy-to-use, browser-based, in-context content authoring environment eliminates the need for custom client software and enables nontechnical agency users to drag and drop assets and application components to create customer-centric experiences specific to mobile device types. Agency personnel can then use the included emulators to render device previews for most common devices. The preview shows what the citizen will see, and it displays the device frame and space available for the experience. Additionally, a QR Code allows instant access to the current preview using the agency user s own mobile device. To simplify content creation and management, agency users can group several devices within segments that correspond to their functionality and capabilities. For every device group, they can define user agents, device capabilities, screen resolution, and other variables. Measure performance and customer satisfaction to improve service delivery Citizens who communicate online have constantly evolving needs and expect relevant, even personalized, content from websites. To engage citizens, it is critical that public agencies quickly identify what content is relevant and compelling to them. Armed with this knowledge through website tracking and testing, agencies need to continually evolve their sites and to target the appropriate content to different citizens. Adobe SiteCatalyst allows agencies to continually improve citizens website experience. They can capture and analyze how users arrived at the agency s website. Determine how users interact with the site, including content viewed, click-through rates, and when users navigate away from the site. And get actionable, real-time intelligence about digital strategies and outreach initiatives, including social, media, and video communications In October 2011, PhoneGap code was contributed to the Apache Software Foundation with the name Apache Callback. It is currently under incubation until it can become a full Apache project
8 Agencies can increase the relevance of website content for their citizens by using Adobe Test&Target software. Test&Target is a website optimization tool that can continually make an agency s online content more relevant to citizens. It provides an intuitive interface for designing and executing tests, creating audience segments, and targeting content all from a single application. Platform of security and privacy As information and devices become increasingly mobile, we must ensure confidentiality, integrity, and availability by building security into digital government services. Digital Government Strategy Promote the safe and secure adoption of new technologies Adobe protects information at the content-level rather than the device level. This distinction allows Adobe to deliver products and technologies that work within any agency infrastructure to help ensure that information is more secure, authenticated and protected regardless of the location or device through which it is accessed. The following table reviews the key features of Adobe security and the benefits to government agencies. Security Feature Security of encryption/ authentication Digital signatures Advantage Adobe provides up to four different types of authentication with certain products: Anonymous authentication Username/password authentication Kerberos SSO authentication PKI-based smart card/certificate authentication These types enable out-of-the-box deployment in a variety of authentication infrastructures and make it easy to add substantial mechanisms for customization and integration. Digital signatures save time and help document authors and recipients ensure the integrity and authenticity of a document s contents. In most Adobe document and form creation products, agencies can easily add a standards-based digital signature to a document, check the signature for validity, and add permissions and restrictions to control the signature workflow. The digital signature feature in Acrobat has been proven to handle multiple levels and layers of signing without breaking the signature chain, making Acrobat one of the most robust digital signature solutions available. With LiveCycle ES3, agencies can use electronic signature capabilities in a server environment, bringing more paper-based processes online to reduce costs, improve compliance, and increase customer satisfaction all while providing information authenticity and integrity. Digital rights management (DRM) The Adobe LiveCycle Rights Management ES3 module software helps government agencies prevent confidential data or other sensitive information from leaking outside the agency or getting into the wrong hands. With Adobe DRM technology, agencies can control access, printing, copying, and editing at the document, user, or group level and dynamically change those policies throughout the lifetime of the document, inside or outside the agency firewall, across any device. Further, with Adobe technology, government agencies can continuously monitor and audit the trail of sensitive information, inside or outside the agency s firewall, and apply powerful ad hoc analytics to deliver predictive triggers on where breaches are likely to occur. Management of sensitive information With Acrobat and LiveCycle ES3, end users can consistently and quickly remove sensitive information from files using one-button sanitization and enhanced redaction tools. Powerful, standards-based encryption technologies allow them to set passwords and permissions to control access or prevent changes to any PDF document. 8
