RECOMMENDATION: 1. That your Board approve and sign an amendment to the standard agreement with Mission Healthcare Services, Inc. (Principal: Neisha Becton, CEO; Location: Pleasanton, CA), which provides temporary psychiatrist coverage to Behavioral Health Care Services, to extend the term from April 1, 2007 through June 30, 2008 to April 1, 2007 through June 30, 2009 (Contract # 1120) and 2. That your Board approve and sign an amendment to the standard agreement with FCS, Inc., (Principal: Brian Browning, VP Client Services; Location: Bowling Green, KY), which provides psychiatrist search and recruitment services to Behavioral Health Care Services, to extend the term from April 1, 2007 through June 30, 2008 to April 1, 2007 through June 30, (Contract #1090) DISCUSSION/SUMMARY: Behavioral Health Care Services (BHCS) requires the services of psychiatrist recruitment agencies for countyoperated programs when traditional methods of recruitment are unsuccessful in providing timely recourse. Currently, the department is having difficulty in recruiting outpatient psychiatrists and institutional setting psychiatrists. Having a recruiter in place to meet the expedient demand for physician hiring is critical for the department and access to such locum tenens (temporary service) and physician recruitment organizations are now a necessary part of doing business in the health care field. The department's traditional efforts of placing advertisements in professional publications and on-line have been only slightly successful in attracting applicants, resulting in extended vacancies and hardships in the provision of medical psychiatric services to adults and children in need of them. Other California counties including Contra Costa, Stanislaus, Solano and Los Angeles are already utilizing such recruitment. The use of these services would be reserved for special circumstances, Le., child, institutional or specialized psychiatrists who may be in short supply or high demand. On April 10, 2007, your Board granted approval for the use of these types of agencies which was of great benefit to the department. Mission Healthcare Services Inc., a local vendor, will provide temporary psychiatrist staffing and recruitment to the department. In the past, Mission Healthcare has been able to supply psychiatrists but not always in a timely manner. ejij A Department of Alameda County Health Care Service Agency

2 Board of Supervisors 2 March 10,2008 In those instances when they do not have the available staff within the timeframe needed, we would like to have another option available. FCS, Inc. is a nationwide recruiter of psychiatrists and has had a strong record of accomplishment for providing candidates for our adult outpatient services and our criminal justice system. At this time, BHCS is requesting approval from the Board to extend Mission Healthcare Service Inc. and FCS, Inc. contract term in order to allow the department more time to utilize these agencies in physician recruitment. SELECTION CRITERIA: Department has contracted with Mission Healthcare, (previously Becton Healthcare) a county Local Vendor, in the past. The department had received a favorable recommendation from the Alameda County Medical Center regarding their performance and was granted approval by your Board to contract with them in FY It should be noted that CW Healthcare, the county's temporary service contractor, does not have psychiatrists in their staffing resources. The department was unsuccessful in finding other local vendors specializing in the placement and recruitment ofpsychiatrists, considering the very short supply of these professionals, not only locally but also nationwide. The most effective recourse for the department, given the urgent situation of facing a long vacancy for psychiatrists is to select a vendor that has broader resources to meet the demands for this type ofplacement and recruitment. Department selected FCS, Inc., one of the nation's largest psychiatric search firms which specializes exclusively in the search and recruitment ofpsychiatrists on a national level. It was highly recommended by other county Mental Health Services as a recruiter with consistently high quality resources and rapid results. FINANCING: Funding for this contract is included in the SHCS's budget. There will be no increase in net County cost.
