Candidate s delivery of products, performance of services, or issuance of invoices in connection with a Consultant agreement/ purchase order establishes Candidate s agreement to the Terms. All candidates are responsible to carefully review each attachment and follow any instructions that may be relevant to this procurement.

2 Commodity Specifications or Statement of Work Statement of Work DFAT Technical Assistance Team for MoRA: Operationalizing the Grand Design for improving Madrasah Quality In response to a request to the Director General of Islamic Education, Ministry of Religious Affairs (MoRA) to help operationalize MoRA s reforms in improving the quality of madrasah education. In 2015 MoRA launched a strategy document for improving the quality of madrasah education known as the Grand Design. This sets out the key priorities for reforms in the sector but does not articulate clear operational work plans for implementation. RTI is seeking a Team Leader position, will be an international six-month consultancy, based in Jakarta, Indonesia. The Team Leader will lead a team of two local consultants (National Sector Specialist: Teachers Continuous Professional Development and Module Development; and National Sector Specialist: Quality Assurance). Expected outputs: 1. A work schedule to be produced within three weeks of start date. This is to be agreed to within MoRA and discussed with DFAT. The work schedule is expected to include the proposed activities of each Team member as well as a schedule of targeted products. 2. Over the course of a six-month period the Technical Assistance team will develop a Strategic Work Plan (SWP) for Government of Indonesia FY 2017 based on the current Grand Design document. Unless otherwise advised by MoRA, the SWP will have three sections each responding to a priority area as set out below. 3. Each of the three team members will be expected to produce individual products within the overall work schedule which will be used to assess their performance. The exact product is subject to discussions as part of the work schedule finalization but it is anticipated that each technical adviser would produce a document outlining the current context, key constraints, and potential immediate options for each priority area. This product would inform the SWP, DFAT and discussions with relevant MoRA counterparts. 4. At least two presentations of work one at the mid-point, approximately three months into the assignment (to assist DFAT s review), and one at the end to get stakeholder input before the SWP is finalized. 5. These products will be reviewed by RTI before submission or presentation to DFAT. Activity: 1. Policy development and adjustment: Ensure that MoRA s policy framework (including various regulations, guidelines, and procedures) is available to accommodate and support the Grand Design reforms. Map all relevant policies and develop any amendments/additions that need to be made to ensure MoRA has policy cohesion. A priority within this task is to

3 recommend how MoRA should operationalize its Grand Design objective of disability-inclusive education. 2. Teachers continuous professional development (CPD) and module development: MoRA will adapt modules from the Ministry of Education and Culture (MoEC) on CPD and add modules related to character development and religion. The team will assist MoRA to: Adapt these modules to the MoRA system, including developing additional modules on MoRA specific subject matter (such as multiculturalism and moderate Islam) and social inclusion. Develop a system/framework of CPD for school principals, teachers, and supervisors, adapting form existing MoEC and MoRA approaches where possible. 3. Quality Assurance: MoRA is intending to establish a systematic quality assurance mechanism, particularly for CPD, madrasah training at the Kanwil level and for Madrasah Development Centres (MDC) as MDCs are now responsible for ensuring quality services within madrasah education. The team will assist MoRA to: Develop a system (including appropriate teacher guidelines) to ensure MDC quality and capacity to deliver against their newly strengthened role and responsibilities. Review Mechanisms: Two reviews are anticipated: 1. After three months from start date DFAT and MoRA will complete a general review of progress against the ToRs for these activities. 2. Towards the end of the six-month from start date support period, DFAT and MoRA will determine the nature and priorities of any follow on activity that MoRA may require. Although fortnightly progress meetings will take place between DFAT and the Team Leader, the Team Leader will report on a day-to-day basis directly to the Director General Islamic Education or his nominated representative. Team Lead Position Scope of Work: The Team Leader will have overall responsibility for achieving team objectives and will be accountable to DFAT and the Director of Islamic Education, Ministry of Religious Affairs. The Team Leader will lead the review of the Ministry s policy framework related to improving the quality of madrasah education and will be responsible for developing recommendations for any suggested revisions. The Team Leaders is expected to draw upon the other specialists as well as other advisers working with the Ministry and MoRA officials for input and peer review of products. In addition, the Team Leader will be required to facilitate coordination with the Ministry of Education and Culture as required. The Team Leader will report on team progress to MoRA and DFAT and will help facilitate communication between stakeholders and other development cooperation activities that re ongoing in MoRA including those financed by DFAT. At appropriate times during the consultancy the Team Leader and DFAT will assess the Team s progress and at those times DFAT will seek to ensure that the intended activities of the specialists (as detailed in the Work Schedule) are still those desired by MoRA. The Team Leader

