1 Appendix J: Competitor Analysis Comparative Program Analysis of Local Public and Private Postsecondary Institutions Offering Two Year Degrees or Less Introduction City College of San Francisco Voorhees Group LLC February 0 Degree and certificate programs offered by two- year or less post- secondary education institutions operating in a 5- mile radius of City College of San Francisco were tabulated and analyzed to present the range of credit degree and certificate programs available to community college students and prospective students in the greater San Francisco area. This report explores the breadth of existing programs in this geographic area. This report identifies those programs that are unique to City College and those programs that overlap with other institutions. These sources can be combined to identify programmatic opportunities for City College. Methodology The comparison list is a subset of all postsecondary institutions eligible to award federal financial aid as contained in the U.S. Department of Education s Integrated Postsecondary Data System (IPEDS) database for fall 0. IPEDS data were filtered to include both public and private institutions within a 5- mile radius of City College that offer a - year degrees or less. IPEDS does not collect non- credit enrollment, meaning that the figures in table represent students enrolled in credit programs. The most recent catalogs published online by these institutions were analyzed to determine the array of programs they offer. In turn, this information was entered in a master database of all community college programs in the United States developed by Voorhees Group LLC and organized by the Classification of Instructional Program taxonomy. The analyses presented below should be regarded Defined as the 5-mile radius surrounding City College of San Francisco. Institutions whose sole offerings were in cosmetology were excluded. City College enrolls a significant number of non-credit students. Non-credit course sequences may lead to non-credit certificates. The college is beginning to record these certificates, but the data are insufficient to include in this analysis at this point in time.

The analysis makes use of full 6- digit (CIP) codes to determine whether given programs had either a direct or rough correspondence to other programs. When that could not be determined, a new program category in the master database was created. The Dean of Institutional Effectiveness will maintain this database. 3 City College of San Francisco - year, Public 0,06 Total Headcount 7,0 City College of San Francisco and Neighboring Institution Enrollment There are 7,0 credit students enrolled in public and private postsecondary institutions offering two year degrees or less in a 5- mile radius of City College. Credit enrollment at the City College numbered 0,06, representing 6% of student population for two- year degree or less institutions within its 5- mile radius. The second largest institution in this radius is Chabot College with % of the total enrollment (Figure ). Two- year public colleges account for 95% of the total enrollment among all - year degree and less institutions in the 5- mile radius. The second largest set of competitors were private - year for- profit institutions at a combined percentage of % (Figure ). City College of San Francisco Program Offerings vs. Neighboring Institutions For a school of its size, it s not surprising that City College offers a large number of courses, as well as a large number of degree and certificate programs compared to its neighboring institutions. Based on the analysis of offerings of the neighboring institutions, we find that: Source: U.S. Department of Education, National Center for Education Statistics.
4 More than three- quarters of City College s credit programs have little or no competition. About one third of these programs have no competitors. Almost one half of programs have only one to five competitors. City College offers many formal degree or certificate programs in areas that other institutions do not. This is not to say that other colleges course offerings in certain disciplines are not parallel to City College of San Francisco s. Rather, it may simply be that these institutions have not grouped their existing course offerings into a certificate or degree program. Nonetheless, breaking down the course and program types at City College and comparing them to the number of similar degree or certificate programs at neighboring institutions sheds light on programs for which City College has a market advantage. Most notably, a range of City College of San Francisco s offerings in Computer and Information Sciences and Health Professions lack competition. Table shows the programs at City College with no neighboring competition, while Table shows the number of programs with few competitors.
