Purpose No change No change The purpose of this annex is to define the organization, operational concepts, responsibilities, and procedures to accomplish state disaster recovery in Texas. This annex is applicable to all agencies, organizations, and personnel with recovery Emergency Support Function (ESF) responsibilities. III. The Texas State Disaster Coalition Catastrophe Plan (TSDC) meets quarterly to facilitate policies and procedures related to insurance support following a major disaster.