4 is expected to liaise with the DG of Islamic Education or his nominated representative on a frequent basis to ensure the Team s work maintains alignment with MoRA s objectives. The Team may be required to respond to new work priorities as required by MoRA and approved by DFAT. The Team Leader will also be expected to ensure that adequate progress is being made by each Team member towards his or her designated products. Concerns should be reported via phone or to RTI and DFAT. Required Skills/Experience: A relevant post-graduate qualification and/or relevant and equivalent experience. Demonstrated ability and at least 10 years of experience working to improve education governance and service delivery in Indonesia (preferably in the education sector). Substantial knowledge and experience with MoRA systems and the madrasah education system in general. Strong interpersonal skills, excellent written and verbal communication skills, and an ability to affect positive working relationships with a wide variety of stakeholders at senior levels. Experience in sector management of donor funded programs, including managing a team, reporting progress, activity work plan design, liaison and consultation. Experience with DFAT programs is highly desirable. Bahasa Indonesian fluency is essential, high-level English language skills are desirable. Service Expectations Expected Schedule: The consultant s schedule will be six months full time in Jakarta, Indonesia. Timelines, Special Terms and Conditions: Timing: The consultant s assignment is anticipated to commence in June Work Location: Jakarta, Indonesia with possible regional travel within Indonesia as needed/directed. Airfare, lodging, and travel allowances will be provided to the consultant for international travel. Travel with be within the DFAT Government Per Diem Rates. The Team Lead will be based in Jakarta in an office facility provided by MoRA. Labor Rate of Pay: Please provide a monthly labor rate for the expected schedule as described above. RTI is looking to engage a consultant at the C4 Adviser Remuneration Framework (ARF) level. Please indicate any conflicts with your availability based on the timing and expected schedule.

6 Attachment B Instructions to Bidders/Sellers 1. Procurement Narrative Description: The Buyer (RTI) intends to purchase commodities and/or services identified in. The Buyer intends to purchase the quantities (for commodities) and/or services (based on deliverables identified in a Statement of Work). The term of the Ordering Agreement shall be from Award Date to the Delivery date of the Offeror unless extended by mutual agreement of the parties. The Buyer intends to award to a single approved supplier based on conformance to the listed specifications, the ability to service this contract, and selling price. We reserve the right to award to more than one bidder. If an Ordering Agreement is established as a result of this RFQ/RFP, supplier understands that quantities indicated in the specifications () are an estimate only and RTI does not guarantee the purchase quantity of any item listed. 2. Procuring Activity: This procurement will be made by Research Triangle Institute (RTI International), located at 3040 East Cornwallis Road Research Triangle Park, NC USA who has a purchase requirement in support of a project funded by Australian Department of Foreign Affairs and Trade (DFAT) Education Technical Support Team (Indonesia) RTI shall award the initial quantities and/or services and any option quantities (if exercised by RTI) to Seller by a properly executed Consultant Agreement/ Purchase Order as set forth within the terms of this properly executed agreement. 3. Proposal Requirements. All Sellers will submit a quote/proposal which contains offers for all items and options included in this RFQ/RFP. All information presented in the Sellers quote/proposal will be considered during RTI s evaluation. Failure to submit the information required in this RFQ/RFP may result in Seller s offer being deemed non-responsive. Sellers are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach RTI s office designated in the RFQ/RFP by the time and date specified in the RFQ/RFP. Any offer, modification, revision, or withdrawal of an offer received at the RTI office designated in the RFQ/RFP after the exact time specified for receipt of offers is late and may not be considered at the discretion of the RTI Procurement Officer. 7 (e) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. (f) Lead Time Availability of the Service. (g) Terms of warranty describing what and how the warranties will be serviced. (h) Special pricing instructions: Price and any discount terms or special requirements or terms (special note: pricing must include guaranteed firm fixed prices for items requested. (i) Payment address or instructions (if different from mailing address) (j) Acknowledgment of solicitation amendments (if any) (k) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including points of contact with telephone numbers, and other relevant information) (l) Special Note: The Seller, by his response to this RFQ/RFP and accompanying signatures, confirms that the terms and conditions associated with this RFQ/RFP document have been agreed to and all of its attachments have been carefully read and understood and all related questions answered. 4. Forms: Sellers (potential bidders or suppliers) must record their pricing utilizing the format found on Attachment A. Sellers must sign the single hardcopy submitted and send to address listed on the cover page of this RFQ/RFP. 5. Questions Concerning the Procurement. All questions in regards to this RFQ/RFP to be directed to Linnea Hatteberg at this address: lhatteberg@rti.org The cut-off date for questions is (insert date). Friday, May 20, Notifications and Deliveries: Time is of the essence for this procurement. Seller shall deliver the items or services no later than the dates set forth in the contract that will be agreed by both parties as a result of this RFQ/RFP. The Seller shall immediately contact the Buyer s Procurement Officer if the specifications, availability, or the delivery schedule(s) changes. Exceptional delays will result in financial penalties being imposed of Seller. 7. Documentation: The following documents will be required for payment for each item: (a) A detailed invoice listing Consultant Agreement/ Purchase Order Number, Bank information with wiring instructions (when applicable) Attachment B Page 2

