2 Role of the Commission EMERGENCY MEDICAL CARE COMMISSION ANNUAL REPORT 2006 The role of the Emergency Medical Care Commission (EMCC) is to act in an advisory capacity to the Board of Supervisors and the County Health Officer on all matters relating to emergency medical services, to review the EMS related activities in the County, to provide residents of the County an opportunity to participate in the making of policy for the emergency medical services system, and to report the Commission observations and recommendations to the designated regulatory bodies. Meeting Dates, Times and Locations During calendar year 2006, the Commission meetings were held monthly at 8:30 a.m. on the second Wednesday of the month. The meeting location alternated between Dominican Santa Cruz Hospital, Watsonville Community Hospital, and the Aptos/La Selva Fire Department. Commission Structure There was some changes to the membership of the Commission during Robyn Mclntyre filled the consumer representative position. Ron Prince accepted employment in another county and his seat on the Commission was filled by Chief Mike McMurry of Scotts Valley Fire Department. Kaylor Shemberger resigned his position on the Commission when he left Watsonville Hospital. Michael Stewart has been nominated to the Commission to represent Watsonville Hospital. David Zenker is leaving American Medical Response and his position will be filled by his successor. The Commission received monthly updates on the progress made towards acquiring the ability to fly helicopters safely in low visibility conditions to Dominican s landing zone. It is anticipated that the Federal Aviation Authority will grant approval early in Legislative Advocacy The Commission requests monthly reports of EMS-related legislative activity. Adequate funding of local emergency medical services is a high priority of the Commissioners who are concerned with the availability and quality of services in Santa Cruz County. 3. Provision of Local Emergency Medical Services The Commission continues to receive monthly updates of compliance with the ambulance contract. The Commission has also expressed concern about the impact of the change in the ambulance services provider for Monterey County. The Commission s concern about the number of hospital diversions in Santa Cruz County led to presentations by two community programs seeking to relieve emergency room congestion. The Commission also receives monthly updates on the progress of the grant-funded improvements in communications for the ambulance rigs. The mobile data computer and automated vehicle locator systems will decrease radio traffic on the primary channel used by the fire agencies for emergency traffic. c 2

4 4. Disaster Planning The Commission has been very actively participating in local disaster planning. The Commission s EMS Forum this year focused on improving disaster preparedness. Close to 100 members from the community, representing schools, hospitals, Red Cross, clinics, first responders and public health gathered to review the community s progress and to set priorities for the future. As a result of the Forum, the Board of Supervisors created the Emergency Management Council s Coordinating Committee. The new Committee, comprised of 14 members from law, fire, schools, hospitals, public works, volunteer and business communities, the cities and public health, met three times in 2006 and has begun to discuss the roles, responsibilities and authorities various disciplines and jurisdictions have in a disaster. The Committee continues to report monthly to the Commission. The Commission is also monitoring local planning efforts to prepare for a pandemic influenza. In May, the County Health Services Agency conducted a two-day training followed by a drill with a pandemic influenza scenario. A number of key members of the EMS community are also using the threat of a pandemic to review procedures for a scarce resource environment, such as a critical shortage of well personnel, and a system overwhelmed by calls for service (so-called austere EMS ). The annual statewide medical/health disaster exercise took place in November. The scenario was a catastrophic earthquake in the San Francisco Bay Area. The three local hospitals, County Emergency Operations Center and Public Health Departmental Operations Center all participated and tested various redundant communications tools. The Commission participated in planning and is monitoring the exercise outcomes. A standing item on the Commission s monthly agenda is a report on state and federal grant funding for disaster response and planning efforts. Standing Com m ittee 1. Public Information and Education The PI&E Committee has been meeting regularly to improve bystander cardiac care and stroke recognition in the community. The Committee was awarded a small grant to assist with starting a community-wide project, similar in scale to that of the City of Seattle. In order to be successful, the committee will need to identify a host agency to support the project on an on-going basis. 3
