9 10 DEC 15 AIP CANADA (ICAO) SUPPLEMENT 46/15 AIRSPACE AND COMMUNICATIONS SOUTH ATHABASCA OIL SANDS, ALBERTA (Replaces AIC 29/15) NAV CANADA, the country's provider of civil air navigation services, completed an aeronautical study to review the communication and airspace requirements in the area south of Fort McMurray known as the South Athabasca Oil Sands. The area in question encompasses four aerodromes in relatively close proximity to each other Primrose, Kirby Lake, Christina Lake, and Conklin. There has been a substantial increase in aircraft traffic at these aerodromes, primarily in support of oil sands mining operations. The study concludes that the establishment of controlled, transponder mandatory airspace with direct controller-pilot communications (DCPC) is required to enhance safety and efficiency of instrument flight rules (IFR) operations. In addition, the establishment of a common air traffic frequency (ATF) for the area will enhance communication and situational awareness for pilots operating visual flight rules (VFR) and IFR. Following are the specific study recommendations (See map sketch below): Establish control area extension (CAE) Class E controlled airspace mandatory transponder Mode C required from 3,000 feet above sea level (ASL) in the area bounded by CYR223 on the north with a tangent north-west to the Fort McMurray control area extension, the Alberta/Saskatchewan border on the east, CYR204 (Cold Lake Air Weapons Range) on the south and the very high frequency (VHF) airway V112 on the west. A portion of the CAE eastern boundary extends to the east 12 nautical miles (NM) with a floor of 3,500 feet ASL; Establish Class E control zones (CZs) mandatory transponder Mode C required to 3,000 feet ASL, 5 NM in radius for the private oil sands aerodromes Primrose, Kirby Lake, Christina Lake, and Conklin (Leismer); Establish transition area (TA) Class E, Mode C airspace to the west and east of the Christina Lake CZ with floors of 2,900 feet ASL and 2,700 feet ASL respectively and to the west of the Kirby Lake CZ with a floor of 2,900 feet ASL; Install peripheral station (PAL) communications to enable DCPC for the area including on the ground at the 4 private oil sands aerodromes; Publish a common area ATF for pilot-to-pilot communication in the same area as the newly established Class E airspace, including a corridor north to the Fort McMurray CZ, from the surface to below 7,000 feet ASL; and In the area immediately to the west of the Cold Lake military terminal control area (MTCA), eliminate several slivers of uncontrolled airspace by moving the Class B airspace boundary east to make it contiguous with the Cold Lake MTCA boundary. These changes took effect 10 December 2015 at 0901 Coordinated Universal Time (UTC). 12 12 NOV 15 AIP CANADA (ICAO) SUPPLEMENT 44/15 CONSTRUCTION WORK AT THE MONTREAL-MIRABEL INTERNATIONAL AIRPORT (YMX) DECEMBER 2015 TO DECEMBER 2016 From December 2015 to December 2016, major construction work will be taking place in anticipation of the full refurbishment of Runway Runway will remain open for the duration of this work as well as Taxiway A6 and the Taxiway A extension between taxiways H and J. 1 December 2015 to 1 December 2016 Full closure of Runway 06-24, taxiways B4, B5 and B6, as well as Taxiway B east of Taxiway T, and holding bays 06 and 24. Taxiway B between K and T will remain open for use by Bombardier only. Taxiway edge lights in this segment will be replaced with blue reflective rods. 13 15 OCT 15 AIP CANADA (ICAO) SUPPLEMENT 43/15 QUEBEC REGION CONSTRUCTION OF A WIND TURBINE FARM (BELLE-RIVIÈRE) ST-GÉDÉON (LAC ST-JEAN), QUEBEC SPRING TO FALL 2016 The construction of the Belle-Rivière wind turbine farm will start in May 2016 and be completed in November This project consist to erect 10 wind turbines and one wind sensor mast within 3.0 and 5.7 Nm southwest of Alma airport, Qc. All of them will be lighted and will be operational at the end of the wind turbine farm s construction. The height of the turbines will be 474 feet AGL, the maximum height above sea level will vary from 872 feet ASL to 985 feet ASL, the height of the wind sensor, in the middle of the farm will be 328 feet AGL, 874 feet ASL. 15 20 AUG 15 AIP CANADA (ICAO) SUPPLEMENT 40/15 QUEBEC REGION FESTIVAL WESTERN