3 2008 West Virginia Transportation Providers Directory The 2008 West Virginia Transportation Providers Directory was developed from information obtained through questionnaires from public transportation agencies, specialized transportation systems, taxi companies, limousine companies, non-emergency Medicaid transportation providers and head start providers. Specific information about individual providers is broken down by county and can be found in the county where an agency has its base of operation. Statistical information was complied on all providers but the head start providers. Funds are available under the head start program to provide comprehensive services, including health, education, nutrition and supportive services, such as transportation, to economically disadvantaged preschool children. Because the head start program is administered in such a diverse fashion by the individual counties, statistical compilation is not feasible. Specialized transportation services are also referred to as paratransit services. Paratransit services are more flexible than conventional fixed route transit but more structured than the use of private automobiles. Service is provided between specific origins and destinations selected by the individual. It most often refers to wheelchair accessible, demand-responsive van service. Specialized Multi-Passenger Van Transportation became a Medicaid reimbursable service in December The Bureau of Medical Services, Department of Health and Human Resources, indicates that this service is intended to transport Medicaid clients to and from medical appointments in a safe, sanitary and comfortable manner. Agencies must meet the regulations established by the Bureau of Medical Services to be eligible to provide this service. Drivers are required to have a current certification in first aid and CPR. Agencies providing non-emergency Medicaid transportation have been included in the directory. Additional copies of the directory can be obtained from the West Virginia Division of Public Transit. The directory is also posted on the web at and can be accessed by clicking on the word buses. The directory is updated every two years.
4 SURVEY RESULTS West Virginia has 156 organizations that provide transportation services in all 55 counties. Transportation is provided by public transit systems, taxis, limousines, head start providers, non-emergency Medicaid transportation providers and social service agencies, such as councils on aging, health centers and community action programs. For some agencies, transportation is the only service provided; for others, it is only one of many activities. Approximately 1,209 vehicles are in the combined specialized transportation and transit fleets. Only 56 agencies responded to the question of total operating expenses. On the basis of these 56 agencies responses, total transportation costs for their agencies are estimated at $37,324,741. Funding for these costs comes from a variety of federal, state and local sources. Caution should be exercised when using the transportation costs since several agencies did not respond to the question. The U.S. Department of Transportation s ADA regulations use paratransit to describe the comparable transportation service that must be provided for individuals with disabilities who are unable to use fixed route service. The number of ADA vehicles (specialized and transit) available in the state has increased from 494 in 1996 to 566 in Transit systems operate in 32 of the state s 55 counties. The primary users of the service are the general public and senior citizens. Taxi service is available in 34 of the state s 55 counties. Specialized transportation providers offer a wide variety of transportation services, from home meal delivery to employment opportunities to recreational activities and to medical appointments. The transportation programs are as varied and diverse as the agencies that operate them. Generally, the provision of transportation services is not the primary function of these agencies. The primary users of specialized transportation services are seniors and the disabled.

11 COORDINATION EFFORTS Less than half of the organizations responding to the question, "Are your agency's transportation services coordinated with other transportation providers in your area?" indicated that they provide no coordinated transportation services. It should be noted that in some rural areas of the State, there are few, if any, opportunities to coordinate transportation services because of the small number of transportation providers.
