2 Division of Vocational Rehabilitation Delegable Vocational Rehabilitation Services Purpose and Scope I. INTRODUCTION The State of Florida, Department of Education, Division of Vocational Rehabilitation, hereinafter referred to as DVR, is requesting information regarding the availability of providers to provide delegable core and selected non-core vocational rehabilitation (VR) services throughout the state of Florida. II. BACKGROUND DVR is a federal-state program that works with people who have physical or mental disabilities to prepare for, gain or retain meaningful employment. DVR is authorized by the federal Rehabilitation Act of 1973, as amended, and Chapter 413, Part II, Florida Statutes. DVR is a federal/state match program funded by the U.S. Department of Education, Rehabilitation Services Administration (RSA) on a 4:1 ratio, or 78.7% federal dollars to 21.3% state general revenue. Federal funding for the program is contingent upon adherence to the State Plan approved by RSA. The State Plan is DVR s contract with the federal government explaining how DVR helps people with disabilities find employment. One of the requirements of the State Plan is statewideness, which requires DVR to provide services throughout the state. Currently, DVR contracts for delegable core and selected non-core vocational rehabilitation services in the following regions: Workforce Board Region 7 Columbia, Union, Dixie, Gilchrist, Baker, Clay, Duval, Nassau, Putnam, and St. Johns counties. Workforce Board Region 9 Alachua and Bradford counties. Workforce Board Region 20 Indian River, St. Lucie, Martin, and Okeechobee counties. Workforce Board Region 23 Unit L Monroe County. Workforce Board Region 23 Unit O Miami-Dade County. Workforce Board Region 8 Unit H Duval County. III. GOALS The primary goal of contracting for delegable VR services is to ensure provision of services throughout the state. DVR is interested in continuing to contract for services in the regions Page 2 of 5
3 listed above, as well as possibly expanding services to include Workforce Board Region 10 - Citrus, Levy and Marion counties. DVR will furnish facilities, software, computers, telephones, and other office equipment necessary to provide delegable services. Services to be provided include, at a minimum: Processing referrals and applications; Outreach to traditionally un-served or underserved populations; Securing preliminary eligibility documentation; Arranging diagnostic assessments for the determination of necessary rehabilitation services; Arranging and coordinating vocational rehabilitation services with the DVR; Assisting individuals with the development of an Individualized Plan for Employment (IPE); Providing guidance and counseling regarding informed choice, disability issues, and employment; Searching for and coordinating comparable services and benefits; and Assisting individuals to secure employment outcomes consistent with the IPE. IV. OBJECTIVES The objectives associated with the provision of delegable VR services are to: 1. Provide delegable VR services in compliance with Informed Choice and Order of Selection; 2. Provide all services in accordance with the Rehabilitation Act of 1973, as amended; 34 CFR Part 361; Chapter 413, Part II, Florida Statutes; and DVR Operational Policies and Procedures for DVR Counselors; 3. Provide all services in a mode of communication appropriate to the individual, including use of sign language, written materials, languages other than English, and other manual communication modes; 4. Ensure that only DVR registered vendors are used to provide services to customers; 5. Safeguard customer information and confidentiality; 6. Provide all supplies needed for the provision of services; and 7. Maintain a comprehensive personnel system to ensure a qualified and stable workforce to provide services. This includes staff that are appropriately experienced and qualified to provide services to special populations. These populations include, but are not limited to, Page 3 of 5
4 persons who are deaf or hearing impaired; persons with mental illness; persons with intellectual disabilities; persons with spinal cord injuries; persons with traumatic brain injuries; and students transitioning from school to work. V. PROCESS DVR management and other DVR stakeholders will review and analyze information received in response to this Request for Information (RFI) to determine the feasibility of issuing a competitive solicitation for these services. Any request for cost information received will be used solely to gain a perspective of the potential budgetary magnitude. Responses to this request will be reviewed for informational purposes only and will not result in the award of a contract. Vendors submitting a response to this RFI are not prohibited from responding to any related subsequent solicitation. VI. RESPONSE FORMAT Potential vendors are asked to address all of the following requirements in their response: 1. Company literature, such as corporate overview and company structure, financial soundness and stability, and services currently offered; 2. Point of contact information, including representative name and alternative, if available, telephone number(s), and address(s); 3. A statement of interest in providing the services outlined in this RFI, including an outline of a specific concept, technology, or approach that would meet the goals and requirements described in this RFI; 4. A description of the respondent s business and its experience as it relates to the services outlined in this RFI. This description should include a narrative explaining past experiences in which the respondent has engaged in providing delegable VR services; 5. A description of how the respondent s approach will offer advantages or improvements over existing processes. The description should also identify known or potential concerns with the approach; and 6. A description of the staffing level the respondent anticipates will be needed in order to carry out its proposed approach. The description should include, at a minimum, the estimated number/type/level of expertise of staff that the respondent would assign to an initiative such as the one described in this RFI. VII.
