1 AMC FOR PEST & RODENT CONTROL AT RCI, HYDERABAD. TERMS & CONDITIONS 1. General: RCI, Hyderabad spread over an area of 2094 acres spread over a radial distance of approx 8-10 km comprises of open areas and buildings. In order to ensure the Pest & Rodent control, there is a need to have Pest & Rodent Control through proper agency which is specialised in executing such tasks. The climatic & environmental conditions in this area lead to germination of various types of Pests & Rodents. In order to have this area free of these Pests & Rodents, various mitigation techniques require to be carried out, for which requirement of having such tasks to be executed by agencies using pesticides and rodenticides as per WHO and orders on this subject issued by Government of India. 2. Scope of work & main working criteria: a) Pest Control: In order to control pests, various approved pesticides by CIB & RC (Central insecticides board and registration committee) only to be used as per existing environment protection acts and amendments thereafter on the subject. The technique and pesticides used will be as per the existing control measures like:- i. Biological pest control- By using proper BTI for water bodiesapprox area of water bodies 50,000 Sqm. (all ponds around bldgs) ii. Elimination of breeding control- insectides, Herbicides, Rodenticides. iii. Poisoned baits & spray- for ants, rats. iv. Field burning by using-ant Bait liquid. v. Space fumigation and treatment-for open areas, once in a week. For this see the map sheet attached. vi. Repellents-To be provided as per approved qty. vii. Chemical pest control method-for open area. viii. Destruction and treatment of infected plants-approx area along the entire stretch on inside roads. b) Rodent Control: The various rodent pests need to be removed by using techniques available in market and using rodenticides. c) Manpower: Min 15 persons will be detailed for carrying out these tasks.
2 d) Locations and Detailed tasks:- a) Locations as per Appx- A attached. However, in each building maintenance is to be based on the directions by site Incharge nominated by Works Division. Mitigation techniques to be carried out as per requirements. b) The services of spray and removal etc will be minimum two times in each building in a week and open areas by using power sprayers, motorised back pack sprayer. c) The service require min two treatments a week apart from deploying the personnal on daily basis for each building and open roads, gardens etc. d) Insecticides to be used are as follows :- i. Non- Toxic to Non-Targeted species/organisms ii. Eco-Friendly iii. Non-Bio accumulations (as against chlorinated hydrocarbons) iv. Non-mobile in environment as they not leach through the soil into ground water v. Idiopathic environmental intolerance vi. Multi- chemical sensitivity e) Rodents involves: integrating, inspection and population deduction by trapping or rodenticide programs. f) To use various sprays/pesticides/rodenticides in areas such as open drains/to plug various holes as directed by using drain protection products@10/- building, mouse poisons (200 per month)kits, Deodorants, Disinfectants, Rat Barriers, Air fresheners,rat baits sachets. g) The quantity of Deodorants, Disinfectant, Air fresheners, Rat bait sachets to be supplied min 100 per month for each type. h) Bidder is also required to eradicate the rodent including rats, baddikoots, snakes, lizards etc. and insects also ensure that the building is totally free from them by the use of poisons not harmful to human life. The baits and poisons are to be periodically changed. He has to close all the vents of the rodents within the building and also in its immediate vicinity also he has to suitably dispose of the carcass of the rodents. Every open, vents of each building need to be covered by. i) Inspection, Tracking and Population control of rodents (Trapping, Rodenticide Programming & Placement of Gum Boards prepared on site). Every day by the team consisting of 2 person/bldg.
3 j) Larvicide & Adulticide of all flying insects in open spaces around the bldgs and lawns. k) Agencies must ensure that the pest and rodent control once done shall remain effective up to next treatment failing which it shall have to be done again without any cost. The pesticides, etc. used for pest/rodent control, should not have adverse impacts on human health. l) Mode of Payment a. Payments to be made on monthly basis, will be made through CA RCI and through CDA(R&D) Hyderabad, against submission of Job Completion Certified by Head Works & Services. b. Income Tax at source will be Deducted. m) Renewal of AMC: a. The AMC may be renewed for further one more year subject to satisfactory performance. 3. ELIGIBILITY CRITERIA Vendors will be shortlisted/ qualified based on following:- a. The bidder shall have an experience of at least 3 (three) years or more in this field. The bidder should submit a work order or work experience and registration certificate to claim the 3 years work experience. b. The bidder should have a valid license to use Permissible insecticide for commercial pest control operation from government statutory body. c. The bidder should have valid labour licence to comply the minimum wages act if applicable. d. The bidder should be in possession of ESI and PF certificate. e. The firm should preferably be a member of pest control association of India (PACI). f. The firm should have executed minimum work order of 25 lakhs annually for the last three years. 4. SAFETY PRECAUTIONS TO BE FOLLOWED: a. Wearing of protective clothing for all staff employed is compulsory. They will wear proper waterproof apron, gloves, respirator, goggles boots, while carrying out treatment of sprays.
4 5. CORRECT USE OF CHEMICALS: These are merely guidelines, may be adhered to for better quality control. a. The application rate for chemical should be like 10 ml concentration per 5L water to cover 40 Sqm. b. Mix 5g powder to cover approx 20 Sqm c. Use 1 packet of powder per 10L water. 6. Disposal of unused pesticide and empty pesticide containers: As per the standard guidelines to be carried out. 7. Maintenance of equipment: Decontamination and maintenance of pesticide application equipment to be done after every treatment. 8. Safe storage of pesticides and spray equipments: As per existing guidelines. 9. Cleaning up of pesticides spills: As per existing policy on this issue. 10. First aid for pesticides: Sufficient number of first aid kids/equipments to be placed on storage location. A register for these items will have to be maintained by the firm during the currency of contract. 11. Transport provisions: Since area is spread over a distance of almost 8-10 kms, vehicle to carry service provider should be 4 wheelers with a storage carrying capacity in it. 12. Pre bid Visit to site/lab: All are requested to visit the site/lab and understand the complete scope of work before submitting the quotes to ensure no ambiguity at later stage.