8 (b) (c) Time Sheets All relevant expenses as pertained to travel. Expenses will be reimbursed at the DFAT Government Per Diem Rate. 8. Payment Terms: Refer to RTI purchase order terms and conditions found in Payment can be made via wire transfer or other acceptable form. Sellers may propose alternative payment terms and they will be considered in the evaluation process. 9. Alternative Proposals: Sellers are permitted to offer alternatives should they not be able to meet the listed requirements. Any alternative proposals shall still satisfy the minimum requirements set forth in Specifications. 10. Inspection Process: Each item shall be inspected prior to final acceptance of the item. All significant discrepancies, shortages, and/or faults must be satisfactorily corrected and satisfactorily documented prior to delivery and release of payment. 11. Evaluation and Award Process: The RTI Procurement Officer will award an agreement contract resulting from this solicitation to the responsible Seller (bidder) whose offer conforms to the RFQ/RFP will be most advantageous to RTI, price and other factors considered. The award will be made to the Seller representing the best value to the project and to RTI. For the purpose of this RFQ/RFP, price, delivery, technical and past performance are of equal importance for the purposes of evaluating, and selecting the best value awardee. RTI intends to evaluate offers and award an Agreement without discussions with Sellers. Therefore, the Seller s initial offer should contain the Seller s best terms from a price and technical standpoint. However, RTI reserves the right to conduct discussions if later determined by the RTI Procurement Officer to be necessary. The evaluation factors will be comprised of the following criteria: Applicants will be evaluated based on academic background and relevant professional experience. A relevant post-graduate qualification and/or relevant and equivalent experience. Demonstrated ability and at least 10 years of experience working to improve education governance and service delivery in Indonesia (preferably in the education sector). Substantial knowledge and experience with MoRA systems and the madrasah education system in general. Strong interpersonal skills, excellent written and verbal communication skills, and an ability to affect positive working relationships with a wide variety of stakeholders at senior levels. Experience in sector management of donor funded programs, including managing a team, reporting progress, activity work plan design, liaison and consultation. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful supplier within the time acceptance specified in the offer, shall Attachment B Page 2

9 result in a binding contract without further action by either party. 13. Validity of Offer. This RFP in no way obligates RTI to make an award, nor does it commit RTI to pay any costs incurred by the Seller in the preparation and submission of a proposal or amendments to a proposal. Your proposal shall be considered valid for 60 days after submission. Acceptance: Seller agrees, as evidenced by signature below, that the seller s completed and signed solicitation, seller s proposal including all required submissions and the negotiated terms contained herein, constitute the entire agreement for the services described herein.
