4 MPA Addendum to Graduate Bulletin Curriculum Components The structure in which the MPA Program curriculum operates is as follows: Credit system: LIU operates on the semester system. Length of term: Each semester runs 14 weeks plus an examination week. Number of Terms: There are fall, spring and summer semesters. The summer semester is split into two segments, Summer 1 and Summer 2. The MPA Program runs some fall and spring courses on a fast track schedule of 7 or 8 weeks. The academic year runs from September 1 to August 31. Full-time status: LIU considers nine credits to be full-time for graduate students on an academic basis. Time limitation: The degree must be completed within five years. Any extension requires the approval of the program director and the deans. Class contact hours: Classes run from 6:10 to 8:00 p.m. and 8:10 to 10:00 p.m. on weekdays and from 9:00 a.m. to 1:00 p.m. on Saturdays (8 weeks) or 9:00 to 1:30 p.m. (7 weeks). Fast track courses run from 5:30 to 9:30 p.m. (8 weeks) or 5:30 to 10:00 p.m. (7 weeks). The semester contact hours equal 26; with the final exam there are 28 contact hours. All MPA Program courses at LIU are at the graduate level. Three number series are used: MPA 500 level courses are foundation courses; MPA 600 level courses are functional courses; PM 700 level courses are specialization courses including one that is required for the specific specialization; MPA 700 level courses are special topic (i.e., Independent Study, Internship) or Capstone Courses. When approved by the program director, special topic courses may be used as specialization courses. General Curriculum Plan Of the 48 credits required to receive an MPA degree, 36 are required credits. Required courses are the MPA 500 foundation courses, the MPA 600 level functional courses, and the MPA 798 and MPA 799 integrative capstone courses. The new integrative capstones (MPA 798 and MPA 799) focus heavily on application of analytical techniques on policy and program formulation, implementation and evaluation. These courses also require significant writing assignments, student decision-making and problem solving, often in teams. Writing and analysis is integrated into several required courses so that students will be more effective in the capstone courses and become more valuable in their careers. Public Service Environments (MPA 500 Series) Courses in the MPA 500 Foundations series are as follows: 3 credits - MPA 501: Principles of Administration 3 credits - MPA 502: Organizational Theory 3 credits - MPA 503: Government and the Economy 3 credits - MPA 504: Computer Applications 3 credits - MPA 505: Analytic Methods 3 credits - MPA 507: Public Policy Processes 4

5 Management Functions (MPA 600 Series) Four courses are required from the following management functions sequence, which vary by specialization: Note: changes as of Spring credits - MPA 602: Human Resources Management (All) 3 credits - MPA 603: Fundamentals of Public Budgeting and Financial Management (PAD, NPM) 3 credits - MPA 604: Administrative Responsibility and Accountability (PAD) 3 credits - MPA 606: Law for Managers (PAD) 3 credits - MPA 613: Foundations of Health Systems Finance (HAD) 3 credits - MPA 614: Health Respon/Accntblty for Administrators (HAD) 3 credits - MPA 616: Legal Aspects of Healthcare Administration (HAD) 3 credits - MPA 624: Not-for-Profit Management (formerly PM 740) (NMP) 3 credits - MPA 626: Legal, Ethical and Governance Issues in NPM Internships and Independent Study The Independent study and Internship courses include up to 6 credits based on students needs. 3-6 credits - MPA 787: Independent Study 3-6 credits - MPA 788-Fall, 789-Spring, 790-Summer: Graduate Internship Integrated Capstones Beginning with the graduate bulletin, the MPA Program has shifted to a capstone seminar and project in two courses of three credits each. These courses are designed to build students research, creativity and problem-solving skills. 3 credits - MPA 798: Capstone Seminar 3 credits - MPA 799: Capstone Project Additional Curriculum Components The MPA Program augments required courses by providing students the opportunity to examine a specific management function or area of application in more depth. Specializations focus on public service management, but the specialization may address a sub-sector of government (e.g., urban government), health care (e.g., long term care), or not-for-profits (e.g., service delivery organizations). Alternatively, specializations might address a management function (e.g., human resources management, financial management or law). Specializations may also take a broader focus (e.g., social policy). All MPA Program hosted and cross-listed courses are at the graduate level. All specialization courses offered by the MPA Program are offered at least once every two years. The Two-Year Schedule is published to coincide with the graduate bulletin for student planning purposes. Cross-listed courses are monitored to ensure that they too are available during a student s program (usually 2.5 years). Students are urged to take specialization courses when they are offered so they can get the ones they prefer. 5

6 MPA Program Specializations Specialization courses provide students with an opportunity to examine a specific management function or area of application in more depth. Students select either PUBLIC or HEALTH ADMINISTRATION, and within those two areas, sub-specialties may be pursued through the selection of four courses as shown below. Specialization courses have the prefix PM. In two fields (Gerontology and Non-Profit Management), a student may complete an advanced certificate by taking the combination of courses shown. Other specializations can be developed in consultation with a faculty advisor from the broad spectrum of courses available in the Program and School, as well as courses available across the campus. Students are reminded that specialization courses are not scheduled as frequently as required courses, so they should be taken when they are available even if all core courses have not been completed. Note: as of Spring 2008, there is a required foundation course for each specialization. Please note there are several courses that can be taken for any specialization. These are: MPA 787 (Independent Study); MPA 788, 789 or 790 (Internship 6 credits maximum); PM 700* (Modern Management Issues; and PM 710* (Issues in Administration). In the cases of PM 700* and PM 710*, the content changes, so students should evaluate the content for its relevance to their area of specialization before enrolling. The faculty member teaching the course will clarify its content. Public Administration Government Sector General Management: PM 728.