DE SAINT-TITE SEPTEMBER 9 22, 2015 This supplement aims to inform the aeronautical community operating in the Mauricie area about the Festival Western de Saint-Tite as well as the operational limitations and restrictions in the vicinity of the Saint-Tite aerodrome (unknown location indicator) and the Lac-à-la-Tortue land and water aerodromes (CSL3 and CSU7). These aerodromes are all shown on the Montréal VFR Navigation Chart (VNC). To increase the level of safety at this event, and pursuant to section 5.1 of the Aeronautics Act, Transport Canada (TC) is creating a restricted area over the town, centered on the stables located east of the town. TC is also designating a mandatory frequency (MF) area centered on the aerodrome located southwest of the town but encompassing all of Saint-Tite. Restricted area Section 5.1 of the Aeronautics Act states that: The Minister or any person authorized by the Minister may by notice prohibit or restrict the operation of aircraft on or over any area or within any airspace, either absolutely or subject to any exceptions or conditions that the Minister or person may specify [...]. Pursuant to section 5.1 of the Aeronautics Act, a restricted area is established within a 0.75 NM radius around the stables at the following coordinates: N W, from the surface to ft ASL (1 066 ft AGL). No aircraft shall be operated within the area described except MEDEVAC flights, police operations and TC aircraft. The restriction shall be in effect from September 9, 2015 through to September 22, The restricted area is depicted as a red circle on the area chart and on the satellite image hereunder. MF area To maximize the safety level, an MF area will be designated by TC. The area (without ground station) consists of a 3 NM radius centered on the Saint-Tite aerodrome (approximate coordinates: N W), from the surface to ft ASL (3 075 ft AGL). The MF is MHz. Pilots must follow the MF reporting procedures set out in Canadian Aviation Regulations (CARs) to as well as the information contained in RAC sections 4.6.4, and of the Transport Canada Aeronautical Information Manual (TC AIM). NOTAM A NOTAM will be issued, under the Montréal FIR CZUL NOTAM file, indicating the effective times of the restricted area pursuant to section 5.1 of the Aeronautics Act. A NOTAM will be issued, under the Lac-à-la- Tortue aerodrome (CSL3) CYQB NOTAM file, indicating the effective times of the MF area and the restricted area pursuant to section 5.1 of the Aeronautics Act as well as any last-minute changes. 39 24 JUL 14 AIP CANADA (ICAO) SUPPLEMENT 51/14 ONTARIO REGION LASER PROJECTION IN THE VICINITY OF EGBERT, ONTARIO MAY 31, 2014 TO MAY 31, 2019 (Replaces AIP Supplement 25/09) In April 2009, Environment Canada s Centre for Atmospheric Research Experiments began a multi-year study using a laser located on the grounds of the Centre for Atmospheric Research Experiments at coordinates 44 13' 55" N 79 46' 42" W. The laser propagates a stationary vertical green beam, which is not visible during daylight. It projects day and night when there is no precipitation. Several measures have been taken to mitigate risks to aviation. The beam is being significantly diverged to reduce the block of altitude that presents a hazard to aircraft crew and passengers. A radar interlock system has been designed to shut off the laser when an aircraft enters the nominal hazard zone. In addition, the laser cannot propagate a beam if the radar is not transmitting. In the event of a simultaneous failure of both protection systems, an aircraft overflying the narrow beam and a crew member or passenger looking straight down at the light source, there would be risk of injury to the eyes up to ft above the laser source (5 000 ft ASL). Flash blindness could occur up to ft (8 000 ft ASL); cockpit and cabin illumination could occur beyond this distance. Pilots are reminded that Canadian Aviation Regulation (1) stipulates: No pilot-in-command shall intentionally operate an aircraft into a beam from a directed bright light source or into an area where a directed bright light source is projected, unless the aircraft is operated in accordance with an authorization issued by the Minister. The laser, a stationary yellow laser, is located at N W, approximately 7 nautical miles (NM) north-northeast of the Pitt Meadows Airport. The following caution is issued for this laser: The laser light beam may be injurious to pilots/aircrew and passengers within ft of the light source. 