1 a. Registration Types: All unescorted vehicles operating in the Restricted Security Areas must be registered as indicated by an Air Operations Area (AOA) Registration affixed to the left front portion of the vehicle. Prior to the initial registration, and for each registration renewal, all vehicles must pass a safety inspection and provide proof of insurance. Registrations may not be transferred between vehicles. b. Vehicle Identification: For the purpose of rapid identification, each vehicle which operates on the AOA is required to continuously display an assigned company alphabetic designator and individual vehicle number. Company logos are not an accepted form of designator. (1) Alphabetic designators are only assigned through the IAD Operations Safety & Security Office (703) Once approved, the designator and number shall be displayed on the sides and roof of the vehicle. (2) The side markings must be a minimum of 8 inches high; the roof markings must be a minimum of 12 inches high and should be readable from the front of the vehicle. (3) The color of the markings shall be in sharp contrast to the surface the marking is applied to. Markings should not be affixed to any of the vehicles windows. (4) All required markings shall be present on the vehicle when on the AOA. Markings are not transferrable between vehicles. 1

Indemnification and Insurance Requirements: The owner/operator of a vehicle registered to operate on the AOA agrees to defend and indemnify the Airports Authority and its authorized officers, directors, agents, employees, volunteers and representatives for liability arising out of its operations while on the AOA. (1) The insurance requirements set forth in a contract between the Airports Authority and a contracting party shall prevail. Nothing shall reduce, exempt, or waive the requirements specified in such a written contract. (2) For parties that contract with any federal agency, tenant, airline, concessionaire, or contractor that does NOT have a contract directly with the Airports Authority, the owner/operator shall maintain commercial automobile liability insurance and commercial umbrella liability insurance with limits as set forth below: $2,000,000 combined single limit per occurrence for bodily injury/property damage for owned, non-owned, and hired vehicles Metropolitan Washington Airports Authority MUST be named as additional insured on all policies. All policies shall be primary; any insurance maintained by the Airports Authority shall be non-contributory with respect to the coverage supplied by the owner/operator. All policies shall contain a waiver of subrogation against the Metropolitan Washington Airports Authority. 2

4 1. Vehicle Safety Standards: The following is a list of safety equipment and standards that are mandatory for all vehicles operating on the AOA. Non-flashing 360-degree amber light on the uppermost surface. 5 pound carbon dioxide or dry chemical fire extinguisher. Operable headlights, brake lights, and turn signals. Operable windshield wipers, horn, and speedometer. Emergency brake capable of holding the vehicle in place while in gear. Windows must be clear, free of cracks, discoloration, and distortion. Grooved tires, in good condition, minimum 1/16 inch tread depth. No fuel, oil, coolant, brake, hydraulic, or other fluid leaks. Rigid exhaust system and mufflers in good condition with no holes. Positive locking towing couplings (where applicable). 2. General Rules for Operating Vehicles on the AOA: The following is a partial list of operating rules pertaining to vehicles operating on the AOA. For a complete list please see Orders & Instructions 3-2-2B. a. Operators are required to perform a safety check of their vehicles before operating on the AOA. b. Vehicles leaking fluids are not allowed to operate on the AOA. c. The use of personal electronic devices is prohibited while driving. d. Smoking is prohibited within vehicles e. Operators will keep the amber beacon, headlights, and taillights illuminated between sunset and sunrise and during inclement weather. f. Operators must yield to all aircraft, emergency vehicles, mobile lounges, and snow removal vehicles. g. Operators will remain with their vehicle if it becomes disabled. h. Speed limit on all aprons, ramps, underpasses, and basements is 5 mph. i. Speed limit on vehicle service roads is 15 mph. 4
5 The vehicle inspection station is open Monday-Friday * Temporary AOA access permit issued at Gate 127 for access to inspection station. No appointment is necessary. *Station is closed on weekends, holidays, and during snow. 5