9 Evaluate and streamline security and privacy processes In addition to making sure that Adobe products deliver the most advanced levels of content protection possible, Adobe works with other industry leaders to deliver a rapid response when a threat or vulnerability arises, providing agency teams with timely guidance and patches, when needed, as quickly as possible. Shared platform approach we need to leverage existing services and contracts, build for multiple use cases at once, use common standards and architectures, participate in open source communities and launch shared government-wide solutions and contract vehicles. Digital Government Strategy Establish intra-agency governance to improve delivery of digital services The purpose of the shared platform approach is to effectively leverage ideas, data, content, and resources. Taking advantage of shared solutions rather than building from scratch, prevents duplication of effort, sparks innovation, and breaks down information silos. Adobe supports a shared platform approach through several measures, including: A demonstrated commitment to standards Active support and involvement in the open source community Creation of platforms that are open and able to fit into any architecture stack at any point Shift to an enterprise-wide asset management and procurement model Adobe believes that data should be reused, not re-created. Toward that end, powerful products like Adobe CQ Digital Asset Management (CQ DAM) break down the barriers created by existing silos of digital content, enabling content to be reused inside the agency or across agencies. 22 CQ DAM is built on Adobe s modern, open, standards-based Enterprise Content Management (ECM) platform, called Adobe CRX, a highly scalable, intuitive platform that natively manages all content as defined in the Content Repository for Java Technology API Version 2.0 specification also known as JCR 2.0. This programming interface defined by the ECM industry provides developers with a stable and well-defined, yet extensible content and query model that protects past and future investments. With CQ DAM, it is easy for organizations to manage terabytes of digital content, regardless of content type (documents, images, audio, video clips, animations, and more), and leverage the power of detailed metadata tagging for optimal and precision searches. Deep integration of CQ DAM with the Adobe CQ5 Web Experience Management solution and Creative Suite simplifies an agency s planning, production, and distribution of digital assets, content, and applications across any device. In addition to powerful digital asset management technology, Adobe supports software asset management. Agencies can use a wide variety of existing prenegotiated government contracts. For example, Adobe Creative Cloud is the digital hub that allows agencies to download and install every CS6 application; access online services for file sharing, collaboration, and publishing; and benefit from new apps and features as soon as they re released
10 Information-centric approach Regardless of form, to harness its value to the fullest extent possible, we must adopt an information-centric approach to digital services by securely architecting for interoperability and openness from the start. Digital Government Strategy The benefit of the information-centric approach lies in freeing the best and most useful content from the confines of a particular deliverable and allowing that content to reach a wider audience in a variety of formats. Adobe has built a strong legacy in rich, easy-to-use, powerful, and extremely efficient presentation layers. Make open data, content, and web APIs the new default The process of opening up data and content by removing it from the context of specific delivery formats is accomplished by describing the data and content clearly and then making it available to other computers in a machine-readable format. This process is referred to as providing web APIs. Many Adobe products already give data and content the ability to remain open through APIs. Some of those products include: AIR Acrobat BlazeDS CQ (provides several Java APIs including JCR 2.0 (JSR-283), Jackrabbit 2.0 API, CRX API, and CQ API) Adobe Dreamweaver Adobe Digital Marketing Suite (Partner API) Adobe Insight Flex Adobe Kuler LiveCycle PhoneGap Spry Stage 3D Make existing high-value data and content available through web APIs Legacy data can present challenges for agencies. It may be stored in separate databases that do not communicate with one another. Content may be structured or unstructured. Breaking the content out of existing systems can seem like a monumental task. Adobe CQ is a solution that can address legacy system challenges. Adobe CQ is the foundation of the Adobe Web Experience Management solution. It provides easy-to-use, webbased applications for creating, managing, and delivering personalized online experiences. Agencies can control digital assets with CQ5 Digital Asset Management. Gain flexible yet powerful control of assets from creation to distribution. And make sure assets are distributed to relevant users for review in the appropriate format. CQ5 DAM provides a platform to build applications on, making valuable digital assets available to all parts of the organization and ecosystem. The CQ5 DAM workflow engine provides an easy-to-use interface that enables users to create, maintain, and control workflows that generate asset renditions, thumbnails, and watermarks. All metadata and asset content are extracted and easily searchable. Assets are placed into hierarchical and multidimensional taxonomies to enable easy location and repurposing.