42 3 APR 14 AIP CANADA (ICAO) SUPPLEMENT 21/14 TERMINAL CONTROL AREA AND CONTROL ZONE QUÉBEC JEAN LESAGE INTL, QUEBEC NAV CANADA, the country's provider of civil air navigation services, conducted an aeronautical study that reviewed the airspace classification and structure of the terminal control area (TCA) and control zone (CZ) at the Quebec/Jean Lesage International Airport. The study concluded that the volume and density of traffic within Quebec s TCA and CZ warrant a change from Class D to Class C airspace. In addition, to ensure the proper air traffic control (ATC) communication and surveillance coverage required for Class C airspace provided within the TCA, the floors for some sectors of the TCA will be raised. This will also help reduce compaction of visual flight rules (VFR) traffic for a few airports located under these sectors (see map sketch below). These changes took effect 03 April 2014 at 0901 Coordinated Universal Time (UTC). 56 28 JUN 12 AIP CANADA (ICAO) SUPPLEMENT 31/12 PACIFIC REGION LASER OPERATION IN WHISTLER, BRITISH COLUMBIA (Replaces AIP Supplement 25/10) A vertical pointing laser will be operating in the Whistler area of British Columbia until 31 March This laser is controlled by a radar interlock system, known as light detection and ranging (LIDAR), which automatically shuts off the laser if an aircraft operates close to the beam. The laser, a stationary green laser, is located at N W, approximately 0.5 nautical miles (NM) north of the Whistler Hospital Heliport. The following caution is issued for this laser: This laser light beam may be injurious to pilots/aircrew and passengers within ft of the light source. Flash blindness could occur up to ft from the light source and cockpit illumination may occur beyond this distance. The laser beam will be activated periodically in non-precipitation conditions only. As a result of this, the Maximum Elevation Figure (MEF) values may be inconsistent within chart overlap areas depicted on the VNC series. This issue will be resolved through the completion of all digital terrain layer updates. For cases in which MEF inconsistencies are present, the MEF values depicted on the VNC with the latest aeronautical information date should be used. 59 17 DEC 09 AIP CANADA (ICAO) SUPPLEMENT 50/09 LASER PROJECTION IN THE WOLFVILLE, NOVA SCOTIA AREA (ACADIA UNIVERSITY) 15 NOVEMBER 2009 TO 15 NOVEMBER General In November 2009, Environment Canada s Centre for Atmospheric Research Experiments began a five-year study using a vertically pointing green laser located on the grounds of Acadia University (Wolfville, Nova Scotia) at coordinates N W (approximately 12.2 NM northeast of the Waterville/Kings Co Muni aerodrome [CCW3]). 2.0 Laser Description The semi-autonomous laser system projects a stationary vertical green beam, which is not visible during daylight. The laser system is operational during the day and night when there is no precipitation. 3.0 Risk Mitigation Measures Several control measures have been taken to mitigate the risks to aviation safety as follows: The laser beam has been significantly diverged to reduce the block of altitude that presents a hazard to aircraft crew and passengers. A sensing device in the form of a radar interlock system has been designed to shut off the laser when an aircraft enters the hazard zone (prior to actually penetrating the laser beam). The radar communicates with the operator console to let it know it is on. The laser cannot project a beam if the radar is not transmitting (both systems operate on the same power source). A video surveillance system has been placed inside and outside the vehicle that will be used for routine monitoring of the radar. 4.0 Canadian Aviation Regulation (CAR) (1) Requirement for Pilot-incommand Pilots are reminded that CAR (1) stipulates the following: No pilot-in-command shall intentionally operate an aircraft into a beam from a directed bright light source or into an area where a directed bright light source is projected, unless the aircraft is operated in accordance with an authorization issued by the Minister.
